I2WD, located at Fort Monmouth, New Jersey, consists of five Divisions forming a cohesive and effective Research & Development (R&D) enterprise capable of rapidly maturing critical technologies from initial concept through support to fielding. Our core capability areas are: Radar/Combat Identification; Electronic Warfare Air/Ground Survivability Equipment; Information and Network Operations; Signals Intelligence (SIGINT); Modeling & Simulation; Information Fusion; Measurement and Signatures Intelligence (MASINT); Electronic Warfare Countermeasures; and Intelligence Dissemination. Our mission includes: Quick Reaction Capabilities (QRC) Transition State-of-the-Art technology into systems for rapid fielding Development, production and fielding of specified equipment in support of the warfighter, National Intelligence requirements, and Law Enforcement Agencies (LEA). Engineering and management support to Program Executive Officers (PEOs) and their Program Managers (PMs) in the development, production and fielding of systems. Continuous improvement during the life cycle of systems.

The U.S. Army Research Development Engineering Command (RDECOM), Communications, Electronics, Research, Development and Engineering Centers (CERDEC) Intelligence and Information Warfare Directorate (I2WD) was originally established as the technical arm of the U.S. Army Security Agency. In 1977 it was transferred to the U.S. Army Electronics Research and Development Command (ERADCOM) and relocated from Arlington Hall Station, Virginia to Vint Hill Farms Station, Warrenton, Virginia. Then, in 1985 control was transferred to the U.S. Army Communications Electronics Command (CECOM) at Fort Monmouth, New Jersey, Research, Development and Engineering Center and it was redesignated as a Directorate by the Army Materiel Command (AMC) in 1991. Finally, in 1992 the Intelligence and Electronic Warfare Directorate was formed by combining the Signals Warfare Directorate with personnel from the Electronic Warfare, Reconnaissance, Surveillance and Targeting Acquisition (EW/RSTA) Directorate. Under the 1995 BRAC decision the directorate was transferred from Vint Hill Farms Station, Virginia to Fort Monmouth, New Jersey. In 1999, technical areas of expertise were enhanced to include radar and electronic combat capabilities. I2WD is known for excellence in Information and Signals Warfare technology. The Directorate works closely with other DOD and national intelligence organizations. Further, part of our mission concerns responding rapidly to critical tactical and strategic signal intelligence and information warfare requirements. I2WDs integrated technology base programs address recognized Army requirements established by TRADOC and the PEO community.

I2WDs goal is to develop and apply emerging technology that will significantly advance the soldiers fighting capabilities now and in the future. I2WD is developing and integrating the critical technologies required to provide a speedy transition from the research phase to the field, ensuring the long-term superiority of the U.S. Army in the areas of information warfare and intelligence systems. I2WD is structured around five line divisions, flight activity and an internal special C-IED Task Force.

EWAGS responsibilities include the development and fielding of innovative technologies to increase the survivability of the warfighter on the modern battlefield: from sophisticated sensors, decoys, electronic jamming systems, improvement upon the many systems already fielded, to the spearheading of research & development efforts necessary for the Armys next generation systems. I2WDs equipment protects soldiers, ground vehicles, and aircraft from enemy sensors, lasers, missiles and roadside bombs.

Rad a r & C o m b a t I d en ti f i ca ti o n (R/CI)

R/CI activities include airborne radar, ground based radar and battlespace combat identification. Our airborne radar systems enable the detection, recognition and tracking of enemy personnel, and vehicles in the open or under concealment. Integration of these systems is conducted on manned and unmanned vehicles, resulting in advanced imagery and data exploitation techniques for the automated processing of significant complex sets of data. Our ground based radar systems detect and track ground launched rockets, artillery and mortars, and aircraft in support of responsive counterfire and intercept missions. Battlespace Combat Identification activities are focused on the development and assessment of technologies such as millimeter wave and radio-based interrogation and response, and radar responsive tags, enabling robust blue force situational awareness to reduce incidences of fratricide.

Information Network Operations (INO)

Operations in the 21st Century are reliant on knowledge derived from an automated global network of systems. I2WD is providing the warfighter with the tools required to engage and defeat enemy C4ISR activities and win the information war. I2WD develops, integrates and tests Information Operations technologies providing stateof-the-art systems in: Signals Intelligence (SIGINT); Measurement and Signatures Intelligence, (MASINT); Communications and Non Communications Electronic Support Measures/Electronic Attack (ESM/EA); and Computer Network Operations to meet multi service/agency requirements. Network electronic warfare programs are developing capabilities to detect, classify, geolocate, and surgically disrupt and/or neutralize modern emitters on the battlefield or in urban environments. Our efforts also include the detection and neutralization of Improvised Explosive Devices (IEDs) without disruption to friendly communication systems. I2WD focuses on both tactical and strategic intelligence with programs in both offensive and defensive areas of operations.

Signals Intelligence & Quick Reaction Capability (SIGINT & QRC)

Provides customers with engineering and manufacturing support for state-of-the-art systems collecting enemy communications and electronic signals. We develop, manufacture, and integrate technology for the TROJAN Program which connects military intelligence units into a world wide information dissemination network. Further, these systems are also mounted on aircraft, in vehicles, in suitcases or in any required configuration. The TROJAN programs - Classic, SPIRIT and LITE - are and have been the backbone for tactical and national intel dissemination, including reachback, voice, fax, imagery and digital data. I2WD also focuses on fast paced Quick Reaction Capabilities (QRC) efforts and expedited programs for solving urgent needs or shortcomings in the field in support of the warfighters immediate needs. I2WD is the premier developer for DoD of wideband intel sensor data links.

Efforts involve developing algorithms, combining data from multiple sources for intelligence gathering, tracking, targeting; and providing a common operating picture of the battlespace. I2WD is developing advanced Fusion, Modeling & Simulation (M&S) technologies for Intelligence, Surveillance & Reconnaissance (ISR) capabilities providing accurate and timely situational understanding to the battlefield commander. Further, we maintain a Fusion/M&S System Integration Laboratory (SIL) and Distributed Common Ground System Army (DCGS-A) Test Bed, for testing of existing and emerging technologies allowing I2WD to be at the forefront of autonomous and cognitive fusion developments.
In addition to performing our mission for the Army, I2WD also develops joint technologies and systems for our sister services, and has strategic R&D partnerships with other government agencies, national laboratories, and allied nations. Our Current Facility

The facility originally consisted of a research and development building with a fenced perimeter compound housing a fabrication, integration and fielding activity with a limited secure warehouse. As I2WDs mission and customer base grows, so has our footprint. The I2WD campus now includes several staging areas, a second fabrication, integration and fielding facility, and a second storage area and warehouse. The main R&D facility is a limited access and Sensitive Compartmented Information Facility (SCIF) consisting of closely collocated office and laboratory space.

I2WD Facility Environment

I2WD programs are executed by a strong cadre of scientists, engineers, program managers and military personnel, working together, in modern state-of-the-art facilities, equipped with the latest tools and technologies. There are over 25 integrated laboratories located at I2WD. A significant example of one of our major facilities is I2WDs Anechoic Chamber. The chamber is a fully certified 3,000-square-foot facility used to conduct sensitive radio frequency, electromagnetic compatibility and interference measurements. I2WDs interconnected state-of-the-art labs conduct all matters of research and development, from analyzing lasers, to characterizing, exploiting and defeating IEDs. They include:

Summary
I2WD is actively supporting the Armys transformation from the Current Force to a Future Force, while also providing a much needed Quick Reaction Capability to our military in the ongoing Global War on Terror (GWOT).
