Role Duty Unit Staff Category Job Purpose Accounts Officer He/She will report to the project manager, EiE Plan Pakistan, PSO Multan Emergency Response unit Accounts officer will be responsible and accountable for overall financial aspect of the EIE grants project Competencies/Behaviour Sound knowledge, understanding and practical application of financial tools toward the smooth functioning and operation of the Project. Demonstrated proficiency in computer skills and relevant software packages. Capacity to produce financial information/budgets and good quality procurement and logistical documents and deliver projects to agreed parameters. Conscientious and efficient in meeting commitments and deadlines in achieving results. Ability to plan and organize work by identifying priority activities and adjusting priorities as required. Ability to plan, coordinate and monitor own work plan. Capacity to work under minimum supervision and support. Proactive, flexible and adaptable disposition. Able to think creatively about logistical solutions. Solid planning, organizational and financial management skills. Good interpersonal skills and ability to establish and sustain partnerships and good working relations. Ability to establish and maintain effective relationships with colleagues, a variety of team members and external contacts through good written and spoken communication skills. What does the jobholder plan? Plans to Oversee project expenditures in compliance with project budget. Plan to develop and negotiate working and/or cooperation agreements with governments, NGOs & other external bodies in an effective way to achieve desire objectives. Maintain and reconcile expenses with that of Project Outline in PPM

What are the outputs and deliverables? To coordinate all financial programs in areas of operation and ensure compliance with the organizations policies and procedures. Any other responsibility assigned by the supervisor. What does the post holder oversee? Monthly/quarterly EIE Project expenditure analysis Quarterly Country Annual Total (CAT) preparations Regular Partner visits to provide financial support to implementing partners Support in all financial transactions and processes and ensure these are in line with Plan polices and procedures. Verify disbursement of all payments to partner organizations, consultants, suppliers, and communities and ensure that they conform to Plan policies, guidelines and local law. Bank reconciliations are prepared regularly on a monthly basis. Ensure the completion in all respects of documentation being sent to Finance /administration section (vouchers, reports etc). Ensure provision and supervision of efficient and transparent procurement and logistical services and processes according to Plan Policy. Ensure consistency in the application of Plan rules and procedures. Draft routine correspondence and reports. Criteria for Success Assure appropriate utilization of all available resources. Timely submission of regular and special administrative and logistical reports as needed/required.

Skills Fluency in oral and written English and Urdu is essential. Computer proficiency is essential (MS Word, Power Point and Excel) Organisational skills. Qualifications and Experience

What are the primary linkages for this post? Country Office administration PUs Children, their families and communities. Masters in business administration and finance or related subject. At least two years working experience preferably in development organization. Experience of working in partnerships.
