In the UK, the total capital expenditure on PPPs between
1992 and 1999 came to almost £10 billion (Brown,
1999).
Most used PPP model in UK is PFI.
Problems reported with PPP/ PFI procurement include
issues such as: high costs in tendering, complex
negotiation, cost restraints on innovation, and differing
or conflicting objectives among the project stakeholders
(Akintoye et al., 2001).
