Having rallied over 200 points over the past five consecutive trading sessions,
Colombo bourse took a well-deserved breather with benchmark index
depicting some intraday volatility swinging between marginal gains & losses.
The ASPI managed to close the week on a positive note amidst buying
interest in steady lot as it advanced 17.3 points at its close of 5,747.7 points.
The S&P SL20 moved along the market with a 17.5 point gain at its close of
3,121.7points with notable price appreciations in Ceylon Tobacco (+), Nestle
Lanka (+), Hatton National Bank (+) and Commercial Bank (+). The turnover
improved from yesterday amidst large off-market deals in selected counters
reading LKR1,234.4 mn for the day.

Despite some selling pressure in the speculative counters trimming the index
advance, notably the momentum seemed to continue in the steady players
with continued buying interest. We believe the sentiment is likely to
strengthen further provided the fundamentally backed counters remain in
the limelight. Retail activity is also expected to gather further momentum with
continued foreign inflows remaining a strong eye opener for the local
investors.
Heavyweight, John Keells Holdings emerged to spearhead the days
turnover list amidst heavy institutional play. The counter witnessed 7 crossings
accumulating to c.2.1 mn shares transacted at prices LKR219.9, LKR220.0 &
LKR220.5. Further several large on-board deals were also handled in the
counter as it constituted c.43% of the days turnover.
Block trades continued in Hatton National Bank as it saw further 4 parcels
totalling to 2 mn shares being crossed off at LKR147.0 & LKR148.0 today.
Amidst heavy buying interest, the counter recorded a further 150k share
block being taken on board as it advanced 1% at its close of LKR148.5,
currently trading at attractive valuations at a PER of 7.7X 2013E.

Institutional interest extended in Asiri Surgical Hospital as the counter


registered further 5 blocks carrying a total of 14.85 mn shares crossed off at its
52-week high price of LKR9.5. The counter was seen trading at its 52-week
high as several other large on-board trades were also witnessed, where it
closed with an 2.2% gain at LKR9.4. In addition Chevron Lubricants, Peoples
Finance, Ceylon Tobacco and Lion Brewery were seen trading on their
respective 52-week high prices.
Buying interest was notable in Central Finance, Peoples Leasing, Distilleries,
Nations Trust Bank, National Development Bank, Nestle Lanka and
Commercial Bank. On the contrary some selling pressure was visible in retail
favourite stocks; Nation Lanka Finance, Environmental Resources Investment
whilst active retail & high net worth play surrounded Panasian Power, Free
Lanka Capital Holdings, Balangoda Plantations, Tess Agro and Trade Finance
& Investments.

European Stock Futures Fall as Fed Sees Bond Buying End: European stock
futures fell as minutes from the Federal Reserves Dec. 11-12 meeting showed
some policy makers said it may be appropriate to end the USD85 bn monthly
bond-purchase program in 2013. US index futures were little changed. Asian
shares outside Japan dropped. Futures on the Euro Stoxx 50 Index, a
benchmark for the euro area, declined 0.3% to 2,687 at 7:04 a.m. in London.
Oil Slips a Second Day in New York on US Jobless Claims: Oil trimmed its
fourth weekly gain after US Federal Reserve policy makers signaled they may
end a stimulus program this year, raising concern the economic recovery
may falter in the worlds biggest crude user. West Texas Intermediate oil for
February delivery fell as much as 78 cents to USD92.14 a barrel on the New
York Mercantile Exchange and was at USD92.26 at 2:33 p.m. in Singapore.

Sri Lanka seeks budget support loan from IMF-Treasury Secretary: Sri Lanka is planning to discuss a loan of
up to a billion US dollars if the International Monetary Fund is willing to provide budget support, Treasury
Secretary P B Jayasundera said. "We are asking IMF to extend budget support," Jayasundera told reporters in
Colombo. "That money cannot go the Central Bank." The IMF usually gives a loan to a central bank to boost
external monetary reserves with fiscal funding being left to its BrettonWoods twin, the World Bank. Money
that goes to foreign reserves cannot be spent domestically and is usually invested in US or other liquid debt
in reserve currency countries effectively financing their deficits. Jayasundera said Sri Lanka had adequate
foreign reserves but if IMF willing to give cheaper funds for development spending, Sri Lanka would welcome
it. This year Sri Lanka is not expected to sell a sovereign bond in international capital markets. An IMF team is
due at the end of the month on a two week visit for annual so-called 'Article IV' consultations. A billion
dollars was not a specific expectations but interest in the loan would be discussed at that time, Jayasundera
said. Sri Lanka ended USD2.6 bn bailout or stand-by arrangement (SBA) with the IMF last year.

Sri Lanka aims to have best customs office in region-Treasury Secretary: Sri Lanka is aiming to have the best
customs office in the region with the office fully online and three 'free ports' in operation, Treasury Secretary
P B Jayasundera said. Sri Lanka's customs office will have ASYCUDA (Automated System for Customs Data)
World system operating by March 2013, allowing online clearing of exports and imports, he said. "Don't be
cynical when we make ambitious targets," Jayasundera told reporters in Colombo. "It is the dream of Sri
Lanka customs and the finance ministry to the best Customs in the region." By March 'free port' arrangement
will be in three ports, he said. Jayasundera said Sri Lanka Customs will be handling about USD30 bn of import
and exports a year. Customs will also facilitate the about a million tourists are year, he said.

CB to maintain good rapport with IMF: Central Bank Governor Ajith Nivard Cabraal said Sri Lanka is going to
have discussions with the International Monetary Fund this year to plan out its future engagements with the
institution. For the first time, Sri Lanka was able to successfully complete the USD2.55 bn stand-by
arrangement received from IMF within a three year period without burdening the country. The IMF
programme started in 2009 and ended in 2012. Cabraal said, we will in addition keep on taking steps that
are necessary to maintain inflation in a single digit level and mid single level as we go alone in the next few
years. We would like to see the country being in a growth path in a continuous basis as well. The

unemployment rate in the country is also expected to come down below the three percent mark by 2016. To
determine the exchange rate, we would allow market forces to play its role. But at the same time, we would
however intervene in the event that we find there is a too fast depreciation or too fast appreciation.

Sri Lanka to charge retrospective taxes on converted vehicles: Sri Lanka is set to charge millions of rupees of
taxes on a retrospective basis from owners of pick-up trucks and jeeps who have converted them under
existing rules, according to a new cabinet decision. The state information office quoting a cabinet paper from
the ministry of transport said single cab pick-up trucks imported under a lower duty structure have been
converted to double cabs which attract a higher duty. Land Rover defender jeeps auction by state entities
were also being converted 5-door luxury station wagons by changing the body. "The difference between the
tax payable for a new/used imported vehicle similar to that of the converted vehicle on the date of
registration of the converted vehicle and the tax already paid on the converted vehicle at the time of its
importation, should be paid as a surcharge to the Government," the information office quoted the cabinet
paper. "The registration of such converted vehicles under the above conditions should be completed by 201303-31 and registration of such vehicles after the above date should not be permitted under any
circumstances." Analyst say retroactive taxes and laws, which are ad hoc in nature undermine the certainty
that should come from the rule of law. In a free country it is the practice of rulers to 'grandfather' any
mistakes of the state in drawing up laws and make changes applicable to the future. In free countries with
strong constitutional guarantees of liberty to citizens, so called ex post facto laws are specifically prohibited.

Sri Lanka unveils first high level JTF with India: Sri Lanka unveiled its much-awaited team in the high level
India-Sri Lanka Joint Task Force (ISJTF). The pioneering team packs not only top officials of some key
ministries but also includes four well-known private sector heavyweights. I wish the Sri Lankan assemblage
of ISJTF all success in their efforts. The ISJTF will be a major step not only in historic Indo-Lanka bilateral
trade, but even in opening the huge Indian markets for our keen exporters, announced Minister of Industry
and Commerce Rishad Bathiudeen.

NDB supports Tourism Development projects worth LKR1.9 bn: National Development Bank [NDB :
LKR140.9] remains well poised and focused in its efforts to provide financial support for the construction of
new hotels, renovations, refurbishments and upgrading of existing hotels in a bid to support the accelerated
development of tourism as an emerging sector of the economy. During the post war regime up till November
2012, NDB has approved project loans to the value of LKR1.9 bn for hotel projects located in strategic tourist
locations covering Passikudah in Eastern Province, Hikkaduwa in Southern Province, Mount Lavinia and
Waskaduwa in Western Province, Dambulla in the North Central Province and Kandy in Central Province.
Among these projects, are two boutique hotels with unique and novel features while one of the upcoming
hotel projects financed by NDB in Passikudah is in the 5-star category. Upon completion of these projects,
228 new rooms will be added to the existing hotel room capacity in the country. In addition, part of the loans
approved has been utilized for refurbishments, renovations and upgrading of existing hotels. Further, NDB is
at present considering a pipeline of proposals exceeding a value of LKR 2b n, for the purpose of financing the
construction of new hotels.

Mixed bag of fortunes for Lankan tea in 2012: Sri Lankas tea industry concluded 2012 with mixed fortunes
with higher rupee values being obtained at auctions despite notably lowered volumes on the supply side,
according to Executive Director, Ceylon Tea Brokers, Waruna de Silva. The national sale average for 2012
stood at LKR391.46 per kilo in 2012, against LKR359.68, largely as a consequence of the rupee depreciation
which commenced in February last year. Meanwhile, Sri Lanka tea production up to the end November 2012
stood at 299.63 mn kilos, compared to 301.82 mn kilos for the same period in 2011 The rupee turnover in
2012 for auctioned teas ended up higher than the year 2011.Though the rupee value for the year 2012 stood
higher when converted to USD terms, the sale average for the year 2011 was USD 3.26 as against USD 3.08 in
2012; which indicates that the 2012 dollar average ended lower in comparison to 2011. The uncertainty in
the Middle Eastern sector, the tightening of sanctions by the European Union and the United States on Iran

could create a challenging environment for the Ceylon tea industry. However, the market is expected to
remain strong in the first quarter in 2013. While a lower tea production is usually witnessed during this
period of the year, the western quality season and lower global tea production which was witnessed in 2012
will have a spill-over in the first quarter of 2013; thereby contributing towards a stronger market, he noted.

NCE biz delegation to Myanmar a success: The National Chamber of Exporters of Sri Lanka organized an 11member business delegation to Myanmar last December. The delegation visited Yangon in Myanmar on the
19th and returned after a successful 4-day fact finding mission. The delegation was led by M. Shiham
Marikar, Director Trade Promotion of NCE. The Sri Lankan Embassy in Myanmar, The Myanmar Embassy in
Sri Lanka , The Federation of Chambers of Commerce & industry of Myanmar (UMFCCI) and The Myanmar
Economic Holding coordinated and assisted the NCE in making the visit a success by arranging meetings with
business contacts, and entrepreneurs in Myanmar .

Singapores Building and Construction body to source workers from Sri Lanka: Sri Lanka and the Philippines
have been identified as new source countries for construction workers. The Building and Construction
Authority (BCA) told MediaCorp that two test centres will be set up in Sri Lanka. Approval is also being
sought from the Philippine authorities to establish test centres there. The BCA hopes to bring in skilled
construction workers from Sri Lanka and Philippines to boost supply and diversify the source for foreign
labour. The main sources of foreign construction workers in Singapore are from China, India and Bangladesh.
The authorities want to be less reliant on these countries. Demand for foreign construction workers in
Singapore is expected to remain strong in the years ahead, as the government is ramping up infrastructure
development such as expanding the rail network and building more flats and health-care facilities.

Sri Lanka in US80mn aircraft MRO complex: Sri Lanka's state-run SriLankan Airlines will operate an
USDLKR80 mn aircraft repair and overhauling (MRO) complex at the country's second international airport in
Mattala targeting the Asian market and India. Information minister Keheliya Rambukwelle said cabinet
approval has been given to obtain foreign financial assistance for the project. Sri Lanka's ministry of civil
aviation has sought 80 million US dollars from the Exim Bank of China to build hangars and related facilities
for the aircraft maintenance facility. Mattala airport which is being built with Chinese finance is expected to
open this year.

Record India Deficit May Limit Rate Cuts as Rupee Drops: Indias record current-account deficit threatens to
weigh on the rupee and curb the magnitude of interest-rate cuts forecast to begin this month in support of
government policies seeking faster growth. The shortfall swelled to USD22.31 bn in the quarter ended Sept.
30, the widest in Reserve Bank of India data beginning 1949. The rupee is down 5 percent against the dollar
in the past three months, fanning price gains that will limit Governor Duvvuri Subbarao to a 25 basis-point
rate cut on Jan. 29, according to eight of 10 analysts in a Bloomberg News survey.

Consumer Confidence Improves as Hiring in US Picks Up: Consumer sentiment climbed last week and US
companies added more workers than projected in December, showing the worlds largest economy picked
up even as lawmakers were embroiled in budget disputes. The Bloomberg Consumer Comfort Index rose to
minus 31.8 in the period ended Dec. 30, its highest since April, from minus 32.1 a week earlier, according to
a report today. Figures from the ADP Research Institute showed a 215,000 increase in employment, the
largest since February, while the Labor Department said more Americans filed claims for jobless benefits last
week.

Philippine Inflation Accelerates Less Than Economists Estimated: Philippine inflation accelerated less than
economists estimated in December, giving the central bank room to keep interest rates low and support
growth. Consumer prices rose 2.9% from a year earlier, after a 2.8% advance reported earlier for November,
the National Statistics Office said in Manila today. The median in a Bloomberg News survey of 10 economists
was 3.1%. A stronger peso has helped make imports cheaper, even as Bangko Sentral ng Pilipinas takes
measures to stem capital flows. The monetary authority lowered borrowing costs four times last year, and
its difficult to justify further cuts if the economy is strong and inflation is benign, Governor Amando
Tetangco said.

German Retail Sales Rise as Jobless Rate Near Record Low: German retail sales rose in November as
unemployment close to a two-decade low encouraged spending. Sales, adjusted for inflation and seasonal
swings, increased 1.2% from October, when they dropped 1.3%, the Federal Statistics Office in Wiesbaden
said today. Economists forecast a 0.8% gain, according to the median of 16 estimates in a Bloomberg News
survey. Sales fell 0.9% from a year earlier. The statistics office said overall in 2012 sales fell between 0.1%
and 0.3% against the previous year, after inflation was taken into account. German unemployment increased
less than economists predicted in December and the jobless rate held at 6.9% even as Europes debt crisis
curbed investment and spending. Business confidence improved for a second month in December after
factory orders and exports rose, signaling the country is unlikely to slide into recession. We are cautiously
optimistic about German consumption growth this year due to above-inflation wage gains and lower
savings, said Thomas Costerg, an economist at Standard Chartered Bank in London. Still, we dont expect a
spending boom. Consumer confidence will fall for a second month in January as uncertainty about the
economy increases, GfK SE (GFK) said on Dec. 21. The Bundesbank predicted last month that the economy,
Europes largest, probably contracted markedly in the fourth quarter. At the same time, Christmas spending
in November and December may have increased 1.5% from a year earlier, Germanys HDE retail association
said on Dec. 27.
