Washington, D.C. 20230 Dear Assistant Secretary Strickling, I write in strong support of the application submitted by RovAir Wireless (RovAir), requesting funding through the Broadband Technology Opportunities Program (BTOP) under the American Recovery and Reinvestment Act. With BTOP funding, RovAir would deliver low to no cost internet service to vulnerable and underserved communities around Massachusetts, in addition to creating approximately 130 direct jobs, resulting in 376 job years and 34 indirect jobs through its non-profit partners. RovAirs innovative broadband delivery model will deliver significant public benefit through programs set up with its non-profit partners by committing 10% of its activation revenues to non-profit programs that fund broadband and technology to low-income children and families. RovAir is a Massachusetts-based company that offers a unique delivery model for mobile broadband connectivity wherever there is cellular coverage. RovAir rents wireless, 3G broadband cards, thereby filling a gap in the huge demand for connectivity. RovAirs model allows the user to have connectivity without the need for an expensive plan, while retaining the ability to right size in order to meet the users need. RovAir intends to target the product to a host of markets, including the hospitality industry, healthcare businesses, municipalities and higher institutions, among others. It should be noted that the City of Boston has expressed strong interest in partnering with RovAir to serve their broadband needs. Since the service is based upon existing cellular infrastructure, RovAir can disseminate the connectivity cards to individuals, municipalities and businesses quickly and at minimal cost, thereby creating virtual computer centers in a variety of public spaces and municipal locations. Similarly, RovAir fills the need of connectivity to rural areas, as many cities and towns deemed rural by definition do in fact have adequate existing cellular coverage.

RovAir is an innovative company with sustainable and creative ideas that will help provide a viable and affordable option for internet connectivity to a segment of our society who otherwise would not have the ability to afford Internet access. Thank you for your consideration of this request, enabling NTIA to achieve the American Recovery and Reinvestment Acts goals of spurring job creation and stimulating long-term growth.
