GOVT CENTER, Palo, Leyte - The regional oce of the Department of Health has reported of an occurence of a rare ailment that has aicted more than 200 individuals in remote villages of Villareal town in Samar province. The disease, Chikungunya, is so similar with dengue fever that it is often misdiagnosed as the latter, said health regional sentinel nurse Boyd Cerro. The discovery and occurrence of Chinkungunya in Villareal is the first ever to be known in Eastern Visayas. Cerro said that they are set to conduct their own investigation on the occurence of Chikunguya that affected residents of Banquil and Guintarcan, two remote villages of Villareal. According to Cerro, in Banquil 235 persons were hit by Chikungunya Calbayognons investing in their hometown. Mayor Ronald Aquino as he took time to pose with some members of the while 28 similar cases Morallos and Remigio families. The occasion was the inauguration of the Calbayog Chalet. The structure is the first two were discovered in Guinunits of the apartment complex which the Remigio family intends to put up in the sprawling Remigio property in Brgy, Balud, Calbayog City. GOVT CENTER, Palo, Leyte - A one yearold boy from Eastern Samar was confirmed to have been afflicted with meningoccoccemia but health officals said that the boy is now recovering. Boyd Cerro, regional sentinel nurse of the Department of Health (DOH-8), said that the boy, identified only from his initials AP,is now confined at the Eastern Visayas Regional Medical Center (EVRMC), this city. Ths boy is from sitio Calawit, Barangay San Roque of Oras town, Eastern Samar. Cerro said that on January 4, the boy exhbited high fever and purporic rash (reddish or bluish colored skin rash). He was brought right away to the Oras District Hospital on that day but was referred by the doctors there at the EVRMC last Saturday, Cerro said. The boy, aged one year old and two months, is now confined at the EVRMCs isolation ward to avoid further spread of the ailment. But he is recovering well and responding to the medicines, Cerro said. Doctor Yolanda Bacsal, chief of hospital of the Oras District Hospital, said that the boy was confined at their hospital for just for about three hours and left for EVRMC by 1 a.m.last Jan.5. We dont have the necessary facilities to treat such a case, Bacsal, citing reason why they have to refer the boy to the EVRMC. At present, the health officials are now in the process of contact tracing involving persons whom the boy had contact who included his parents and siblings. Cerro,however, could not say as to how many persons would be involved on their process of contact tracing. But considering of the young age of the patient,

PRC gears up for MVR 2

TACLOBAN CITY -- The Philippine Red Cross (PRC) gears up for the second Million Volunteer Run (MVR 2) on February 10, this year. The representatives of the different chapters in Eastern Visayas will meet on January 12 in Hilongos, Leyte Chapter to finalize the necessary preparations to make the event a success. The Million Volunteer Run 2 is aimed at creating a culture of volunteerism in the country that will empower the people and the nation against all humanitarian challenges, especially in times of disasters said Philippine Red Cross Chairman Richard Gordon. MVR was first held on December 4, 2011. Last December 4, 2011, Philippine Red Cross celebrated the International Year of Volunteers by holding the first Million Volunteer Run. The run was a huge success which was staged simultaneously in 78 cities of the Philippines. Over 400,000 participating runners nationwide were recorded during the event. With the incredible impact it has created in the recruitment of volunteers for the Philippine Red Cross (PRC), we have now declared it an annual event, said Gordon in its website. The goal of PRC is to train all volunteers as humanitarian soldiers when disaster strikes. In line with this effort to build the nations capacity to cope with life-threatening emergencies, the funds will be raised for the Red Cross 143 Volunteers Training Program on disaster management, equipping the Filipino communities with lifesaving tools. Leyte implements forced evacuation ordinance

TACLOBAN CITY Leyte fifth district Board Member Carlo Loreto said the provincial government is implementing an ordinance that aims for zero casualties during disasters. This is our response to the national governments call to enact an ordinance for the adoption and implementation of emergency measures such as pre-emptive or forced evacuation in areas declared to be in imminent danger in times of disasters, Board Member Loreto said. Loreto added that local government units, including provinces are actually mandated under the Local Government Code to carry out the necessary measures during and in the aftermath of manmade and natural disasters and calamities. Section 16 of the Local Government Code particularly calls on local government units to exercise the powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of general welfare. Our local ordinance on forced evacuation was actually first used during the flooding in Babatngon last October. I was with then Governor [Carlos Jericho] Petilla when he ordered the forced evacuation of residents of Barangay IV who were at risk of another landslide, Loreto said. The governor also ordered the permanent relocation of the residents to avoid an imminent danger to the lives of the residents, Loreto added. Loreto said disasters cannot be prevented from happening but local government units can do everything within its means to mitigate their adverse effects and prevent the loss of lives and properties. In the execution of forced evacuation, Loreto clarified that it should be carried out in a humane and respectful manner to the affected residents. All measures should be taken to inform the evacuees of the need for the evacuation, the board member said. He, meanwhile, urged municipal and barangays governments to enact or adopt the provincial ordinance on forced evacuation. We aim for zero casualties during disasters, and this can be achieved if all local government units will implement emergency measures in their respective localities, Loreto said. (REYAN L. ARINTO)

Weed out loose firearms

Intensified police operations against the proliferation of unregistered firearms thru random weapons check operations in crimeprone areas; mobile check-points and chokepoint operations; intelligence build-up; internal security operations; application for Search Warrants; and dismantling of private armed groups and criminal gangs, syndicates and threat groups will be given priority operational action for implementation, according to a report posted on a PNP Regional website in Mindanao days following the launching of the program. These convey no less than the painful truth that the national government has failed to weed out loose firearms right in the very root of it. The proliferation of loose firearms is going beyond proportion, as critics say, and there seems to be more of these in the bin than the statistics that the Philippine National Police has its active files. A specially created undertaking of the national government called the National Firearms Control Program, launched in year 2009, was thought to be the national governments tool against the apparently wanton spread of this kind deadly weapon across the archipelago. In issuing Executive Order No. 187, then Pres. Gloria Arroyo desired to reduce by at least 3 percent per month the estimated

The Presidential Commission on Good Government (PCGG) had long been in operation and may have outlived its purpose and objective why it was formed by former President Cory Aquino. It was tasked to recover some $10 Billion fortune believed to have been embezzled by former President/Dictator Ferdinand Edralin Marcos and his cronies, during his 20-year regime as head of state from 1965 1986. Out of this apparently overstaying Malacaang rule and other abuses in power, Marcos, his family and a few cronies were literally driven evidences of the Marcos plunder and recovering this hidden but stolen wealth. Gullible customers are easily caught in such gadgets that are dependent from their countries of origin for operation and maintenance. We get hooked in the use of such modern things and fall as perennial customers of the industries of such countries. But in all our tendencies to be imitators, there is one aspect of governance and socio-political life that we must have copied but we continue to fail doing so. We already adopted mostly American ways of fashion, lifestyle, education, governance and technology. Unfortunately, we remain an immature people as we continue to fail to develop the way we see it practiced in other countries, specifically America. Our democracy, education, government setup and many other aspects of life are in a way copied, mainly from America. The only thing we fail to copy is the

We have been tagged albeit unfairly as imitators of other races and cultures. In more ways we are influenced by the fashion and lifestyles of western countries, chief of which America. We had developed that mentality of opting to adopt identities of other peoples and cultures. Our fashion had hugely been what we see are being worn by Americans and other western countries. Apart from the fashion wears we too are fond of the foods and recipes of other countries. We try to like the taste that seems to us imported in lieu of our palatable native dishes. And we try to adopt the technologies that advanced countries had developed in our desire to be in fashion and live the life-

style of modern people. Our systems of government and education are likewise a copycat from other countries. We have adopted systems that are often inapplicable to us, failing, we put the blame on us rather than on the system we force adopting. The problem is often in the unfitness of such things which we copy but we copy anyway and effect adjustments on us, taking the system as accurate and perfect as we see them well with the peoples of their origin. We blindly copy without regard to the unique traits that we have as a people which may be incompatible to the system we are adopting. Then we develop a penchant for modern gadgetry that advance nations show

With the proliferation of loose firearms and the in-depth networking of wealthy traditional politicians, hired guns will sell like hotcakes. The only way seen to thwart this scenario from happening is to weed out the loose firearms where they thrive. Carrying out effectively this crackdown on loose firearms, although necessitating the cooperation of the citizens, is basically a task of the law enforcers, especially the PNP. Besides, they have the statistics thus, they are considered knowledgeable where these loose firearms are manufactured and distributed. The buck stops at them just the same.

ACFJ accepts application for journalism scholarship

TACLOBAN CITY The Konrad Adenauer Asian Center for Journalism (ACFJ) at the Ateneo de Manila University is now accepting applications for the 2013 Fellowships for the Master of Arts in Journalism, a program designed to raise the bar of journalism in Asia. In a statement, Dr. Violet Valdez, ACFJ executive director, said that fellowships are awarded to fulltime Asian journalists who have excellent professional and academic record, a commitment to good journalism and leadership qualities. A grant covers tuition and other expenses for the two-year M. A. Journalism program. About 20 students from various Asian countries are admitted each year. As of 2009, more than 100 working journalists from Bangladesh, Burma, Cambodia, China, India, Indonesia, Laos, Malaysia, Nepal, Philippines, Sri Lanka, Thailand, and Vietnam have enrolled. In Eastern Visayas, Leyte Samar Daily Express Editor-in-chief Vicente Labro is the only journalist that earned the masters degree through ACFJ in academic year 2003.
