I.PURPOSE ThepurposeofthispolicyistoextendthecurrentCollegeofCharleston(CofC)smokingpolicy(adoptedin 2006)topromoteatobaccofreeenvironmentforemployees,students,andvisitorssuchthatthenegative effectsofpassivesmokeandtobaccouseareminimizedwithinallCofCfacilities,includingCofCaffiliate facilities. II.POLICY A.CoveredIndividuals Theprovisionsofthispolicyshallapplytoallemployees(includingfacultyandstaff),visitors,students, volunteers,contractorsandvendorsunlessotherwisenoted. B.UseofTobaccoProducts ConsistentwithActNo.188(adoptedJune7,2012),theuseofanytobaccoproductisprohibitedIN BUILDINGS,PORTIONSOFBUILDINGS,ANDAREASCONTIGUOUSTOTHESEBUILDINGSOWNED,LEASED, OROPERATEDBYPUBLICINSTITUTIONSOFHIGHERLEARNINGTHATTHEGOVERNINGBODYOFTHE INSTITUTIONHASDESIGNATEDASNONSMOKING.Tobaccouseisprohibitedinplacesincluding,butnot limitedto:offices,classrooms,laboratories,elevators,stairwells,restrooms,shuttlebuses,shuttlebusstops, sidewalks,parkingareas,meetingrooms,hallways,lobbies,andothercommonareas.Theuseoftobacco productsinCofCowned,operatedorleasedvehiclesisalsoprohibited. C.ListofTobaccoProducts Tobaccoproductsinclude,butarenotlimitedto:cigarettes,cigars,pipes,chewingtobacco,ecigarettesand othersmokelesstobaccoproducts. D.RelatedIssues Employees,students,volunteers,contractorsandvendorsareexpectedtoadheretoprofessionalstandardsof appearanceandnothaveanodoroftobaccoproductsontheirclothingorperson. III.INFORMATIONANDPROCEDURE A.Faculty/Staff 1.FacultyandstaffareexpectedtocomplywiththeTobaccoFreeCampusPolicyandassistwithsharing informationaboutthepolicy. 2.NewemployeeswillbeinformedoftheTobaccoFreeCampusPolicyduringorientation.

3.Enforcementofthepolicyrestswiththeappropriatesupervisorystaff,deans,departmentheadsand administrativeofficials. 4.Whenemployeesobserveviolationsofthepolicy,theyshouldpolitelyremindtheoffenderofthepolicyand requestthattheydisposeoftobaccomaterials. 5.Iftheemployeecontinuestoviolatethepolicy,thelocationandtimeoftheviolationshouldbereportedto theappropriatesupervisorystaff,dean,departmentheadoradministrativeofficial. 6.Violationpatternswillbeassessedandappropriateactioninitiated. B.Visitors 1.Visitorswillbeinformedofthepolicyandaskedtocomplywhiletheyareoncampus. 2.SignagewillbepostedthroughoutCofCsbuildingsandgrounds;statingthisfacilityisatobaccofree campus. 3.Allemployeesareencouragedtoassistwiththeeducationofvisitorsregardingthepolicy,usingpolicy informationcards,whichwillbemadeavailable. 4.Employeesareexpectedtohelpenforcethepolicywithvisitorsbyrequestingthattheydisposeoftobacco materialsandrespectCofCshealthcaremissionandtobaccofreecampus. 5.Ifavisitorisobservedrepeatedlyviolatingthepolicyafterbeingadvisedofthepolicy,staffshouldnotethe locationandtimeoftheviolationandcontacttheirrespectivemanagerortheDepartmentofPublicSafety. C.Students 1.NewstudentswillbeinformedoftheTobaccoFreeCampusPolicyduringorientation. 2.EnforcementofthepolicyrestswiththerespectiveDeansoffice. 3.Whenstudentsobserveviolationsofthepolicy,theyshouldremindtheirfellowstudentsofthepolicyand askthemtodisposeofthetobaccomaterials. 4.Ifthestudentcontinuestoviolatethepolicy,thelocationandtimeoftheviolationshouldbereportedto theappropriateDeansoffice. 5.Violationpatternswillbeassessedandappropriateactioninitiated. 6.AffiliationagreementswillincludetheTobaccoFreeCampusPolicysothatstudentsfromotherschools willbeadvisedofthepolicy. D.Contractors/Vendors 1.Aprovisionwillbeinsertedinallcontracts,e.g.constructionand/ormaintenance,toprohibitthe employeesofcontractors/vendorsfromusingtobaccomaterialsonpropertyownedorleasedbyCofC. 2.Failurebythecontractor/vendorortheiremployeestocomplywiththeprovisionsofthispolicycould resultintheterminationofthecontract.

IV.ENFORCEMENT A.ThemonitoringandenforcementofthispolicyistheresponsibilityofALLCofCemployeesandstudents. Eachindividualshouldconsistentlyandpolitelybringanyinfractionofthispolicytotheattentionofthe personorpersonsobservedviolatingthepolicy. B.TheCofCDepartmentofPublicSafetywillassistintheenforcementofthispolicybyreportingviolationsto theappropriatemanagerorsupervisor.Employeesarealsoexpectedtoassumeleadershiprolesbyadhering tothepolicyprovisionsandbyremindingotherswhoarentincomplianceofthepolicyprovisions. C.CofCwillprovideTobaccoFreeCampusPolicyinformationcardstofacilitatetheeducationand enforcementofthepolicy. V.RESOURCES Tobaccousecessationclassesandseminarswillbeplannedandimplemented,asresourcespermit,toassist faculty,staffandstudentsinterestedinceasingtousetobaccoproducts.StudentAffairsisresponsiblefor developingsuchprogramsforemployeesandstudents.

Whereas: TheCollegeofCharleston(P.I.Dr.OliviaM.Thompson)hasbeenawardedaCentersfor DiseaseControlandPrevention(CDC)servicegranttodevelop,implement,andevaluatea tobaccofreecampusinitiative. Whereas:OnJune7,2012theSouthCarolinaGovernorsignedActNo.188intolawprovidingthat smokingspecificallyisnotallowedINBUILDINGS,PORTIONSOFBUILDINGS,AND AREASCONTIGUOUSTOTHESEBUILDINGSOWNED,LEASED,OROPERATEDBYPUBLIC INSTITUTIONSOFHIGHERLEARNINGTHATTHEGOVERNINGBODYOFTHE INSTITUTIONHASDESIGNATEDASNONSMOKING. Whereas: OnSeptember12,2012theU.S.DepartmentofHealthandHumanServicesannouncedan initiativetoeliminatetobaccouseonU.S.collegecampuses.
