Three years ago, Ronda Pilipinas was just a dream. Many thought that it cannot be done. It was just impossible they said. But despite all the hurdles and challenges that came our way, our firm resolve to put our vision into reality gave birth to the 4th biggest road bicycle race in the world in 2010 - Ronda Pilipinas. And now, here we are, ready to move Ronda Pilipinas anew for the third time from January 12 February 1, 2013. We are starting the year 2013 and the succeeding years from hereon with a loud bang that can be heard all the way from Aparri to Jolo. The Ronda Pilipinas season will now be at the start of the year beginning 2013. This is a perfect time for a cycling race that promotes local sports tourism as Ronda Pilipinas will now be part of major local fiestas in the country including Sinulog in Cebu and Panagbenga in Baguio. Ronda Pilipinas 2013 is as exciting as ever. For the riders, this will be a test of character and determination to be the best as we embark on new race routes from Mindanao to Luzon, never before taken in the past. Its not going to be easy. We are hopeful that the improvement in the routes would further develop the skills of our local cyclists to be at par with the best in Asia and the world. We are expecting that the future flag bearers of Philippine cycling would be discovered here in Ronda Pilipinas 2013. Allow me to congratulate in advance the organizing committee and to thank whole heartedly the Local Government units and sponsors of this years Ronda Pilipinas for the endless support in making this event happen. Let us also pray for the safety of the entire entourage from the riders, organizers, and staff throughout the duration of the race. Good luck to all riders. Keep it safe and keep it clean. SPECIFIC REGULATIONS
Article 1 : Organization
RONDA PILIPINAS 2013 is jointly organized by LBC Sports Development Corp. and Multi Event Enterprise (MEE) and has its secretariat at 5/F Star Cruises Centre building, Resorts World Complex, Pasay City, Metro Manila Tel: 63-2-8568522 Fax: 63-2-8568598 URL: < www.rondapilipinas.com > It is held under the regulations of the Union Cycliste Internationale (UCI) under governing rules on Road Races specifically; Stage Races, Individual Time Trials, Team Time Trials and Criteriums (UCI Part 2 Road Races; Chapters I to VII as of 1.02.2012) and the Integrated Cycling Federation of the Philippines (PHILCYCLING). It is to be held from 12 January to 01 February 2013.
Article 2 : Type of Event

This multi stage, road race event is open Filipino citizens residing in the Philippines to the Mens Elite and Mens under 23 Category. The event is sanctioned by the Integrated Cycling Federation of the Philippines (PHILCYCLING).
Article 3 : Participation
The event is open to Regional and local elite Club Teams. Under article 2.2.003 of the UCI regulations, teams must be formed with a maximum of eight (8) riders together with 3 officials.
Article 4 : Race Headquarters

At the start, the Race Headquarters (HQ) shall be opened starting on 10th of January, 2013 in an appointed hotel/office location in Zamboanga City, Mindanao, Philippines. Hours of operation: 09:00 hrs 21:00 hrs. All officials and staff of Ronda Pilipinas 2013 may claim their Accreditation and Race Materials from the Race HQ during office hours from January 10 to 11, 2013. Team Managers/representatives are requested to confirm their starters and collect their race numbers at the Race Headquarters from 10:00 12:00 hrs. This shall be on; Friday, January 11, 2013. The Team Managers meeting, organized in accordance with Article 1.2.087 of the UCI Rules, in the presence of the members of Commissaries Panel, is scheduled on Friday, January 11, 2013 Zamboanga City from 13:00 14:30 hrs.

At each stage arrival, the mobile race headquarters shall be open located at each finish point and open for 2 hours prior to race arrival and for 30 minutes after. The Secretariat will also be open each evening at Race Headquarters/HQ Hotel until 2100 hrs.
Article 5 : Radio Tour

Race information will be broadcast throughout each stage.
Article 6 : Neutral Technical and Medical Support

The technical support service is provided by the Organizers together with Newton Multi-Sales. The neutral support is taken care by means of four (4) sedan cars, and will carry only; drinking water, 1 to 2 spare bicycles, and 10-speed wheels as spares. There will be a Race Doctor with the race convoy and at least one (1) ambulance with medical/ emergency personnel during all stages. These personnel and units are also on stand by during non race days. A list of hospitals along the race route will be published in the Race Manual and/or provided prior to the race.
Article 7 : Feeding
Food and drinks may be received from Team Cars after 30KM from the actual start of each day and up to 10KM before the finish behind the car of the Commissaire or as otherwise instructed by the Commissaire. This applies only to Massed Start stages and not for the Individual Time Trial and Team Time Trial.
Article 8 : Finishing Time Limits

Taking into account the characteristics of each stage, the finishing time limits have been set as follows: For stages: 1, 2, 3, 4, 6, 11, & 12 at 10% For stages: 5, 7, 8, 9, 13, & 14 at 15% The time limit may, in exceptional circumstances, be increased by the Commissaire Panel in agreement with the organizer according to the article 2.6.032.

General Individual Classification on time General Classification On time is decided by adding together the time taken by the riders on each stage, less any time bonuses and plus any time penalties. The rider in the lead after Stage 1 will wear the RED LBC Jersey. A cash bonus will be given to the rider for each day that the RED LBC Jersey is defended. In the event of equality in time, the leading rider will be decided in accordance with UCI Regulations 2.6.015.

General Individual Classification on Points The general classification on points is decided by adding together the points awarded for each intermediate sprint and at each stage finish and will wear the BLUE TOTAL Jersey. The points awarded are as follows: Stage Finishes : 15,14,13,12,11,10,9,8,7,6,5,4,3,2,1 (for 1st to 15th). With time bonuses of; 10, 6, 4 for 1st to 3rd place. Intermediate Sprints: 5,3,2,1 (for 1st to 4th). With time bonuses of; 3, 2, 1 for 1st to 3rd place The rider with the most stage victories and/or places in the intermediate sprints counting for this classification will lead this category. In the event of a tie, the leader will be the rider with the most stage wins and/or intermediate sprints.

General Climbers Classification (King of Mountain) Best Climber is decided by points awarded on each of the designated climbs of the race and will wear the WHITE JINBEI Jersey. Category of climbing A specific scale of points shall be given depending on the Category of a Climb indicated in the Route Schedule as follows: Category 4 = 4, 2, 1 pts for 1st to 3rd Category 3 = 6, 4, 2, 1 pts for 1st to 4th Category 2 = 10, 7, 6, 4, 2, 1 pts for 1st to 6th Category 1 = 15, 12, 10, 8, 6, 4, 2, 1 pts for 1st to 8th HC Category = 25, 20, 16, 12, 10, 8, 6, 5, 4, 3, 2, 1 pts for 1st to 12th The leader after Stage 1 will be the rider with the most points awarded on the designated climbs. In the event of equality, the leader shall be decided in accordance with the UCI Regulation 2.6.017.

U23 (under23) Individual Classification On overall Time The U23 rider (born 1991 - 1994) individual classification on time is decided by adding together the time taken by eligible riders on each stage, less any time bonuses and plus any time penalties. The rider leading in this competition will wear

the YELLOW GOLD MVP Sports Foundation Jersey. In the event of equality on time the leading rider will be decided in the same manner as the overall general classification on time. 1. 5 Team Classification on Time The team award is decided on the total time of the first three (3) riders in a team on each stage. If there is equality on time the leader will be decided in accordance with UCI Regulation 2.6.016. For the Team Time Trial the time of the 3rd rider crossing the Finish Line will determine the Team Time. Team members not part of the bunch finish will receive the actual time upon crossing the Finish Line. 1. 6 Race Classification Jerseys The following 4 race classification jerseys shall also be worn daily after Stage 1: *The general time classification leader RED LBC jersey *The sprint points leader BLUE TOTAL jersey *The king of the mountains classification WHITE JINBEI jersey *The best U23 rider YELLOW GOLD MVP Sports Foundation jersey Jerseys awarded by the Organization must be worn for the whole of the following stage. For holders of more than one jersey at one time, the jersey to be worn shall be that with the highest ranking in the order of precedence as indicated above and the other jersey(s) shall be worn by the second place rider in the relevant classification. Article 10 : Prizes The following prizes are awarded as attached in the Race Manual. Cash prizes and other awards due to each rider and team may be claimed by the Team Manager on Friday, February 1, 2013, after the race, in an appointed location and time within the Race Hotel/HQ in Baguio City. Details pertaining to this shall be placed in the Communiqu during the race proper. Article 11 : Awards Ceremony In accordance with 1.2.112 of the UCI rules, the following riders must attend the official awards ceremony Daily: *The Winner of the Stage, the 2nd and 3rd placer. *The leaders in the General, Points, Mountains and U23 classifications. The riders will present themselves at the final at the podium in a time limit of 10 minutes after crossing the finish line.

Moreover, at the General Finish of the event on Friday, February 1, 2013, ALL RIDERS, TEAM STAFF and RACE OFFICIALS & STAFF must be present at the final awards ceremony: The first 3 riders on General Classification and Top 3 winners in the Points, Mountains, and U23 classifications are required to prepare themselves for the podium. The best 3 overall teams will also be required to prepare. Other attendees will be advised by the Organization through the Race Secretariat. Article 12 : Penalties The UCI penalty scale is applicable (in Philippine Peso). Article 13 : Anti-Doping Anti doping tests shall be conducted by an independent medical clinic and samples collected by the Ambulance medical team. The names of riders who will be required to submit both urine and blood samples will be determined by the Commissaires before the end of each stage. Failure to submit samples and/or subject themselves to testing will be subject to penalties. Article 14 : General 14. 1 Signing on Sheet. Signing on sheet begins at 45 minutes and closes at 15 minutes before the race start. (Stages 1 to 16 except the TTT and ITT) 14. 2 Riders Number: All riders will be provided with a number plate which is to be affixed to their bicycle, 2 sticker helmet numbers plus 2 body numbers. All number panels shall be well fixed, must be as provided, not being cut, folded, defaced or modified. Care for the Environment and Public Decency Littering is strictly prohibited in ALL Staging Areas, Start/Finish venues, Feed Zones and throughout the Race Route. All trash, food packaging and plastic bottles is to be disposed in a responsible manner. Riders and Team Car officials must hand out and use refillable sports bottles to eliminate the throwing of plastic bottles in public and along the race route Urinating in public especially in Start and Finish areas is prohibited and is subject to fines. Cyclists and team officials are warned not to urinate in front of public or in front of worship houses (mosques, churches or temples) otherwise may face penalty as stipulated in the article 12.1.040 (28). Cycling is an eco-friendly sport. Let us practice what we have so much passion for and be a good example.

In-race Communications The use of radio links or the other means of remote communication with the riders is not permitted in this race.

Accreditation: WEAR Your ID at all times. No ID No Entry in regulated areas like; Dining Halls, Hotels, Ferries, and others as appointed. The ID is NOT Transferable. The misuse, loss, damage, alteration or replacement of an ID will carry a minimum fine of P2, 000.00 (Two thousand Pesos) and/or dismissal from the event. Only accredited personnel are allowed to be part of the Race. Riders parents, friends or relatives are not permitted inside the race, unless they are accredited by the Organization. The drivers of all race and team cars shall obtain the express agreement of the Race Direction before allowing any additional accredited passengers and other drivers. For ANY motor vehicle in the event, it is the drivers responsibility to take care of the unit and see to its cleanliness and running condition daily. NO motor vehicle is allowed to operate beyond 12 midnight unless approved by the Transport Manager. One (1) team car may follow the race. The said Team Car must be driven by a license holder. The use of glass vessels is strictly forbidden, as is the throwing of any litter at the roadside. All personnel are reminded that the race passes through areas of wildlife and natural beauty. Penalties and/or Dismissal may be enacted on any rider or person who infringes the general principles of the sport and the race, these regulations and internal disciplinary rules. ANY other violation of Philippine law will take precedence over regulations of this event and shall be the sole liability and responsibility of the individual/s involved.
