Although most of our market reports and articles over the last few years have concentrated on tugs - most tugs worldwide would be laid up without a barge to tow or push. Barges are still the workhorses of the towing industry - hauling millions of tons of various cargoes both offshore and through the inland river systems of almost every continent. The marine industry is being hit hard by high fuel costs, but so are the airlines, railroads and trucking firms. In many areas it is still more efficient to move cargo by water than land, at the same time reducing both emissions and congestion on the highways. On the Mississippi River system, a single 200 x 35 x 12 inland river hopper barge (either open or closed) is capable of carrying 1,750 short tons of dry cargo which is the equivalent of 16 railcars or 70 semi-tractor/trailers. It will take 144 semi-tractor/trailers or 46 rail cars to replace a single 300 x 54, 27,500bbl tank barge hauling liquid bulk cargoes. Forty-one U.S. states, 16 state capitals and all states east of the Mississippi River are served by commercially navigable waterways. Railroads are 28.3% less fuel efficient than the U.S. inland waterway freight transportation system, based on revenue ton-miles per gallon - and the railroads are even more efficient than trucks. The 12,000nm of U.S. inland and Intracoastal waterways, like highways, operate as a system, and much of the commerce moves on multiple segments. They serve as connecting arteries, much like neighborhood streets help people reach interstate highways. Over 1,023.5 million short tons of total commodities were on the inland and coastal waters of the U.S. in 2006, down 0.5% from 2005 and most of this was carried by barge. As of 31st December 2006 (with updates thru 30th August 2007) the U.S. fleet consisted of a total of 32,211 dry, deck, tank and other barges, up 159 barges over 2005. Barges range from under 10 in length for sectional units up to almost 1,000 in length and are capable of performing myriads of chores, including cargo transport, pipelay, heavy-lift, waterdesalinization, power generation and offshore floating production / storage. The largest barge in the world, although not the longest, barge built to-date is the 139,694dwt, 852 x 207 x 34 launch barge H-851 with a 60,000 tonne maximum launch capacity commissioned by Heerema Group in 1987. Owners had an option for building the H-1001, a 1,000 long launch barge, but due to a declining market at that time the option was never exercised. The distinction of being the longest barge in the world, or at least in the U.S., may belong to the 1973 built, self-unloading Great Lakes bulk carrier Presque Isle which was built in two sections by two different shipyards. She is 974.5 x 104.6 x 45.7 with an overall combined tug/barge length of 1,000 and a GRT of 22,621.

Looking just at domestic Gross Registered Tonnages, the documented barge noted as having the highest GRT in the U.S. Coast Guard database as of July 2008 is the 130 x 40 x 10.5 Mac with a GRT of 47,817 and NRT of 47,800, home-ported out of New York, but I think someone forgot the decimal points when entering the data. Runners up and most likely more accurate - are the 653.3 x 111 x 13 casino barge Grand Casino - Biloxi with a GRT of 36,832 (obviously not in freight service, but still technically a barge) and Trailer Bridges 750 x 104 x 20 ocean ro/ro barge San Juan - Jax Bridge with a GRT of 35,086, originally built along with a sister-barge by Marine Power & Equipment of Seattle in 1984 as a 482 triple deck ro/ro barge for Seattle - Alaska service and lengthened. Other notable freight and launch barges worldwide include Heeremas 540 x 138 H-541 and 580 x 160 H-627; Hyundais 552 x 154 B. There are most likely older units still in service where records and build dates have been lost in the mists of time. In the fuel article online is a breakdown of freight (both deck & hopper) and tank barges from the U.S. Coast Guard database as of July 2008 compared to Spring 2000. The number of tank barges increased by 665 barges since Spring 2000 while freight barges fell by 46. The average age of barges over 200 in length in the tank barge fleet has gotten younger due to replacement of single-hull barges under OPA90 regulations. Freight barges though have generally aged, except for those in the 200 - 300 range. Marcon International, Inc. actively tracks 2,859 barges worldwide with 395 barges officially on the market for sale, although others may be sometimes developed on a private and confidential basis. Historical data on another 6,552 barges is maintained in our archives. Deck Barges Flat deck barges carry cargoes on deck, such as containers, gravel, construction equipment, multi-million dollar project cargoes and rolling stock. Most of the barges are single deck, although there are house, double and even triple deck ro/ro barges in service. According to the U.S. Maritime Administration, as of 31st December 2006 there were 5,492 deck barges in service in the U.S. with close to half over 25 years of age. In addition there are 154 other dry cargo barges that includes barges that may be open or covered, railroad car, pontoon, Ro-Ro, container or convertible - again with close to half of the barges 25 years or older. MarineLog and Coltons latest breakdown of commercial shipbuilding contracts shows four deck barges up to 400 x 105 on order in the U.S., although there are a few more on the books. There are hundreds more deck barges being built worldwide primarily in China and Southeast Asia. Although still inviting work, Greenbriers Gunderson Marine facility continues to be busy and is booked up through 2010 building new barges primarily for West Coast operators. After delivering three barges already, Crowley signed a Letter of Intent for four more 400 x 105 ocean deck barges. The second barge in the series, 455-2 is being widened out to abt. 130-135 in beam after her passage through the Panama Canal and arrival in the Gulf of Mexico to shift-out a 10,000 ton deck section for Chevrons Tahiti project. The 300 x 100 x 20 deck barge Maximus was launched in July, a 380 x 96 barge expected to be delivered to Northland in 2010 as the fifth barge in the series and a 338 barge recently delivered to Sause Bros. Ocean Towing. Of the 1,288 deck barges in our database, 169 are officially for sale with 89 being U.S. flag and 80 foreign flag. Average year built is 1980, or 28 years of age. The oldest deck barge listed for sale was built in 1908. Considering that during Spring 2000 we had 460 barges officially on the market with 222 foreign and 238 U.S. flag available, it is obvious that the market for good quality deck barges -

especially classed barges suitable for ocean trade is very tight at this time. Choices are very slim indeed if a Buyer does not want to purchase an ocean deck barge out of China or Southeast Asia due to cabotage or mobilization reasons - and even these barges are moving fast. We do have several ocean barges for sale in the U.S., but a buyer should expect to pay a premium. To-date this year Marcon has sold four ocean deck barges totaling 23,329dwt with sales of two additional ocean barges with an aggregate deadweight of abt. 20,000 tons expected shortly. The 340 x 78 x 19 depth ocean deck barge Timberjack was sold to McKeil Marine of Hamilton, Ontario, Canada. The 7,500dwt, ABS +A1 barge was built by FMC Corp. of Portland, OR in 1984 and worked on the US West Coast in various Owners service since delivery. Her original design was fairly specific with a required 78' beam to allow her to fit through the Ballard Ship Canal locks to carry cargo to Northland's old facility on Lake Washington. This beam though allows her to also fit through St. Lawrence Seaway locks into the Great Lakes. Timberjack was most recently employed as a log carrier and is fitted with a wood wear deck, reinforced concrete pad amidships supporting a crawler crane and breakwater forward. Internals are coated and she has two longitudinal and six transverse water tight bulkheads. While always employed in deck service, the barge was originally built to oil tank scantlings. She is fitted with a long spoon bow, skegs aft and reportedly tows very well. New Owners are mobilizing the barge, renamed Niagara Spirit to the Canadian Great Lakes where they will undertake a major upgrade and refit for their required service under Canadian flag. Marcon International acted as the sole broker on behalf of both Buyers and Sellers. Offshore Express, Inc. of Houma, Louisiana purchased the 230 x 60 x 15 ocean-going deck barge Polar Trader from Northland Services, Inc. of Seattle, WA. The 3,507dwt, ABS + A1 classed unit was built by Zidell Marine Corp. in Tacoma, WA during 1978. Barge has a spoon bow, raked stern with twin towing skegs aft and fitted with a short raised focstle bow and a wooden wear deck. Polar Trader until recently was trading in Alaska in container service, but returned to Seattle for the delivery to new owners. The barge is now expected to head south with its first load-out in a couple of weeks. Marcon acted as the sole broker. Offshore Express, Inc. of Louisiana also purchased two ocean-going, ABS loadlined, flat deck barges from Hawaiian-based operators Young Bros. Ltd. of Honolulu. Kahoku is a 260 x 74 x 14, 2,133GRT barge built in Galveston, Texas in 1976. The 6,339dwt Malana (exDTB-40) is a 286.1 x 76.1 x 17.4, 3,202GRT deck barge built by West Gulf Marine, Inc. in 1977 with an 1,800PSF uniform deck load and fitted with an open house covering the forward third of her deck. Both barges were U.S. flagged and located in Puget Sound at the time of the sale. They are scheduled to depart the Pacific Northwest shortly for Central America to be drydocked prior to starting on their next assignment for the new Owners. purchase of other equipment for both Buyers and Sellers over the years. Since 1990 when Marcon started closely tracking sales history, we have sold 151 ocean and inland deck barges totaling 677,701dwt. Hopper Barges Hopper barges are generally designed to carry dry bulk cargoes such as grains, coal, ore or packaged goods in one or more holds similar to a ship. These holds can be either covered or open without hatch covers. As of 31st December 2006 there were 13,062 dry covered, 8,673 dry open hopper barges in the U.S. fleet according the U.S. Army Corps of Engineers. 1,460 of the covered and 1,697 of the open barges were built within the previous five years. 36.4% of the covered and 19.1% open are older than 25 years of age. It is generally calculated that inland river hopper barges have a useful life of 25 to 30 years. Marcon actively tracks 297 hopper barges from 1926 to 2008 built, with 68 officially on the market for sale. 26 of the barges are U.S. built and registered while 42 are foreign flagged. Large ocean dry bulk barges seldom come on the market in the U.S., but after selling a slightly larger, similar barge into coal service some years back we do have available a 13,185dwt self-discharge similar ocean bulk barge fitted with a house and conveyor system for sale on the U.S. West Coast. This barge is available direct from Owners for whom we have handled over 80 sales and purchases over the years. Although not officially on the market for sale, we may also be able to develop for sale on a private and confidential basis another U.S. flag, more traditional design 12,000dwt ocean hopper barge. Also direct from overseas Owners is a 560 x 105, 34,800mt, doublehull ocean hopper barge for sale which was just launched in 2008. We do not expect this barge to remain on the market for any length of time. There is still both a demand - and scarcity of good inland 195 - 200 x 35 Mississippi River style inland hopper barges for foreign sale into the inland river systems in South America and we do expect to see more barges heading that way, especially with the relatively weak dollar. The demand in Europe is so strong that there seems to be a regular parade of dry-tows coming out of shipyards in China loaded with inland river barges. Since 1990, Marcon International has sold 12 ocean hopper barges worldwide with a total of 134,865dwt plus an additional 31 inland hoppers totaling 41,250dwt. Marcon has one sale pending of a 3,100dwt U.S. flag hopper barge, only awaiting U.S. Maritime Administration approval for transfer to foreign registry. MarineLog and Coltons latest breakdown of commercial shipbuilding contracts shows one hopper barge on order in the U.S. An additional 483 ocean hopper barge with hydraulically operated hatches is reported to be on the Gundersons order book for the East Coast. ACL's manufacturing business, Jeffboat, completed 112 barges during the quarter ended June 30, 2008 compared to 101 barges in the second quarter of 2007. Jeffboat sold 93 dry hopper barges in the second quarters of 2008 and 2007. Jeffboat also sold 17 liquid tank barges and two special vessels during the second quarter, an increase of nine

tank barges and two special vessels over the second quarter of 2007. On a year-to-date basis Jeffboat has sold 201 barges, 11 more barges than in the prior year. This included three fewer dry hopper barges, 11 more liquid tank barges and three additional special vessels. Tank Barges Demand for coastwise transportation has fluctuated over the years, however petroleum and chemical products have always been a significant portion of domestic trade, representing 41.9% of all commodities carried in U.S. waters during 2006. Tank barges have been built from abt. 40 in length to over 600, with capacities from under 18,000 gallons to over 17,500,000 gallons (417,000bbl) of liquid cargo. The largest tank barge under U.S. flag is a double hull 644 x 105.1 x 46 behemoth with a deadweight carrying capacity of abt. 54,000 tons, which uses an 11,000BHP tug in the notch to push her. As of 31st December 2006, 13.2% or 4,250 of the 32,211 barges in U.S. trade were in tank service. 73.5% of the barges were double-hull, 15.5% double sided or double bottomed and only 11% still single hull. Operators are well on their way to meeting OPA90 requirements. As OPA90 was implemented, many owners expected to see values of single-hull tankers and barges plummet to scrap levels. Initially prices did fall and some were scrapped. Owners then began looking at double-hulling selected units for their own trade or selling into alternate markets. Prices climbed and the second-hand, ocean single-hull barge market separated into two distinct categories - larger barges already retired from service and mid or smaller size barges not scheduled to retire until 2015. Although several barges Marcon sold were converted to deck or dry bulk service, most have been re-flagged for petroleum trade overseas. Most 100,000bbl+ single-hull barges are gone. U.S. operators of mid or smaller size single hull units allowed to trade until 2015 are also reluctant to sell - unless they obtain a premium and the barge is sold foreign or otherwise outside of competition. Like other markets, we are see asking prices continue to climb. The inland tank barge market in the U.S., like ocean barges, is robust. Fleet renewal is occurring at a pace not seen in almost three decades. Old single hull inland tank barges are being scrapped, converted to aggregate service or fitted with spud wells and decks strengthened for cranes to enter alternate markets as they make way for their new double-hull replacements. Most second-hand sales of inland barges are within the U.S. and into alternate service. Of the 663 tank barges in our active files, 67 are currently available for sale - 18 foreign flagged and 49 U.S. flag, down from a total of 109 barges officially on the market during Spring 2000. To-date this year, Marcon has sold seven ocean tank barges totaling 1,006,505bbl capacity. Curtin Maritime Corp. of Long Beach, CA purchased the 11,900 BBL ocean tank barge, Foss 185 P1, from Foss Maritime of Seattle. The 185 x 50 x 11.5 tank barge was built in 1979 at Kaiser Steel in Napa, CA. She is a single skin barge, built of welded steel, with a raked bow, square stern and skegs. small office and machinery space for engines and cargo pumps. Barge has been used primarily on the U.S. West Coast for transport of petroleum. New Owner plans to convert the barge to deck service for general cargo and work in designated areas on the US West Coast. This is the third barge sold from this Seller in the last month by Marcon and the first sale to this Buyer. Marcon acted as sole broker in the transaction. Two more large single-hull tank barges were sold to foreign, private buyers. The single-hull, clean tank barge Ethan Matthew (ex-Newark, ex-New York) was sold by Blake Marine Group. The barge was built in 1970 by Gulfport Shipbuilding in Port Arthur, Texas originally for Moran Towing. She measures 508' length over all x 90 beam x 41.25 depth with a capacity of 258,056 barrels in 15 uncoiled cargo tanks and a deadweight of 29,308 long tons on 33.3 draft. She last traded in gasoline and diesel on the U.S. East Coast. Same Buyers also purchased the single-hull, coiled, black-oil barge HMC 17000 (ex-Flor, ex-Florida) from sellers, Hannah Marine Corp. The barge was built for Moran Towing in 1980 by Todd Shipyard in Houston, Texas. She measures 400 overall length x 78 beam x 31.75 depth with a capacity of 132,660 barrels and a deadweight of 16,550 long tons on 26.24 draft. Both barges were formerly classed with ABS, but at the time of their sales had been laid-up for several years on the U.S. Gulf Coast. She last traded in black oil service on the U.S. East Coast. Both barges are fitted with deep notches. They are scheduled to be reactivated and repositioned overseas by new owners. Marcon acted as sole broker. West African clients, to whom Marcon has brokered the sale of 9 large single skin tank barges and 7 tug boats over the past 30 months, have now purchased the tank barge M215 (ex-Ocean-215) for their service lightering tankers in Nigeria. The same buyers recently purchased the 5,750BHP twin screw tug Sea Flyer, which they will use to tow the barge M-215 from its current location in Tampa to Lagos, Nigeria. M-215 was built by Avondale S/Y, Louisiana in 1975. Her principal dimensions are 536 x 84 x 34. Cargo capacity is 213,899bbls of clean product carried in 14 tanks and pumped via 4 segregated deep well pumping systems. The sellers, OSG of Tampa, FL, removed the barge from service and tied her up in 2007 to be sold. Marcon was the sole broker involved in this sale. Union Petroleum Services (Nigeria) Ltd. purchased from a U.S. Seller, the pressurized tank barge Chemical 704. The barge was originally built as a Coastal hopper barge in 1967 in Beaumont, TX and modified for tank service in 1989 with addition of two 282 x 20 diameter cylindrical, insulated tanks to carry LPG and NH3. The two tanks were designed for handling cargoes at a temperature of - 30degF at a pressure rating of 75psi. Barges principal dimensions are 346 x 53 x 14 depth with a cargo capacity of abt. 1.3 million gallons LPG or 2,865 short tons. The barge was previously fitted with a refrigeration system which was removed when the barge was laid up around 2002. New owners plan to install a new reefer system and tow the barge from the U.S. Gulf Coast to Nigeria where it will engage in coastwise trade hauling propane. Marcon acted as sole broker on this sale. Sale of an eighth tank barge is expected to close the first week of September. Since 1990, Marcon has sold 30 inland tank barges with a total of 647,247bbl capacity plus 55 ocean tank barges totaling 3,891,774bbl. At least 51 tank barges are on option, order or under construction in the U.S. from Bay Shipbuilding to VT Halter.
