This work is dedicated to the Almighty God. The All and All, my industrious mother: late Mrs. Comfort Sunday Ugulasuo (Nee Paulley) and the Nigerias sympathetic and astitute president: late President Umaru Musa YarAdua.

PREFACE

This Proposed Global Comprehensive Memorandum of Understanding (GCMOU): Sustainable, Human and Infrastructural Development PlanFinal solutions to the Niger Delta Negligence, Under Development and Youth Restiveness and Problems is written because of the Federal, States Governments and the Multinational Companies operating in the Niger Delta region negligence to the people of Niger Delta. We the Niger Deltans are not employed in the region, states and federal government all do not give the host communities their monthly allocation that set for them by the federal government.

Based on that, the youths of the Niger Delta rose up some times to embark on violence stance to redress this sordid act by the multinational companies, the government of the states and the federation but late President Yar Adua granted them amnesty for the sympathy he had for them.

Be it as it may, this work was written so that by following it, will bring all the things needed by the Niger Deltans. And the work also highlighted the solutions or panacea to the Niger Delta militancy, 6

unemployment and youths restiveness. Based on that, this work lucidly advised the federal, state government and the multinational companies operating in the Niger Delta region to adhere to the panacea stipulated in the work to bring lasting peace and harmony to the Niger Delta region and Nigeria at large. The work also collected some wise saying by some of the wise men in the world concerning the solutions to the Niger Delta youth restiveness and also collection of a book written by one of the great Niger Delta agitators: Gen. Young-Shall-Grow (The Leader, South Wing MEND) entitled Young-Shall-Grow and the Niger Delta Struggle.

This book vividly pinpointed the agonies of the Niger Deltans, why he (Young-Shall-Grow) was involved in the violence stance to bring smile to the faces of the Niger Deltans and the help and support he posed to the Niger Deltans and all these works are based on bringing the solutions/Panacea to the Niger Delta problems and Nigeria at large by adhering strictly to them.

Federal , State,LGAs and the Multinational Companies that are managing our Resources,should adhere strictly to stock taking on the level of unemployment,poor living standard of the people and place persons from eighteen(18) years and above including the physically challenged on salary to better their living conditions.This will certainly reduce teenage pregnancies among-st the women teenage.

The Parent/Multinational Companies in collaboration with Federal and State Government should withdraw; disengage their military securities for the intimidation of our hostage rights in our rural domain. But employ and engage our youths to perform the internal territorial securities, so as to generate free operations within the Multinationals and our host Communities. Federal and States Government, Parent/Multinational Companies should develop, build a Monument to recognize Oloibiri Communities which crude Oil was first discovered in Nigeria.

Federal, States Government, Stakeholders and Parent Companies have to recognize our Host Communities Indigenous Contractors as in Local content, so as to create easy penetrations which will establish regular operations within the parent Companies and the Host Communities and its environs. Parent Companies should embark on Community Development projects such as: Quality Drinking water, Health Centres, Standard Community linked roads, Electricity, Education have to be considered to effect and Mark Community Development Relationship within the both side of our Co-operations. Federal, States Government, Parent Companies, Niger Delta Ministries should establish, elect a Project and Implementation Committee which will nominate or recommend, guarantee the construction giants such as Julius Berger PLC Standard etc, the First Generations Banks such as First Bank PLC, UBA Bank Plc etc. to accommodate the Fund Monitored by Central Bank of Nigeria to manage our Developmental Quota of the Derivation Allocation so as to develop our Host Communities. Federal Government has to construct standard Road Network, Gas Energy, Quality Drinking Water, Free Health Care Centre and Quality Education to round up the Rural Host Communities and Niger Delta at large.

Federal States Government, Niger Delta Ministries, and Parent /Multinational Companies have to build Low Cost Housing units to Abuja Standard so as to relief the common man and his living across the Niger Delta States. 27

Chairmen Local Government Areas (LGAs) have to create minimum wage employments, embark on Rural Community Development Projects and should manage its office to benefits our Local populace at large. Federal and States Government have to extend the Agricultural Empowerment to our Niger Delta Rural Farmers by giving them Loans to increase the Agricultural Manpower Development. In other words, will create more job opportunities. Niger Delta Ministries should spread the Developmental Agenda, Develop/Recognition of our Indigenous Contractors as in Local Content to favour the Host Communities, which will also create more job-opportunities for the youths to stop them from restiveness. We also advise Niger Delta Ministries to create scholarships both Local and International, so as to train and employ to reflect our indigenous staff belongings within the Multinational Companies. We also urge State Governments, LGAs and Niger Delta Ministries to create, provide and support Marine/Road Materials and Equipments for Easy Transportations so as to relief mostly our Local populace. Parent Companies, Federal States Government and Niger Delta Ministry should take a rapid means to embark on projects such as: Deforestation, Dredging/Shore Protection within most of our host communities that are Suffering; living skeletal Villages. Parent Companies, Federal /States Government, Niger Delta Ministries have to provide Equipments for Emergency Rescue Activities within our Marine and Land Transportations which will also create more employment job opportunities to prevent our youths from restiveness. We plead with Federal and States Government to construct at list 4 general standard Hospitals to relief our individuals Death Rate within each of the Local Government Areas across the Niger Delta Oil Producing States.

FOREWORD Some people have wondered what difference the life of an individual like Young Shall Grow could make in the behaviour or achievements of other people. The answer is in reflecting on an African adage that God uses man as a point of contact for attainment of ones positive direction, objectives and aspirations. This book depicts Young Shall Grow in his youthful days: his background ad early life; his struggles to emancipate the Niger/Deltans; his experiences and the lofty dreams he had for the Ijaw nation and above all, his way of life as a food for thought for anybody aspiring to stardom. The enviable track records of Young Shall Grow, both in Azuzuama community and in the Niger/Delta struggle in general, have undoubtedly made him a reference index for now and generations yet unborn.

The children call him Lover of Kids and Babies; some call him a Warrior; others still call him a Freedom Fighter while those who see nothing good about his plight call him a Militant or a Rebel. All these and so many other names can be said to be different shades of opinions that different people hold about him. However, in the real sense of it. This is the young boy of those days who has grown up to fight for the emancipation of the good people of Niger Delta and build on the solid foundation laid by the likes of Saro-Wiwa, Isaac Adaka Boro and lt. CHAPTER ONE THE EARLY LIFE OF YOUNG SHALL GROW Young Shall Grow was born on the 11th day of April, 1980 at the island of Bakassi Peninsula in the Gold Coast Sea to the family of Mr. and Mrs. Kile. Kile, his father, was married to three wives and Mrs. Tuko, the mother of Young Shall Grow was the third. His father was blessed with twelve (12) children and Young shall Grow was the eleventh child and second-to-the-last child of Mr. Kile. Mr. Kile was full-time farmer and a fisherman who was known to be very hardworking and fully dedicated to his work Mrs. Tuko, Young Shall Grows mother, joined her husband Kile in the field of fishing and farming after they got married. And as a diligent and faithful mother and wife, was the accounting officer in the house of Mr. Kile as at that time. The spirit of Ellution came into Young Shall Grow at the age of seven when he was enrolled at Iniokuye Community Primary School in Akpabio Local Government Area of Cross River State in the year 1988. This awoke his consciousness to life to stand tall in order to face the challenges of life all alone. At the completion of his second year in the primary school, the entire family had to relocate to a hiding place built by his father who could no longer afford his school fees as a result of exorbitant tax rate. The situation was such a horrible one that they had to stay in a thick forest (hiding place) for a period of two years. Mrs. Tuko Kile now bravely took it upon herself to go out and fetch for means of survival for the entire family and this, she was doing daily with fear and trembling. Young Shall Grow woke up one morning in their hiding forest to tell his father that he had gotten an idea of the way he should live his life and make something out of it. He kept saying this, putting his faith in God and human nature throughout his stay in the forest-like refugee camp. In 1990, Young Shall Grow and one of his brothers were brought to Azuzuama community in Southern Ijaw L.G.A. of Bayelsa State to stay and live with their maternal grandfather. His mother brought him home with the brother so that they can continue their educational carrier. They 49

were again enrolled for school in Azuzuama immediately they arrived, before the commencement of the Nigerian and Cameroonian war 1993. The early life of Young Shall Grow can be described as one that is full of THICK and THIN situations things were so tough and rough for him as a growing young man. He had personally described his early life as so unhappy, uneasy and very rugged as he uses such experiences to express his ideas and emotions in life. His father lost all he had laboured for in life to the spails of Bakassi Peninsulas odyssey endless journey, but one thing the children of Mr. Kile will never live to remember Grows mother to give the Tuko, Young Shall Grows mother to give the TUASA to their father to carry on with life before, during and after the war, and even the upbringing of the children. Mama is indeed a mother without comparison. In the same vein, Young Shall Grows father (Mr. Kile) is a superlative man. HIS HOPE FOR THE FUTURE Ellution is one French word one would use to describe the growing and surviving pattern of Young Shall Grow as he was seen growing and building himself as a self-made-man who lives, and always right the wrongs, to maintain his integrity. He had lived and he is still living a simple life. Elution the spirit of knowing without learning from any one is his watch word. He lives with the dream of changing things over night for the betterment of the common man. SPECIAL PROFILE OF YOUNG SHALL GROW Young Shall Grow, popularly known and called General, is someone who needs no introduction, both in Southern Ijaw L.G.A., and around Bayelsa State. What can be read of him that has not been written and said before, and how can one profile him without sounding too patronizing? Except you quote him in his own words, or perhaps reflect on him for who he really is to hundreds of followers around the Niger/Delta region. You will appreciate that the most significant and outstanding attribute that distinguishes him is his depth of insight and total reliance on Gods guidance for every decision and step he takes. 50

To fully appreciate the man Young Shall Grow, one will need to come down to Azuzuama community and see a visionarys expressions; listen to his comments and see a true master at work; have a personal encounter with him and experience the overwhelming leadership qualities he possessed. The leadership lifestyle of Young Shall Grow is such a unique one because one can see the leadership attributes of Moses of old in him and the Wisdom of Solomon is equally evident and apparent. What we see and hear about Young Shall Grow today is the outcome of clear and a humble heart that ha given himself and his life sacrificially to the emancipation of the Niger/Deltans. Young Shall Grow lives, eats and breathes with the feelings of the suffering of the Niger/Delta people, and closely studying his pursuit of freedom for the people, one discovers that he operates solely on a divine mandate. Every step and decision he has taken and every thing he has done, are all as a result of that mandate. This perhaps explains the step-by-step approach to the winning and excelling ladder in the Niger/Delta struggle. For me, his exploit in Azuzuama community is the ultimate. He has provided free nursery and primary education to the community. Providing livelihood for generations of families, not to mention those that benefit from outside Azuzuama community because of the existence and snuggle of Young Shall Grow. This Legacy is truly legendary! Before honour is humility. Everything usually has a small beginning, and anything without a small beginning may not last. The achievement of Young Shall Grow in the Niger/Delta struggle can be described as a phenomenal bulwark of Niger/Delta strength and of national witness. Born on 11th April, 1980 to the family of Mr. and Mrs. Kile, of Azuzuama community in Southern Ijaw Local Government Area of then old River State, now Bayelsa State. Young Shall Grow is like a mustard seed planted by God in Azuzuama community to liberate and emancipate the Niger/Deltans. We have seen the seed watered by the founding fathers of the Niger/Delta struggle and now, it has grown into a mighty tree, recognized at home and abroad. The history, growth, development and accomplishment of Young Shall Grow are nothing more than a divine arrangement, which contradicts all 51

the norms of human expectations. His incredible life and struggle has unlocked the destiny of people around him. Only few will ever attain his unparallel accomplishments for humanity. The protgs who sit under his leadership and mentorship will never find his equal during their lifetime. Of a truth, Young Shall Grow is an irreplaceable gift and treasure to the good people of Bayelsa in particular, and the Niger/Delta region in general.

CHAPTER TWO YOUNG SHALL GROW AND THE NIGER DELTA STRUGGLE The exploitation of the Niger/Deltans and the deprivation of her people is a dent on the reputation of the Federal Government both at home and abroad. History has it that, for the past fifty (50) years, the people of Niger/Delta are subjected to poverty, unemployment, starvation, substandard health and educational facilities and so on, despite the fact that this same people possesses the largest quantity of oil reserve in Africa they are like people who are starving to death in the midst of abundance. Nigeria depend solely on crude oil gotten from Niger/Delta region as her major source of revenue generation, but it is sad to hear that adequate consideration and compensation are not given by the Federal Government to the same people that own the oil wealth. The Niger/Deltans should and must be accorded their basic fundamental human rights and privileges by enabling them to live such healthy and wealthy life lived by other Nigerians in other parts of the country who have been enjoying the proceeds from the oil wealth of the Niger/Deltans. The living standard of the Niger/Delta people should and must be improved as a way of justifying the amount of wealth they have contributed for the sustainability of the Nigerian Federalism. These are the positions of the Movement for the Emancipation of Niger/Delta (MEND). In one of the statements of the General of South Wing MEND, alias Young Shall Grow, he said that the corrupt system of government, which is evident by high rate of bribery, favouritism, godfatherism, mepotism, frauds, exploitation and marginalization must be brought to a halt, especially in the Niger/Delta region, We cannot continue to watch the taken over of our birthright, he said. The General urged his fellow Niger/Deltans to wake from their slumber and begin to ask and demand for justice, equity and fair play in the distribution of their common wealth. Young Shall Grow had always felt the pains and agony of the Ijaw nation. He is fighting today to ensure and secure the freedom and total liberation of the unborn generations of the Ijaw people and to put in place, a sustainable system that will enhance the growth and 53

development of the Niger/Deltans. Where the youths will not have to live and survive by the gun. Coming down to Bayelsa State, the South Wing MEND General demanded that the oil producing communities such as Azuzuama (his home town) should be duely considered in the execution of projects and allocation of revenues. He added that this is the only approach that can guarantee lasting peace and sustainable growth and development in Bayelsa State. The activities of Young Shall Grow can be likened to the raising of the bones as he has his history traced down to the days of Lt. Col. Betto Tuamokumo who died the same day with his commanding officer, Isaac Adaka Boro, in the process of their struggles for freedom and liberation of the common man. Young Shall Grow is a first cousin to Lt. Col. Betto Tuamokumo. He has imbibed the spirit of fighting for justice and freedom as inherited from his mentor, Lt. Col. Betto who died about thirty-nine (39) years ago. There is a saying that the messenger can be killed but the message can never be killed. This is the driving force of Young Shall Grow who believed that, killing of Adaka Boro and Lt. Col. Betto cannot stop the preaching of the message of freedom of the Niger/Delta people. MEND is an indigenous organization formed by the Niger/Delta youth to succeed the Niger/Delta Volunteer Force which was a freedom fighting formed in the 1960s by Isaac Adaka Boro with the support and loyalty of Lt. Col. Betto Tuamokumo. Boro was from Kaiama in Kolokuma Opokuma L.G.A. while Lt. Col. Betto hailed from Azuzuama in Southern Ijaw L.G.A. of Bayelsa State. They both fought vehemently and bravely for Nigeria against the Biafrans during the civil war. They both equally represented the first generation of freedom fighter in the Niger/Delta region. As stipulated in the Nigerian Constitution and the America Bill of Rights, all citizens of any given society, like Nigeria, must be allowed to enjoy the fundamental human rights, such as right to life, freedom of speech, fair hearing, movement, individual liberty and so on. Young Shall Grow, the General of the South Wing MEND is demanding that the good people of the oil producing region should be enhanced by the 54

government in a way that would enable them to enjoy and have a taste of the aforementioned rights of the citizens. According to his words, the Niger/Deltans must be free from poverty, hunger, diseases caused by environmental pollution and degradation. He said that, for good thirty-nine years after the death of the two Niger/Delta patriotic nationalists, Boro ad Betto, the people whom they so fought and died for are still enslaved by an art of corporate greed perpetuated by the multinational and foreign oil companies. A very good example of this ugly situation is the Azuzuama community in Southern Ijaw L.G.A. of Bayelsa State, who had played host to Nigerian Agip Oil Company (NAOC) for a period of thirty-one (31) years, but have nothing to show for it except the disastrous effects of oil spillage felt by both plants and animals within and around the community. The situation is so deteriorating that fishes and other sea animals are no longer available for the fishermen, neither could the farmers have anything to show for their labour. Some families in the riverine community could no longer feed themselves; some are starving to death; some cannot afford to pay their childrens school fees; no shelter and food for the common man, if not for the timely intervention of MEND, under the leadership of Young Shall Grow, who has taken it upon himself to fend for some of the less privileged ones and help them to keep body and soul together. It has been on record that the Ijaw people under the leadership of Isaac Boro and Lt. Col. Betto, fought on the side of Nigerian government during the civil war using their oil wealth to support, protect and defend the Nigerian government, but despite this support and loyalty, it is appalling to know that the descendants of these same people who used their strength and oil wealth to fight for Nigeria have been neglected and forgotten. This has rendered the sacrifice of Boro and Betto worthless and meaningless to the Ijaw nation. It is on this note that Young Shall Grow, the leader and commander of the South Wing MEND, has taken it upon himself to continue the struggle from where Lt. Col. Betto, his brother, stopped and fight on along with his faithful and gallant men until sustainable peace, freedom, 55

liberation, development, justice, equity and fair play in revenue allocation are achieved and maintained in Niger/Delta in general, and Bayelsa State in particular. Boro might have been killed in the struggle and Betto also, but Young Shall Grow is announcing to the world that their messages are still very much alive and he has come to keep preaching it. A young man called Kodia was the one who drove the speed boat conveying Lt. Col. Betto the day he was shot dead in an attempt to rescue his commanding officer, Boro. The driver succeeded in rescuing the corpse of Lt. Col. Betto. Another officer that lost his fle in active service was Lt. Col. Esighen from kubos family in Lobia, Southern Ijaw L.G.A. They are all Bayelsans who laid down their lives as sacrificial lambs in the process of fighting and struggling for the liberation and emancipation of the Ijaw people. May their gentle souls rest in perfect peace.

CHAPTER THREE NIGER DELTA STRUGGLE (MEND) The current conflict in the Niger/Delta arose in the early 1990s due to tensions between the foreign oil corporations and a number of the Niger/Delta minority ethnic groups who felt they were being exploited, particularly the Ijaw and the Ogoni people. Ethnic and political unrest has continued throughout the 1990s and persisted until 2007 despite the conversion to democracy and the election of the Obasanjos government in 1999. Competition for oil wealth has fuelled violence between innumerable ethnic groups, leading to the formation of a group called Movement for the Emancipation of Niger/Delta (MEND). The South-South regional and ethnic conflicts are so numerous that fully detailing each of them is impossible and impracticable. For roughly fifty years since Nigeria declared independence from British colonial rule, oil has been produced in Nigeria. Throughout this period, corporate politics has intersected with successive dictatorships. Under these dictatorships, the Nigerian government has signed laws that appropriated oil resources and placed these under the control of multinational oil companies. From the point of view of Movement for the Emancipation of Niger/Delta (MEND), and its supporters, one of which was spearheaded by Young Shall Grow, the people of Niger/Delta have suffered an unprecedented degradation of their environment due to unchecked pollution produced by the oil industry. As a result of this policy of dispossessing people from their land in favour of foreign oil interests, within a single generation, many have now been rendered idle they can neither FISH nor FARM. People living in Niger/Delta have found themselves in a situation where their government and the international oil companies own all the oil under their feet, the revenues of which are rarely seen by the people who are suffering from the consequences of it. Kenneth Roth, Executive Director of Human Rights Watch, said, The oil companies cannot pretend they dont know what is happening around them. The Nigerian government obviously has the primary 57

responsibility to stop human rights abuse. But the oil companies are directly benefiting from these crude attempts to suppress dissent, and that means they have a duty to try and stop it. The Movement for the Emancipation of the Niger/Delta (MEND) is an organization of indigenous people; a movement dedicated to struggle against what they regard as exploitation and oppression of the people of Niger/Delta and the degradation of the natural environment by foreign multinational corporations involved in the extraction of oil in the Niger/Delta. MENDs stated goals are to localize control of Nigerian crude oil and to secure reparations from the federal government for pollution caused by the oil industry. Niger/Deltans had not gained from the riches under the ground and the region creeks and swamps. Worthy of mention of Niger/Delta freedom fighters are Isaac Adaka Boro and Kenule Benson Saro Wiwa with Young Shall Grow following their footsteps. ISAAC ADAKA BORO Major Isaac Jasper Adaka Boro fondly called Boro was a celebrated Niger/Delta nationalist and Nigeria civil war hero. He was one of the pioneers of minority rights activism in Nigeria. He was many parts and different things to different people a university students leader, a teacher, a policeman and a Nigeria army officer. An undergraduate student of chemistry and student union president at the University of Nigeria Nsuka, he left school to lead a protest against the exploitation of oil and gas resources in the Niger/Delta areas which benefited mainly the federal government of Nigeria and a remote eastern Nigeria regional government. He believed that the people of the area deserved a fairer share of proceeds of the oil wealth. He formed the Niger/Delta volunteer Force, a group with members consisting mainly of his fellow Ijaw ethnic group. Boro and his compatriots were jailed of treason. However, the federal regime of General Yakubu Gowon granted him amnesty on the eve of the Nigeria Civil War in May, 1967. He then enlisted and was commissioned as a major in the Nigeria army. He fought heroically on the side of the federal government. He was killed in active service in 58

1968 after successfully liberating the Niger/Delta from the rebel Biafran forces. Later, Niger/Delta activists like Late Ken Saro-WIwa, who substituted Boros gun with pen, and Young Shall Grow who is one of the arrow heads in Southern Ijaw, often refer to him as a major inspiration. KEN SARO-WIWA Kenule Benson Saro-Wiwa was a Nigerian author, television producer and environmentalist who led a non-violent campaign against mental damage associated with operations of multinational oil companies. He spent his childhood in an Anglican home and eventually proved himself to be an excellent student, netting for himself a scholarship to study English at Government College Umuahia. He completed his studies at the University of Ibadan, and briefly became a teaching assistant at the University of Lagos. In 1990, Saro-Wiwa started devoting his time to human right and environmental causes, particularly in Ogoni land. In 1993, Ken SaroWiwa organized a peaceful march of about 300,000 Ogoni people (more than half of the Ogoni population), drawing international attention to his peoples plight. Saro-Wiwa was arrested and detained by Nigerian authorities inJune 1993, but was released after a month. In May 1994, he was arrested and after a month. In May 1994, he arrested and accused of incitement to murder, following the death of four Ogoni elders. He denied the charges, but was imprisoned for over a year before being found guilty and sentenced to death by a special convened tribunal, during which nearly all the defendants lawyers resigned in protest to the trials cynical rigging by the Abacha regime. Very few observers were surprised when the tribunal declared a guilty verdict, but most were shocked that the penalty would be death by hanging for all the nine defendants. However, many were skeptical that the execution would actually occur, as the Nigerian government would face international outrage possible sanction and other legal action should the penalties be carried out. But on 10th November 1995, Saro-Wiwa and eight other MOSOP leaders were executed by hanging at the hands of military personnel. According to most accounts, Ken Saro-Wiwa was the last 59

person to be hanged and thus, forced to watch the death of his colleagues. His death provoked international outrage and the immediate suspension of Nigeria from the Common Wealth of Nations, which was meeting in New Zealand at that time. The United States and other countries considered imposing economic sanctions on Nigeria because of such nefarious actions. Ken Saro-Wiwas last statement before he was hanged was: You can kill the messenger but you cant kill the message. Young Shall Grow, who believes that Major Isaac Adaka Boro and Saro-Wiwa are his mentors, picked the message of Saro-Wiwa even though the messenger was killed. Young Shall Grow started following their path (Boro and Saro-Wiwas) by devoting most of his time to human rights and environmental causes particularly in Azuzuama (Southern Ijaw). He is a leader of MEND in his territory that advocates for the rights of the Ijaw people. Young Shall Grow set out the movements demand (MENDs) including increased autonomy for the Ijaw people, a fair share of the proceeds from oil extraction, and remediation of environmental damage to Ijaw land. MENDs members are indigenous peoples, minorities occupied territories who have come together to protect and promote their human and cultural rights, to preserve their environmental and to find nonviolent solutions to conflicts which affect them.

CHAPTER FOUR WHY THE STRUGGLE Nigeria, after nearly five decades of oil production, had by early 1990s became almost completely dependent on petroleum extraction economically, generating almost 70% of its GDP. Despite the vast wealth created by petroleum, the benefits have been slow to trickle down to the majority of the population, who since the 1960s have increasingly abandoned their agricultural practices. Annual production of both cash and food crops dropped significantly in the latter decades of the 20th century inspite of the large number of skilled, well-paid Nigerians, who have been employed by the oil corporations, the majority of Nigerians and most especially the people of Niger/Delta states. Poverty and urbanization in Nigeria are on the rise, and official corruption is considered a fact of life. The resultant scenario is one in which there is urbanization but no accompanying economic growth to provide jobs. This has ironically forced the growing populace to begin destroying the ecosystem that they require to sustain themselves. Some of the Ijaws, a minority ethnic group in the Niger/Delta region attested that during this time, the government begin forcing them to abandon their land (farm) to oil companies without consultation, and offering negligible compensation. This was further supported by a 1979 constitutional addition which afforded the federal government full and ownership and rights to all Nigerian territory and also decided that all compensation for land would be based on the value of the crops on the land at the time of its acquisition, not on the value of the land. The Nigeria government could now distribute the land to oil companies as it deemed fit. How do you feel when your means of livelihood is taken away? I leave you to judge it yourself. How fair it is? The 1970s and 1980s saw the government empty promises of benefits for Niger/Delta people fall through, with the Ijaws growing increasingly dissatisfied and their environmental, social and economic apparatus rapidly deteriorating. The conflict between Ijaws and the infrastructure escalated to a level of greater seriousness and intensity on both sides. 61

The December 1998 All Ijaw Youth Conference crystallized the Ijaws struggle for petroleum resource control with the formation of the Ijaw Youth Council (IYC) and the issuing of Kaiama declaration. In it, longheed Ijaw concerns about the loss of control of their home land and their own lives to the oil companies were joined with a commitment to direct action. In the declaration and in a letter to the companies, the Ijaws called for oil companies to suspend operations and withdraw from Ijaw territory. The IYC pledged to struggle peacefully for freedom, selfdetermination and ecological justice and prepared a campaign of celebration, prayer, and direct action operation climate beginning December, 28. In December 1998, two warships and 10 15,000 Nigeria troops occupied Bayelsa and Delta States as the Ijaw Youth Congress (IYC) mobilized for Operation Climate Change. Soldiers entering the Bayelsa State capital (Yenagoa) announced that they had to attack the youths trying to stop the oil companies. In the morning of December 30, two thousand young people processed through Yenagoa, dressed in black, singing and dancing. Soldiers opened fire with rifles, machine guns, and tear gas, killing at least three protesters and arresting twentyfive more. After a march demanding the release of those detained was turned back by soldiers, three more protesters were shot dead including Nwashuku Okeri and Ghadafi Ezeifile. The military declared a state of emergency throughout Bayelsa State, imposed a dusk-to dawn curfew, and banned meetings. At military roadblocks, local residents were severely beaten and detained. At night, soldiers invaded private homes, terrorizing residents with beatings, and women and girls with rape. The Niger/Deltans were getting increasingly frustrated with the governments unwillingness to address the core cause of their agitation in the Niger/Delta. The story is that we are tired of waiting for justice; none of the promises of the reparation of the Niger/Delta, enormous problems are never going to be fulfilled. Frustrated that OMPADEC, constitutional democracy ad judicial reviews, NNDC and other administrative palliatives have never reached them beneficially, they are now faced with the reality that there may be no humane political responses to their elongated plight. 62

Any serious security analyst should have known that with the Supreme Court decision that operates to deny the people of these reverine areas ownership of the oil deposits that are found offshore their backyards, that the provocation of the Nigerian state against these long-suffering people would have gone a bit too far. It must be nave for any one to expect that things would just go away quietly. Offshore or onshore sophistry has no meaning to these people who were born and raised inside the waters of the Niger/Delta and, in deed, would ultimately die inside the same water some day. All they know is that it is all theirs ad no law, no Supreme Court judgment or a written constitution can take it away from them. Thank God for the life of Young Shall Grow who saw the need to use non-violence means to drive their demands home. Young Shall Grow in one of his addresses says I know that Niger/Deltans have been running their mouths roughly over the matter, apparently blaming the victimized people of the Niger/Delta as Oliver Twists, But we tend to conveniently forget that the people of Niger/Delta were already there before lord Luggard came to these parts of the world; they were already there before Nigeria was born. With oil exploitation, their lives have deteriorated badly while some have been unduly enriched by the same oil wealth. So, it is completely erroneous to want to rationalize the injustice of the revenue allocation and resources control process in Nigeria by pointing to totally oppressive laws and policies that were crafted by the same people who wanted to use the Nigerian system to perpetually exploit the minorities of the Niger/Delta. According to Mike Ikhariale, Many people who are watching the sordid and endless carnage going on in the Israel-occupied Palestinian territories do not seem to readily grasp the profound psychological rationable for the extreme condition in which a person would gleefully wrap himself up with deadly explosives harm on his otherwise invincible enemy, knowing fully well that he would be the very first casualty in the blast. Ordinarily, no sane peso, just for the vengeful satisfaction of huring his enemy, would resort to taking his own life. It tends to defy common 63

sense and every day rationality, but the bitter truth starting the word in the face today is that, for every Palestinian youth growing up in the horrors of the intifada, the option of suicide bombing is a better one than living under the looming prospects of perpetual hopelessness in a land that used to be theirs. In one word, suicide bombing is the ultimate expression of ultimate frustration. Do you expect different thing from the people of Niger/Delta? Many men had raised their voices calling the attention of the government to their plight; Young Shall Grow is one of the present advocates of justice to be done in Ijaw land. The potentials for suicide bombing and something worse are there for all who are not biased to see. There is no use hoping to draft troops to communities that are already fed-up with the hope of intimidating them and like most occupying military solution to a resistance motivated by frustration. Every piece of oppression has its limits. Young Shall Grow added his voice to thousands of freedom fighters that the bottom line is that social and moral responsibilities by these oil firms to their host communities would help but only a little. The real lasting solution in the end of the day is for the Nigeria states to accept the imperatives of a just and equitable resources control arrangement. Merely tinkering with the laws and the constitutions without a fundamental response to the issues of true federalism and a realistic derivation mechanism is only creating recruitment grounds for potential suicide bombers or mammy-water raids as the case could be. It is obvious from the above illustration that the struggle for the emancipation of Niger/Delta is of necessity. You should not starve the cow that produces milk!

CHAPTER FIVE YOUNG SHALL GROW: A PHILANTHROPIST Philanthropy is a voluntary giving of time assistance or money for the public good. The term is from the Latin word Philanthropia which means love of man. Philanthropy is distinct from the concept of charity which originated as part of the Judeo-Christian tradition and denotes unselfish direct assistance. The philanthropic impulse is as old as recorded history. In many ancient societies, Including those of Greece and Rome, the break up of self supporting kinship groups caused by urbanization led to the institution of state-sanctioned measures to aid the infirm, the poor and the disadvantaged. Similarly, Hinduism, Islam and Judaism recognize and encourage a duty to aid the less fortunate. In modern times, Philanthropy is associated with the disbursement of time, talent and financial aids by individuals for a wide variety of causes and charities. One of the best-known philanthropists in Southern Ijaw is Young Shall Grow who is devoting the latter part of his life to giving away most of the huge fortune he had amassed. It is not the poor young man who goes forth to his work in the morning and labours until evening like Young Shall Grow) that we should pity. It is the son of rich man to whom providence as not been so kind as to trust with this honorable task. It is not the busy man but the man of idleness, who should arouse our sympathy ad cause us sorrow. Happy is the man who has found his work. Happy is the man who has to work and to work hard and work long. More kudos to you Young Shall Grow for discovering who you are. The cry goes forth often nowadays: abolish poverty, but fortunately this cannot be done, and the poor we are always to have with us. Why not work your way out of it, and you shall not be one. I will assume for the moment, gentlemen, that you were all fortunate enough to be born poor. Then the first question that presses upon you is this: what shall I learn to do for the community which will bring me in exchange enough wealth to feed, cloth, lodge and keep me independent of charitable aid from others? Young Shall Grow answered that perfectly. The bees of a hive do not destroy the honey making bees, but the drones. It will be a great mistake for the community to shoot the millionaires, for they are the bees that make the most honey, and contribute most to the hive even after they have gorged themselves. It is a remarkable fact that every country is prosperous and comfortable in proportion to the 66

number of her millionaires. For those of you who are compelled or who desire to follow the footstep of Young Shall Grow, a business life and to accumulate wealth giving back to the community, I commend this idea. Andrew Carnegie said, Beyond this never earn, make no effort to increase fortune, but spend the surplus each year for benevolent purposes. PHILANTHROPIC ACHIEVEMENT OF YOUNG SHALL GROW Philanthropically speaking, the person of Young Shall Grow is a charitable and generous leader who is fully committed and devoted to helping other people especially the poor, the needy, the less privileged and the entire Azuzuama community. This act of generous giving of time, money and wealth by Young Shall Grow knows no bounds as he tries to cover almost every facet of the lives of the people. For the sake of emphasis, I shall narrow down this charitable act to such areas as education, women and youth empowerment, maintenance of communal peace and tranquility, safety of lives and properties on the water ways etc. EDUCATION/SCHOLARSHIP The contribution of Young Shall Grow to the educational development of Azuzuama community is such a great one. He has indeed shown his love for education through the award of scholarship to a good number of students at various levels of educational institutions. As if that was not enough, the recent establishment of keys Nursery and Primary School in Azuzuama community is a clear demonstration of his love for the children education. Suffice it is to know that, Young Shall Grow, as part of his contributions to the development of his town, single handedly established, finance, maintain, manage and see to the smooth running of the school. He made it a free education system for all. What a man of vision and love for knowledge! In keys Nursery and Primary School, items such as school uniforms, cardigan, sport wears, textbooks, exercise books and other writing 67

materials are given to pupils at no price. Salaries and allowances of both academic and non-academic staff of the school are promptly paid by Young Shall Grow without delay. The establishment of the school, while in one way serving a citadel of acquisition of knowledge and understanding to children, it has in another way, created employment opportunity for some unemployed people. WOMEN AND YOUTH EMPOWERMENT Young Shall Grow, through his Mini Recruitment Scheme, empowered a good number of women and youths in Azuzuama community. Women employed to sweep and clean the street across the community are on his payroll along with the boys that do the clearing and cleaning of the community. Others have through his influence ad intervention secured paid jobs at local, state and federal government levels and these measures have been a source of livelihood to the beneficiaries.

PEACE MOVEMENT Young Shall Grow has used his office, position and influence to restore peace, orderliness and tranquility to the riverine communities in Southern Ijaw Local Government Area of Bayelsa State. Before now, we hear of communal crisis, conflicts and disputes within, between and among communities over minor issues that should have been resolved amicably but with the intervention of Young Shall Grow, such issues that are capable of generating unrest within and between communities are now discussed and resolved on a round table and lasting solutions are also proffered and given to such issues. A good example is the peaceful resolution of a land dispute among Azuzuama, Lobia and Ikubie communities in Southern Ijaw L.G.A. of Bayelsa State which would have caused a bloody war if not for the timely intervention of Young Shall Grow. SECURITY OF LIVES AND PROPERTY Young Shall Grow has not only prompted peace in the region but he has gone further to ensure the safety of lives and properties of the common man. This, which should have been the sole responsibility of the government, but he has taken upon himself to see that people can now travel freely on the water ways without fear of been embarrassed harassed and molested by the men of underworld. This he did by fighting tirelessly to eradicate and put a halt to the operations of the see pirates (thieves and armed robbers) as he considered their devilish operations as oppression on the fellow Ijaw citizens. The list is such an endless one because much as we are speaking and talking about the philanthropic journey he had made thus far, he still has much more in mind to do to ensure that people of the Niger/Delta in general will wake up one day to discover that they have got total control over their natural and mineral resource (crude oil). It is only then that Young Shall Grow can heave a sigh of relief and say, I have seen and I have conquered and going down the memory lane, he could say, I have fought a good fight, I have defended and emancipated the people of Niger/Delta and yet, I arrived alive. 69

FOOTBALL TOURNAMENT Young Shall Grow has since December, 2007 introduced annual football competition for both male and female footballers in selected communities in Southern Ijaw L.G.A. of Bayelsa State. Football teams representing several communities such as Azuzuama, Lobia, Ikubie, Apoi, Koluama, etc are brought together by Young Shall Grow to compete favourably for a good prize. This he initiated with a view to unite the youths in the region. Azuzuama town which plays host to the tournament is usually lively, busy and full of activities in the season of the competition. Professional football officials such as referees, linesmen, moderators, coaches and external observers are usually invited to officiate in other to ensure that the principle of fair play is given a place in the process of the competition. The second phase of this competition was held in December, 2008 bringing a good number of youths from within and outside Southern Ijaw L.G.A. together in a way to foster unity, love and peace among them.

CHAPTER SIX YOUNG SHALL GROW: AN EPITOME OF MOHANDAS GANDHI OF INDIA You may, if you like, cut us to pieces. You may shatter us at the canons mouth. If you act contrary to our will, we shall not help you, and without our help we know that you cannot move one step forward. It is likely that you will laugh at all these in the intoxication of your power (Mohandas Gandhi). Mohandas Gandhi was considered the greatest figure of the 20th century. Gandhi freed India from the British Empire. But it was how Gandhi did it that won the worlds respect. Most new nations were born through war; Gandhi found a different way. He was against violence which Young Shall Grow practices. He (Gandhi) was angry to find that Indians were denied basic freedoms. He began to lead Indians in South Africa in a struggle for equal rights. It was not an armed struggle. Gandhi preached non-violence and Young Shall Grow embraces Gandhis philosophy. He organized marches to call attention to his cause. Gandhi described his policy by an Indian word that truth and firmness which Young Shall Grow proclaims. His goal was to win his country the right to rule itself. His methods of strong but peaceful resistance spread across Indian. I wonder whether Young Shall Grow is a grandson of Mohandas Gandhi. Gandhi was a great leader of India. He followed a way of life completely unfamiliar to young Americans. Even some of his fellow Indians had trouble understanding of his beliefs and actions. Young Shall Grow is experiencing the same thing in the lives of millions of people in his own nation and in others. Gandhis ideas influenced Martin Luther King Jr. and his work for equal rights for African Americans. The rod of non-violence protest was passed into Young Shall Grow. Gandhis followers called him Mahatma which means Great soul, and analyzes both the motivations and tactics behind his pursuit of freedom and brotherhoo Ge d for his people. In the case of Young Shall Grow, he is being called general, Master, Warrior, Burden bearer,

peace maker etc. Young Shall Grow, you are truly an epitome of Mohandas Gandhi of India. Gandhis life exemplifies the best qualities of a religions leader, statesman, patriot, revolutionary and a reformer. Humanity is far richer for having produced, richer in spiritual values and in wide diversity, richer through demonstration of how great man can be and how much he can accomplish. Young Shall Grow is a unique and fascinating man, but concentrates on the growth of MEND in the context of contemporary political events, particularly the struggle for the Niger/Delta, using Southern Ijaw as a paradigm. CONCLUSION This piece was put together to tell the story of Young Shall Grow: his birth, struggle and lifestyle in order to inspire other youths especially in the Niger/Delta to understand the fact that, life is not a bed of roses. There are ups and downs, valleys and hills. The story is largely that of endurance, perseverance and persistence at every point in his life. It has been that of personal struggle and determination to ensure the liberation and survival of the good people of Niger/Delta against all odds, and to also see to it that, the Ijaw nation will not continue to be hungry and thirsty in the midst of abundance. The struggle of Young Shall Grow as detailed in this book was not just for him to survive, but also to ensure the survival of the fellow Ijaw people. He is always sad and worried when he sees considers the sufferings and bitterness of the Ijaw people. The struggle of Young Shall Grow is not selfish and self-centred but people-oriented. This is why his achievement in alleviating the sufferings of the Niger Deltans is obvious and real.

Due to hostility of some communities and the constant demand and imposition of unqualified applicants to some Companies during, before and at the end of recruitment exercise by the ever unyielding youths, we evolved a Community base programme where we integrate both youths and chiefs into our programme in areas of employment and security. CHARGES
Our charges are categorized in three ways, and each is subject to Employers convenience. Category A: (By Direct Link cost borne by the Employee) We charge our clients company a constitution fee once and for all (i.e. Negotiate) while the employee pay to us a percentage of his/her first full month salary (total package) only as service charge, as agreed by them and thereafter, we disengage our contract. Category B: (By Direct Link Cost borne by the Employers) In this category, the employer will pay to us 10% for the employees annual salary in bulk or 10% of his monthly salary (total package) for one year including a professional fee (i.e. negotiable) Here we guarantee the workers for one year besides taking care of the recruitment cost including advertisement in the print and electronic media. Category C: (Labour Contractor) Since we are the labour supplier in this category, we discuss the terms with our clients company based on the companys policy and operational guidelines.
