Two cries for safer roads were presented to Strathmore Town Council on Jan. 16, 2013. The first voice was Councillor Bob Sobol, who approached council about improving the accident rate between the traffic lights on the east-west Strathmore town border of Hwy 1. It is a serious issue and I think we are waiting for something really, really bad to happen, said Councillor Sobol. The strip has had 27 reportable accidents and three injury accidents in 2012. Conversations with the mayor, town administration and Alberta Transportation led to a suggestion to install camera equipment for red light and speed violations. I have described this section of Hwy 1 as our own Daytona 500. I drive through there every day and get passed in the 80 and 60 zones every day. We certainly need to look at doing something and this is a good step, said Councillor Earl Best. Council asked for an opinion from RCMP Sgt. Kevin Reilly, who said the RCMP would support the idea. He said the stretch was difficult to enforce, because of officer safety issues, and only one side of the road can be monitored at a time. Council granted authority to staff, who were directed to investigate details of installing traffic cameras, the cost and protocols, and bring the information back for the Feb. 20 meeting. Dennis Pfiefer appealed to council to install a three-way stop on Cambridge Glen Drive in front of the Sagewood entrance. My friends we have the recipe for disaster. It will only be a matter of time before we see someone killed, said Pfiefer. Pfiefer said that the street has had seven motor vehicle accidents and one pedestrian accident. Four of the accidents were within 500 metres of the Sagewood entrance. Several vehicles have jumped the sidewalk and damaged property or vehicles in yards. Residents are afraid their children are at risk. Continued on Page 2

Crash at EDO
A Honda CRX drove into eDO Japan on Jan. 17 shortly after 3 p.m. No one was injured and damage was minor. There was cracking on the glass to the left of the door and the glass in the door itself had to be replaced.

Changes made to utility bills


Sharon McLeay Times Contributor Council unanimously passed several bylaws regarding town utilities. The primary change is to calculate and deliver utility bills on a monthly basis (this included sewer and garbage service), rather than every two months. Customers south of Centennial Drive to Hwy 1 (A) will have a due date of the 10th of the month, those north of Centennial Drive and south of Hwy 1 (B) will have a due date of the 25th. One months notice must be given for temporary water shut-off at the curb and it will cost $60 to shut off and another $60 to turn on. The flat monthly fee will still have to be paid. If a house is vacant, the inside taps should be shut off. If there is an accident and the town has to repair fixtures, it can turn off the water without notice. Expenses will be charged to the owner. If anyone seriously tampers with a system, such as bypassing meters or damaging hydrants or pipelines, a penalty of up to $10,000 can be laid. Outdoor watering hours are 5:30 am to 10 am and 5:30 pm to 10 pm according to water restrictions. The town can apply a penalty and shut off the household water until the owner shows compliance. All plumbing installation or upgrades require a permit and drawings must show Low-flow fixtures. There will be a 2.7 per cent penalty on late payments and the late charge becomes part of the rate levied. No lenience will be given for bills not received by any means, for any reason. Ten working days should be allowed for processing. Final notices will be sent out on the last business day of the month for residents in section A and on the 15th of the following month for B. Delinquent payments can be placed on the Tax Roll Account for collection and the Town can serve a one week turn off notice tag, left at the residence. Remote Readers can access property with reasonable notice and can make other arrangements with the customer with a subsequent notice within a 24 hour period. Residents are allowed garbage disposal of 3 units under 70lbs per week. More units cost two dollars each, and pickup service can be denied for lack of utility bill payment, or failure to comply to garbage regulations. Heavy garbage days are scheduled for items designated with orange HIG stickers purchased at the town office. All details can be viewed at www.strathmore.ca.

New fire department up and running in Standard


Manny everett Times Contributor After only a very short period of time the Standard Volunteer Fire Association has a brand new Fire Hall. Spring of 2012 found the Association drawing up plans for a new Fire Hall to service the town and surrounding areas. After meeting with ProDesigns contractor Don McKerrell and giving him the ideas of how they wanted the layout and certain features included, he came back with a design geared especially for their needs. After four months of designing and covering all the minute details, they eagerly broke ground on September 12, 2012. Coming in right on time and right on budget, the volunteers proudly moved their first truck into their new facility on December 30. On January 12 the rest of the equipment and gear was moved in little by little until everything was out of the old Fire Hall, which has been handed back to the Village of Standard for their needs. The bunker gear rack was the last item to be moved, and it was a great view seeing all their gear in their specified areas and not crowded together on one wall. The amount of room is amazing and they can house all their vehicles, which include Engine #1 and #2, the Tender, Bush buggy and Effort truck. Giving a personal tour, Fire Chief Phil Faubion was eager to point out all the new aspects of the facility including a separate meeting room for training purposes, a separate wash bay to hose off their trucks and hose drying racks, a breathing air compressor, his/her and handicapped washrooms with shower facilities. They have ordered and are waiting for an industrial washer and dryer to wash the bunker gear. The Standard Volunteer Fire Association is back up and running out of their new facility. They will be holding an open house sometime in the spring and will be available for tours and educational visits from the elementary students from the school as well. They are thankful for the help and support of the residents of Standard and area for helping make this possible, including the various donations throughout the process from their fundraisers and events over the years.

Further Education calendar offered in a new way


Shannon LeCLair Times Reporter In the past Wheatland Further Education have printed a course calendar each fall and spring outlining the upcoming courses. They found that two things were happening. One, people would look through the calendar and find a course they wanted to take and then the calendar would get misplaced and the person would forget about the course. The second thing is that sometimes a course will be offered, say in jewelry making, and its quite popular. The instructor states they would love to return after seeing the excitement of the course and a new session is set up but there hasnt really been a way of properly informing the community and then Further Education doesnt get enough people to run the course and they are disappointed. So this session what we have decided to do is, we have all of our courses listed on the website so people can go to the website and theres a registration form there, they can register right on the website, said Lin Walker with Wheatland Further Education. Every month in the (Strathmore) Times we are going to bring all the courses for the next month forward. In the Jan. 18 edition of the paper all of the courses were posted that are currently scheduled until the end of June. Every month there will be a new advertisement that will list the courses for the next month, giving people an extra month to prepare, or refreshing their memory about a course they may have forgotten. The ad is for the convenience, the constant reminder, and the ability to be able to add in new courses said Walker. By going to the website, www.wfes. ca, people will also be able see what courses are coming up. In Sept. 2012 Wheatland Further Education moved into their new locat9ion at A1 Country Lane Mall, 510 Hwy 1. URGENT MESSAGE FROM TOWN OF STRATHMORE


Beginning April 1st the Town of Strathmore will be instituting Monthly Utility Billing. This will mean that on April 1st for Route B and April 15th for Route A, you will receive a Utility Bill in your mail and each month thereafter. Route A consists of: Wildflower, Strathmore Lakes, Westmount, Westpark Village, Downtown, Thorncliff, Green Meadow, Grande Point, Parkwood, Aspen Creek, Ranch Estates and The Ranch. Route B consists of: Hillview Estates, Strathaven, Brentwood, Brentwood Business Park, Crystal Ridge, Maplewood, Cambridge Glen, Glenwood, Orchard Business Park and Spruce Business Park. There will be a transition period of a few months to get all the reads from the water meters up to date. This will mean your consumption on your next few bills may either increase or decrease. Please be aware of the number of days your bill will cover, it could cover up to a six week period. Be assured that by the month of April, everything should be on track. Going forward you will then have a reading and a bill within a one month period. During this time of transition we make every effort possible to assist you in any way you may require. SNOW REMOVAL FROM AROUND FIRE HYDRANTS


Strathmore volunteer fire fighters are asking residents for help clearing snow from fire hydrants. Recent accumulations of snow have left many fire hydrants partially or completely buried in snow, creating a potentially dangerous problems for emergency responding fire crews. Blocking access, or reducing the visibility of fire hydrants increases response time, and could result in unnecessary property damage. Firefighters need to be able to locate the fire hydrants, remove caps and attach hoses as quickly as possible. The Strathmore Fire Department would like to encourage residents to Adopt a Fire Hydrant on or near their property. This will help accessing water, and potentially save lives and property from the threat of Fire. Owners of private fire hydrants are legally responsible for and encouraged to clear snow away from their fire hydrants. This will aid in their location if an emergency were to arise requiring immediate access for Fire. Council appointed Ms. Jennifer Sawatzky to the Strathmore United Way Committee for a term of one year. Council discussed the possibility of installing red light cameras and photo radar on Highway # 1 to address the safety at intersections. Council discussed snow removing procedures in the Downtown core.

If you head north on Wheatland Trail, it is not difficult to notice the signage posted on the chain link fence behind the Strathmore High School and by the Strathmore and District Agricultural Society (SDAS) road entrance. These particular temporary signs advertise local businesses that support fundraising projects for the High School and the SDAS. The whole purpose of our advertising sign project was to raise the funds to subsidize co-curricular programs for our school, said Principal Gary Reagan. Jim Cammaert, CEO of the Ag Society, indicated to council in a letter that money from their signs go to over 18 programs that are supported, or are affiliated with a society with SDAS. It helps the programs pay for use of the facilities. The money also subsidizes the operation of the ball diamond. Under Land Use Bylaw 89-20, Section 410, Public Service District, signs are a Discretionary Use and as such, require a Development permit and approval by a Develop-

ment officer, stated Betty Ann Fountain, Associate Development Officer. Under Strathmore bylaw 89-20, both applicants would require a development permit for each temporary sign and would have to pay a $75 fee per sign each year. So, both groups were on hand at council on Jan.16, 2013, to ask the Town allow one permit for all the signs and waive the associated fees. These signs are not for profit, the funds are donated back to community groups. They are also trying to keep the ball diamond running, said Councillor Earl Best. Councillor Pat Fule felt council must consider their decision, because it would be unfair to grant the waiver to one applicant and not others. Councillor Bob Sobol requested that Council include that the signs should conform to certain esthetic codes, requiring them to be replaced or taken down if the signs condition was questionable. Council directed staff that each applicant is allowed one permit for all their signs and the fees be waived. This would be contingent that the signs remain esthetically pleasing and in good repair.

Councillor Rocky Blokland suggested at the Jan. 16 council meeting that snow removal in the downtown should change from side to side clearing of snow, with piles left at the curb. Blokland suggested crews clear snow lengthwise down the street and pile the snow in a windrow down the middle, which would keep the curbs clear. Windrow snow removal could then take place after priority roads are cleared. I am downtown at five or five thirty and I see what goes on there and you are doing an excellent job, said Councillor Blokland Instead of clearing side to side, I suggest we look at that windrow down the windrow method. Blokland felt the current mechanism presented concerns; not enough parking room to park safely, pushing vehicles further into the street a safety hazard for people, especially seniors getting out of their vehicles and trying to reach the sidewalks excess snow and ice that the sidewalk loaders are throwing back on the street. He suggested it be done on a trial basis. The Mayor would like the test to be done from the Credit Union to the Legion. Councillor Rempel suggested the windrow needed removal within 24 hours. Director of Engineering and Operations for the Towm Jesse Parker said that the windrow method also decreases passing space between the windrow and parked cars. Immediate snow removal is difficult because they have priority roads to clear and he would not like to see removal in the town core interfere with keeping emergency roads open. It would mean delayed removal and closure of the street during business hours that would not be desirable. It would require two dedicated employees and shift start

Agriculture Minister Gerry Ritz visits Crowfoot


Kevin SorenSon, M.P., CrowFoot Parliamentary Report On Friday, Jan. 18 and Saturday, Jan. 19, the 27th Annual Canadian Bull Congress was held at the Camrose Regional Exhibition. This is one of the premier events for livestock producers every year as it promotes the high quality of livestock in East Central Alberta and indeed of Western Canada. Our prized top-quality purebred bulls; the many varieties of breeds we have; and, the many agricultural related products we produce are all showcased at the Annual Canadian Bull Congress. As your Member of Parliament, I am proud to announce that the Government of Canadas Minister of Agriculture the Honourable Gerry Ritz joined us! The Minister was looking forward to being with the cattlemen, exhibitors, and everyone attending this international trade fair held in our riding. Many of us already know Minister Ritz and looked forward to bringing us up to date on our contribution to Canadas agricultural sector and the great year we are all anticipating in 2013. Minister Ritz is always an inspirational speaker and he is the expert on our governments plans and hopes for Canadas agricultural industry. Our grains sector is already benefitting from the end of single-desk marketing and the new freedom we have to sell our product. New markets are opening around the world and others are expanding for Canadian beef exports. Earlier this week, China approved four additional Canadian beef facilities that will now be able to export beef to China (one in Lacombe, Alberta). The Minister has already secured the import into China of Canadian deboned beef from animals under 30 months of age. The staged market access approach for Canadian beef products is continuing successfully and this latest development will increase Canadian export by approximately C$20 million annually. Minister Ritz discussed Growing Forward 2 that builds on our original plan that put farmers first when we formed government in 2006. This is the next generation of our suite of Business Risk Management programs to protect against severe market volatility and disasters. It provides greater flexibility for provinces and territories to tailor programs to local needs. This five-year framework will also refocus investments on innovation and markets in order to fuel long-term growth across the sector and ensure our farmers have the tools necessary to be more competitive and boost their bottom lines.

It includes an investment of over $3 billion in innovation and represents a 50 per cent increase in cost-shared investments in innovation, competitiveness, and market development. Growing Forward 2 is the result of extensive consultation over a number of years with provincial and territorial governments, industry, consumer groups, and other stakeholders. Canadas agriculture industry creates 1 in 8 jobs (2 million jobs nationally) and accounts for eight percent of Canadas GDP. With over forty-four billion dollars in exports, we are the worlds fifth largest exporter of food and seafood. This year, the talk at the Canadian Bull Congress will be optimistic and focused on increasing investments for innovation, market development, and competitiveness. Exams, the finals frontier


Pat Fule Fule for Thought For high school teachers, like the Staples commercial says, this is one of the most wonderful times of the year! The first semester classes are over, and the students have a bit of healthy fear in them! This statement comes with a big apology to all teachers who are still slogging through the rest of January with regular classes. At high schools, we move toward what feels like an office job! We supervise exams, mark tests/essays, clean our rooms, and prepare for all new second semester classes. We even have time to go for lunches! Its kind of a refreshing break, as the most challenging part of the job, the students, dont have to be taught! Sometimes, either in regular unit tests or finals, some strange things happen, and have to be dealt with, as they occur. One of my students was writing a unit final essay on one of the novels we studied. He employed a very unusual strategy to cope with this; he went to sleep! He was tucked in behind one of the computers at the back corner of the room, so I didnt see him right away. Now, Ive never had a kid go to sleep during a big test, but this guy was always tired. When I did see him out, I did what most teachers live to do. You guessed it, I slammed the desk with my hand, to wake him! Now, I did this because I was concerned about his education. I was worried that if he stayed asleep, he might not get his paper done, and we wouldnt want that, would we?! He seemed to be less sleepy for the rest of class, and I didnt have to wake him again. I was thinking of testing if a warm glass of water really does have a certain effect, though! Another semester, we were working on laptops in the same computer room. One student looked like he was working feverishly, especially whenever I came by. What he was doing, was playing a computer game, and switching back to his Microsoft Word document when I came near. I had to go into stealth mode! Another student (its funny how they turn on each other), signalled when the guy was playing the game, and I was able to see the screen. At the end of this class, the game player actually said he needed more time, and that he wasnt able to get done! When I asked him what his game score was, he knew he was busted! It turned out to be a very short essay on the topic. Hopefully, he learned a very valuable life lesson hopefully! Right now, we are just starting final exams in the gym. This is where a couple of hundred kids roll into the gym, find their tests, and many (with colds) try to survive. About 20 years ago, I was one of the supervising teachers in the morning finals. We use a podium with a microphone to give exam instructions for the whole gym. Once the kids got started, I looked at all the tired, rough looking kids. Some of the kids were frantically rifling through test booklets, with panicked expressions! Man, I said to the other teacher. Look at these kids, theyre not ready for these tests. They look like they havent got a clue! Mr. Fule, whispered a student in the front row, your microphone is still on! I had broadcasted my little observation to the whole gym! Embarrassed, I slowly started the walk around the gym supervising the test writers. Some smiled, and some looked a bit sad, as I walked by them. I guess we can all learn during exams! We have a test rule during finals. All students have to stay until one hour has passed. Then, if they think theyre done, they can quietly hand in tests and leave. Now thats the plan in a perfect world where unicorns roam fields, clouds are made of cotton candy, and its always sunny and warm! In the real world, at the one hour mark, there is a mass exodus of students to hand in their stuff and get out of the gym as fast as possible! It sometimes looks like a big sale at a major store luckily no ones been trampled yet! There are two unpleasant things that happen during finals in the gym. One is the dreaded cold that many of the kids have. Without fail, as a supervisor, you are constantly delivering Kleenex to sick kids who didnt bring any themselves. Numerous times, you just get to the kid in time to get sneezed on! This is probably the only time Ive felt like an elementary teacher, because I know their resistance has to be incredible, with all the sneezes they get to wear! The second thing is more awkward, rather than unpleasant. You may be guessing this right now. At some points in a gym where hundreds of kids are writing tests, some have to go to the bathroom. In order to make sure everything is on the up and up, we have to escort them into the bathroom! Now, this is probably a weird thing for the kid to go through too. I mean, who wants their old teacher to walk them in to the boys bathroom! So, we do, and wait just inside the door, trying to keep the exam secure, but not looking like weve been on Americas Most Wanted the week before! Then, we walk them back out, and repeat as necessary. Huh, five years of University, and Im a bathroom valet!

Anti-Bullying bylaw proposed

For anyone who needs help with a bully incident, there is a Bullying Prevention Helpline, available toll-free 24 hours a day, seven days a week at 1-888-456-2323. There is www.B-free.ca website developed by youth with tips for coping with bullying. The Alberta Government website offers lots of resources for anti-bullying information. They drafted an anti-bullying legislation last October that is part of the Education Act. It is in development, and response from the public has been that the terms of punishment, enforcement and responsibility are not clear. The Canadian government is working on Bill C273 which deals with Cyber bullying. It is has been in Senate investigations since 2011. The Senate released their report called Cyber bullying hurts: Respect for rights in the Digital Age in December and created two web documents about the topic. Strathmore administration indicated they received a letter from Carla Masciangelo, requesting council draft an Anti-Bullying bylaw. She included information of bylaws drafted in other Alberta Towns like Hanna, Grand Prairie and Edson. Recent research done by the Canadian Institute of Health, shows that up to 47 per cent of Canadian parents report their child as a victim of bullying. Among adult Canadians, 38 per cent of males and 30 per cent of females report having an occasional experience with bullying during their school years. This is a major, major issue across our Country and I realize it is only a bylaw, but it is a tool the police could use to deal with this issue, said Councillor Bob Sobol. Masciangelos daughter Jayde bravely came before council and stated that her bullying experience may not have happened if Strathmore had a bylaw in place. Council discussed where the bylaw could be enforced, whether it should be designated to one premise or the whole town. It was considered that details of the bylaw could be discussed in council when the draft is brought back for review. 5 pounds potatoes, peeled 1 pound processed cheese, cubed salt and pepper to taste onion salt to taste

directions:
1. Bring a large pot of salted water to a boil. Add potatoes and cook until tender but still firm, about 15 minutes; drain. 2. Combine flour, eggs and salt. Mix in a little water at a time until dough is somewhat stiff. Roll dough in small sections about 1/4 inch thick. Using a large biscuit cutter or drinking glass, make circle cuts. 3. To make filling: Mix together potatoes, cheese, salt, pepper and onion salt. Fill each with 1 to 2 tablespoons of the potato mixture, fold over and seal edges. To cook, bring a large pot of water to boil, carefully dropping in one at a time; stir once. They are done when they float to the top.

Several awards were given to Strathmore citizens, honouring their service to their fellow man. The Strathmore Fire Chief, Muir Furzer, and Mayor Steve Grajczyk presented the first award. It was the Queen Elizabeth II Diamond Jubilee medal to Dwight Stanford, on behalf of the Canadian Governor General, David Lloyd Johnston. This gentleman is well known throughout Alberta, Canada and particularly our own community. He has served as municipal administrator for many communities throughout Alberta, said Chief Furzer. He described Stanford as a dedicated community member, mentor and outstanding leader, with significant contributions to Environment, Science and Technology. In 2005, Canadian Association of Municipal Administrators were looking for a testing ground for an environmental project that purified treated effluent through a natural means. Stanford, Strathmore Council and Staff agreed to test and monitor the project by pumping the effluent into Freeman Marsh. The project was very successful, and was recognized with a First in Environmental Awards for all of Canada in that year. The process has been subsequently studied, added to and implemented in many communities. Stanfords other achievements included his involvement in community groups and with youth,

such as 4-H, and Scouts. Chief Furzer said the proof that he likes youth, according to his wife, is shown by his own family of eight children and 27 grandchildren. Thank you. I really appreciate this recognition, said Stanford, as he received his medal. The Mayor of Strathmore, Steve Grajczyk also received a Queen Elizabeth II Diamond Jubilee Medal and Councillor Pat Fule presented the award. Before service as Mayor, Grajczyk had been a community leader since 1978, serving on organizational boards for many groups in and around Strathmore. He has been a coach, manager, and volunteer for youth groups, such as minor hockey and baseball. He was a successful businessman and realtor. He is noted for his work with the Strathmore Rural District Agricultural Society and the Chamber of Commerce. He is an avid traveller and encourages others to experience the education that travel experiences offer. Thank you very much. There are many people in our community that are more deserving or equally deserving and I take it with much respectit is an honour, said Grajcyzk. The award ceremony concluded with three Strathmore citizens gaining medals for 12 years of continuous service with Emergency Management Alberta. The award is conferred by the Alberta Fire Commissioner. Dwight Stanford, Linda Nelson and firefighter Kevin Kemp received the medals.

RCMP delivers quarterly report to council


Sharon McLeay Times Contributor Sgt. Kevin Reilly, of the Royal Canadian Mounted Police (RCMP), presented the September to December 2012 statistics to council. He emphasized that officers will continue to be involved in the community. I think it is very important for us to be a visible presence and we hope to do more in the coming year, said Reilly. He stated he has been communicating with several service and community groups in town, and was open to meetings with others. It will improve relations with us and the community, said Reilly. He indicated the various events officers attended, such as Red Serge duties, Canada Day, Strathmore Rodeo, and speaking engagements at the Chamber, service clubs and interagency meetings. The Victim Services program, which works closely with the RCMP, has 17 new volunteers. They are currently training and will be active in the area soon. The Domestic Violence Coordinator position funding runs out in a year, and Reilly hopes funding can be found to continue this good work. Mount Royal University students have been participating in practicum programs in the RCMP office. Programs with school students such as DARE, SWAT, in-school lectures and officer liaison are continuing. Langdon School is looking to secure an enhanced police liaison position for their school. The RCMP is hoping to reinstate Bike patrols as they are a major pro-active program in Strathmore. He also gave an update on the initiatives and resources that the Strathmore Detachment had in store for 2013. Officers continued to work effectively with other Emergency response servicers. This seasons Check Stop program completed 3,500 vehicle inspections, including roving Check Stops. Generally arrests for other crimes were down, excluding property theft over $5,000 and possession of stolen property, which had increased. He outlined the various increases in staffing expected for 2013, which would increase RCMP contributions to a safer community. New TowN logo Strathmore Council approved a new town logo that will represent the town on signs and communication materials. The logo is meant to be creative, memorable and unique, and identify with the Town of Strathmore image. The logo shows an old-style steam locomotive engine and trestle track with tower, on a clouded blue sky and wheat field background. A distinctive head of wheat is also in the background. The logo bottom is worded with Where Quality of Life is a Way of Life. It will be used on the town signs, entering and leaving Strathmore. Reflective paint will used to make the sign more visible at night. The logo will also be used on stationary, communication products, town pins and promotional articles. TowN wiThdraws from CaNadiaN BadlaNds assoCiaTioN Councillors discussed whether the $6,069.50 yearly fee to the Canadian Badlands Association (CBA) had shown results for the Town of Strathmore. The fee is based on a fifty cent per capita population rate. I was not in favour of it last year, and I am certainly not in favour of it this year, said Councillor Earl Best. There was discussion about what the CBA presents, and what kind of benefits residents and businesses actually received from being a member. Several of the councillors had visited areas, such as Rosebud and Horseshoe Canyon, where signs were posted by the CBA, and noted that Strathmore was not listed as a contributing partner. I would like to see a presentation, and maybe if they had helped with our new logo, it would have meant something to me, said Mayor Steve Grajczyk. Council voted unanimously against a 2013 membership and subsequent fee payment.

Community pulls together to help a family in need
On Jan. 20 the Strathmore Hotel hosted a fundraiser/memorial in honour of Trevor Soroka. The community pulled together and through an outpouring of donations, and support from the Strathmore Hotels Greg and Brenda Tompson, the staff and everyone who attended the event, over $20,000 was raised for the Soroka children, which will be put in a trust for further education. Tanya Andersen, a close friend of the family, organized the silent auction to help the family out in a time of need. She was overwhelmed by the number of people who wanted to help the family in anyway they could. With donations coming from local Strathmore clubs, businesses and individuals they collected well over 60 items to auction off. A heartwarming thank you has been extended to all who helped make the event the success it was. i am truly honoured to live in such a great community, reported Tanya Andersen.

Helping fulfill a friends legacy


Shannon LeCLair Times Reporter An offer to take a trip of a lifetime that combines everything she has focused on in her career and life was a no brainer for Teri McKinnon. The chance to help carry on her friends leagacy on made the idea even sweeter. Dan Fullerton had a dream; it was Educating the Children. During a trip to the Dominican Republic he had visited a one-room schoolhouse in the Jarabacoa region. There was no electricity or running water, the outhouse had fallen of the side of the cliff a week earlier, and none of the children were allowed to take the schoolbooks home. Fullerton and a friend fundraised in the summer of 2012 to help the school complete an addition to its building. Fullerton passed away in Sept. 2012 before being able to complete the physical building of the school additions. Some of his friends and colleagues will be heading to the Jarabacoa region to see his project finished. I was so excited to be asked and the offer covered everything. It covered education, it covered agriculture, it covered (community development) and youth. So it was everything that I have focused on in my career, which is pretty exciting, said McKinnon. That doesnt happen very often, usually theyre focused sort of on one angle of those but Olds College went down there, started with best practices for this coffee plantation and the more time Dan was down there the more he realized that education was going to be fundamental for this community to advance. The families in the Jarabacoa region are coffee growers and Fullerton began to think of how he could help them long term, while also helping their children and the school. Olds College imports green certified organic coffee beans from the Jarabacoa region. They are roasted monthly in Alberta and will be sold as part of the Olds College Centennial in 2013. The Educate the Children Fund was created, which will see 90 per cent of the profits from the coffee sales going into the fund. This fund will encourage Jarabacoa children to remain in school and, in partnership with Universidad Agroforestal Fernando Arturo de Merino (UAFAM) University, support technical farmer training to enhance both coffee quality and farm revenue. I think thats whats exciting about this for me is I can go and see the tangible results of hard work. Its not like I have a lot of money so to be able to go there and participate and all they really need is a school built, the expertise comes from Olds College. Im just happy to able to align all the things I care the most about which is education and youth and community and agriculture, said McKinnon. She hopes there will be another opportunity to go back in the future but said her first trip is really about getting orientated and helping with the physical build. She will be going to the coffee plantation and will get to plant some of the coffee plants and gain an understanding of the whole value train of the coffee. There are two classrooms, solar panels and a bathroom with running water being added on to the original schoolhouse. Thats where the money goes, a lot of it goes back into making things we take for granted like electricity. How would we run our schools without electricity, but they have been functioning quite a long time without any. It will be humbling I think, said McKinnon. It will be the experience of a life time I think to go down. Its horribly sad that I am doing this after Dan has passed away because it would have been so great (to work with him), but at least I get see some of the brilliant work that he did. This isnt just about me going, this is about us sharing best practices and being recognized as a country that gives back to those who (need it.) Olds (College) plays a fundamental role but Canada always comes in on these kinds of efforts to assist countries on entrepreneurialism and development and market place and economics, so its pretty exciting to be a part of that at a grassroots level. Even to watch it now for the rest of my time (is exciting) to know Ive done something that contributed so much.

in the afternoon of Jan. 21 a call was made stating a threat to the property of Wal-mart. RCmP and emergency personnel quickly responded and as per standard operating procedure they cleared the area to assess the situation. No one was hurt, nor was any property damaged.

Honour choir to perform in Edmonton


Shannon LeCLair Times Reporter Every year choir students are selected to attend and sing with the Alberta Childrens Choir (ACC) in Edmonton. The students, ages 10 to 15-years-old, rehearse as much as possible to prepare for the prestigious event. Each year the interest has grown and this year it reached the point that a new choir group was created, the Alberta Childrens Apprentice Choir (ACAC), so that a majority of applicants werent being turned away. Brentwood Elementary School has always had students attend the annual event and this year is no different. There will be five students heading to Edmonton for Jan. 31. Natalie Funk and Reanna Thiessen are singing with the ACAC and Metaya Anderson, Janelle Reynolds, and Samantha Walstra will be with the ACC. For Anderson and Walstra its not a new experience, but it is still an exciting one. For Walstra, learning more challenging songs in other languages is something that keeps her coming back. Its really just a really cool experience, said Anderson. Both girls will be attending junior high next year but are hoping they will again have the chance to attend. Reynolds and Funk had heard about how much fun it was to participate in the ACC and had wanted to try it for a while now, but busy schedules didnt give them the time until this year. Metaya and Sam keep on telling me they have fun and theyre always like its so cool and we always get to do all those cool things and I just always wanted to go but theres just always been stuff thats been in the way. This year finally when my mom said that we didnt have anything I was really excited, said Reynolds. The reason I came to honour choir is because Ive seen all the pictures that are up (outside the music room). Ive heard people saying oh its so much fun and I just love choir so I just thought hey why not do two choirs, said Thiessen. Both groups are learning five songs. Walstra, Reynolds and Anderson have been practicing Birdsong by Paul Read, Two Roads to the Heartland by Allan Gordon Bell, Shiru by Allan Naplan, Psalm 150 by Benjamin Britten, and Whereer You Walk by Handel every chance they get. Shiru is the one of the hardest songs the girls are learning. It is a fast-paced Hebrew song. Two Roads to the Heartland is another one that Reynolds says gives her some trouble because of the pace of the song. Thiessen and Funk have been learning The Mending Song by Daniel Kallman, Hand Me Down My Silver Trumpet by Jean Ashworth Bartle, Youll Never Guess What I Saw by Ruth Watson Henderson, When I Lay Me Down to Sleep by James Mulholland and A Great Big Sea by Lori-Anne Dolloff. Both Funk and Thiessen find Youll Never Guess What I Saw to be one of their favourites to sing. Its about a monster, its lots of fun to sing, said Funk. So is Hand Me Down My Silver Trumpet, said Thiessen. There are over 160 singers from 42 choirs who will be in Edmonton preparing from Jan. 31 to Feb. 2. The ACCC choir will perform at the McDougall United Church at 7 p.m. on Feb. 2.

Lido and Echi Kondo


John Godsman Times Contributor Lidos father moved from Japan to Southern Alberta in 1917, and acquired land for farming from the CPR. Lido was born on the family farm northwest of Strathmore, in 1928. His destiny as a farmer came when his father passed away suddenly in an auto accident in January 1946. Lido had to leave school before he graduated from Grade 12, to manage the family farm. Echis parents came to a farm at Raymond in Southern Alberta in the early 1900s and Echi was born in 1927. At the age of six years old, she went to stay with her grandmother on the island of Kyushu, and went to school there. Kyushu is the third largest island in Japan, and the most southerly of the four main islands that form Japan. It now has a population over 13 million. She returned to Raymond at the age of 21. I asked her what the war years were like living in Japan. She advised the biggest problem was shortage of food, and the frequent bombing of a nearby railway line by American bombers. The line was used by freight trains carrying fuel and oil for the Japanese military. Near to where she lived, there were natural caves, where she and her family lived and hid, during difficult times. Lido and Echi met at the Buddhist Church in Picture Butte. They were married there in 1954, and this marriage gave them two daughters and now two granddaughters. Following their wedding, they continued mixed farming near Lyalta, until they retired in 1995. They moved to Strathmore in August 2000. Their community activities include being long time members of the Lyalta Community Club, and he served on the board of Strathmore Co-op, before its amalgamation with Calgary Co-op. Lido is a member of the Cheadle Lions Club. Lido and Echi joined the Wheatland Whirlers Square Dance Club in 1975, its second year of operation. They retired from dancing in 2010, for health reasons. Lido enjoys playing golf and is an avid curler with the Senior Mens club. Reflecting on past years, Lido advised when he started farming, much of the farm power was provided by horses. They both remember the arrival of electricity in 1957, natural gas in 1960, and the telephone in 1962.They remember the four auto dealers on 3rd Avenue, and board walks where there is now pavement. When they moved to Strathmore in August 2000, the population was close to 7,000. They commented on all the new stores that have been built on the TransCanada Hwy, and the relocation of many of the downtown businesses.

As a windup to the first semester mrs. Richardsons Drama 20/30 students have been hard at work producing individual one act/scene plays that they performed for an enthusiastic audience on Thursday, Jan.16. The Drama 30 students took on this assignment in the director role, while the Drama 20 students were the actors. The final product once completed, with scenes chosen, costumes and sets designed, was a display of the students own artistic flavors and personality. There was little coaching from Richardson, and she is always amazed to see what the students can accomplish on their own. Strathmore FCSS ready to go


Shannon LeCLair Times Reporter The debate over the separation of the Town of Strathmore from the Wheatland Family Support Services (FCSS) has had people talking, and wondering, what exact changes will be taking place. There are two different ways that a municipality may deliver FCSS programs. The first is through direct service delivery, which means the FCSS staff are municipal employees and/or contracted full or part-time employees. The municipality would then deliver the programs and services following the parameters of the FCSS legislation. The second option is to have external grants, which is where the municipality would grant FCSS funds to local organizations and groups who were referred to as FCSS funded agencies. The second option was the delivery system the town had used in the past when they granted WFCSS their municipal portion of the FCSS funds. The WFCSS board would decide which programs they would support, and would in turn grant the monies to outside agencies and groups for the delivery of services, which they describe as indirect funding. The Town of Strathmore will initially utilize both methods of program delivery. We have been asked if there will be a reduction in the grants to outside agencies, and because we plan on running many of our own programs, yes, there will be less funding provided to outside agencies, said Deputy Chief Administrative Officer for the Town Linda Nelson. There will also be start-up costs, such as the purchase of furniture, computers, et cetera for all of the office spaces, so this will substantially reduce the amount of funding available to outside agencies. The deadline for grant applications has passed, and we intend on continuing to fund some of the programs this year; the amounts will depend on the number of applications received in conjunction with the funds available, and obviously, the merits of the applications with regard to the FCSS Act and Regulations. It is important to recognize that there are grants available through other government sources that will subsidize many of the programs that had been funded by WFCSS in the past. This information is available at the Town Office if anyone would like access to it. Plans are already in the works for different seniors and childrens programs. Earlier this year there was a comprehensive Community Needs Assessment done between a partnership with the United Way, the Town and Dillon Consulting. Needs identified under the social aspect of the assessment were summer camp programs, youth programs, supportive active living and healthy behavior types of programs. As a result of the needs assessment, we are currently working on a pilot program for children between the ages of 6 and 12 that we are hoping to run for four days over the Easter break, said Nelson. The programs will consist of activities that will help promote social development while being fun. The plan is to register a total of 60 children, 30 of them between the ages of 6 and 9-years-old and the other 30 between the ages of 10 and 12-years-old. Registration dates will be listed in the near future. The fees for the programs will be affordable and Nelson said the town will also be looking at partially subsidizing citizens who earn below the Core Needs Income Threshold. The needs assessment also pointed out that the aging population is increasing, and there is a demand to provide services that are accessible, affordable and meet the needs of seniors. We are currently working with stakeholders on a number of seniors programs meant to enhance their quality of life, and provide support that will help to sustain them as active participants in the community, said Nelson. One of the concerns listed when the community first heard of the separation was what will happen to the Home Support Services to seniors. The only change is that the Seniors who are currently utilizing the snow clearing service will no longer have to pay for it, the Town FCSS will be subsidizing this service 100 per cent. It is important that everyone understands the FCSS mandate and Regulation, as it is quite complex, said Nelson. The Ministry and the FCSS Association of Alberta have provided Town staff with a very detailed listing of what programs are and are not eligible for funding and support. Under the Program Advice Inventory Listing, it states: nutrition programs including, but not limited to, the following: food banks, school breakfast and/or lunch programs, assistance to sustain an individual or family, including money, food, clothing or shelter is not eligible. Refer to Section 2.1(2)(b) of the FCSS Regulation. Earlier this year, Town FCSS staff met with the Food Bank and offered to provide administrative support at no cost. However, this offer was declined. Although the Food Bank does not qualify for support under the FCSS Regulation, the Town had found a way to provide support using resources other than FCSS. Administrative support was offered to Meals on Wheels and was also declined. However, they did accept some of the Town staff as volunteers to deliver meals. The most notable transformation is that we will no longer be giving Strathmores FCSS funding to Wheatland FCSS, and we will be running and delivering our own programs based on the needs of the citizens of Strathmore, of course in partnership with many of the current groups and stakeholders already running programs, and some on our own as well, said Nelson. We dont expect to be perfect at the start, but we will get there, and we are hoping to make a positive impact on our community. Mario Prusina Times Editor After a slow start to the season in October, a good November and a disastrous December, the UFA Bisons were optimistic heading into January. The local triple-A midget team continued the goodmonth, bad-month trend by winning all their games in the first month of the New Year. The Bisons swept all four January games, including two home games this past weekend at the Strathmore Family Centre. They defeated a pair of division rivals, ousting the Lethbridge Pronghorns 7-3 on Jan. 19, before taking down the Calgary NW Flames 4-1 the following day. Were hoping that trend is officially over, said Bisons head coach Jeremy Friesen. With four games left (in the season), we dont want to go back to the trail we already lived a couple of times this year. Were healthy and we have a lot of time off before we play again. I think we have everybody reinvested and rebought in to what we are trying to do in terms of a game plan. Were starting to see the results of that, so there are a lot of positives. The Bisons opened the weekend by finally beating the pesky Lethbridge Pronghorns. After losing on the road and at the Macs Midget Hockey Tournament to the Horns, the Bisons were looking for revenge. Im really proud of the way we stayed within the game plan, said the coach. That is the perfect example for everything we talked about. When we play down to their level and we get caught up in the mental head games they try and play with everybody, we get right off track. It was important for us to prove to ourselves that we can stay disciplined anytime you can lay a little bit of beating on those guys, it feels (good). The Bisons returned to the ice 19 hours later and beat the Calgary Flames for the first time this season. According to Friesen, the Bisons started a little flat before eventually finding their legs and getting better as the game went along. Our third period was great, said Friesen. Its good because we are showing signs of team maturity where we can find different ways to win in different situations. The league will now take a break from regular season action, so most of the kids can focus on exam week at their respective high schools. According to Friesen, the hope is to continue their solid play in the four remaining regular season games. Now its about carrying this momentum through the break and into the stretch run, said the coach. Were in a pretty good spot, were four points out of second and our fate is in our own hands. The Bisons will travel to Sherwood Park and Fort Saskatchewan Feb. 2-3, before returning home to close out the season Feb. 9-10 at the Strathmore Family Centre against Lloydminster and the Calgary Northstars.

shannon LeCLair Times Reporter Getting kids on the ice and enjoying the game is just one motivating factor behind the pond hockey program in Gleichen and their annual Hockey Day in GA event. Spreading the love of the sport is another. In 2009 Hockey Day in GA began. There were 45 kids initially registered in 2009, and the numbers grew to 150 participants by 2012. Each year it is a surprise what the weather will bring. One year it was a chinook that had most of the ice melting, and last year Hockey Day happened to fall on the coldest day of the year. Bundle up and come ready. Probably what I am going to do is Im going to go get those hotshots and stuff and put them in the kids swag bags as well. The kids will have hotshots for their gloves and their skates (to) keep their toes and fingers warm, said Gleichen Pond Hockey President Cara Sheppard. This years event is scheduled to take place on Feb. 9. There are just over 100 kids who have registered. Its a $5 cost for each participant and the registration fee will see each player receive three shinny style games, lunch, and leave with a tournament souvenir. There will also be a celebrity guest attending the Hockey Day in Gleichen. Hockey Alberta has got us an Edmonton Oilers/New York Rangers alumni hockey player to come out as a celebrity to our event this year, said Sheppard. Jason Strudwick began his NHL career with the New York Islanders in 1996. He played as a free agent with the Rangers for the 2005-06 season, and signed a one-year contract for 2007-08. It was in 2008 when he signed with the Edmonton Oilers, the team he retired with on May 24, 2012. Sheppard had asked Hockey Alberta about bringing out a celebrity for the kids to meet. She wants them all to see that pond hockey is really hockey and where it all began. For any players who are not currently insured through Hockey Alberta, the Hockey Day is supported by Hockey Alberta with the Bring a friend program. With the program players are covered by insurance for the event.

Brooker Pretty Young Man scored three times and added two assists to lead the way for the Chiefs, who vaulted into second place in the North Division. Tyler Sharuga scored twice, while Dakoda Herman, Kristian Ayoungman, Wyatt Rabbit Carrier, Brandon Russell and Blair Roszell each registered a goal and an assist in the win. Forward Cody Willis rounded out the scoring for the Chiefs, who improved to 15-10-1 on the season. Taylor Donner and Coltyn Herman each registered a pair of assists, while Tyson Kapty and Dalton Dubetz each collected a helper. Dakota Taylor registered 23 saves to collect the win. The local double-A midget team will now prepare to host the Cranbrook Ice on Jan. 26 (6 p.m.) in Hussar, before travelling to Red Deer the following day to face the Pro Stitch. Warriors fall to lightning The Wheatland Warriors winning streak was snapped at two games, after a 5-0 loss to the Airdrie Lightning Jan. 18 in Hussar. Despite the loss, the local double-A bantam team remains in second place in the North Division with a 15-7-4 record. The Warriors are now preparing to face the Lethbridge Raiders on Jan. 27 (4:15 p.m.) at the Strathmore Family Centre. The Rockyford Roughnecks were host to both a Tyke and Novice hockey tournament this past weekend. A total of eight teams participated in the packed out event. Players, coaches and families came from Airdrie, Carstairs, Indus, Rockyford, Standard and Strathmore to play in the tournament. There were 4 Tyke teams and 4 Novice teams competing. The families that helped out during the tournament were pleased with the generous donations from family, friends and the businesses in Rockyford and the surrounding area. The two big wins of the weekend were Tiffany Campbell who won the 32 TV, and Lacey Wheeler was the winner of the I-Pod. Tournament organizer Natasha Koester said, We aim to make our tournaments all about the kids and having fun and being able to show off their hockey skills to family and friends. She said they received a lot of positive feedback and comments about their packed raffle table. There were a lot of things to choose in the raffle for both kids and adults. The first Tyke game between Rockyford and Standard on Saturday morning had a record crowd almost making it standing room only in the bleachers. Everyone cheered everybody elses kids on and it was a great game to watch. The little guys played full ice and for the full amount of time (making them quite tired at the end of it all).

Born in the family farmhouse on April 22, in the blizzard of 32, Ronnie joined his Lord and Saviour on January 21, 2013 at home in the arms of his family. He loved us all, built the home we lived in and we will forever be guided by the things he taught us and his relationship with the Lord. Ron is survived and always missed by his loving wife, caregiver, and best friend, Elaine; children Shirley (Rick) Schmold, Marlene McKinnon, and Graham (Bev) McKinnon; grandchildren Lee, Scott (Nikki), and Lynne Schmold, Gina, Emily, and Reid McKinnon; sister Kay Walker and her family in Ottawa; and sister-in-law Muriel McKinnon and her family in Carseland. Mario Prusina Times Editor The Wheatland Kings were well on their way to snapping a seven game road losing streak Jan. 18 in Medicine Hat against the Cubs. After building a 4-0 lead heading into the third period, it looked like the local junior B team was on the verge of winning their first road away from Strathmore since a 7-4 win over Banff on Nov. 4. However, a short handed marker 1:32 into the third period sparked the Cubs en route to five unanswered goals and a 5-4 win. Kristian Petit scored two goals and Brandon Neufeld added a goal and two assists to lead the Kings. Blake Bishop added a goal, while the leagues leading scorer Andrew Bergmann and Parker Georgsen each chipped in with a pair of assists. Richie Hubbell was stellar through two periods, making 31 saves, before stopping another 20 in the third period. The following day on home ice, the Kings responded with a solid 3-0 victory over the Stettler Lightning. The Kings scored once each period to earn the win. Another huge weekend awaits Wheatland, as they travel to High River on Jan. 25 (8 p.m.), before returning home to face the top team in the North Division, the Blackfalds Wranglers on Jan. 26 (8 p.m.) at the Strathmore Family Centre.
