At the official ceremony on 17 October, Taipei's mayor Ma Ying-Jeou fastened a golden bolt to signify the official topping-out. Facts Opened to the public on July 2nd 2009, suspended from the 103rd floor, is a viewing ledge, comprising three glass layers, each 1.3 centimetres thick.
