VOTE 'NO' ON pOLICE TAX PLUMI
VOTE 'NO' on the police tax override in November! Not a dollar. for police
expansion in Elysian Park I A complete Enviromnental Impact Report (EIR), prepared
with full public participation as required by law, vill demonstrate that police use
of park land is incompatible with public use and enjoyment of the park. City Admin-
istrative Officer c. Erwin Piper, after an extensive study in 1972, concluded that
police training in the park "vill result in constant irritation and is an incompatible
use of public land."
THIS IS NO .. TIME for indulgence. Taxes are excessive. There is not enough
City and County money for essentials, while the Los Angeles Police Department absorbs
more than a third of the total City budget each year City taxpayers, in addition,
pay 40 per cent of the cost of operatlng the sheriff's training facility at Biscalluz
Center, but City police uon't use it. They want their oun duplicate academy in the
sylvan setting of Elysian Park,
WE CAN EXPECT little support from officials or the neus media, If Elysian
Park is to be saved, it is up to us, our members and our friends to do the job, We
will put out flyers calling for a "NO" vote on the police tax plum. Please .let us

SHAM PLANNING COMMISSION HEARING
APPRllVES NEW FOLICE ACADEMY BUILDING
A SORRY SPECTACLE -- One who witnessed it found it sickening -- as the Planning
Commission, Planning Department and deputy city attorney went through the motions of
the "Democratic Process." It was a mock performance, a non-public-hearing July 22, at
vhieh the Plannini"Commission routinely placed its stamp of approval on the bootlegging
of a second policit academy building into the Elysian Park site,
ON THE AGENDA was a proposal to approve plans for a classroom building on pri-
vately land 'immediately south of the park, zoned for single family residences.
Neither cost nor source of revealed, but it is the forerunner of a series of
buildings the Los Angeles Police Department intends to construct with $23,000,000 of
the tax override it hopes to get in November, plus another $5,000,000 nov in hand,
THE STAFF REPORT and presentations before the Commission were a mixture of in-
accuracies, evasions, illegalities and absurdities, Latest in the string of illegal!- .
ties was a July 30 letter from Planning Director Calvin s. Hamilton denying us the
right of appeal to the City Council, It vas this same denial of appeal that the
Appellate Court ruled in the first of the nev academy buildings, the firing
simulator building. The Califaria Supreme Court upheld the Appellate Cqurt,

The staff report was prepared in secret, No conditional use permit was ob-
tained, No Environmental Impact Report (EIR) was drawn up, No public hearing was
held. The report violates the California Environmental Quality Act (CEQA), the L.A.
Administrative Code (zoning) and possibly a City contract with the Jack Webb '!rust
Fund, The Commission was disinterested, It approved the report 3-0. We are reluc-
tant to undertake still another law suit. But in the absence of City control over
the l.APD's rapid takeover of more and more of Elysian Park, we may have no alternative,

BEFORE liE WENT to the polls in June, 1974, ue uere. assured by City, County and
State that, if the $250,000,000 park bonds were approved by the voters, some $600,000
uould be allocated for another Recreation Lodge in a secluded setting in Elysian Park,
to take care of many picnic groups, averaging 400, that now have to be turned away.
BUT THE STATE is reneging on its promise. Herbert Rhodes, director of Parks and
says 1974 bond money can't be used for the lodge, for anything with "walls."
He cited an attorney.general's'memorandum, written two months before the election, but
not publicized, We have read the memorandum, We find nothing in it that would bar
"walls" or a building such as the proposed new lodge.
WE HAVE WRI'!'!EN Gov. Brown, Atty. Gen. Evelle Younger and Mr. Rhodes, asking.
them to lift the ban on the lodge, but have had no response. Please do what you can
to help,
