RESERVOIR ROOF BATTLE CONTINUES
IN THEIR INIMITABLE FASHION for perfect timing (on the day after ThanKsgiving, 1986), the DWP filed a
categorical exemption to the California Environmental Quality Act CCEGLIA) for the prooosed 7+ acre alumnum
roof to cover Elysian Reservoir. That prompted our camnittee (CCSEPJ to sh1ft into high gear. In order to
stop the project from going through, we had to file a legal complaint with1n 35 days. As lucK would have 1t,
the Center for Law in the Public Interest, a non-prof1t organzation, came to our rescue. we filed a su1t on
the day of the deadline, New Year's Eve 1986!

SINCE THAT TIME the CCSEP has garnered the support of many other organizations includ1ng the Los Angeles
chapter of the Sierra Club, Citizens for Safe DrinKing Water and the Federation of Hillside and canyon
Associations to Which Echo ParK Homeowners and Renters and the Mt. washington Assoc1ation also belong.
WITH ANY i'QRE LUCK we will get a Master Environmental Assessment of DWP's water improvement program and a
better solution to covering the reservoir. It is also possible that the DWP will simply bacK off from doing
anything at all. Only one thing is certain- it ain't over yet.
*THE DWP maintains it must cover all srrell reservoirs to improve water Quality per the recamnendations of the
State Dept of Health services. we Question to What extent our water will be improved considering water in
Elysian always comes directly from the uncovered SilverlaKe Reservoir. Furthermore, there are no plans of any
Kind at this time to improve the water from SilverlaKe or other larger uncovered reservoirs.
ECHO PARK/SILVERLAKE PLAN
AT LONG LAST, after rrany years and hOurs spent by many camnunity members as well as two groups of city
planners, the CitY council accepted the Planning Department's recamnendations to bring the zoning into
consistency with the 1984 adopted Echo ParK-Silver laKe Plan. During the last few months the CCSEP attempted
unsuccessfully to maKe the planning department create a zone designation to reftect open space. We feel 1t
would be good protection for all parKs. Subsequent to our attempts, citizens of Sunland-Tujunga voiced
similar concerns for an open space zone. We are now told such a zone will be created by 1988.
IN VOTING on the Planning Department's recamnendations, the City Council also accepted a prooosed trail
to connect Elysian and Griffith ParKs along a route that roughly parallels Riverside Drive to Stadium Way.
The stipulation is for developers to allow an easement for a 12 foot wide path through the various properties
involved. This is a dream that has a chance to become reality.

o On. February 3rd, former AsserrblyY)tt'Bn Gloria Molina won a position on the Los Angeles City Council.
Her victory fills a vacancy in the newly formed 1st District Which includes Elysian ParK.
councilwoman Mol ina has stated her support for preserving Elysian ParK.
o BE ON THE ALERT! Planners for the proposed Metro Rail are discussing using a portion of MacArthur
ParK for a parKing lot.
o In add!tion, the owners of the Los Angeles EQuestrian Center (Griffith ParK) are proposing another
polo field be bUilt in Sepulveda Basin.
SPRING TREE PLANTINGS
OUR ANNUAL tree dedication and planting will be on Saturday, April 4th at 2Dm at the Elysian Recreation
Center. Because we have run out of roam on the west side, we will be planting on the east side of the center.

SOLANO CANYON - PHASE II
ON JANUARY 23, the Recreation and ParKs Commissioners voted to put the Solano Phase I I -Buena Vista
Irrigation Improvement plan out to bid. This is welcome news indeed. It means improvements to the Buena
Vista area containing a beautiful meadow which the DWP attempted to grab for a new pump station site. These
improvements, including better access and parKing for the area, picnic tables and porta-potties, will
hopefullY be completed in just 3 or 4 months.
SURVEY FOR GATES
SOME MEMBERS of the CCSEP have suggested we taKe a survey to determine who would 1 iKe all the uPPer road
gates closed perrranently to autorrobi le traffic and who would I iKe the gates open during daYI.ight hours and

AUTOGRAPHED POLITI Posters are available for a donation of $20. Sets of 10 picture note cards (five
different views of the parK with poetic verse) are available for a donation of $3.15, plus 75 cents postage.
Two leaflets, one an illustrated history of the parK and the other a history of the Ctizens Committee,
including acalendar of events, are available by sendng us a self-addressed, stamped (22 cents), business-
size envelope.
