POliCE BEGIN STUDY FOR NEW POUCE ACADEMY
The initial study process for building anew Police academy has begun. Consultants, .Myra Frank and Associates,
have been hired by the Los Angeles Police Dept (LAPD) to prepare an Environmental Impact Report{EIR) for the project.
The Citizens.Committee to Save ElysianPark(CCSEP)has maintained through thi:yearsthatEiysianPark (or any
park for that matter) is not a proper place for a police training faciJity. Ullfortunately, .the21 +acres LAPD took from the
park to establish their current academy is a lovely canyon which affords a country club atmosphere that LAPD does not
want to relinquish. CCSEP can understand their attachment to the park. The reason we want a new location for a new
academy is because we feel the same attacbmenL
. . .
By law, the EIR must address a:Itemative sites. We are hoping that the consultants. and the city will locate some
decent alternative sites. The kind of expansionLAPD wants for a new academy most surely does not belong in a park.
$40 million has been allocated for a new academy. If they get their way, the police will virtually demolish every existing
building to build a new academy in Elysian Park. . . ..
This proposed new complex woUld have at least three times the amount of current occupant capacity. What is even
more unsettling is that the square footage of the area that LAPD claims it needs for an adequate trairiingfacility.keeps
changing. Just last year LAPD told CCSEP it would need over 224,000 sq. ft. for class and administrationbuildings, but
as of January, 1990, that figure has aimost doubled to 420,342 sq. ft., not including parldng structures:
Last year LAPD claimed their plan called for three 2 and 3 storey parldng garages to accommodate 1000 cars .. Who
knows what they feel might be adequate today. And what about future expansion? The loss of more ofElysian Park is
inevitable unless we stop this expansion in the park now.
Clearly, this scale of construction and the police traffic and actiVity that would aecompany it does not belong in a
park. The prospect of ever increasing activity at a police training facility must bi: recogDized. Mayor Bradley has
recommended that money be allocated in thi: new budget to hire 400 additional officers. Ifthis.is realized, LAPD' s force
would total a record 8,814, according to the L.A. Times, "aimost 2Cl00 more than five years ago." And yet, according to
that same article, in 1988, Los Angeles only had 2.35 officers for every 1000 residents. Detroit had twice as many. ''New
York, Philadelphia and Chicago all had at least 50% more officers than Los Angeles when measured against population."
We can only anticipate that Los Angeles will cominue to need more and more police.and consequently more and more
police training.
There will be public hearings and other opportunities to participate in the Police Academy EIRprocess. When the
draft EIR is circulated people may submit comments. The whole process from i!iitial scoping sessions to final EIR will
probably take at least 14 months .. CCSEP encourages our loyal membership to participate in any capacity. If you would

Another good reason for removing the Police Academy from Elysian Park is that both Senator Roberti and the
L.A. Department of Recreation and Parl<s (Rec & Parl<s) have budgeted a substantial sum ofmoney to irrigatf) and
beautify the area of Elysian Park directly west and adjacentto thePolice Academy. TI:tis area is known as the Angels
Point Area and has a promontory of the same name which offers spectacular vistas in 1:hree directions. Rec & Parl<s has
pledged almost $645,000 over a two-year period with Roberti earmaiking an additional$200,000 for Angels Point Area
enhancement
CCSEP is very excited over the additional groomed park area these funds will provide. In addition, we are thrilled
that Rec & Parl<s has agreed to create a memorial on Angels Point to our founder, Grace. E. Simons, and her husband,
Frank Glass. When Mr. Glass died in 1988,.he willed their estate to Elysian Parle on the condition that a memorial area be
created. CCSEP and Rec & Parl<s concur that Angels Point is the perfect site for such a memorial. Because of its unique
physical characteristics, Angels Point could really be a showpiece for Elysian Parle, a place tourists would come to enjoy
spectacular vistas of Los Angeles, especially if the souud of gunfire from LAPD 's firing ranges no longer echoed up the
hill. . . .
It would seem to be a terrible shame to enhance such a .beautiful hi1I and sizable pat'k area only to have it ruined by
the disturbing sound of gunfire from police training.
DWP FACES COALITION AGAINSTRESERVOIR COVERS
What began 4 years ago as a battle between the Citizens Committee to Save Elysian Parle (CCSEP) and the
Los Angeles Dept. of Water and Power (DWP} over their proposal to cover beautiful Elysian Reservoir with an industrial
style aluminum roof has escalated into a full fledged war between many homeowner and environmental groups and DWP.
DWP is now proposing to coverorbuild filtration plants next to 10 open reservoirs, citywide.
The Coalition to Preserve Open ReserVoirs {CPOR), currently in its second year, is .going strong and has been
woiking extensively with many elected offi<:ials .. Assemblyman Mike Roos sponsored a bill which our support helped get
adopted in both the House and Senate. It would have protected open reservoirs as scenic and recreational resources.
Unfortunately, in spite of all our effort, the. bill was summarily vetoed by Governor Deukmejian.
We are also woiking with Assemblyman Polanco who is sponsoring a bill that would require Prqgrarn
Environmental Impact Reports (PEIR's) be prepared before any combination of reservoirs are covered. Several Council
members including Molina, Ferraro, Woo andY arovslavsky have also been helpful invariousways.
As it turns out, DWP.has agreedto prepare a PEIRentitled, "DWPWater QualityJniproyementProgram:" This
report must be completed and accepted by the DWP Commission as an adequate document before any covers are installed. ...
or filtrstion plants built. CPOR is looking forward to active participation in the PEIR process.
We hope to have several representatives at each of the 9 public meetings in February that DWP is cohducting. The . .
purpose of these meetings is to collect public input on issues the PEIR should address. One of our main concerns is that
proof that the rubber covers achieve DPW' s desired goals be provided in the report. Another question we want answered
is: Will the covers change how our water looks or tastes? CCSEP would also ask that the mitigation measures .addressed
be environmentally-sensitive.
An example of unacceptable mitigation is the recommendation Mr. Doug Campbell made in 1988 when he was
hired by DWP to conduct a woikshop entitled "Elysian Reservoir Roof Project Enhancement." HiS" solution to mitigating
the blight of a 7 -acre industrial style roof in the middle of a beautiful namral wooded canyon in Elysian Parle was to plant a
few stands of 5 gallon trees to block out the view! Obviously, this kind of mitigation is not acceptable. CCSEP and CPOR
alike hope that the PEIR will suggest more creative alternatives to ugly covers that will both satisfy stricter water standards
and environmental concerns. Please participate in a DWP scoping meeting if you are able.
9 meetingshave been scheduled in 9 different areas of the city, weekday evenings mornings, for your
convenience. They .will take plllce throughout the month of February . Refreshments will be served 1/2 hour before each
meeting. Comments can be submitted in writing and/or in person until March 9. 1990. A draft PEIR is anticipated for cir-
