Both EMS & OHSAS adopted the PDCA approach from the very start ISO 9001 adopted this approach only with the 2000 standard A fusion of these systems would then be made much easier if they follow similar approach & format

Several approaches possible depending on organisation's current position. All MS should eventually share the following processes:
Management review Document development and control Monitoring, analysis and review Internal audit Training Continual improvement (Corrective and Preventive Actions)

Need to combine all internal business management practices into one system. For different systems to be properly integrated ( instead of simply having separate systems joined together ) need effective linkages so that the boundaries between processes are smooth & seamless. The fundamental components of the system include the organisation, resources and processes. People, equipment and business culture are part of the system + documented policies and practices.

Any system required for effective operations of business, can be integrated either totally or partially under a unified management structure. Any system having impact on overall business performance should be part of the IMS

Risk Assessment- to address customer perceptions, AssessmentS & H risks, environmental concerns & impacts and process failure modes.
With common approach easier to compare risks occurring in different parts of the business.

Norms & Regulations Management - to capture norms and regulations with respect to product specifications, environment and health & safety and their impacts on the business.

Continual Improvement Management - to focus on specific improvement programmes related to quality, health & safety and environment. Stakeholders Awareness - to address needs of both customers, staff and general public with respect to quality, health & safety and environment

Whether organisation has existing formal system or not best to adopt business process approach to MS development. Benefits = one coherent system established which serves business needs + does not tie organisation to any particular standard Standards are utilised to assist in identifying tasks and processes.

Start by looking at business as a whole. Then establish objectives, mission and core processes which deliver the objectives Define the Business Model and Primary Functions Analyse business processes using flow charts, standards and failure mode analysis techniques, etc Formulate operational policies which will govern the processes and their inter-linkages Develop internal business procedures to control each business process which define who does what and where, when & how, etc

A Publicly Available Specification of common requirements for management systems that can be used as a framework for an integrated management system.
