PNGF 9th Leg covers Organization, Capability Perspectives; highlights role of technology
Following the series on the five Strategic Perspectives of the Philippine Navy Strategic Sail Plan 2020, the 9th Leg of the PN Governance Forum (PNGF) Series for CY 2012 featured the two remaining perspectives on Organization and Capability, highlighting the aspect of technology. The Forum was held last 09 November 2012 at the HPN Multipurpose Hall, Headquarters Philippine Navy, Roxas Boulevard, Manila. It was graced by Dr. Roger D. Posadas, Professor and founder of the Technology Management Center (TMC) of the University of the Philippines Diliman. In his talk entitled Technonationalism and Technology Management for Building a Rich Nation and a Strong Military, Dr. Posadas emphasized the need for technonationalism and technology management in order to build a rich Philippine nation and a strong Armed Forces. According to him, the Philippines lagged behind compared to its Asian neighbors in terms of technological advancement, science and technology (S&T), and military build-up because we continually conform to technoliberalism, which is the application of the principle of comparative advantage in the selection, acquisition, and exploitation of technology. PN holds Priming Sessions for Sail Plan Strategy Refresh


In preparation for the Refresh of the PN Roadmap, the PN Strategic Sail Plan 2020, next year, the Center for Naval Leadership and Excellence (CNLE), in coordination with the Naval Doctrines Office (NDO), the Offices of the Assistant Chiefs of Naval Staff for Operations (ON3) and Plans (ON5), and the Naval Operations Index Technical Working Group (NOI-TWG), conducted a series of Focus Group Discussions (FGDs) last 15, 19, and 21 November 2012 at the Headquarters Philippine Navy, Manila. Participated by the Executive Officers (ExOs) and the Budget Fiscal Officers (BFOs) of the HPN Staff, the said FGDs gathered perceptions, opinions, and attitudes of the participants which will be useful during the conduct of the PN Strategy Refresh. Moreover, FGD participants were oriented with the basic concepts used in strategy management including strategy planning and assessment. Briefings on basic military management tools and the current business methodologies were also provided during the said activities. The knowledge and other information gathered during these FGDs will be reviewed, aligned, and validated in the Command & Management Exercise (CMEX) on Enhanced Strategy Execution tentatively scheduled on 05-07 December 2012. The said workshop will also be participated by the same set of PN personnel. (JMRDC)

NCSC Cl-73 undergoes 7 Habits Signature Program


The students of Naval Command and Staff Course (NCSC) Class 73 underwent the four-day Leadership Submodule facilitated by the Center for Naval Leadership and Excellence (CNLE) last 26-29 November 2012 at Naval Education and Training Command, San Antonio, Zambales. The Sub-module was divided into two parts: Leadership and Motivation, and the 7 Habits of Highly Effective People Signature Program. (back page)

CAPT Opiniano M Jayme Jr, Director, CNLE, gave the lectures on Leadership and Motivation Theories during the first day. The lectures acquainted the students to the different theories and concepts of leadership and motivation. The second part featured the 7 Habits Signature Program facilitated by CAPT Giovanni Carlo J Bacordo, Deputy Commander of the Naval Forces West, and Ms. Aleja Martinez-Barcelon, Presidential Staff Officer of the Presidential Management Staff. The 7 Habits Signature Program, which the PN adopted in 2009, serves to reinforce the PN Core Values to the participants. They also learn key principles that will help them gain self-mastery and discipline, improve communication and increase their impact to the PN. (MCC)

As a result, most Filipino ownedfirms remain to be mere users and importers of foreign technology. The focal point of his talk is the need to shift from technoliberalism to technonationalism, which emphasizes the importance of technological self-reliance and the imperative to build the countrys scientific and technological capabilities to world-class levels. According to Dr. Posadas, technonationalism is the strategy that will enable our industries to be more competitive globally. The elements of Filipino nationalism and advanced technology are both essential in order for technationalism to thrive and for technology management to be successful. The existence of one without the other will lead to a poor nation and a weak military: Filipino nationalism without advanced technology leads to Technologyless Development while mere advancement in technology without Filipino nationalism leads to technoliberalism. The Forum was a collaboration between the Office of the Assistant Chief of Naval Staff for Weapons, Communication, Electronics Information Systems (WCEIS), N6 and the Center for Naval Leadership & Excellence (CNLE). PN adds two more 7 Habits Facilitators


In order to further strengthen its Leadership Excellence thrust, the PN enrolled two additional facilitators from among its personnel for its 7 Habits of Highly Effective People Signature Program. CDR Geralline M Pasia, Commanding Officer of the Naval Reservist Management Center of the Naval Reserve Command (NRC), and Ms. Michelle Castillo, Defense Researcher of the Center for Naval Leadership & Excellence (CNLE), underwent the 7 Habits Signature Program Certification Workshop last 23 and 26-29 November 2012 conducted by the Center for

The Naval Leader Vol. IV, No. 10, on the feature Sail Plan Updates: Sail Plan Strategy Refresh Workshop, the schedule of the workshop was moved from 27-29 November to 05-07 December 2012.

Leadership and Change, Inc. (CLCI) in Makati City. The Certification Workshop equips the participants with the basic tools in facilitating the program. It is the initial step into becoming a certified 7 Habits Signature Program Facilitator. The two will join the current four licensed 7 Habits Facilitators for the PN, namely CAPT Giovanni Carlo J Bacordo, LCDR Marissa Arlene A Martinez, LCDR Edwin German A Cordova, and Ms. Aleja Martinez-Barcelon, in cascading the 7 Habits Portfolio to the men and women of Team Navy for CY 2013.
