ACE/GEDTS (American Council on Education/GED Testing Service) http://www.acenet.edu/Content/NavigationMenu/ged/index.htm GED Testing Service, a program of the American Council on Education, develops, delivers and safeguards the GED Tests. According to ACE/GEDTS, the General Educational Development (GED) credential whether called a diploma, certificate, or degree - is the most widely accepted and respected high school equivalency credential. Credentials are now awarded in all 50 U.S. states, the District of Columbia, U.S. territories and insular areas, Canada and internationally. Six subtests in Spanish and French editions: Language Arts - Reading; Language Arts - Writing; Mathematics; Science; Social Studies; ESL. In NYS, the ESL subtest is optional. For scoring information see middle of page 7. All subtests are timed (see chart on page 7) 200 score on writing what does it mean? Tester did not pass the essay portion of the Language Arts - Writing subtest. Multiple choice section does not get scored when the essay fails to achieve the minimum passing score. Re-testers in Language Arts Writing must always retake both the multiple-choice and the essay sections. Note: A calculator may be used for Part I of the mathematics test, and may be used with Part II if the candidate has been approved for an accommodation. The only calculator that is acceptable for use during the GED exam is the Casio fx 260. The calculator is supplied by the test site. Testers may NOT use their own calculators.
Use of 5 digit prep codes GED preparation programs have been assigned a fivedigit code indicating the region of the state and the type of program. Codes are currently being reviewed and revised. Agencies will be notified if their codes are changed.

Teachers determine the readiness of their students for referral to the GED test by administering the Official Practice Test (OPT). Administration of the OPT must be timed according to instructions. While the OPT passing score total for referral to the GED test is 2250 with a minimum subtest score of 410, NYSED recommends an OPT passing total score of 2500 with a subtest minimum of 450 to ensure a passing score on the actual test (required of students in EPE funded prep programs). Note: NYCDOE schools have set a minimum passing score of 2500 or higher. TIP: Simulating GED testing practice is critical to success in taking the GED. Administering the OPT under similar testing conditions as the GED, and observing strict time limits on each subtest will allow GED candidates to become familiar with testing procedures. If a student has an accommodation approval letter, then simulating the OPT with accommodations would be recommended (ex. use of scribe). TIP: It may be beneficial for students to do some practice tests prior to taking the OPT. Steck-Vaughn, the publisher of GED preparation books, provides a free practice test available at www.gedpractice.com. The test is available in English and Spanish to familiarize students with the types of items they will see on the actual GED test. By answering GED practice questions and getting feedback, students will develop a feel for the kind of reading, thinking, and problem-solving skills they will need to pass the GED test. TIP: Practice filling in the New York State GED Examination Booklet Part 1 Candidate Information, and Part 2 - Test Answer Sheets, can be very beneficial to GED test candidates. It may ease their anxiety about what to expect on the day of the test by familiarizing them with the format and information they will be asked to supply. Pages 20-29 of the GED Test Administration Handbook can be used by prep program staff to guide test candidates in the completion of candidate information in Parts 1 and 2 of the GED Examination Booklet. These same instructions will be read by the GED examiner on the day of the GED test. You may obtain a copy of the GED Examination Booklet sample for use by your students from your prep program manager. NOTE: Test candidates will need to enter a county and a country code for questions 11 and 15 on the New York State GED Examination Booklet Part 1. They are included in this document on pages 11 and 12 so that the test candidates can become familiar with them prior to test date.
Determination of age eligibility and the application process for GED testing
Age eligibility - Teachers must make sure their students are age eligible to take the GED test. Persons 19 years of age and over do not need proof of age eligibility. 2

Persons 16 through 18 years of age must have proof of age eligibility. This proof must to be obtained in advance of the test. (See information on page 8 and chart on page 9). Persons from foreign countries who are 17 or 18 years of age need notarized letters and proof of US entry dates as substitutes for Attachment B (see shaded paragraph on page 8 of this document or the top of page 6 in the GED Test Administration Handbook.)
GED candidates must also meet all NYS residency requirements (physically reside in New York State for at least 30 days). Refer to page 26 of the Chief Examiners Manual for NYS GED Test Administration 2010 Residency and Identity section available at: http://www.acces.nysed.gov/ged/documents/exammanual1-10.pdf If GED candidates are re-testing, teachers should be aware of test form and test date eligibility requirements. This information is available at: http://www.acces.nysed.gov/ged/app_process.html TIP: A tester is not required to retest on all five (5) subject areas if he/she has failed only one to two subject areas. However, NYSED strongly recommends retesting in all subject areas to increase chances of receiving a total passing score, especially in any subtest with a score below 450. TIP: Re-testers should be reminded to bring their failing transcripts to the GED test to ensure that they do not take the same form of the exam twice in the same year causing them to be ineligible to have their test materials scored.

Testing accommodations for students with disabilities: Teachers may also assist students with disabling conditions in obtaining accommodations. The test administration accommodations that may be approved for candidates with disabling conditions, using any of the available applications, include the following: Extended 3

Time; Special Location/Private Room/Small Group; Audiocassette; Calculator/Talking Calculator; Scribe, Sign Language interpreter and Supervised Breaks. o The accommodation applications available are: Learning and Other Cognitive Disabilities, Emotional/Mental Health Disability, Attention Deficit/Hyperactivity Disorder, Physical/Chronic Health Disability. Forms are downloadable from: http://www.acces.nysed.gov/ged/accomodations.html. These forms must be completed by the applicant and an appropriate licensed or certified professional (see pages 52-56 of the Chief Examiners Manual for NYS GED Test Administration 2010 at: http://www.acces.nysed.gov/ged/documents/exammanual1-10.pdf). The forms must be presented to the Chief Examiner at the GED test site at least two months prior to a GED test date, since the applications must be sent to NYSEDs GED Testing Office trained personnel for evaluation and approval. See sample approval letter from NYSED on page 19 of this guide. Use of an interpreter: Some candidates with disabling conditions (e.g. severely hearing impaired or deaf) will be unable to hear and comprehend the instructions and test administration information that is read aloud to candidates. An interpreter may be used; however, he or she cannot be a relative or friend of the candidate. Candidates seeking the use of a sign language interpreter must complete the Physical/Chronic Health Disability application and, upon approval, the GED Chief Examiner will arrange for the services of an interpreter with the New York State Education Department. Note: GEDTS has recently released a DVD with signed instructions that can be requested from NYSEDs GED Testing Office. o Modifications available to everyone without NYSED GED Testing Office approval include the following aids - colored transparent overlays, clear transparent overlays and highlighter, temporary adhesive notes (e.g. Post-it Notes) with spatial directions, earplugs, large-print test, magnifying glass, straightedge (as opposed to a ruler), other devices as deemed appropriate as long as they compensate for the disability and do not provide an unfair advantage. (See page 57 of the Chief Examiners Manual for NYS GED Test Administration 2010 at: http://www.acces.nysed.gov/ged/documents/exammanual1-10.pdf). These materials should be presented to and inspected by the Chief Examiner on the day of the test prior to the start of the exam. Candidate applies with all necessary attachments. What happens next?
Applications/attachments are mailed or hand delivered to a GED test site by test candidates or prep program personnel. GED examiners review all documents upon receipt and prepare admission notices for test candidates. Examiners send any applications received for testing accommodations to the NYSED GED Testing Office. Following a formal review of these accommodation requests by GED Testing Office personnel, letters approving or disapproving requested accommodations are sent to test candidates and GED examiners. Examiners then prepare admission notices for candidates approved for testing accommodations. Note: Admission notices usually include the name and address of the test site, date and time of test, identification required on day of exam, and reminders to bring sharpened #2 pencils and a ballpoint pen (for writing the essay), failing transcripts if retesting, and to review the use of the Casio fx 260 4

NYS requires two forms of identification primary and secondary. o Primary forms of identification include a drivers license, passport (photo must look like person at time of testing), military papers, or other form of government identification showing name, address, date of birth, signature, and a photograph. When a student does not have a drivers license, teachers should assist him/her in applying for a non drivers license ID at any DMV. Applications for non-drivers license IDs should be made weeks in advance of the GED exam. Find information on required proofs of identity at: http://www.nydmv.state.ny.us/forms/id44.pdf (proofs of identity required English version) or http://www.nydmv.state.ny.us/forms/id44s.pdf (proofs of identity required Spanish version). o Secondary forms of identification include a charge card, utility bill, etc. showing the name of the GED candidate. One form of ID must demonstrate NYS residency. Note: There is always a rush to test in June of each year. There are many more testers in June, trying to get ready for college entrance in the Fall, or to test before summer break. Students are often NOT ready to test, and should not be pushed or rushed into taking the GED test in June.

Approximately two (2) weeks after each testing date in which your prep programs students have tested, fax the GED Post Test Candidate Verification Form available at http://www.acces.nysed.gov/aepp/forms.html to NYSEDs GED Testing Office. Each candidates information will be verified on the NYSED GED data base to ensure the accuracy of the quarterly reports generated by NYSEDs GED Testing Office and the preparation programs GED pass rate. (See sample on page 22 of this document)
Summary by Prep Program o The quarterly report entitled Summary by Prep Program shows the average scores in each subtest, the average total scores, the number of testers, number of diplomas, number of failures, number of transcripts and the overall passing rate for all testers (English, Spanish and French) from each prep program for a specific three month period. The overall passing rate for the prep program should be reviewed and included in discussions in program improvement committees. (See page 23 of this document for a sample).
Prep Program Candidate Report o The NYSED GED Testing Office prints and mails a report to each GED prep program every three months with GED test results reported for each tester. The quarterly report lists each tester by name, Social Security number, date of test, scores obtained on each subtest, total score and whether a diploma or failure notice was generated. Preparation program staff should review the information for each tester very carefully to make sure that the testers listed, were in fact, prep program students referred to the GED test by prep program staff. (See page 24 of this document for a sample). Note: For a prep program to receive a quarterly report of their students test scores, the Prep Program Code must be entered for item #9, on the New York State GED Examination Booklet Part 1 (Candidate Information) at the time of testing by each test candidate referred for testing with a completed TAF form. Examination booklets and TAFs are sent to SEDs GED Testing Office by the GED examiner after each exam. Test Center Candidate Summary Report o Each test center receives a quarterly report with the results of all GED candidates that tested during a particular three month period. (See page 25 of this document for a sample).

NOTE: Persons from foreign countries under the age of 19 who are not able to produce documents from their last school attended must submit notarized letters signed by their parents, guardians, and sponsors certifying that they have never attended regular K-12 school in the US. They must also submit documentation of when they arrived in the U.S. The examiner should keep these letters on-site, as they serve as substitutes for Attachment B. Candidates should then be instructed during the test to bubble in the One year has passed since you were legally able to leave high school under item #7 Eligibility on page 5 of the NYS GED Examination Booklet. C. A student who is 16 years old may test ONLY if: 1. he or she has reached maximum compulsory school attendance age; * AND is enrolled in an approved Alternative High School Equivalency Preparation (AHSEP) program; OR has applied to the U.S. Armed Forces, college, university or an accredited postsecondary institution. . A student has reached maximum compulsory school attendance age when the school year in which he or she turned 16 (or such older maximum age as the board of education of the school district may designate for required school attendance pursuant to section 3205 (3) of the Education Law) has ended (June 30). Any individual testing prior to completing the school year in which he or she has reached maximum compulsory school attendance age will be considered ineligible and the test will not be scored. Every 16, 17 or 18-year-old must establish age eligibility each time he or she wishes to test. NOTE: Eligibility for GED testing will be determined based on the information provided on the application and in any required form sent with the application. If any of this information is incorrect, and it is determined that the eligibility requirements were not met on the date that the test session began, the test will not be scored. Eligibility will be screened during scheduling, testing and scoring. Anyone unable to verify eligibility will not be scheduled nor tested.
