ens groups are extreme-
ly unhappy with the
Justice Verma Committee
report. In a chat with The
Pioneer the founder member
of the Daman group, Manuj
Gupta, said on Tuesday that the
presumption of guilt of a man,
removal of the misuse clause
for women and adding an
additional section for matri-
monial rape in additional to the
already existing 15 laws for
women in a matrimonial set-
ting was something which they
failed to understand as a mens
organisation.
He said that from the
report it was clear that a hand-
ful of womens groups were
selectively invited for deposi-
tion in front of the committee.
Most of these groups invited
are widely known for their
aggressive anti-male approach
to gender laws. The fact that
not a single organisation work-
ing for mens welfare was invit-
ed shows the poor democratic
values displayed by the com-
mittee, said Gupta. He said
that the punishment for misuse
of sexual harassment at work-
place had now been removed
without any reason whatsoev-
er. Also protection for men
fromsexual harassment has not
been included. The world over
most of the countries have
gender-neutral sexual harass-
ment laws, a fact that this
committee has ignored for rea-
sons not known, he added.
He said that the fact of false
rape cases had not been inten-
tionally addressed even as the
media and police from various
states report that false rapes
constitute over 75 per cent to
90 per cent rapes in India. It
is believed that the rape laws
are misused even more than the
IPC 498A by some studies.
Gupta said that marital
rape had been included as a
duplicate section even though
the DV Act (Section 3(ii)) was
more than capable of address-
ing these issues. This has
been done just to duplicate
another cruelty law to increase
misuse against men with
another anti-male matrimo-
nial recommendation and is a
clear violation as per the settled
principles of Double Jeopardy.
He said that these recom-
mendations flout the basic
principle for laying down the
laws on India which ensure that
the innocents would get pun-
ished by the assumption of
being guilty and would have to
go through the grilling legal
process without any fault of
theirs. He said that the com-
mittee had also not recom-
mended any solution to the
overwhelming majority of rape
cases in India which were of
consensual sex converted to
rape later by the women when
the relationship soured or mar-
riage did not take place due to
the fault of either of these par-
ties. He said that a court in
Delhi had recently ticked off a
mother and daughter duo for
habitually filing false rape cases
for grabbing property. There
were millions more like these
who had filed false cases when
jilted or with a hidden agenda,
he added.
The Justice Verma
Committee has diluted Section
14 of the Sexual Harassment
Bill and appears concerned
that it is liable for misuse , while
on the issue of 498 misuse
which is widely documented
the Law Commission noted
that the misuse of a section was
not a ground for removing it.
Why are double standards
being followed for men and
women? he asked.
He said that their demand
was to make the rape law gen-
der neutral as in other coun-
tries of the globe with punish-
ment for female sex offenders.
They also demanded that rela-
tionship and consensual cases
should not be allowed to be
converted into rape cases as it
was insane to do so, that the
matrimonial rape should be
removed as it was a duplication
of law and woulod be subject
to heavy misuse, that sections
like presumption of guilt, sup-
pressing previous sexual behav-
iour and any other section
that interfered with the right to
innocence of an accused and
prevented himor her fromget-
ting a fair and just trial should
be scrapped , that false com-
plaints of rape cases and sexu-
al harassment should be pun-
ished severely so that men
were protected. They said that
the need to introduce the
much-required police reforms
and judicial reforms was to
ensure justice to all.

oshni from Ghaziabad was
declared the states top milk
producer for the year 2010-11
while Laxmi Devi also bagged
the first prize in producing
milk in the state for the year
2011-12.
Both were honoured by the
State Minister for Dairy
Development, Ram Murti
Verma, on Tuesday and given
the Gokul Award.
As many as 109 milk pro-
ducers from across the state
were given the Gokul Award in
a programme organised by the
State Cooperative Dairy
Federation Limited, Lucknow,
at the Ganna Sansthan here.
Bitana Devi of Lucknow
made a double hat-trick by
winning the award of the best
milk producer in the city.
Rammani was declared the
most successful milk produc-
er during both the years in
eastern UP.
Roshni is a member of the
Penga Mahila Dairy Samiti. She
bagged the first prize for pro-
ducing 72,154 litres of milk in
the year 2010-11. Similarly
Laxmi Devi, a native of
Ghaziabad, is a member of the
Kanakpur Mahila Dairy Samiti.
She bagged the first prize for
2011-12.
Bitana Devi, a resident of
Lucknow, received the first
prize consecutively for the sixth
time for maximum milk pro-
duction in the entire city.
Addressing the milk pro-
ducers along with the officials
of the department concerned
RamMurti Verma said that out
of the 97,941 villages of the
state the dairy committees were
present in 12,160 villages. The
dairy industry was being con-
sidered as an important mode
of self-employment.
The state government had
adopted a more liberal outlook
in its budget for the social and
economic development of eco-
nomically weak milk produc-
ers.
Three non-functioning
milk federations of the state
(Agra, Mathura, Fatehpur)
were reopened. The new dairy
establishment in Kannauj and
Azamgarh is also in the offing
under the National Dairy Plan
(NDP). The Milk Federation,
Lucknow, has been given Rs 6
crore under the NDP whereas
the Milk Federation, Kanpur,
was given a financial assistance
of Rs 1.5 crore to pay the dues
of the milk producers, he
revealed.

he passengers of the
Lucknow-Delhi Swarna
Shatabdi Express will have to
face hardships as the railway
has not made any plan to
increase the number of rakes
in them. At present the train is
dependent on only one rake.
It may be pointed out here
as only one rake was available
it was used between Lucknow
and Delhi and there was no
other pair of this train.
In the recent foggy weath-
er the train on several occasions
arrived late at Lucknow. As a
result it left behind its sched-
uled time. Had there been
another pair the passengers
would not have to wait for the
arrival of the same train again.
Earlier the situation was
somewhat similar with the
Lucknow-Delhi Gomti Express
but after some time a new pair
of trains was started after
which the train used to leave
from Delhi or Lucknow on
time despite the fact that the
arriving pair was running late.
But the Railways has no
plan for adding another rake to
the Shatabdi Express.
We have no plans for run-
ning the pair of Shatabdi
Express so far, said Chief
Public Relations Officer
(CPRO), Northern Railway,
Neeraj Sharma.

Development, Rajeev
Kumar, directed Managing
Director and Chief Engineer of
UP Jal Nigam to complete all
the pending development
works by putting in special
efforts till March 31.
Principal Secretary, Rural
Development, issued this direc-
tion in the review meeting of
the Rural Drinking Water
Schemes here on Tuesday.
At this the Jal Nigam offi-
cials assured them that till
March they would be com-
pleting 699 general schemes.
Along with them 343 schemes
would also be completed whose
work quality was not good.
Principal Secretary also
directed the authorities con-
cerned to introduce a drinking
water scheme in the villages
with a population of 4000
under the Dr Lohia Smagra
Vikas Yojana.
He said for ensuring the
availability of clean drinking
water the villagers should be
trained for conducting a test of
their water resources through
a field test kit, For it any three
out of Panchayat Pradhan,
ANM, Anganwadi worker,
Rural Water and Sanitation
Committee, a science graduate
and science teachers of local
schools should be trained and
this should be done in the
month of February.
The training of villagers
and distribution of field test kit
should be started from March
1, he told the Managing
Director, UP Jal Nigam.
In the meeting the
Director, State Drinking Water
and Sanitation Mission, All
the Regional Chief Engineers
and other government and Jal
Nigam officials were also pre-
sent.

Plea to make anti-dowry law more stringent

ustice Bhanwar Singh,
Chairman, Judicial Training
and Research Institute (JTRI),
UP, said on Tuesday that the
Anti-dowry law should be
made more stringent.
He was speaking during
the second phase of the five-
day-long refresher training
programme for civil judges
(Senior Division) of UP going
on at the JTRI under the 13th
Finance Commission Scheme.
A group discussion was
organised on Tuesday on the
topic, Offences against women:
Legal and social fallout - role of
judiciary..
Justice Singh discussed at
length the offences against
women pertaining to dowry.
Throwing light on how
the tradition of dowry got into
place, he said that in ancient
time lovable gifts were given to
both the bride and groom at
the time of marriage. But as
time passed these gifts were
taken for granted and demands
for them were made.
In due course of time they
took the shape of dowry, he
said.
And then harassment of
women took place when the
expectations were not fulfilled.
Citing several cases, he opined
that the law should be made
more stringent.
The aim of the sentence
was not only to create fear in
the minds of the offenders but
to provide a safe and secure life
to the women of the country
too, he said.
Justice Vishnu Sahai while
expressing his views said that
the main factors which led to
offences against women were
lack of decency and lack of
thought.
He also said that since
most of the crimes against
women were committed by
youths the age of a juvenile
should be reduced to 16 years.
Prof BB Pandey, former
professor of law, Delhi
University said that there were
many kinds of discrimination
which our society was facing.
The concept of equality should
be established in right earnest.
The Criminal Procedure Code
provided enormous power to
the judges but an attitudinal
change was needed, he said.
Justice hurried is justice
worried but justice should be
imparted within time and there
should be an idea to deliver jus-
tice, he said.
Udai Shankar Awasthi,
Director of the JTRI, also
expressed concern over the
harassment of women on
account of dowry.

activist, Anna Hazares rally
to be held in Patna on January
30, the India against
Corruption (IAC), Uttar
Pradesh, spread awareness
about it in the state capital on
Tuesday.
IAC volunteer, Suresh
Kumar, who was leading this
awareness programme, said
that Anna who had raised his
voice for a complete change of
system would address the
rally in Patna. We were spread-
ing awareness about Annas
message in the city, he said.
He said that after 65 years
of Independence, people had
got nothing except inflation,
corruption, unemployment,
crime, etc. The life of the com-
mon had become full of prob-
lems,which could be relived
with the help of Complete
System Change.
Now the country wants
change and the time has come
to replace the damaged system
which has made the peoples life
miserable with a new one, he
added. A team of IAC volun-
teers distributed pamphlets in
areas, including Indiranagar,
Bhootnath and Charbagh, and
explained to the denizens about
Anna mission.
