EXECUTIVESUMMARY
Orlando,FLMarch3,2011The2010CollegeRacialandGenderReportCard,issuedtodaybyThe
InstituteforDiversityandEthicsinSport(TIDES)attheUniversityofCentralFlorida,showedthatcollege
sportincreaseditsgradeforracialhiringpracticesfromaC+toaBwhilemaintainingasolidBfor
genderhiringpractices.ThecombinedgradewasasolidB.
CollegesportreceivedtheBforracialhiringpracticesbyearning81.9points,upfrom76.2pointsinthe
2008CollegeRGRC,thelastreportwhereagradewasissued.CollegesportreceivedtheBforgender
hiringpracticesbyearning82.3points,upfrom80.7pointsinthe2008CollegeRGRC.Thecombined
gradewasraisedfromaC+(78.5)toaB(82.1).The2009CollegeRGRCdidnotincludegradesbecause
therewasinsufficientnewdatatoupdatethe2008CollegeRGRC.
Collegesportmadeasubstantialimprovementonracialhiringpracticesaswellasprogressongender
hiringpractices.Therehavebeenwellpublicizedimprovementsinheadfootballcoachingpositions,but
thisRGRCalsoshowsimprovementacrosstheboardforbothraceandgender.
However,thereportfeaturedseveralbigareasofconcern.Historically,therehasbeenanoutstanding
recordforequalopportunityformensheadbasketballcoaches.NowinmensDivisionIbasketball,21.0
percentofallheadcoacheswereAfricanAmerican,whichwasdown1.9percentagepointsfromthelast
reportanddown4.2percentagepointsfromthe200506season,whentherewasanalltimehighof
25.2percentofourmensheadbasketballcoacheswhowereAfricanAmerican.
Also,allourconferencecommissionersatFBSconferencesarewhitemen.Finally,only8.3percentof
DivisionIathleticsdirectorsarewomen.CollegesportreceiveditsonlyFsinthesecategories.
Thereport,whichwasauthoredbyTIDESdirectorRichardLapchickwithBrianHoffandChrisKaiser,
followspreviouslyreleasedonesonMajorLeagueBaseball,theNationalBasketballAssociation,the
WomensNationalBasketballAssociation,theNationalFootballLeagueandMajorLeagueSoccer.The
CollegeSportreportwillbefollowedbythecompleteRacialandGenderReportCard.

Everyotheryear,theNCAAreleasesanewNCAARaceandGenderDemographicsofNCAAMember
ConferencesPersonnelReportandNCAARaceandGenderDemographicsofNCAAMemberInstitutions
AthleticPersonnel.ThesereportsareusedtoexaminetheracialandgenderdemographicsofNCAA
headandassistantcoaches,athleticsdirectorsacrossalldivisions,associateandassistantathletic
directors,seniorwomanadministrators,academicadvisors,compliancecoordinatorsandmanagersfor
businessdevelopment,fundraising,facilities,marketing,ticketsalesandmediarelations,aswellasan
arrayofassistantsandsupportstaff.
Thisreportcardalsofeaturesupdatestothesectionsregardingracialandgenderdemographicsof
officialsattheNCAAHeadquarters,theuniversitypresidents,athleticsdirectors,headfootballcoaches,
footballcoordinatorsandfacultyathleticrepresentativesatthe120institutionsintheDivisionIFootball
BowlSubdivision(FBS),conferencecommissionersandNCAAstudentathletes.Thedatautilizedto
updatethesesectionswasculledfromseveralsources,includingtheNCAAissued20092010NCAA
StudentAthleteEthnicityReport,the20092010DivisionICampusLeadershipStudypublishedbyTIDES
inNovember2010,selfreporteddemographicdataonNCAAHeadquarterspersonnelforthefiscalyear
20092010andinformationcontainedinpreviousstudiesbyTIDES.Inallcasesregardingemploymentin
collegeathletics,thedatareportedthroughoutthe2010RacialandGenderReportCardexcludes
HistoricallyBlackCollegesandUniversities(HBCUs).
TablesfortheReportareincludedinAppendixI.
TheInstituteforDiversityandEthicsinSport(TIDES)attheUniversityofCentralFloridapublishesthe
RacialandGenderReportCardtoindicateareasofimprovement,stagnationandregressionintheracial
andgendercompositionofprofessionalandcollegesportspersonnelandtocontributetothe
improvementofintegrationinfrontofficeandcollegeathleticsdepartmentpositions.
Itisimperativethatsportsteamsplaythebestathletestheyhaveavailabletowingames.TIDESstrives
toemphasizethevalueofdiversitytoathleticdepartmentswhentheychoosetheirteamonthecourt
andinthedepartment.Diversityinitiativessuchasdiversitymanagementtrainingcanhelpchange
attitudesandincreasetheapplicantpoolforopenpositions.Itisclearlythechoiceoftheinstitution
regardingwhichapplicantisthebestfitforitsdepartment,butTIDESwantstoillustratehowimportant
itistohaveadiverseorganizationinvolvingindividualswhohappentobeofadifferentraceorgender.
Thiselementofdiversitycanprovideadifferentperspective,andpossiblyacompetitiveadvantagefora
winintheboardroomaswellasontheathleticfieldsofplay.

UniversityLeadershipPositionsatFootballBowlSubdivisionInstitutions
PositivegainsweremadebyAfricanAmericansintheroleofuniversitypresidentatthe120FBS
Institutions.TherearenowfiveAfricanAmericans,representinga0.8percentagepointincrease.
92.5percentofFBSuniversitypresidentswerewhite,whilethereweretwoAsianpresidents(0.8
percentagepointincrease)andtwoLatinopresidents(0.8percentagepointdecrease).However,there
werenoNativeAmericanuniversitypresidents.
ThelevelofdiversitywithintheathleticdirectorpositionatFBSschoolsdeclinedfromlastyears
study,as14(11.7percent)peopleofcolorholdthisposition.However,thistotaldoesnotincludeany
womenofcolor.
WiththeadditionofsixnewAfricanAmericanheadcoachesatFBSschoolsbeforethe2010season
(CharlieStrong,UniversityofLouisville;JokerPhillips,UniversityofKentucky;MikeLondon,University
ofVirginia;RuffinMcNeill,EastCarolinaUniversity;LarryPorter,UniversityofMemphis;WillieTaggart,
WesternKentuckyUniversity),theoverallnumberofAfricanAmericanheadcoachesfrom2008
increasedfromsevento13.Thispastoffseason,thehiringofJonEmbreeatColorado,DarrellHazellat
KentState,DonTreadwellatMiami(Ohio),DavidShawatStanfordandJamesFranklinatVanderbilt,
coupledwiththedismissalofRandyShannonatMiami(FL)andMikeHaywoodatPittsburgh,brought
thenumberofAfricanAmericanheadcoachesto16.
The18coachesofcolorwhowillstartthe2011seasonrepresentsthehighestnumberandpercentage
ofcoachesofcoloreveratFBSschools.ThisincludedcoachesintheACC,SEC,BigEast,Big12andPac
10.
Ofthe266offensiveanddefensivecoordinatorsintheFBS,therewerethreemoreAfricanAmerican
coordinatorsfromlastyearstotalof30.
NCAAHeadquarters
AtthehighlevelsoftheNCAAheadquartersintheEVP/SVP/VPpositions,thenumberofpeopleof
colorincreasedbyonetofour,whilewomendecreasedbyonetothree.AfricanAmericanscontinue
tobetheonlypeopleofcolorrepresentedattheEVP/SVP/VPleveloccupying25percent(up1.5
percentagepoints)ofthepositions.Whitesheldtheremaining75percentofthepositions.
Whilethenumberofpeopleofcolorremainedthesameinpositionsatthemanaging
director/directorlevel,thepercentagedecreasedslightlyby0.4percentagepointsto23.9percent.
Womenheld45.1percentofthepositionsatthemanagingdirector/directorlevel,anincreaseof3.7
percentagepoints.
Note:ThenumberofLatinosremainedthesameinthesepositions.ThenumberofAsiansincreased
fromonetotwoasaresultofachangeinreportingforanindividualwhowaspreviouslyreportedas
NativeHawaiianPacificIslanderbutisnowreflectedasAsianinourreporting.

Attheadministratorlevel,thepercentageofpeopleofcolordecreasedduetoadropinthenumberof
minoritiesbyfive.ThepercentageofAfricanAmericansdecreasedto16.2percent(down1.8percentage
points)whileLatinorepresentationroseslightlyto2.1percent(up0.1percentagepoints).Asian
representationincreasedto2.6percent(up0.6percentagepoints).ThenumberofwhiteNCAA
administratorsdecreasedbynine.Thepercentageofwhiteadministratorsinthesepositions,however,
increasedby1.1percentagepointsto79.1percent.Althoughthenumberofwomeninadministrative
positionsdecreasedbyfiveto104,onapercentagepointbasistheyincreasedby1.3to54.5percent.
Withinthesupportstaffpositionlevelattheheadquarters,whichincludesalllevelsofassistants,the
percentageofpeopleofcolorincreased0.2percentagepointsto19.2percent,whilewomendecreased
1.7percentagepointsto93.3percent.Thisdropoccurredafterthepercentageofwomenatthesupport
levelwasatitshighestrecordedlevellastyearsincetheNCAAbeganreportingdemographicdatain
1998.
ConferenceCommissioners
Onceagain,100percentofthe11FootballBowlSubdivision(FBS),formerlyknownasDivisionIA,
conferencecommissionerswerewhitemen.
InallofDivisionI,excludingtheHistoricallyBlackconferences,all30(100percent)ofDivisionI
conferencecommissionerswerewhite.Fivewereledbywhitewomen,accountingfor16.7percentof
thecommissioners.
IntermsofassociatecommissionerrolesattheFBSlevel,thereare18womenoccupyingtheseposts.
Studentathletes
InDivisionIfootball,AfricanAmericansaccountfor45.8percentoftheathletesandwhiteshold45.1
percent,indicatingthelevelsofparticipationbetweenthesetworacescontinuetoremainveryclose.
InDivisionIbasketball,AfricanAmericansaccountfor60.9percentoftheathletesandwhiteshold
30.5percent.
AfricanAmericanfemalestudentathletesaccountedfor51percentoftheDivisionIbasketball
participants,representinga0.5percentagepointdecreasefromlastyear.
InDivisionIsoftball,Latinassawa0.1percentagepointincreaseto7.4percent,continuingthetrend
ofincreasedparticipationbythisdemographicineveryyearsince200102.
Peopleofcolorhad22.5percentofthesoftballpositionswhilehavingonly16.6percentofthemens
baseballpositions.
ThepercentageofwhitemaleathletesinallDivisionIstandsat62.5percent,whichisadecreaseof
1.3percentagepoints.OfallDivisionImaleathletes,24.9percentareAfricanAmerican,representing
anincreaseof0.1percentagepointsfromlastyearstotal.

Coaching
Whitesdominatetheheadcoachingranksonmensteamsholding89.3percent,89.2percentand
92.3percentofallheadcoachingpositionsinDivisionsI,IIandIII,respectively.
AfricanAmericansheld6.6percent,4.8percentand3.7percentofthemensheadcoachingpositions
inthethreeNCAAdivisions,respectively.
Likewiseonthewomensteams,whitesheld87.7percent,89.5percentand91.9percentofallhead
coachingpositionsinDivisionsI,IIandIII,respectively.
AfricanAmericansheld7.2percent,4.8percent,and3.9percentofthewomensheadcoaching
positionsinthethreeNCAAdivisions,respectively.
InmensDivisionIbasketball,21.0percentofallheadcoacheswereAfricanAmerican,whichwas
down1.9percentagepointsfromlastreportanddown4.2percentagepointsfromthe200506
season,whentherewasanalltimehighof25.2percentofmensheadbasketballcoacheswhowere
AfricanAmerican.ThisisabigareaofconcernintheRGRC.
Only5.5percentofDivisionIheadbaseballcoacheswerepeopleofcolor,with2.6percentLatinoand
only1.1percentAfricanAmerican.
Infact,AfricanAmericansweresounderrepresentedasheadcoaches,thatonceagain,thepercentof
womencoachingmensteamsactuallyexceededthatofAfricanAmericansinDivisionIII(4.6percent
versus3.7percent.)InDivisionII,thepercentageofwomencoachingmensteamswassimilarlylowto
thepercentageofAfricanAmericans(3.5percentversus4.8percent).
MorethanthreeandahalfdecadesafterthepassageofTitleIX,womencoachingwomensteamsstill
donotrepresentthemajorityofcoachesinthewomensgame.Inaddition,thisyearsnumbersshow
noprogressinwomencoachingwomenssportsinmostsports.WomenheadcoachesinDivisionI
basketballincreasedslightly(65.9percentin200910and64.7percentin200708).Headcoachesof
DivisionITrack/CrossCountry,whichcombinestheheadcoachesofCrossCountry,IndoorTrackand
OutdoorTrack,sawaslightdecreaseinfemaleheadcoachesfrom20.2percentin200708to19.7
percentin200910.Inallothersports,menled55.5percentofthewomensteamswhilewomenwere
headcoachesinonly45.5percentoftheprograms.
AfricanAmericanwomenheld11.4percentandAfricanAmericanmenheld3.9percentofwomens
headcoachingpositionsinDivisionIbasketballforacombinedpercentageof15.3percent(upfrom

Onthemensteamsin200910,whitesheld76.8,79.5,and87.3percentoftheassistantcoaching
positionsinthethreedivisions,respectively,whichwasslightlyimprovedfrom76.9,79.0,and88.1
percentrespectivelyin2008.In200910,AfricanAmericansheld18.1,13.3,and8.1percent,
respectively.
Amongthewomensteamsin200910,whitesheld78.8,81.8,and88.9percentoftheassistant
coachingpositionsinDivisionsI,IIandIII,respectively,whichwascomparabletothe79.1,81.2and
88.8percentrespectivelyin200708.In200910AfricanAmericanshad14.2,9.7,and5.9percent
respectively.In200708AfricanAmericanheld13.5,10.3and6.4percentoftheassistantcoaching
jobsonwomensteamsintherespectiveDivisions.
ThepercentageofwomenassistantsonwomensteamsdeclinedinDivisionIandDivisionIIIandsawa
slightincreaseattheDivisionIIlevel.Asassistants,womenin200910held49.0percentofthe
positionsinDivisionI,49.7percentinDivisionIIand49.3percentinDivisionIII.
AthleticsDirectors
Whitesheldtheoverwhelmingpercentageofpositionsofathleticsdirectorsinallthreedivisionsat
88.8,92.7,and96.2percentinDivisionsI,IIandIII,respectively.Thiscomparedto90.0,92.0and97.0
percentin200708respectively.
AfricanAmericansheld7.4,3.1and2.2percentrespectivelyinDivisionsI,IIandIII.Thiscomparedto
7.2percent,3.8percentand1.8percentin2006respectively.
Latinosaccountedfor2.2,3.1,and0.4percentoftheADsatDivisionI,IIandIII.Thiscomparedto1.9,
3.0and0.0percentin2008respectively.

Attheassociateathleticdirectorposition,whitescomprised88.5,82.8,and92.6percentofthetotal
populationatDivisionI,IIandIIIrespectively.Thesenumberswerealllowerthanthatof200708
(89.2,88.8and96.4percentrespectively).AfricanAmericansheld8.2,14.4,and5.4percentofthe
positionsateachlevel.Latinosheld1.8percent,1.0percentand0.4percentofthepositionsateach

CollegesportincreaseditsgradeforracialhiringpracticesfromaC+toaBinthe2010Racialand
GenderReportCard:CollegeSportwhilemaintainingasolidBforgenderhiringpractices.The
combinedgradewasasolidB.
CollegesportreceivedtheBforracialhiringpracticesbyearning81.9points,upfrom76.2pointsinthe
2008CollegeRGRC,thelastreportwhereagradewasissued.CollegesportreceivedtheBforgender

Forgenderhiringpractices,therewasanA+forheadcoachesforwomensbasketballteams,assistant
coachesforallwomensteamsandseniorwomensadministratorsandanAfortheNCAAHeadquarters
andforprofessionaladministrationinathleticdepartments.TherewasanA/A+forstudentathlete
opportunities.TherewereFsforathleticsdirectorsandconferencecommissioners.
TheNCAAreceivedanA+forDiversityInitiatives.

CampusandConferenceLeadersforFootballBowlSubdivision(FBS)Schoolsinthe201011Academic
Year,reportedontheracialandgenderdemographicsandtrendsatthe120FBSinstitutions.Highlights
ofthisstudyconcerningtheleadershipofuniversitypresidents,athleticdirectors,footballcoachingstaff
andfacultyathleticrepresentativesareincludedandanalyzedwithinthissection.
NCAAHeadquarters
ThedatainthissectionontheNCAAheadquarterswassuppliedbytheNCAAfor2010andiscompared
totheirdatafrom2009.
ThroughouthistenureasNCAAPresident,thelateMylesBrandstronglyexpressedhissupportof
creatingopportunitiesforwomenandpeopleofcolorwithintheNCAAheadquartersandatthe
memberinstitutionsthatcomprisetheNCAA.InhisStateoftheNCAAaddressinJanuary2008,Brand
stated,Womencontinuetobeunderrepresentedintermsofgrantsinaidforstudentathletes,
coachingopportunitiesforwomenssportsandleadershippositionsintermsofathleticsdirector
positions.Athleticsscholarships,coachingpositionsandathleticsdirectorshipsmust,ofcourse,be
allocatedonthebasesoftalentandhardwork.Butitissimplyincredulousthatthetalentpoolisso
weightedtowardmentoproducethisimbalance.Thefacts,aswellasthehistoryofpastlackoffemale
representation,pointtoacontinuingproblemofinjustice.HealsosaidthatthelackofAfrican
Americanheadfootballcoachesisanembarrassmenttoallofintercollegiateathleticsandthatthe
talentpoolexistsanditcontainsmenwhoarereadyandabletosuccessfullyleadtheseteams,butwe
areyettoseemorethaneightheadcoachesamongthe119teamsintheFootballBowlSubdivision.And
asbadasthatis,itisworseintheFootballChampionshipSubdivisionandinDivisionsIIandIII.Dr.
BrandhelpedsetthestageforthelargepositivechangesinFBSheadcoachesafterthe2009season.
AtthehighlevelsoftheNCAAheadquartersintheEVP/SVP/VPpositions,thenumberofpeopleofcolor
increasedbyonetofour,whilewomendecreasedbyonetothree.AfricanAmericanscontinuetobe
theonlypeopleofcolorrepresentedattheEVP/SVP/VPleveloccupying25percent(up1.5percentage
points)ofthepositions.Whitesheldtheremaining75percentofthepositions.
Whilethepercentagesdecreasedslightly(down0.4percentagepoints)forpeopleofcolorwhohold

Withinthesupportstaffpositionlevelattheheadquarters,whichincludesalllevelsofassistants,the
percentageofpeopleofcolorincreased0.2percentagepointsto19.2percent,whilewomendecreased
1.7percentagepointsto93.3percent.Thisdropoccurredafterthepercentageofwomenatthesupport
levelwasatitshighestrecordedlevellastyearsincetheNCAAbeganreportingdemographicdatain

Whenexaminingthecompositeoutlookofthesenumbers,thetotalnumberoffulltimeNCAA
employeesatthetimeofthisreportingequals399,fifteenlessthanthe414in2009.Thepercentageof
femalerepresentationisupby0.8percentagepointsto62.9percent.However,theminority
representationisdownslightly,asthepercentageofpeopleofcoloris21.1percent,(down0.1
percentagepoints).ThesenumbersareaccurateasofSeptember1,2010.Itshouldbenotedthatthese

Beginningin200607andcontinuinggoingforward,tableswereaddedtotheNCAA
StudentathleteEthnicityReportdetailingtheresidentalienstatusofthestudentathletes
separatelyfromtheirrace/ethnicity.Previously,thesecategorieswerecombined,butnow
havebeenseparatedforgreateraccuracyinreporting.Therefore,becauseoftheremovalof
residentalienasachoiceamongethniccategories,theotherethnicitieswillincrease
accordingly.Studentathleteswhoseethnicitieswerepreviouslyidentifiedasnonresident
alienarenowidentifiedwithanethniccategoryandthenidentifiedseparatelyas
nonresidentaliens.Thisisparticularlyrelevantincertainsportssuchastennisandice
hockeywhicheachhaveover20percentoftotalparticipantsidentifiedashaving
nonresidentalienstatus.Sosomeincreasesinethnicpercentagesfromearlieryearscanbe
attributedtothischangeinmethodology.
Eachyear,theRacialandGenderReportCardtakesalookatthreeDivisionIsportsand
highlightstrendsforbothmaleandfemaleathletes.Forthemaleathletes,thesesportsare
basketball,footballandbaseball.Forthefemaleathletes,achangewasmadethisyearto
makethissnapshotpicturemorecomparabletothesportschosenforthemen.Inthepast,
thethreesportschosenforfemaleathleteswerebasketball,crosscountryandtrack
combined,andacategoryknownasallothersports.Withfemaleathleteparticipation
numberscontinuingtoincreaseacrosstheboard,therewaslessneedtocombinesportsfor
alargeobservationsample.Beginningwiththisyear,thethreefemalesportsforthe
DivisionIobservationswillbebasketball,outdoortrackandsoftball,sportswithbothstrong
participationlevelsandcomparativelyhighmediaattentioninrelationtootherfemale
sports.
Inbasketball,thepercentageofAfricanAmericansincreasedby0.5percentagepointsto60.9.Latino
representationshowedadecreaseof0.2percentagepointsto1.9percent.Asiansincreasedby0.1
percentagepointsto0.6percent,whilewhiteparticipationdecreased1.4percentagepointsto30.5

Actionhasbeentakentoimprovethissituation.TheBlackCoachesandAdministrators(BCA)issueda
FootballHiringReportCardinOctobereveryyearfrom2004to2010toassesshowuniversitieshandle
theprocessforhiringheadfootballcoaches.ItevaluateswhethertheschoolcontactedtheBCAfor
assistance,whoservedonthesearchcommittee,whichcandidateswereinterviewed,whowashired,
andwhethertheathleticdepartmentfollowedtheirschoolsaffirmativeactionguidelines.Thisfootball
hiringreportcardhasbeenaverypositivetoolinevaluatingthehiringprocessofcollegecoaches
regardingincreasingcandidatesofcoloranddiversesearchcommittees.Thepositivegainsforcoaches
atFBSinstitutionswerereflectedinthepositivehiringtrendsforcoachesofcolorinfootballthatwere

The2010CollegeRacialandGenderReportCarddatashowedthatcollegeathleticsdepartmentshiring
practiceshaveimprovedbutstilldonotnearlyreflectthenumberofstudentathletesofcolor
competingontheirteams.Federalaffirmativeactionpoliciesstatethattheworkplaceshouldreflectthe
percentageofthepeopleintheracialgroupinthepopulation.Thus,withapproximately24percentof
thepopulationbeingpeopleofcolor,anAwasachievedif24percentofthepositionswereheldby
peopleofcolor,Bif12percentofthepositionswereheldbypeopleofcolor,Cifithadonly9percent,a
Difitwasatleast6percentandFforanythingbelowthat.
Forissuesofgender,anAwouldbeearnedif40percentoftheemployeeswerewomen,Bfor32
percent,Cfor27percent,Dfor22percentandFforanythingbelowthat.However,inthecaseof
womensheadcoachesofwomensteam,itshouldbeexpectedasaminimumthatatleasthalfofthe
positionsareheldbywomen.Thusinthatcategory,50percentwouldearnaB.The40percentisalso
takenfromthefederalaffirmativeactionstandards.TheInstituteonceagainacknowledgesthateven
thosesportswheregradesarelowgenerallyhavebetterrecordsonraceandgenderthansocietyasa

METHODOLOGY
AlldatawascollectedbyaresearchteamatTheInstituteforDiversityandEthicsinSportinthe
UniversityofCentralFloridasDeVosSchoolofSportBusinessManagement.
BaselinedatawasgatheredfromtheNCAA.Thedatawasplacedinspreadsheetswitheachposition
brokendownbyraceandgender.TheInstitutesresearchteamalsogathereddatafromtheFBSschools
forpresidents,athleticdirectors,footballcoachesandfacultyathleticsrepresentativesaswellas
researchingthediversityoftheconferences.
Thefindingswerecomparedtodatafrompreviousyears.Afterevaluatingthedata,thereporttextwas
draftedandcomparedchangestostatisticsfrompreviousyears.
ThereportdraftwassenttotheNCAAHeadquarterstobereviewedforaccuracy.Inaddition,updates
wererequestedforpersonnelchangesthathadoccurred.TheNCAAwasveryhelpfulwithseveral
changesthathelpedclarifythematerials.
Thereportcoversboththe20082009and20092010academicyearsdependingupontheavailabilityof
dataforparticularpositions.Listingsofpresidents,athleticsdirectors,conferencecommissionersand
associatecommissionersinFootballBowlSubdivision(formerlyknownasDivisionIA)wereupdatedas
ofOctober2010,whilethenamesandwinlossrecordsofheadfootballcoacheswereupdatedasof
November2010inordertoreflectthelatestoffseasoncoachingchanges.

Thisisthe18thissueoftheRacialandGenderReportCard(RGRC),whichisthedefinitiveassessmentof
hiringpracticesofwomenandpeopleofcolorinmostoftheleadingprofessionalandamateursports
andsportingorganizationsintheUnitedStates.Thereportconsidersthecompositionassessedby
racialandgendermakeupofplayers,coachesandfrontoffice/athleticdepartmentemployeesinour
countrysleadingsportsorganizations,includingtheNationalBasketballAssociation(NBA),National
FootballLeague(NFL),MajorLeagueBaseball(MLB),MajorLeagueSoccer(MLS)andWomensNational
BasketballAssociation(WNBA),aswellasincollegiateathleticsdepartments.
ThecompleteRacialandGenderReportCard,includingalltheleaguesandcollegesport,willbeissued
nextmonthnowthattheindividualreportsontheNBAandWNBA,NFL,MLB,MLSandcollegesport
havebeenpublished.
TheRacialandGenderReportCardispublishedbyTheInstituteforDiversityandEthicsinSport(TIDES),
whichispartoftheCollegeofBusinessAdministrationattheUniversityofCentralFlorida(UCF)in
Orlando.Dr.RichardLapchickhasauthoredallreports,firstatNortheasternandnowatUCF.(Until
1998,thereportwasknownastheRacialReportCard.)
InstituteforDiversityandEthicsinSport(TIDES)
TheInstituteforDiversityandEthicsinSportservesasacomprehensiveresourceforissuesrelatedto
genderandraceinamateur,collegiateandprofessionalsports.TIDESresearchesandpublishesannual
studiesonhiringpracticesincoachingandsportmanagement,studentathletegraduationratesand
racialattitudesinsports.Additionally,theInstituteconductsdiversitymanagementtraining.The
Institutealsomonitorssomeofthecriticalethicalissuesincollegeandprofessionalsport,includingthe
potentialfortheexploitationofstudentathletes,gambling,performanceenhancingdrugsandviolence
insport.
TheInstitutesfounderanddirectorisDr.RichardLapchick,ascholar,authorandinternationally
recognizedhumanrightsactivistandpioneerforracialequalitywhoisacknowledgedasanexperton
sportsissues.Describedastheracialconscienceofsport,LapchickischairoftheDeVosSportBusiness
ManagementProgramintheCollegeofBusinessAdministrationatUCF,whereTheInstituteislocated.

NCAADIVERSITYANDINCLUSIONINITIATIVES
TheNCAAhasalonghistoryofencouragingdiversitywithinandamongitsapproximately1,200
membercollegesanduniversities,conferencesandsupportingorganizations.TheAssociations
effortshaveprimarilybeendemonstratedbyprovidinginternshipprograms,trainings,
educationalsessions,professionaldevelopment,andintroducinglegislationtoinvokechange.
Thesuccessofthoseeffortshaveimpactednumerousstudentathletes,coachesand
administrators.
TofurtherguidetheNCAA,theAssociationsExecutiveCommitteeestablishedaDiversity,
Inclusion,andGenderEquityFrameworkthatstates:
Asacorevalue,theNCAAbelievesinandiscommittedtodiversity,inclusionandgender
equityamongitsstudentathletes,coachesandadministrators.Weseektoestablishand
maintainaninclusiveculturethatfostersequitableparticipationforstudentathletesand
careeropportunitiesforcoachesandadministratorsfromdiversebackgrounds.Diversityand
inclusionimprovethelearningenvironmentforallstudentathletesandenhanceexcellence
withintheAssociation.
TheNCAAwillprovideorenableprogrammingandeducation,whichsustainsfoundationsofa
diverseandinclusivecultureacrossdimensionsofdiversityincluding,butnotlimitedtoage,
race,sex,class,creed,educationalbackground,disability,genderexpression,geographical
location,income,maritalstatus,parentalstatus,sexualorientationandworkexperiences.
Programmingandeducationalsowillstrivetosupportequitablelawsandpractices,increase
opportunitiesforindividualsfromhistoricallyunderrepresentedgroupstoparticipatein
intercollegiateathleticsatalllevels,andenhancehiringpracticesforallathleticspersonnelto
facilitatemoreinclusiveleadershipinintercollegiateathletics.
Inadditiontothelongstandingfocusonitscommitmenttonurturingandencouragingdiversity
andinclusion,theNCAAwillfurtherfocuseffortsinthefollowingkeyareas:
1. Increasedfocusonpolicydevelopment,specificallylookingathowpoliciescaninform
decisionmakingintermsofcreatingmoreinclusiveenvironments.
2. Moreaggressiveoutreachtopresidentsandchancellorstoengagetheminadialogue
anddiscoursearoundinclusionissues.
3. Greateraffiliationandincreasedcollaborationwithothernationalorganizationsand
associationsthateitherhavediversityandinclusionasaprimarymissionor,likethe

ProfessionalDevelopment
AchievingCoachingExcellence(ACE)isacollaborativeeffortoftheNCAAandtheBlackCoaches
andAdministrators(BCA)tofurtherthemissionandvisionoftheadvancementofminoritymen
andwomeninintercollegiateathletics.TheACEprogramisdesignedtoassistanalreadytalented
grouptobecomethenextgenerationofintercollegiateheadbasketballcoaches.
WomenCoachesAcademyprovidesskillstrainingforcoachesatalllevelstoassisttheminbeing
moreefficient,productive,resourcefulandsuccessful.Theskillstaughtwithintheacademyarenot
sportspecific,theyarefocusedontheprofessionaldevelopmentpartofcoachingthatincludes
everythingbeyondtheX'andO's.
NCAAFootballCoachesAcademies/ForumsareadministeredbytheNCAAwithsupportfromthe
AmericanFootballCoachesAssociation(AFCA),theBlackCoachesAssociation(BCA)andthe
NationalFootballLeague(NFL).Theyaredesignedtoaddressthelackofethnicminoritiesinthe
footballcoachingranks.Themissionoftheacademiesandforumsistoassistthecoacheswith
careeradvancementthroughskillsenhancement,networkingandexposureopportunitiesandto
raiseawarenessregardingthesubstantialpooloftalentedethnicminoritycoaches.Fourprograms
makeuptheacademiesandforumsincludingtheFutureCoachesAcademy,FootballCoaches
Academy,ExpertCoachesForum,andChampionsForum.
GenderEquityForumprovidesadministrators,coachesandstudentathletesanopportunityto
learnaboutgenderequityandTitleIXinthisannualthreedayseminar.Theseminarallowsthe
membershiptoaccessnationwidegenderequityexpertsanddiscussissuesrelevanttotheir
campusorconference.
NCAAPostgraduateInternshipProgramisaoneyearprogramthatprovidesonthejoblearning
experiencesforcollegegraduateswhoexpressaninterestinpursuingacareerinintercollegiate
athleticsadministrationbasedattheNCAAnationalofficeinIndianapolis,Indiana.
EmergingLeadersSeminar(ELS)isathreedayseminardesignedbytheNCAAnationaloffice
internstobringotherinternsfromNCAAmemberinstitutions,conferenceofficesandaffiliates
acrossthecountrytogethertonetworkwitheachotherandotherindustryexperts.Theseminar
goalsincludeassistingtheattendeestopolishtheirprofessionalskills,discussissuespertinentto
athletics,andimprovetheiroverallmarketabilitytopotentialemployers.Thisalsoprovidesan
educationalexperiencethatfacilitatesdialogueandcreatesawarenessregardingsocialand
legislativeissuesconfrontingintercollegiateathletics.
LeadershipInstituteforEthnicMinorityFemalesandMales(LeadershipInstitute)wasdesignedto
addressthecriticalshortageofseniorlevelprofessionalsofcolorinathleticsadministrativestaffat

governancestructureandareexposedtokeystakeholdersintheAssociation.
WomensLeadershipSymposiumisdesignedasaneducationalexperienceforprofessionalwomen
newtoworkinginintercollegiateathleticsandstudentsaspiringtoacareerincollegeathletics.
Thetwodayprogramfocusesonthefollowingareasofskilldevelopment:
1. LeadershipSkills(philosophy,communicationandconflictresolution).
2. ManagementStrategies(budget,financeandlegalissues).
3.CareerAdvancement(interviewingandnetworking).
Themissionoftheprogramistofurthertheparticipantsskills,expandtheirprofessionalnetwork
andpromotetherecruitmentandretentionofwomeninathleticsadministration.
WinningCareersinAthleticsisaprogramtoencouragefemalestudentstoexplorecareersin
intercollegiateathletics.Theintentionistoassistyoungwomenindevelopinganinterestinthe
professionsofcoachingandathleticsadministration.Participantsgainperspectiveandinsight
aboutcoachingandadministrationascareersandpreviewskillsneededtobesuccessfulwithinan
athleticsorconferenceofficeworkenvironment.
NCAA/NACWAAInstituteforAthleticsExecutivesoffersaconcentratedfourdayprogram(by
invitationonly)designedtoenhancethecareersofseniorrankingwomeninathletics
administrationattheNCAADivisionsI,IIandIIIlevel.Thecurriculumfocusesonleadershipand
communicationstrategies,contractnegotiations,legalissues,fundraising,searchesandhiring
processesandothercriticalissuessurroundingathleticsadministration.
NCAA/NACWAALeadershipEnhancementInstituteprovidesadvancededucationalopportunities
andprofessionaldevelopmentforNCAA/NACWAAAcademygraduateswhoarelookingformore
indepthtrainingindesignatedareasofathleticsadministration.Topicsinclude
management/leadershipstyles,budget/finance/fundraisingstrategies,careerenhancementskills
forthefuture,andothercontemporaryissues.Theformatincludespracticalapplications,case
studiesandinteractiveactivities.Inaddition,thereareopportunitiesforhottopicforumswith

MatchingGrantsforAdvancementofMinorityWomenCoachesareprovidedannuallytosupport
thedevelopmentofminoritywomencoachesinintercollegiateathletics.Conferenceoffices,
coachesassociationsandotherorganizationsfocusingonthedevelopmentofminoritywomen,as
wellasethnicminorityandwomencoachesatalllevels,areeligibletoapplyforgrantfunds.
DivisionIICoachingEnhancementGrantaddressestheissuesofaccess,recruitment,selectionand
longtermsuccessofwomen,ethnicminoritiesandotherindividualsinDivisionIIwhoseekto
overcomehiringbarriersbyprovidinggrantmoneyforthecreationofassistantcoachingpositions
inDivisionII.
NACWAAGrantisinpartnershipwithNACWAA(NationalAssociationofCollegiateWomenAthletic
Administrators)toprovideprofessionaldevelopmenttofemaleadministratorsinDivisionII.The
granthelpssupportattendanceattheannualNACWAAConventioninOctoberandsummer
programmingofferedthroughNACWAAandtheNCAA.
DivisionIIStrategicAllianceMatchingGrantProgramisafiveyearprogramthatprovidesfunding
toDivisionIIinstitutionsandconferenceofficestoenhancediversityandinclusionthroughfulltime
professionaladministrativepositionsinathleticsadministration.Selectedinstitutionsand
conferenceofficesreceivegrantfundingforthreeyearsandtheinstitutionorconferenceoffice
mustmaintainthepositionforaminimumoftwoadditionalyearsafterNCAAfundingexpires.
DivisionIIIStrategicAllianceMatchingGrantprovidesfundingforDivisionIIIinstitutionsand
conferenceofficestoenhancegenderandethnicdiversitythroughfulltimeprofessionalpositions
inathleticsadministration.Positionsmustincludesignificantadministrativeresponsibilities(i.e.,
hiring,budget,policydevelopmentandsupervisionofstaff).Additionally,positionsshouldbea
partofthecoredecisionmakingprocessandhaveanactiveroleontheleadershipteam.
EthnicMinorityandWomensInternshipGrantisatwoyeargrantdesignatedforDivisionIII
institutionsandconferenceofficestohire10monthfulltimeinterns.
SeniorWomanAdministratorEnhancementGrantisintheformofascholarshipandenhancesthe
roleoftheSeniorWomanAdministrator(SWA)inDivisionIIItosupportprofessionaldevelopment.
ApartnershipbetweentheNCAAandNACWAAprovidesDivisionIIIwomentheopportunityto
attendtheannualNCAA/NACWAAInstituteforAdministrativeAdvancement,aweeklong
professionaldevelopmentexperiencetoenhancetheirknowledgeandunderstandingof
intercollegiateathletics.
EthnicMinorityandWomensEnhancementPostgraduateScholarshipsforCareersinAthletics
aredesignedtoincreasethepoolofandopportunitiesforqualifiedminorityandfemalecandidates

EmergingSportsforWomenisaprogramintendedtoprovideadditionalathleticsopportunitiesto
femalestudentathletes.TheNCAACommitteeonWomensAthleticsisresponsibleformonitoring
emergingsportsponsorshipandlegislation.
WomensBasketballGrantProgramisafundingprogramdevelopedtoprovidesupportfor
DivisionIinstitutionsandconferencesinthedevelopmentandimplementationoftargeted
marketingplanstoraiseawarenessandenhanceattendanceofDivisionIwomensbasketball
programs.
Committees
ExecutiveCommitteeSubcommitteeonGenderandDiversityIssuesischargedwithproviding
reviewandrecommendationstotheExecutiveCommitteeonthefollowingfourareas:a)student
athletewelfare;b)genderissues;c)minorityissues;andd)youthissues.Thiscommitteeisan
Associationwidecommitteeandconsistsof12collegepresidents.
NCAAMinorityOpportunitiesandInterestsCommittee(MOIC)wasformedbytheAssociationin
January1991toreviewissuesrelatedtotheinterestsofethnicminoritiesandwomen.Theseissues
focusontheeducationandwelfareofminoritystudentathletes,aswellastheenhancementof
opportunitiesforethnicminoritiesandwomenincoaching,athleticsadministration,officiatingand
theNCAAgovernancestructure.
