Proposal for a balanced Legislation
The motivation behind this proposal is to come up with a proposal that will resolve most of the concerns of the variety of the Lebanese political elements and religious groups. Currently the main concern is that the electoral power of the Lebanese religious groups is not equally exerted among all groups. The Proposed Legislation (a.k.a the rayan jreije proposal) will tackle all religious groups concerns without affecting the patriotic bond between all religious groups, and without breaking any of the constitution fundamentals.

Fundamentals behind the Rayan Jreije Electoral Law


The proposed Electoral Law can be summarized as follows: 1- Each religious group will have to elect representatives from all other religious groups based on his Electoral power. 2- A religious group Electoral power is calculated as the ratio of the number of seats for this religious group divided by the total number of Parliament seats (128) 3- Election districts are not divided geographically but based on religion. 4- Lebanon is divided into 11 non geographical districts. One district per religious group, but this district can elect seats from other religious groups. 5- Within each district voice count is not based on majority but based on relativity (nisbiyye)

Conclusion and remarks


The Rayan Jreije Electoral Legislation for Lebanon will ensure gradual integration of the Lebanese people irrespective of their religious group, and will be the first step toward disabling all fanaticism among Lebanese people, and will give Lebanon a stable political system for years to come. Attached is an excel sheet that shows how the distribution of seats among voters from different religious groups was Calculated based on the electoral power of this religious group.
