HSDPA easily leads to a blocking of the code TECHCOM Consulting tree, especially if the maximum of 15 codes of SF 16 is allowed. If both FACH and PCH are mapped onto a single S-CCPCH, than up to 4 HS-SCCHs can be realised simultaneously in this case. If FACH and PCH are mapped onto different SCCPCHs, there is space for only up to 3 HSSCCHs.

The code sharing between R99 and HSDPA TECHCOM Consulting traffic might be compared with the GPRS territory concept on the 2.5G air interface. A certain amount of resources is available exclusively for HSDPA. On the remaining resources voice traffic has higher priority for any vendor. The handling of the priority of other R99 traffic is vendor specific. When the first HSDPA user enters the cell, the service starts with the minimum number of codes.

According the Ericsson and Huawei TECHCOM Consulting implementation the number of codes offered to HSDPA changes just by 1, if an adjustment is done. In case of NSN the number of codes is changed by a bigger step (e.g. immediately from 5 to 8), if specific numbers of codes (e.g. 6 and 7) are disabled. With the NSN implementation therefore a faster upgrade (and downgrade) of the HSDPA resources is possible. On the other side more frequently an upgrade is blocked due to the lack of free adjacent codes.

Upgrade of HSDPA Code Resources


- Upgrade of HSDPA code resources based on periodic monitoring of the traffic by the RNC The period is either settable (NSN) or hard coded (Ericsson, Huawei) - If there are unused adjacent codes, these can be offered to HSDPA The number of additional codes per upgrade is either settable (NSN) or hard coded to 1 code (Ericsson, Huawei), see last slide

According Ericsson an upgrade of HSDPA TECHCOM Consulting resources is allowed in any case, if a free adjacent code is available. NSN checks, whether after an upgrade still enough voice capacity would be available, while Huawei checks for the availability of R99 resources in general. If after the HSDPA upgrade not enough code resources would be available for voice / R99 in general, according NSN / Huawei it is not allowed. The requirement of NSN to leave at least 8 codes of SF128 free for voice leads effectively to the loss of a further code of SF16 for HSDPA, i.e. the maximum is not 15, but 14 codes. The requirement of Huawei to leave 1 code of SF 8 free for R99 leads effectively to the loss of even 2 more codes of SF 16, i.e. the maximum is 13 codes only.

Downgrade of HSDPA Code Resources


- According Ericsson HSDPA is downgraded immediately, if otherwise the setup or upgrade of a DCH would be blocked - According NSN HSDPA is downgraded in the following cases DCH for voice would be blocked (immediate downgrade) DCH for NRT service would be blocked AND the number of codes actually offered to HSDPA is very high (default at least 10 codes, immediate downgrade) Not enough codes of SF128 available for voice (default 8 codes) The last criterion is checked periodically according HSPDSCHAdjustPeriod - According Huawei HSDPA is downgraded in the following cases DCH for voice would be blocked (immediate downgrade) No code of specific SF available for R99 (default SF8) The last criterion is checked periodically - The number of HSDPA codes never is downgraded below the guaranteed minimum

According Ericsson and Huawei the setup or TECHCOM Consulting upgrade of a DCH always has higher priority than a huge amount of HSDPA codes. In case of NSN HSDPA has higher priority, if there is an incoming request for R99 NRT and at the same time the number of codes allocated to HSDPA still is below a configurable threshold (default 10 codes). As the only vendor NSN applies a proactive downgrade even without DCH blocking: If not enough free codes with SF128 are available any more for voice (default 8 codes), HSDPA is downgraded. In this case, however, no immediate, but a periodic downgrade is performed only.
