Ferguson, Jr. United States Courthouse 400 North Miami Avenue, Room 13-3 Miami, Florida 33128 Dear Judge, I have decided to write to you, due to the fact that I cannot find any help at Southern District of Florida Federal Court, and I need help to resolve a legal issue. Since December 11, 2012 I have been attempting to file a Civil Case at Southern District of Florida Court and I am being refused by the Clerk of Court. What it make it more revolting, is the way I am being refused by the Clerk of Court. Simply the envelope containing the Complaint of the Civil Case without any statement from the Clerk of Court ,or name of the person who has returned the envelope, date when was returned, signature of the person returning the envelope, a statement given the reasons for returning, and other normal court procedure so I could go to a higher authority or court in order to obtain a correct decision. Without such statement, the Court of Appeal in Atlanta cannot make any decision because it does not know if the Complaint was refused to be filed by the clerk of Court at Southern District of Florida Federal Court, and it does think that this case is related to a criminal case that I have been involved in before, when it is not. This is a Civil Case for personal Injury and Civil Rights Violation (a Federal Question), for refusal to medically treat while in the custody of the United States Federal Government. I apologize for saying this, but this case is taking shape of a Cover-up Story rather than a normal Civil Case Complaint, and it reflects on everybody at your facility. This is a Free Country and such things should not be allowed to occur. One thing you have to know about me is that I am not in a financial position to afford an attorney that could file this case for me. On the other hand, most of the attorneys are afraid to put up a fight against the United States Government or its employees. Many have told me that, so my chances to file this case is as you can see very slim. 1

I have attached to this letter, for your convenience, a copy of some of the correspondence, so you can see where the confusion was created. I trust you can help me resolve this matter, at least with a few words written on a paper, so I could seek the decision of the Court of Appeal if it is not possible for me to file this case which has nothing to do with any previous cases.
