Please briefly list the Applicants key activities and in the past 3 years, including approximate budget per activity. Include information on annual turnover for years 2007 and 2008. PRONI Brcko is working last 10 years in Brcko District area on social reconstruction trough education, peace building, youth work, promotion of activism and protection of human rights. Our primary target group is youth but we often had projects related to local society development trough NGO capacity building, projects for protection of minorities and woman. Our main supporter in past ten year is Swedish international development agency (Sida), Brcko District municipality and Bijeljina municipality. Up to now we did not receive any EU funds for our program but we often cooperate with NGOs and European international organizations as EUFOR, ESFOR, EUPM, OSCE, etc. on different topics. This year PRONI Brcko will become partner in TEMPUS program together with University of Zenica on Community youth work Bachelor education course. Key activities in past three years are:

2. Please provide a brief description of the organisations vision, aims and objectives. GENERAL INFORMATION The Association PRONI Centre for Youth Development of the Brko District of BiH is a nongovernment, non-profit and non-political organization founded with the purpose of organizing and implementing education in the field of social work with young people and with the objective of developing and promoting the voluntarism among the active citizens. The Association has the governing bodies: Assembly, Managing Board and Project Manager. The Association has 12 full time employees. The Association PRONI Centre for Youth Development of the Brko District of BiH exists for last 10 years and works in regions of Brko district of BiH and Bijeljina municipality. VISION The Association PRONI Centre for Youth Development has a vision of all young people having potentials for self-development and the equal opportunity to contribute to a democratic and just society in which their needs are recognized and responded to. Activism, cooperation and mutual understanding are an integral part of a democratic and just society. MISSION The Association PRONI Centre for Youth Development is a non-government, non-profit and non-political organization founded in 1998, which has been working on the development of a democratic society through: community youth work, social education, peace keeping, intersectoral cooperation and support of youth initiatives. The Association PRONI works on the overcoming of barriers which create differences within society. It works on behalf of individuals and groups which shall benefit from such work, with a special focus on young people.

The Association cooperates with other organizations from the non-government sector, institutions, State agencies at all levels, funds and agencies outside BiH, which share the same objectives and values, as well as with individuals who have intellectual and economic potential to support the same ideas, objectives and values as those towards which the organization itself strives. The Association PRONI Centre for Youth Development works in areas where there is a pronounced need for social regeneration. The Association PRONI is currently active on the territory of the north-eastern BiH. WORK METHODS The Association PRONI Centre for Youth Development works along the principles and models of social education based on experience and positive examples of the youth and community work methodologies. Social education models promoted and applied by PRONI are: Interactive learning method, Team work, Individual work, Creating safe environment for development, Encouraging responsibility and creativity, Promoting voluntary work, Raising awareness among young people on their rights and obligations. OBJECTIVES: Strategic direction I Development of youth, democratic and justice society trough youth work; Strategic direction II Activism and impact on democratic process development; Strategic direction III Education aimed for development of youth and community in accordance with democratic principles; Strategic direction IV Organizational development aimed toward sustainibility;

Member of BiH Ministry council Commission for coordination of youth issues in BiH,

BiH correspondent person for Youth policy development with Youth partnership (EU and COE). Jasmin Jaarevi will be the Coordinator for this project. 2. Bojana Sekuli PR and educational manager, working for PRONI Brcko last 4 years on development educational courses, activism and PR. Member of Local youth council in Bijeljina and responsible person for TEMPUS program for PRONI Brcko. Katarina Vukovi Youth work manager, working for PRONI Brcko last 5 years on youth work development and volunteer development. Responsible person for Youth club network program (26 youth clubs in Brcko District) and Human rights projects in PRONI. Member of Youth express network.

4. Please provide details of previous activity in the field of youth activism related to the EU Agenda. PRONI Brcko has strong cooperation with Brcko District government and has signed agreement of cooperation with Brcko District government on Youth club network since 2007. PRONI Brcko realizes cooperation with Brcko District government and its departments: Education department, Health department, Police department, Mayor office and sub department for support to NGOs and civil society. In Bijeljina we cooperate with department for Local communities and department for youth. On BiH state level PRONI cooperate with Commission for coordination of youth issues in BiH as well as with international organizations dealing with youth: GTZ, UNDP, Swiss agency for development, OSCE, etc. Our cooperation with local medias is on great level, PRONI Brcko even had Youth program on local Radio Brcko District and we have strong cooperation with: HIT RTV, RTRS, FTV, BHT1, BN TV, Glas Srpske, Branske Novine, Dnevni Avaz and other media and press houses that have journalists in Brcko District and Bijeljina municipality.

SECTION 2: RATIONALE The debates will focus on Youth issues represented in the Stabilisation and Accession Agreement, and the EU Partnership with BiH (both documents are available on http://www.dei.gov.ba ). 1. Please propose a choice of a town and two specific Youth related themes (from the SAA and EU Partnership) on which the applicant would like to base the debate*.
*Based on proposals, EUSR EU Outreach Programme will confirm one of the two proposed themes per successful applicant

Town: Brcko District BiH Theme 1: BiH Youth employment strategies in SSA and EU Partnership Theme 2: Improving efficiency of employment programs for youth in BiH

2. The debate would focus on a particular aspect/critical issue related to the above themes. Applicants should identify and propose specific aspects of both the above themes. Crossthematic proposals are welcome. Applicants should be specific in their answer. Aspects of theme 1: In EU Partnership there is a charter on Employment and social policies in article about European standards aiming to further develop policies of social inclusion and protection. Debate should focus on best examples from EU policies and responsibilities of BiH towards achieving this aim by investing in new creative ideas and development of strategies and policies that will include mechanisms of social dialog. Aspects of theme 2: Bosnia and Herzegovina has on June 16th 2008 in Luxembourg signed the Stabilization and Association Agreement (SAA) with the European Union. By this act, it has done the biggest step towards the membership in the biggest national creation which gathers developed countries of the European continent. By signing the Stabilization and Association Agreement, Bosnia and Herzegovina steps into the first contracted relation with the European Union. The task which Bosnia and Herzegovina overtook by signing the contract is to implement the agreed assignments from the Agreement and to continue with its activities and fulfilling the criteria for full membership. After signing the Agreement, the next step is attaining the status of the country candidate for membership in the European Union. Debate in Brcko District will focus on articles 99 and 100 in SAA where BiH authorities agreed to work on Social cooperation and Education and training.

By inviting relevant stake holders from BiH level discussion will give focus on inefficiency of BiH governments employment programs and low level of youth involvement on those programs. Those are the results of Research on youth in BiH conducted by GTZ and Commission for coordination of youth issues. Since more than 60% of unemployed are youth with secondary school debate will also focus on education system that is incompatible with labor market and economy demand. Questions of quality of government employment programs and low participation of youth in those programs (about 1%) will also be discussed. Debate will seek for creative and innovative employment proposals/strategies/activities from youth representatives that can become part of BiH employment strategies or BiH youth policy trying to establish balance amongst youth proposals and BiH government obligations towards SAA and other EU integration processes.

3. What does the Applicant expect to be the result/outcome of the debate? How will you multiply the outcome of the debate? What is suggested to be done in regards to follow-up activities? PRONI Brcko expects that this debate will contribute to overall aim of EUSR activities FOR youth and that results of discussion will be used in further policies that BiH is oblige to implement in order to meet SSA and EU Partnership agreements. Results of debate can also be used for development of BiH youth policy document (in field of youth employment) as well as for other policy documents on different BiH levels. As follow up activity PRONI propose joint debate or key experts meeting on all debates results from BiH (that can be presented on Radio or TV show in BiH) and to write joint report with sets of recommendations and proposed activities/policies to the relevant BiH ministries.

SECTION 3: STRATEGY AND TIMETABLE Debates are envisaged to take place in the applicants town, to draw up to 60 participants from across the country, and to last a maximum of 90 minutes. 1. Please propose the exact format/approach of the debate. Be specific in your answer. Debate will be held in space of Youth center that have capacity to accept more than 100 participant but for this debate PRONI Brcko shall assure participation of youth NGOs representatives from BiH, youth representatives from political parties and government institutions that that deals with youth employment and have responsibilities towards EU integration programs. Debate will have form of open round table with introductory part where the program of EUSR that support this project will be presented, partner organization PRONI Brcko, will have small presentation and Mayor of Brcko District will do welcome speech. After introductory part, moderator will present panelist that will give short presentation on topics as introduction to debate topic. After panelist presentations moderator will ask for questions to panelist and then open panel discussion. In panel discussion guests from youth sector and other relevant agencies will be invited to share their opinion on topic and propose actions. Moderator will encourage participants to

openly discuss and give answers or proposals to whole panel. Moderator will give time needed to everyone that wishes to participate in debate with respect to overall time schedule. After discussion moderator will make summary of conclusion that will be present to participants and EUSR representative can close the debate. Whole debate will be recorded on DVD and our staff members will also take notes during discussion so that moderator can come to better conclusions. 2. Please propose the potential panellists and potential participants for the debate, for each of the two proposed topics. The Applicant should enclose the proposed list of participants as an annex to the Request for contribution document. Since the youth employment is 1. President of Commission for coordination of youth issues in BiH: Ms. Naa Lutvikadi would present results of Analysis of the position of youth and the youth sector in B&H and present Study on youth employment 2. Deputy team leader Youth employment project in BiH: Mr. Ranko Marku will speak about Country development strategy BiH 2008- 2013 3. Head of Forum Syd Balkan programme: Ms. Zehra Kacapor will speak about education (formal and non formal) 4. Brcko District Employment Institute Mr. Admir Galijatovi will speak about governmental employment programs Since the representatives of BiH, FBiH, RS and Brcko District institutes for employment will be present at debate we believe that they are the address to expect some answers raised at debate regarding governmental programs for employment. EUSR representative will also contribute to debate. 3. Please propose the timing, sequence and duration of the proposed activities, taking into account mobilisation time. This includes identifying and timing of major milestones in execution of the contract, including an indication of how the achievement of these would be reflected in any reports, particularly those stipulated in the Terms of reference. Please note that the final deadline for task implementation will be confirmed by EUSR EU Outreach Programme. First debate envisaged at the beginning of March.

PRONI Brcko is proposing 22 of April 2009 for this debate. Of course that preparation activity will start as soon as we get confirmation that our project is accepted and reporting will be done by end of June 2009.
