As previously, the network can be decomposed by the NML operator in different level of partitioning: networks, subnetworks, elementary topologies and nodes The facilities to construct the network are the same of those provided for the SDH Networks

Initial situation: the NEs are stored in the NML MIB. NML has no knowledge of the fixed cross connections defined inside the WDM NEs
Definition of the connections between the WDM NEs: the OTS connection that give a picture of the OTN Network topology. The NML operator creates a first Physical Connection between two WDM NEs. As soon as a physical connection is created, the TPs at the extremities are added in NML MIB .

Another Physical connection is created: it is still an OTS connection joining two WDM NEs inside the OTN network. The NML retrieves the fixed cross connection in the WDM NE and creates an incomplete Connection. At this point the infrastructure supporting the client level services is ready.
The NML operator creates the first OPS connection between one of the SDH NE at the extremities of the Client Path and the adjacent WDM NE. NML retrieves a second fixed cross connection, creates a second Incomplete Connection and merges it with the previous one. The connection is still "incomplete".
At last, an OPS connection is created at the other extremity of the WDM transport link. Also in this case the objects up to the Client NAP are created in the SDH NE. The NML recognizes that the connection is now complete (ending on two Client NAPs) and transforms it in a Client Path.
