GOVERNMENT POLICIES TO SCALE UP GEOTHERMAL DEVELOPMENT IN INDONESIA

The Government of Indonesia (GoI) intends to accelerate and speed up the development of geothermal. In order to do so, the government intends to enhance the investment climate for both existing developers as well as new entrants to the geothermal sector in Indonesia.
1. Presidential Regulation No. 04/2010 jo Ministerial Regulation No. 15/2010 (2nd

Stage of 10,000 MW Crash Program) in order to speed up the development of geothermal power to the amount of 3,967 MW by the year 2014 which will require a total of US$ 12 Billions. 4. Capacity Building

Geothermal development in Indonesia requires qualified human resources. To support crash program of 10.000 MW electricity developments will require at least 800.000 worker with particular skill and knowledge on geothermal. These workers will need to be managed capably and efficiently to meet the qualification requirements in the geothermal field. The GoI are improving the ability, competency and professionalism human resources through training, short courses and advanced level education in collaboration with local and international educational institutions. The GoI c.q. MEMR have been received grant from Global Environment Facility (GEF) through the WB to build capacity among government officials, PLN and other relevant officials for preparing and tendering transactions, evaluating bids, and negotiating PPAs.

Implementation of Bioenergy in Indonesia


1. Development of biofuel as fossil fuel substitution: There are 23 biodisel produser and 7 bioethanol producer that have commercial business license to operate in Indonesia (status on 2012). Installed capacity of biodiesel is 4,506,629 KL/year and installed capacity of bioethanol is 286,686 KL/year . Development of biogas for Electricity and Cooking - Non-comercial : By centre Government Budget or share between the central governmenr budget and locol government to build Energy Self-Sufficient village - Semi-Commercial : BIRU (Biogas Rumah) Programme as Indonesia Domestic Biogas Programme. This programme implemented by HIVOS, as NGO from Netherlands and funded by Netherlands Governtment. Status until 2012 the total biogas digester that have been built is 7500 unit from total target is 10,000 unit until end of 2013 Development of bioenergy-based power plant with the potential from Biomass, Biogas and Municipial solid waste

OBJECTIVES OF RURAL AND URBAN ELECTRICITY AND OPTIONS


Objectives: 1. To increase community accessibility to electricity, and is directed to accelerate the rural electrification ratio in order to achieve the ratio of 95% in 2025 As a prime mover in rural community economic development in a sustainable path To help the user/consumer to provide electricity on their own and to decrease the dependency of electricity supply from PLN (Electricity State Owned Company) , especially during the peak load To introduce the utilization of renewableenergy, which is clean and environmental-friendly
Off-grid: disconnected from PLN (Electricity State Owned Company) grid On-grid: connected to the PLN (Electricity State Owned Company) grid

OBSTACLES AND CHALLENGES OF SOLAR ENERGY, WIND AND OCEAN ENERGY DEVELOPMENT
1. Solar energy, wind and ocean energy initial investment is still high, therefore cannot compete with conventional power generation (fossil fuel power plant); 2. There is no private investment in developing solar PV (IPP), wind and ocean energy power plant, probably due to insufficient price of feed in tariff; 3. The incentives mechanism is needed to develop industry which is oriented for solar energy, wind and ocean energy utilization; 4. Photovoltaic technology, wind and ocean energy power plant is not yet implemented in industrial scale; 5. Technology of solar energy, wind and ocean energy power plant is relatively new and not well developed in Indonesia; 6. Indonesia is an archipelago country with big potency of ocean energy 7. Most of the potencial ocean energy are located in the remote area

CONCLUSIONS Its time to move from fossil energy to renewable energy. Government has issued many regulations to make the renewbale energy business more conducive. Government will continue to up date the regulations to attract the investors to come.

INVESTMENT OPPORTUNITIES
- Development of 3,967 MW electricity from Geothermal in 10,000 MW Crash Program Stage II up to the year 2014 is required more than US$ 11 billions for the investment. - International supports are needed in development plan of 12,000 MW Geothermal Power Plant up to the year 2025; - Foreign ownership in Geothermal Business is allowed up to 95 %; - Business opportunities in geothermal sector: Geothermal direct use; Low temperature geothermal potential; Small scale power plant; - Partners and Investors are welcome to be parts of Indonesias development as the largest geothermal producer in the world.
