FEDERAL PUBLIC SERVICE COMMISSION

INSTRUCTIONS TO THE CANDIDATES Competitive Examination (CSS), 2013. You are hereby admitted to the examination/test provisionally at your own risk subject to your being found eligible in all respects. You are therefore, advised to make sure, before appearing at the examination/test that you fulfill the requirements given in the advertisement and rules etc. On detailed scrutiny of your application if you are found ineligible your candidature will be cancelled irrespective of the fact whether you have appeared at the examination or not or even qualified therein. If your application is incomplete in any respect you are advised to do the needful immediately without waiting for a communication from the Commission. The provisional admission to the examination should in no way be taken as your being found eligible in all respects. 2. Each and every paper except Essay, Applied & Pure Mathematics, Paper-I & II comprise of two parts. In compulsory or optional Papers, Part-I (MCQs) is to be attempted first on OMR Answer Sheet which shall be taken back alongwith Question paper of Part-I (MCQs) on expiry of allotted time for this part. Part-II (Subjective) is to be attempted on a separate Answer Book. All papers whether to be attempted in English/Urdu/Regional/Foreign Language should be 3. attempted from Page-1 onward (Left to Right) of the Answer Book. 4. You must bring your Admission Certificate alongwith CNIC (original) in the paper(s) for which you are a candidate, otherwise you will not be admitted to the Examination Hall. 5. Casual dress such as shorts is not permissible for the occasion. 6. Before you write anything on the answer-book, please check the pages, etc, of the answer-book, carefully. You must write your Roll Number on your Answer-Book. Do not write your name or your province or showing your identity in any manner on your answer-book(s). 7. You should bring your own Blue or Black Pen/Marker, Mathematical drawing instruments, a slide ruler etc for use in the examination. Simple Calculators will be allowed in Pure Mathematics, Accountancy. Scientific Calculators will be allowed in Applied Mathematics, Statistics, Business Administration, Physics and Chemistry only. Carrying of Mobile Phones in the Examination Hall is totally banned and declared as an 8. unauthorized equipment/device/copying material. 9. If a candidate who misses any compulsory or optional subject for medical or any other reasons shall not be allowed to appear in the remaining papers. 10. You must not bring into the Examination Hall any books/documents/articles, Bluetooth, like-wise Devices, which can be used in the Examination other than those mentioned in Instruction No. 7 above. Candidates suspected of possessing any such material/devices will be subjected to physical search by the Commissions staff of the same gender. Furthermore, if book(s), personal affects or any valuables etc. are lost during currency of the Examination, the Commission and its staff will not be responsible. 11. Bringing in, arms, ammunition, explosive material etc. in Examination Hall is completely banned. The candidates are expected to remain vigilant of any suspected person who can be a danger to security and bring such a matter to the notice of the supervisory staff. 12. Time will be observed, according to the wall clock placed/hung in the Examination Hall. 13. Under no circumstances a candidate shall be admitted in the Examination Hall more than half an hour after start of Examination. No candidate will be permitted to leave the Examination Hall within one hour of the start of any examination. No candidate should leave the Examination Hall during the examination without prior permission of the Supervisor. If you finish your paper before the examination is over, you should hand over your answer-book as well as your question paper to the Invigilator of your row.

-214. A warning will be announced 5 minutes before the end of Examination time. You must stop writing as soon as final announcement is made. Disobedience will render you liable to such penalty including cancellation of paper. 15. If you have used any additional sheet(s) (including drawings) attach them to your answer book as securely as possible. Do not write your name or Roll Number on any loose sheet and do not attach any unused (blank) loose sheet to your answer-book. If any candidate is found to have written his/her Roll number, name etc. anywhere inside the Answer Book or on the Additional Sheet or any loose sheet (including map, graph paper etc.) attached by him/her, he/she will be awarded Zero mark in that paper besides any other punishment the Commission may impose. 16. You should not write on the question paper or Envelope of Admission Certificate or carry away written paper of any description from the Examination Hall. 17. You should sign in the same manner and style in all the documents where your signature are required, i.e. the daily attendance sheets, etc. 18. Silence must be observed throughout the Examination. Smoking is not allowed in the Examination Hall. 19. Frequent visits to Lavatories/Wash rooms should be avoided. 20. Any candidate who is guilty of improper conduct, such as copying the work of another candidate, permitting his/her own work to be copied, giving or attempting to give, using or attempting to use, irregular assistance of any kind and misbehave with the Commissions staff, will be disqualified and may be excluded from any subsequent examination/selection held by the Federal Public Service Commission. 21. No candidate should leave his/her seat or stand up without the permission of the Supervisor. If any candidate desires to say something or to leave the Examination Hall, before the expiry of full time, he/she should raise his/her hand and then leave the seat after he/she has been permitted by the Supervisor to do so. He/She should also see that no portion of his/her answer book is left within sight of any other candidate. Similarly when the time is over, candidates should not stand up or leave their seats, until their scripts have been collected by the Invigilators and they are permitted by the Supervisor to leave the Examination Hall. 22. If any candidate desires to have any additional sheet he/she should raise his/her hand. In no case should the candidate rap the tale for demanding additional sheet(s) as this creates confusion/disturbance. 23. In case a public holiday is announced by the Government due to some reason for the nation at shortnotice, the/Examination/Test conducted by the FPSC will not be affected by such announcement and will be held according to the schedule communicated to the candidates. 24. If a candidate contravenes any of these instructions, he/she shall be liable to expulsion from the Examination Hall and disqualification from this and subsequent examinations/selections conducted by the Federal Public Service Commission. Candidates should know that the Supervisor represents the Commission in the Examination Hall and his authority and instructions must be respected. 25. No Answer Book with over written Roll Nos. will be acceptable to the Commission. The candidates are, therefore, advised in their own interest, to carefully read the instructions given on the Answer Book/Sheet before start of the paper and also to write their Roll Numbers etc. neatly on the space provided on the Answer Books/Sheets. 26. Disabled candidates viz visually impaired (Blind), physically impaired, hearing/speech impaired (Deaf & Dumb) will be provided helper such as Writer, if so requested by them in their application forms. Extra time viz 15 minutes per hour will be allowed to the visually impaired (Blind) candidates, as per rules. (Muhammad Siddique Sajid) Director (CE)
