ESTABLISHMENT OF FACILITIES, TOOLING AND MANUFACTURING OF S139 MIDDLE SEGMENT MOTOR CASE
ISRO is planning for more launches of the PSLV and GSLV to cater to both national requirements and international commercial opportunities. To meet these enhanced requirements, it is proposed to develop a new work centre for the fabrication and delivery of S139 Middle Segment Motor Cases by entering into a Contract with a selected industry for a period of ten years. The scope work involves fabrication and supply of S139 Middle segment hardware conforming to the Departments specifications. S139 Middle Segment motor case realized from 7.8mm thick Maraging Steel (MDN 250) having overall size of 2800mm diameter and 3200mm length. All Maraging steel materials required for fabrication will be supplied by the Department as free issue. In general, the S139 middle segment motor case is to be manufactured in the following sequence. A shell is made by rolling 7.8mm thick plate, placed in fixture and long seam welded using auto TIG. Two end rings are to be machined on 3metre class Vertical Turret Lathe. The shell and pre-machined End Rings (of 3100/2700mm OD/ID and 200mm height) are placed in a welding fixture, trued and circ. seam welded to form motor case. The whole hardware is heat treated (aged at 485 +/- 10 o C) to obtain required mechanical properties. Radiography testing and Ultrasonic testing are to be carried out on all weld joints before and after the aging. After aging the hardware is to be set on a lathe and the End Rings finish machined to achieve required dimensions and geometrical features. Radial holes have to be drilled using drill jig at both End Rings on a drilling station. All weld joints have to be inspected 100% using Radiography testing, Ultrasonic testing and Dye Penetrant testing. The following major facilities are required for realization of S139 Middle Segment motor cases: Pillerless bay (at least 1000 sq. m area, height under crane hook: 10m) with crane facility Rolling facility adequate for rolling of 8mm thick M250 material (equivalent to 25mm thick Mild Steel) Welding stations: Long seam and circ seam with necessary fixtures Radiography of weld joints within the company premises UT scanning/PT- Supplier must have in-house qualified manpower for UT and flaw detection Heat treatment furnace for ageing treatment of segment Centre Lathe having suitable capacity for final machining of segment Uni-master facility for measurement of distortions Drilling station with indexing facility with drilling heads having variable speed and feed rates Vertical Turning Lathe(VTL) of sufficient capacity for machining End Rings Mechanical testing facility (Tensile testing and Fracture Toughness testing). Except mechanical testing facilities all other facilities required for the realization of hardware shall be available with Contractor itself and cannot be sub-contracted. All tools and fixtures required for the fabrication of the hardware have to be designed, fabricated and qualified by the Contractor except the drill jig required for radial hole drilling, which will be supplied by Department as Free Issue. Vendor should have prior experience in fabrication and supply of rocket motor hardware for aerospace/defence applications involving at least TIG welding of Maraging steel or 15CDV6, machining of 1 to 2m class forgings, heat treatment of 1 to 2m class hardware, RT & UT inspection and interpretation of weldments, machining of precision components, design and realization of large welding and machining fixtures, welder qualification, etc. Initial order will be for 6 nos. of S139 Middle Segment Motor Cases. Further orders will be based on mutual agreement.
