A STUDY ON THE ATTAINMENT IN MINIMUM SERVICE STANDARD OF DRAINAGE SECTOR IN KUDUS REGENCY By : Arief Zuli Tanjung Student Identity

ABSTRACT
The Government of the Republic of Indonesia has established the minimum standard of service/ Standar Pelayanan Minimal (SPM) in many sectors such that local governments can ensure the compliance of community basic needs. With the SPM, the local government shall comply with the type and quality of basic services which every citizen is entitled to obtain the minimum services according to a predetermined benchmark. The Government has established indicators and targets of SPM attainment in the drainage sector that are stated in the Public Works Ministerial Decree No. 14/PRT/2010. Based on the decree, the existing conditions of urban drainage infrastructure services in Kudus Regency still categorized as insufficient yet since some areas are still inundated during the rain. In this study, the evaluation of the drainage infrastructure services performance in Kudus Regency, toward indicators and targets which have been established by the SPM of drainage sector is conducted. The results of the evaluation are used as the basic for proposing recommendation of programs and activities in attaining the SPM targets. The data for the study is collected through survey, observation, and in-depth interview. The study is conducted descriptively including technical aspects, institutional aspects, community perception aspects, financial aspects, regulation aspects, and environmental aspects. The results of evaluation on the existing drainage infrastructure based on the indicators of the availability of infrastructure shows that the attainment of urban drainage SPM in the Kudus Regency is only 45.06%. Based on the indicator of inundation risk reduction, there is no SPM target attainment, yet. Institutionally, the performance improvement of infrastructure drainage services will be faster if there is a cooperation of Bidang Cipta Karya, which is responsible for managing the urban drainage system, and Bidang Bina Marga, which is responsible for managing road system. The Dinas must be responsive to the public reports and it can include the community in the drainage infrastructure maintenance such that the community aware of the importance of the drainage system. To comply the SPM performance target, the Kudus Regency Government should immediately implement the drainage network system based on the designed master plan, preparing detailed engineering design (DED) and the drainage system database, and implement programs of development, improvement, rehabilitation, periodic and regular maintenance of drainage infrastructures.
