Keeping the programming and data analysis requirements of different branches of COMPUTER CENTRE it is proposed that four posts

of DPA-B be created against the surrendered posts of EDP and other cadres. One post of Crime Assistant which is in the Ministerial cadre post is proposed to be converted to the post of DPA-A. Thus, for proper functioning of the Computer and Systems Divisions, a total of 4 additional posts need to be created by adjusting surrender posts of other cadres. Tne overall financial implications of creation of new posts and rationalisation of pay scales in the EDP cadre has been shown in the statement at Page no, N20.

EDP Pay Structure


It will be worthwhile to mention that EDP scales were implemented partially in 1989 for the staff upto the rank of Inspectors working in the computer and system division in accordance with recommendations of Dr, Seshagiri report for EDP, followed by order No. F7(l)/IC/86(44), dated 11 th September 1989 of Government of India, Ministry of Finance, Department of Expenditure, Implementation Ceil. The EDP scales were implemented w.e.f. 01.01.1986. Though there were clear guidelines in O.M. No. F7(l)/IC/86(44) dated 11 th September 1989 on EDP scales that the pay scales may be implemented to all the staff working in Computer & System Division, it could not be implemented for the Group 'A' Gazetted posts due to certain administrative problems. Before submitting the revamping proposal for EDP cadre the effect of EDP pay scales, which would have taken place in respect of Group 'A' posts had been analysed in the light of Dr. Shesagiri report and Government of India order No. F7(l)/IC/86(44) dated IIth September 1989. If the EDP scales had been implemented for Group 'A' Gazetted ranks also, the post of J.S.O. then in the pay scale of Rs. 2200-4000/- which was a Group-*A1 Gazetted post, would have attracted the next higher scale of Rs. 3 000-45007- as per the fundamental Rules 23 read with FR 22 (a) (11). The JSO would have been re-designated as Sr.Programmer and equivalent EDP Scale after implementation of the 5th Pay Commission would be Rs. 10000325-15200/-. -6-

Similarly, the post of J.A.D. would have been re-designed as System Manager/Principal System Analyst and would have been placed in the Scale of 3700- 5000/- in 1989 and
consequently in the pay scale of Rs.12000-16500/- after the implementation of 5th Pay Commission. The post of an AD would have been re-designated as Sr.System Manager/Sr.Principal System Analyst and would have been placed in the scale of Rs.4100-530O/- in 1989 and consequently in the scale of Rs.14300-18300/- after the implementation of 5 !h Pay Commission.

Thus keeping the above facts in view, the Group A posts are proposed to be redesignated with following pay scales. SI. No. 1.

The complete proposal for EDP in COMPUTER CENTRE including proposed EDP structure with present sanctioned strength and financial implications may be seen at Annexure-B. The entire proposal has been prepared keeping the job requirements and supervision aspects in consideration and to provide proper career prospects and cadre management. Certain posts have been increased/decreased/re-designated for effective supervision, monitoring, providing technical assistance and managing the software development needs.

2. Proposal for Non-Executive/Ministerial cadre


Most of the posts in Non-executive/ministerial-cadre have been filled up by the officers/officials from the Ministry. Their transfer/posting are governed by the respective Department and the Ministry.

As an austerity measure, there was a proposal by the Government of India in 1993 to cut 10% of its staff. As result 41 post (10% of 484} were surrendered. One post was surrender vide order no. 35/16/91Ad.I/COMPUTER CENTRE dated 8.9.93, 32 post were surrender vide order no. 32/2/92-Ad.I/COMPUTER CENTRE dated 6.12.93 and 8 post were surrender on SIU report. Since the recruitment rules for filling up various post in EDP Cadre could not be finalized and permission to fill up the vacant post remained pending with the MHA, 42 posts (DDs:2, JSOs:20 and DPA-B-20) could not be filled up. These 42 posts have now been treated as abolished by the advise of Ministry of Finance w.e.f. 1st March 2001 vide there note id number 521/E.Coord 1/2002 dated
19.03.2002.

The proposal for revamping of EDP Cadre


42 posts in the EDP Cadre (2DDs, 20 JSOs and 20 DPA-B) stand abolished w.e.f. 01.04.2002. However two posts of DD and one post of ISO have been revived in April 2003. We are proposing 3 post of AD, 1 post of JAD(by adjustment within sanctioned strength), 4 posts of DPA-B(by adjustment within sanctioned strength) and 1 post of DPA-A(by adjustment within sanctioned strength) must be created to ensure that the organisation keeps on functioning smoothly and deliver the charter entrusted to it. Without creation of these post, revamping will have no meaning as neither proper hierarchy will be created nor supervisory officers available for various branches. Additional financial implications of proposed restructuring and rationalisation of pay scales will be approximately Rs. 13 lakhs per annum. The details may please be seen at Page No. N20.

Effect of Implementation of EDP scales to non-Gazetted in 1989

The EDP scales were implemented partially in 1989 for the staff upto the rank of DPA s working in Computer Centre in accordance with recommendations of Dr. Seshagiri report for EDP and order No. F7(l)/IC/86(44) dated 11th September 1989 from Government of India, Ministry of Finance, Department of Expenditure, Implementation Cell, placed at Annexure-E. The EDP scales were implemented w.e.f, 01.01,1986 (with retrospective effect i.e., implementation of the 4th Pay Commission on the directions of CAT.) Though there were clear guidelines that the pay scales may be implemented for all the staff working in computer and system division, it could not be implemented for Gazetted ranks due to certain administrative problems. In order to bring about uniformity in the Gazetted and Non-Gazetted posts, following comparative analysis have to be taken into account while formulating the policy of restructuring of EDP cadre.

Effect of EDP scales on Gazetted posts as per O.M. of 1989


The EDP scales for non-gazetted posts were rationalized in accordance with the Government order No. F7(l)/IC/86(44) dated 11th September 1989, placed at AimexureE. The same order set guidelines in para-2 that "all Ministries/Departments having Data Processing posts, will review designation, pay scales and recruitment qualification of their posts and revise the same in consultation with their Financial Advisors to the extent necessary as per pay structure indicated in para 1 of the order". Further in para 7 of above mentioned order of 1989 it was stated that 'pay scales of posts of System Analyst and above, it has been decided to leave it to user Ministries/Departments/Organisation to determine pay scales in consultation of Financial Advisor'. The pay upto the scale of Rs.3000-45OO/- for Sr. Programmer (equivalent to System Analyst) was already available in the order of 1989. It was only required to rationalize EDP pay for few posts i.e. JADs and ADs of computer and systems division of COMPUTER CENTRE. Thus rationalization of EDP pay could have been completed in 1989 as per order No.F7(l)/IC/86(44) dated 11th September, 1989. This anomaly now need to be removed while revamping of COMPUTER CENTRE is being taken up.
