BHEL serves steel, aluminum, fertilizer, refinery, oil & gas exploration, production & pipelines, petrochemicals, chemicals, automobiles, cement, sugar, paper, mining, textiles etc.

Problems encountered
There are constraints when it comes to procuring material. For example, special steel (CRGO) is not produced in India, and there are only a few suppliers who dictate the deliveries making you dependent on them and their prices.

Solutions
BHEL has planned to set up a joint venture with SAIL Vizag Steel Plant with 26% equity for putting up a plant because BHEL is a captive consumer for CRGO steel. This strategy would help us secure their supplies.

PART-II Company Profile:

Established more than 40 years ago, BHEL is the largest engineering & manufacturing enterprise of India in the energy & infrastructure related sectors. The company has grown with continued orders, manufacturing prowess, continued thrust on technology leading to strong presence in domestic & international markets as a major supplier of power plant equipments. BHEL can produce an entire range of power plant equipment, and is maintaining a consistent track record of growth, performance & profitability.

In most of the power projects BHEL has executes only BTG (boiler-turbine-generator) portion, approx 50 to 55% of total power projects and BoP (balance of plants). The execution capability of various companies are causing problems, such as balance of plant equipments and civil works. the contractors are unable to deploy skilled manpower required for the construction of the plant. The quality of the balance of plant is also very low.

Cycle time reduction has been a continuous process for BHEL. It is constrained by factors like importing material etc. once these facilities are available, it can come down. New CNC machines have been introduced and 15,000 people have been recruited in the company which has increased the vendor rate.

Nothing is problem but an opportunity to improve for BHEL, says Mr. B.P Rao, Chairman & Managing Director of BHEL.

The BHEL divisions come under the director of industrial group units. BHEL gas one unit head and 4 GMs for commercials, operations, engineering, HR and one AGM for finance. The GM-commercials heads the marketing and project management & commercials

BHEL is structured in radically different ways ranging from relatively fixed structures with positions, rules, and established chains of communication to dynamic structures in which people belong to teams that are continually being formed and reformed for the duration of a project. Typical ways of organizing people in BHEL are:1. By function - dividing the organization up into groups with similar specializations e.g. marketing, finance and accounts, human resources, etc. 2. By product - grouping people together according to the product they make. 3. By process - grouping people together according to the processes that they are carrying out. For example retailing etc. 4. By geographical area BHEL is a large company which is widely dispersed.

Problems encountered
BHEL is a living system consisting of interacting units performing a task in a mutually dependent manner within a structure of scarce resources. It seems commonplace to suggest that conflicts would be present in such a setting. The parties in BHEL may have a conflict about the distribution of resources, or they may have a more fundamental conflict about the very structure of their organization and the basic nature of their interaction. Once the parties are in a situation of goal incompatibility, their conflict develops in a dynamic fashion, initiating valuable and much-needed constructive changes or leading to escalating strategies and destructive consequences. As there is nothing pre-determined about its course or development, it seems erroneous to view conflict from a negative perspective only as destructive or dysfunctional. There are many irregularities faced by the accounts dept in BHEL. For eg. finance dept may inflate the reported earnings of the company or the company officials asking the accounts dept to change the figures in order to show higher profits. It becomes highly necessary to take into account a long and severely dedicated time to all the number calculations, which leads to employee health problems and other personal issues.

Solutions
Three distinct criteria define the role of an administrator in an organization: planning, resource allocation and conflict management. There is no doubt that managing problems permeates every aspect of the administrative role. Awareness of the various forms of conflicts/problem management that can be employed at different stages of the development of it is vital, if administrators are to organize efforts towards influencing the conflict/problem situation, the parties' attitudes or their behavior.

BHEL Accounts

Provides a detailed record of the money coming in and going out of the business and prepares accounts as a basis for financial decisions. BHEL has registered during the year 2010-11, a top line growth of 27% with a turnover of Rs. 43,337 Crore and net profit rising by 39% to Rs. 6,011 Crore over the previous year.

BHEL provides the employees not only with accounting but also managing the issues strategically by incorporating both financial as well as non financial information for decision making very carefully. The issues they deal with are making strategies, management of accounts, corporate finance, managing operations and all the internal controls, statistical data and economics. And the most important part of it is all the work done by

them is dealt very ethically. The higher officials who hire accountants in the company get their work done perfectly and hassle free work because they are very hardworking and committed to their work and this makes them popular.

BHEL - Human Resource Personnel

Deals with all the recruitment, training, health and safety and pay negotiations with unions/workers. In BHEL, the HR Development Institute, through a step by step strategic long-term training process and several short-term need based programs based on comprehensive organizational research, enables the HR to unearth & polish their potential.

Retaining employees is a challenge BHEL faces, and retaining good employees is something human resources struggles with. The best employees usually are the most difficult to retain. The strategic decision human resources makes determines where an organization stands in terms of applicants' and employees' perception. Some employers pay competitive wages and offer standard benefits, others offer high wages and minimal benefits, and still others can afford to offer extremely competitive wages and provide outstanding benefits packages. The challenge HR faces is gaining executive-level support for the value of the organization's human capital. The meaning of workplace diversity has grown far beyond the simplest definitions of race, color, sex, national origin and religion. Challenges within talent management are likely to develop when there are labor shortages or when current employee performance doesn't meet expectations; these are factors that potentially threaten the organization's productivity and profitability. BHEL admits that it sometimes faces the problems of late production and delay in the consignment to other partners and distributors, due to the inner problem of late receiving of the raw goods, and genuine malfunctioning of the machines and other related equipments.

The first and foremost solution is the application to general behavioral knowledge. People function through psychology, much of which remains on an unconscious level. Everything in regard to organizations is a work in progress. BHEL commonly restructures itself, as certain aspects are found to be more effective than others -based on solutions of human problems, roles, and relationships within the organization. Traditional corporate structures tend to delegate powers in a hierarchy, counting on a few individuals to make the important decisions.

BHEL Production

Makes sure that the production plans are met on time and products of the right quality are produced. Since its inception, the production sector of BHEL has grown at an impressive rate & today contributes significantly towards its balanced growth.

This generally works in BHEL, keeping in mind the various backup plans of production and related processes of the whole procedure. Huge workshops capable in producing extraordinary products, that too on a very large scale & number, makes it possible for BHEL to mostly complete its consignments

BHEL Purchasing

Buys all the raw materials and goods required. The purchase policy of BHEL aims at facilitating company meeting its commercial requirements of changing business scenario. While giving adequate flexibility to deal with approved vendors, emphasis is on periodic performance evaluation of vendors enabling quality, delivery & competitiveness for production.

BHEL generally faces problems related to the purchase department in the sense of quality of the raw goods purchased, which sometimes differs from earlier good qualities bought by the purchase dept. this leads to weak construction of machines and other electrical equipments, which may also lead to the hampering of the overall production rate of the equipments in a unit.

These general problems are now undertaken by professional teams formulated in the purchase dept, which are trained and specialize in the verification of the quality of the goods and other raw materials, which are to be used for the main production function in any unit. BHEL trusts these experts and work free mindedly for the better production and turnover in the future aspect. BHEL resolves such issues with intelligent manpower handling department wise with the help of an able unit of HR executives, clearly defining and finalizing the aims, scopes, objectives, goals, projects, reports, research, advertising etc with full justice and equal opportunity to all the sales and marketing executives. This not only increases their trust in the organization, but also self motivation to work as a group, coordinating and cooperating with everyone in the assigned team.

BHEL - Sales and Marketing

Sales function deals with all aspects of selling to customers; the marketing function carries out marketing research, organizes advertising and product promotion in BHEL.

Maximum number of executives working in BHEL are in the sales and marketing dept, which sometimes creates confusion and leads to chaotic and unsystematic on-going of the procedures. This results in unwanted conflicts and cold wars amongst the employees, and sometimes between employees and higher officials in the sales and marketing dept.

SWOT analysis is a strategic planning method used to evaluate the Strengths, Weaknesses/Limitations, Opportunities, and Threats involved in a project or in a business venture. It involves specifying the objective of the business venture or project and identifying the internal and external factors that are favorable and unfavorable to achieve that objective.

Problems encountered
In general terms, a SWOT analysis cannot be viewed as a static method with emphasis solely on its output, but should be used as a dynamic part of the management and business development process. SWOT analysis is not necessarily a Foresight approach.

Solutions
SWOT analysis is an analytical method which is used to identify and categorize significant internal (Strengths and Weaknesses) and external (Opportunities and Threats) factors faced either in a particular arena, such as an organization, or a territory, such as a region, nation, or city. It provides information that is helpful in matching the firms' resources and capabilities to the competitive environment in which it operates and is therefore an important contribution to the strategic planning process.

PART-VI Findings and Conclusions

In the scenario of the company BHEL, the SWOT analysis clearly showed all the four main aspects of its very existence, which are mentioned as follows: Strength BHEL is the leader in the field of power transmission in India, and its industry sector has grown at an impressive rate. It contributes to the overall balanced growth.

Weakness BHEL still needs to work on its HR policies to create more strict and justifiable rules, which are equal for all, free of the caste, creed, race, status, background etc. it should purely be on the basis of talent and skills. Opportunities BHEL, with the present rate of receiving of the turnover and profit annually, can do wonders with the help of large investments in the sector of social hubs and other civil/private fields, like, aviation, food marts, shopping malls etc. its CSR is effective and influential, which can definitely make it lead the world of social responsibilities and other related areas. Threats BHEL with such a large turnover faces the wrath of competition from private as well as government units, which strongly try to make false nodes out of the various successful opportunities gained by the organization. Even after the payment of bare-minimum tax which is required, it has to suffer through various small but significant losses on a number of points beginning from initial to the very last level.
