What is the Nokia Siemens Networks Policy Control Server - PCS-5000?


PCS-5000 is the Nokia Siemens Networks Product for Policy Control in mobile, fixed and fixed-mobile converged networks. PCS provides an extensible Policy Server framework. Multiple access networks are supported by adding various network adaptors. PCS supports IMS as well as non-IMS applications. PCS-5000 is designed generically as a policy server for multiple access network technologies. With PCS3 the following standard Policy Server Functions are supported: Policy Server Mobile with 3GPP PCRF (Policy and Charging Control Function), which is a combined PDF/CRF (Policy Decision Function/Charging Rule Function) for 2G/3G mobile access and for 4G/LTE/SAE networks. Policy Server Fixed with ETSI/TISPAN SPDF (Service Policy Decision Function) for fixed access and as part of a distributed Session Border Control (SBC) architecture o ETSI/TISPAN A-RACF (Access Resource and Admission Control Function) for xDSL/FTTx access following the ETSI/TISPAN model of a RACS (Resource Admission Control Subsystem). Policy Server Cable with PCMM (Packet Cable Multimedia) compliant policy server for cable access evolving to PC2.0 ( Packet Cable 2.0 ).

PCS as policy and charging controller for 2G/3G mobile networks PCS-5000 provides extended policy control for all IP services (QoS Control and Dynamic Charging) in 2G/3G mobile networks. PCS combines the 3GPP standardized PDF (Policy Decision Function) and CRF (Charging Rule Function) to one powerful network element for service aware resource and charging. PCS provides the 3GPP R7 Policy and Charging Rule Function (PCRF) giving full control of the network to the operator. Fair Usage policies are supported for Mobile Broadband services of today and for evolved packet core. PCS is a standalone network element, which provides a unified service control interface for all IP services. PCS provides a single control interface for all types of application servers (IMS or non-IMS) for single APN service concepts. Figure 2 shows the PCS position as PCRF in the mobile network architecture:

Figure 2: PCS in 2G/3G mobile network PCS as SPDF for Session Border Control for mobile, cable and fixed networks PCS-5000 supports the ETSI/TISPAN SPDF (Service Policy Decision Function) as part of a distributed Session Border Control (SBC) architecture. The northbound interface towards the P-CSCF complies to the ETIS/TISPAN Gq` interface specification. The southbound interface towards the Border Gateway Function (BGF) complies with the ETSI TISPAN Ia interface specification (based on H.248). As SPDF for session border control PCS is part of the Nokia Siemens Networks IMS based SBC solution. Session Border Control is applicable for mobile, cable and fixed networks alike. The PCS support the Access BCF and the Interconnect BCF. The colocation of the SPDF and P-CSCF ( IMS 7.0 ) function on one physical server is available. PCS as Resource and Admission Control Subsystem RACS (A-RACF + SPDF) for fixed networks PCS-5000 also realizes the function of the ETSI/TISPAN A-RACF (Access-Resource and Admission Control Function) and provides together with the SPDF a fully ETSI/TISPAN NGN R1 compliant RACS (Resource and Admission Control Subsystem) for QoS Control for fixed access
