Philippine Public Administration Governance, according to its definition is the process of decisionmaking and the process by which decisions

are implemented or not implemented. On the other hand, good governance is a term used to indicate effective governance and effective decision-making. The indicators of good governance include leadership, transparency, accountability, predictability, sustainability, participation, responsiveness, organization and management. Among these indicators, leadership is the most important. Leadership, according to an article in Business World, is not easy to find or define. People feel leadership when it is there, but even more so when it is not there. In the articles given, leadership was present in situations where a crisis took place. Mayor Rudy Giuliani of New York, stood by his city during the 9/11 terrorist attacks on the Twin Towers. He took charge of the situation, diffused it, acted immediately and decisively, and expressed concern for those who were affected. Even after the attacks, Mayor Giuliani rallied his people to overcome one of the greatest trials they have faced and go on with their normal lives. Another leader who showed effective leadership during crisis situations, Winston Churchill rallied his people to overcome their gravest fears in their hour of greatest peril. Prime Minister Tony Blair assumed command and control during the terrorist attacks in the London Underground, while Gen. Douglas MacArthur

encouraged the Filipinos through his words.

Effective leaders are important in practicing good governance. From the experiences of different leaders around the world, we can learn many lessons especially when it comes to crisis management and in facing future problems. It is during those crucial times that a nation needs its leaders to lead them.
