RRRA ELECTIONS OFFICE [ELXN250220130001, DVSM 2000B] Standards and Requirements for Pick-Up and Distribution of Nomination Forms AGENCY: RRRA Elections (RE) ACTION: IMPLEMENTATION OF REGULATION. SUMMARY: The elections office is implementing regulations and informing participants in the 2nd RRRA Election of 2013 or potential participants of changes and new regulations applicable to the nomination process. The 2nd RRRA Election of 2013 began February 25th which was the first day to pick-up nomination papers. Nomination papers shall be made available to students in good standing of the Rideau River Residence Association, which is to say that; a.) The student lives in residence and this can be confirmed by the elections office, and; b.) The student is not precluded from taking part in residence activities for any legal reasons. Nomination papers will only be signed out to students that complete and return a signed nomination contract that contains their original signature and that of a witness (who must be a member of the association and who may not be a candidate in the election and who may not be an employee of RRRA). Upon submission of a nomination contract the elections office will process the contract and, upon receipt and acceptance of said contract the applicant shall become a POTENTIAL CANDIDATE and shall be given two (2) 2013 V2.0 nomination forms at a time which the POTENTIAL CANDIDATE must sign out. Returned forms shall only be accepted if the CEO/DEO/RRRA staff member has initialed the form and if the POTENTIAL CANDIDATEs name is clearly written on the form prior to submission. Completed nomination forms shall only be deemed valid if the CEO has affixed his signature and the CEO shall have the discretion to reject nomination forms he or she deems illegitimate. Should it be evident to the elections office the POTENTIAL CANDIDATEs name was not on the form at the time the POTENTIAL CANDIDATE canvassed for signatures the form shall be disallowed. Forms shall be exchanged on a 1-for1 basis and no further forms shall be signed out later than the end of a regular RRRA business day. At the end of each day four (4) forms shall be available to each POTENTIAL CANDIDATE should they arrive fifteen (15) minutes prior to the end of the RRRA business day. Campaign team names shall not be accepted in the nomination period prior to the CEO issuing a ballot registration form. Operational names shall be assigned by the CEO/DEO. Fifty (50) signatures must be submitted by a candidate in order to be eligible to stand for an executive position.

Candidates may only run in teams of three (3), and there must be a candidate for each distinct position. Failure by any one of the three (3) candidates to submit fifty (50) signatures shall result in the preclusion of a team from the ballot and the election. Nomination forms must be submitted by the end of the nomination period. Copies or duplicates of any sort shall not be accepted. Where the handwriting of a nominator is illegible or the RRRA elections office is unable to verify the information provided by a nominator the signature shall not be counted. Apart from a candidate, only an OFFICIAL AGENT may pick-up or drop-off nomination forms. All regulations are in-force during the nomination period. POTENTIAL CANDIDATES are to present themselves as an individual for the duration of the nomination campaign and may not canvass for nomination signatures in conjunction with any other POTENTIAL CANIDATE. POTENTIAL CANDIDATES are the sole individual who may canvass for nomination signatures. Communication by a POTENTIAL CANDIDATE of their team name, platform, policies or any communication that solicits or attempts to solicit support for the POTENTIAL CANDIDATE shall be considered campaigning during the nomination period which is explicitly prohibited. Communication that can be reasonably construed by the elections office to be a solicitation or attempted solicitation of support shall be treated in the same manner. POTENTIAL CANDIDATES are explicitly prohibited from canvassing for nomination signatures in any university office or enterprise, any RRRA office or enterprise, any enterprise being run by a third party on campus, and residence buildings (which includes the floor, the floor lounge, private rooms, the lobbies and stairs). Nomination forms shall be accepted until Five (5) PM Eastern Standard Time (EST) of the last day of the nomination period. Following the nomination period the elections office shall administer the validation period which shall run twenty-four (24) hours. NOTE: This regulation sets out standards during the nomination period and registration standards for POTENTIAL CANDIDATES but is not to be considered all inclusive and shall be administered alongside the Electoral Code, other regulations set out by the elections office and the interpretations of the Electoral Code as per the CEO and DEO.
