The format of Letter of Authority is attached. The indentors are advised to allocate funds to cover the cost of stores ordered, which includes value of supply orders inclusive of all duties & taxes asper relevent Rate Contract plus 5% of the value of supply order towards other incidental charges in case of Rate Contract with firm & final prices or 10% of the value of supply order towards other incidental charges in case of rate contract with price variation clause. In addition,indentors are also required to include 1.2% of the cost of the stores(i.e value of supply order + incidental charges) as DGS&D department charges. Supply Order not accompanied with letter of authority in the prescribed format along with requisite funds shall not be considered as valid supply orders. ANNEXURE

1. The current carrying components for all the items shall be made of brass only. Tenderers shall quote separately for items with nickel-plated current carrying brass components. 2. The colour of piano type switches, sockets ceiling rose, bell push may be either ivory cream or ivory gold or white or off white. 3. All the items shall be supplied with fixing screws with each set of packing. 4. The supplier shall have testing arrangement for following tests as per IS 3854: 1997(Reaffirmed 2007) Edition 3.5(2007-10) (Second Revision) (Incorporating Amdt. Nos. 1, 2, 3, 4 & 5). a) Making and breaking capacity test. b) Test for normal operation. c) Test for resistance to abnormal heat and fire. ( NOTE:-As per the decision of meeting of BIS about'ageing and resistence to humidity test' clause is being amended by the BIS.Test for 'resistance to heat' for lamp holders has been made Type test till DEC. 2009 .The relavent amendments in this regard when issued by BIS, will be applicable). 5. For Brass & Aluminium Lamp Holders "General resistance to heat" test shall be carried out during first inspection only. For rest type of Lamp Holders this test shall be conducted in each offered lot. 6. Suppliers shall furnish complete and satisfactory type test certificate as per T/E specification for each item to the concerned Director (QA) at the time of registeration and inspection from any Govt.laboratory. SPECIAL NOTES TO TENDERERS: 1. As per CVC Circular No.03/01/12 dated 13.1.2012, a) In a tender, either the Indian agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/product in the same tender. b) If an agent submits bid on behalf of the Principal/OEM, the same agent shall not submit a bid on behalf of another Principal/OEM in the same tender for the same item/product. 2. Multiple agents of same manufacturer (Indian or foreign) cannot participate in bid for the same item/product. 3a. Firms registered with DGS&D or seeking registration/capacity assessment in the category of:(a) Indian agent of Indian Manufacturer the registration and inspection shall be carried out at Indian Manufacturers works. (b) Supplier or Imported Stores (i.e. Indian Agent of Foreign Manufacturer) the registration and inspection shall be carried out at Indian AGENTs (Supplier of Imported Stores) premises/works. 4a. Firms must submit their application to concerned QA Office for fresh or renewal of registration/capacity assessment/special capacity assessment PRIOR to at least 30 days before the scheduled date of tender opening, failing which application may NOT be able to be fully processed . Tenderers will only be responsible for same. b. Tenderers shall be registered with DGS&D or NSIC(based on capacity report of DGS&D) to become eligible to quote against the T/E. Alternatively special capacity report from DQA of the area concerned must be received in DGS&D on or before opening date of tender to become eligible to quote against the T/E. 5.
