IntroductiontotheQualification

TheCskillsAwardsL6DiplomainControllingLiftingOperationsPlanningLiftsisthevocationalqualification required to convert a red CPCS Trained Operator card, which is endorsed Appointed Person (Lifting Operations),toablueCompetentOperatorcardwiththesameendorsement. Whilst the qualification is quite high in the table of qualifications (roughly equal to a university degree in academicterms),itisfairlystraightforwardforthosewhohaveexperienceofdevelopingsafesystemsofwork forliftingoperationsandwhoarefamiliarwiththerequirementsofLOLER,PUWERandBS7121. Thisqualificationcomprises7units,allofwhicharemandatory.Theyareasfollows;

Althoughtheunitcodesandunittitlesmayseemalittledauntingitisinfactaquitestraightforwardprocessif youroutinelyprepareriskassessmentsandmethodstatementsforliftingoperations.

Acommonmisconceptionisthatyoumustplanliftingoperationsusingmobilecranesinordertoachievethis qualification. You can actually achieve this qualification by planning lifting operations using a variety of different types of lifting equipment including tower cranes, crawler cranes, lorry loader cranes, hoists, overhead cranes, telescopic handlers, masted forklift trucks, excavators, drilling rigs and other lifting equipment covered by LOLER 98. Your evidence can be drawn from planning safe systems of work using a singletypeofliftingequipmentorthroughplanningusingdifferenttypesofliftingequipment.

EvidenceRequirements

InordertoachievethisLevel6Diplomayouwillneedtoprovidesufficientevidencetoproveyourcompetence acrossallthe mandatoryunitsinthisqualification.Theevidenceyouprovidemustbeyourownworkwhich covers your lift planning activities and your lift planning experience. The types of evidence needed will vary accordingtothetypeofliftingequipment,theindustryandtheindustrialsectoritisbeingusedin.Different companieswillalsohavetheirownorganisationalandoperationalprocedures.Evidencecouldinclude; Recordsofformalandinformalmeetingswhereliftplanningwastheissue; Records of telephone conversations when you sought information or gave advice about lifting planningactivities; Emails to or from others which show a communication process to seek information or clarification, confirmorders,provideinformationorsuggestingalternativearrangementsforliftingoperations; Copiesofsitevisitrecordswhichconfirmthelocationforplannedliftingactivitieswhichmightinclude accessandegressfortheliftingequipment/transport,sitespecifichazards,welfarefacilitiesetc; Copies of risk assessments for lifting operations which take into account the risks and the control measures; Copies of method statements for lifting operations which contain all the details for the planned lift including load handling devices, people and their competencies, methods of attaching the load for transferringandpositioning,proximityhazards,sequenceofoperationsetc; Copiesofdrawingswhichindicatetheloaddimensionsandliftingpointsormethodofslinging,lifting equipment details for positioning purposes etc. Drawing can be hand drawn sketches or computer generated; Dutychartsand/orrangecharts; Detailsofthecontractconditionsfortheliftingequipmenttobeused(cranehire/contractlift); Otherlegislative,organisationaland/oroperationaldetailsnecessarytocompletethesafesystemof workforliftingoperations.

Dontworryifyoudonthaveaccesstosomeoftheinformationshownabove.Yourassessorwillensurethat youare able to identify all the naturallyoccurring workbased evidence for yourparticular lifting equipment andworkactivity. 3. ProfessionalDiscussion

Asthisisaplanningbasedqualificationitisdifficulttoassessthewholeplanningprocessinameaningfulway throughpaperbasedorelectronicevidencealone.Therefore,weuseprofessionaldiscussiontodeterminethe underpinningknowledgerequirementsforthisqualification. Thisisanaudiorecordeddiscussionabouthowandwhyyouplanliftingoperationsincertainways.Werecord the discussion in short start/stop segments to ensure that we are able to review all of the professional discussion afterwards rather than disrupting the flow of the discussion by trying to take copious notes althoughyourassessormaystillmakesomenotes. Theprofessionaldiscussionswillbebasedonevidencewhichyouhavepreviouslysubmittedtoyourassessor andthiswillbethebasisofthequestionsthatwillbeasked.Thequestionswillbeinatellmeformatand there wont necessarily be right or wrong answers. Your reply will be based on the circumstances of the plannedliftingoperationsandthereforetheanswerwillbespecifictoyourindustry,sector,operationandthe specificequipmentrequirementsforeachplannedlift.Theimportantthingtorememberisthatitisnotatest andthereisnopassorfailyouwilleithermeetthenationalstandardforthequalificationoryouwillneedto provideadditionalevidencetoreachthestandard. 4. Commonmethodsofcommunicationincludefacetofacediscussions,formalandinformalmeetings,telephone conversations, emails to and from others, letters and faxes etc. Some forms of communication result in tangibleevidencesuchaminutesofmeetings,emails,lettersandfaxesforexample. Wherethereisntanytangibleevidenceofcommunicationsuchasfacetofacediscussions,informalmeetings and telephone conversations for example, you could make reference to these in a personal statement (see appendix1foranexample).Inyourpersonalstatementyoucoulddescribethemethodofcommunication,the purposeandcontentofthecommunicationandtheoutcomeofthecommunication.Analternativetothisis foryourassessortoobserveyouundertakingoneormoretheseactivitiesbutthiswouldbedifficulttoarrange unlesstheopportunityarosenaturallyduringanassessmentvisitorduringanassessmentplanningvisit. Remember, whatever form of communication you use as evidence it must be your own and it must relate primarilytoaliftplanningprocesswhichisrelevanttothisqualification. 5. TypesofEvidenceSourcesofInformation

In order to plan safe lifting operations which meet the minimum requirements of legislation, as well as the organisationalandoperationalrequirementsofthetask,youwillneedtoobtainliftplanninginformationfrom avarietyofsources.Thisinformationwillformthebasisofyoursafesystemofwork. Althoughthisqualificationcoversawiderangeofliftingequipmentasmentionedearlierwearegoingtouse examplesofamobilecranesusedforliftingloadsonaconstructionsitestoillustratesourcesofinformation. This is for brevity purposes only and your assessor will advise you of other sources information which are relevanttoyourparticularcircumstance. The clients outline this provides you with details needed in order to start planning the lifting operation.Thiswillincludedetailsoftheloadweight,size,shapeetc.Thisisgoodevidencetouseas it is the start of the lift planning process and your assessor will be able to discuss your thought process; Rangechartsand/orcranedutychartstheseallowyoutomakeyourinitialassessmentofthetype ofcranethatmightbesuitablefortheliftingoperationbasedontheclientsoutlineinformation(see appendix2foranexample); Siteinspectionreportthisallowsyoutofinetuneyourinitialcraneselectionbyidentifyingaccess andegressissuesforthecraneaswellastransportfortheload.Heightandrangeissues,proximity hazards,obstaclesandothertrades/plantworkingonsitewillalsoinfluencetheplanningprocess(see appendix3foranexample); Manufacturersinstructionsand/orcranespecificationguidesyoumayusetheseyouidentifythe availablecraneduties,riggingprocedure,theweightofthecraneincludingtheaccessories/equipment onthecrane,themanoeuvrabilityofthecraneetc(seeappendix4foranexample); Informationfromthecranehirecompanythismaybeanemailrequestinginformationandcould includethemaximumoutriggerloadingsbasedontheircalculationsusingtheplannedconfiguration andtheloadtobeliftedandaccessoriesthatwillbeused(seeappendix5foranexample); Drawingsfromtheclient,liftsite,contractororsubcontractorthesemaybehanddrawnsketches forsimpleliftingoperationsorCADdrawingsformorecomplexlifts.Thedrawingscouldbeoftheload dimensions, the slinging configuration, the crane berthing study, the loading/offloading of the load etc(seeappendix6foranexample); Yourownriskassessmentoftheliftingoperationthisallowsyoutoincludethenecessarycontrol measuresintothefinalsafesystemofworkandwillcoverPPE,safetyequipment,specialistsupport materialsandotherequipmentetc(seeappendix7foranexample); Othersourcesofinformationcanbefoundthroughinternetsearches,specialisttradeassociationssuchasthe CPA,discussionswithcolleagues,callstoutilitycompaniesetc.Thismethodofsourcinginformationcouldalso beincludedinyourpersonalstatement(seeappendix1)

TypesofEvidencePersonnelSelectionandCompetenceRequirements

An important part of the lift planning process is the identification of the personnel requirements and determiningtheircompetency.Thisisoftenincludedinthemethodstatementanditsanareaoftencoveredin toolboxtalksgivenpriortotheliftingoperation(seeappendix8foranexample). In the UK construction industry the most recognised proof of competence is the Construction Plant CompetenceScheme(CPCS).Thisschemeincludesalmostallthecategoriesofplantusedonconstructionsites andtheoperatorwillholdacardshowingwhichcategoriesofplanttheyarecompetenttooperate. Otherexampleswhichaliftplannermayspecifytodeterminecompetencemayincludecertificatesofspecific trainingforthecranetheywillbeoperatingorproofofsafetyharnesstrainingifthatisspecifiedintherisk assessmentasacontrolmeasure. Thesafesystemofworkforliftingoperationsmustshowpersonneltobeusedandhowtheywillbedeemed competent. 7. TypesofEvidenceSafeSystemsofWork

Therearemanydifferentwaysofproducingsafesystemsforworkforliftingoperations.Somearebasedon promoted best practice by trade associations such and the Construction Planthire Association (CPA), others areinhousetemplateswhicharepartofanestablishedqualitymanagementsystem. Thetypeofliftingequipment,thecomplexityoftheoperationandthefrequencyofsimilarliftingoperationsin the work same area or site will all influence the finished document. However, the evidence doesnt have to conform to a particular layout or presented in a particular way but it does need to contain all the elements requiredtoensuresafetyismaintainedthroughouttheliftingoperation. Thesafesystemofworksubmittedasevidenceshouldincludethefollowing: Anassessmentofrisksassociatedwiththeoperationandthecontrolmeasures; Evidenceofplanningtheoperation; Amethodstatementshowingthesequenceofoperations; Detailsoftheselection,provisionanduseofsuitableliftingequipment,including: o maintenance; o inspection; o examination,andtestingifrequired; Sitepreparation,ifrequired,includingaccessandegressfromtheequipmentandtransport; Detailsoftrainedandcompetentpersonnelwhoareawareoftheirstatutoryresponsibilities; Supervisionbyproperlytrainedandcompetentpersonnelwithauthority; Methodofensuringthatalltestcertificatesandotherdocumentsareavailableduringoperations; Methodofpreventingunauthorisedmovementaroundtheliftsiteatalltimesduringoperations; Considerationforthesafetyofpersonsinthedangerzonebutnotinvolvedintheliftingoperation. Iwasaskedtoliaisewiththeclientsconstructionmanagerregardingtheliftingandtransportationof3largeintake trashscreenswhichwerebeingusedonthehydropowerschemetopreventlargepiecesofdebrisenteringthehead tunnelanddamagingtheinfrastructure.Theclientrequiredthejobtobecarriedoutassoonaspossible. My first task was to undertake a site inspection, take photographs of the current positions of the trash screens, sketch out the area and look at possible areas where a crane could be setup. Two of the units weighed approximately4,800kgs.However,thethirdunitweighed8,200kgswhichruledouttheuseofalorryloadercrane whichwasavailableonsiteatalltimes.ThethirdunitwaswellinexcessofthelorryloadersmaximumSWL. Twoofthethreeunitswerepositionedtotherearofapeatstorageareawithonlyanarrowaccessroadthrough wetandsoftground.ThismeantthatIhadtoselectacranecapableofreachingalltheunitsfromanareaatthe frontoftheintakezone. OnceIhadobtainedtheweightsofalltheunitsfromtheclientIwasabletoconsultsomecranedutychartstomake aninitialcraneselection. AlthoughIknewa largercranewasneededfor reachpurposes Ihadtoensurethatthe cranewouldnotbetoobigduetotheadditionalspacerequirementsforsettingup.Acranethatwastoobigwould increasetheoutriggerloadingsandleadtolargertemporaryfoundationsforthecranesetupon. MyinitialcraneselectionwasaLiebherrLTM1055allterraincrane.Thiscranewaslargeenoughtomanagethelift associatedwiththe8,200kgstrashscreen.Thetemporarysupportforthiscranewouldrequirepeattobestripped backandtype1materialandspoilfromthetunnelcompactedtoformsuitablefoundations. Once I had confirmed the crane size needed for the job I completed a requisition form in order for the buying departmenttoorderthecranefromalocalcranehirecompany.OnthisrequestformIincludedallofthenecessary informationIrequiredtoplantheliftingoperationsuchasthedetailsofoutriggerloadings,the12monthlythorough examination report and details of all certified lifting equipment which the crane came with as standard. I also requireddetailsofthecraneoperatorandcertificatesofspecifictrainingforthatparticularcrane. Unfortunately,duetootherjobsoverrunningtheactualdateforthecraneliftwaspostponedanumberoftimes. Thismeantthatthecranehirecompanyandtheavailablecranealsochanged.Theonlycranethenewhirecompany couldsupplywasaGroveGMK3055whichwasofasimilarspecificationtotheLiebherrLTM1055.Iamendedmy notesfortheliftplanaccordingly. OncetheactualdateoftheliftwasconfirmedIsentemailstothoseconcerned,liaisedwiththeclientandcalledthe cranesupplierinordertoensureeverythingwasinplaceforthenewdate.Ialsohadtoensurethatthesiteforeman waskeptuptodatewiththechanginginformationsothatthefoundationmaterialsforbeneaththeoutriggerpads wouldbeonsiteandpreparedintime. InadditiontotheliftplanIcompletedasitesketchshowingthelocationofthecraneforthesetupaswellasthe location of the tractor and trailer for transporting the gates off site. The lifting sequence and methodology was preparedandincludedthemethodstatementwhichoutlinedtherolesandresponsibilitiesofindividualsinvolved.A riskassessmentwasalsoprepareddetailingthecontrolmeasuresrequiredinordertoeliminatetherisksidentified. Thefinalisedsafesystemofworkwassenttotheclientforcommentandacceptance.Whentheircommentswere receivedIincorporatedthemintoarevisedmethodstatementanddistributeditaccordinglytoallconcerned.The newplanwasclearlymarkedREVISION1SUPERSEDESREVISION0. All lifting equipment is subject to regular thorough examination, frequent inspection, maintenance and testing if deemed necessary by a competent person. Records of all of the above will be kept and readilyavailablewhenrequired. In order to avoid confusion on site the Slinger/Signaller and Banksman will wear distinctive high viz jackets or vests. Head protection should be of a distinctive colour and is a mandatory requirement.Handprotectionshouldbeofgoodqualityandafford maximum dexterity. Foot protection is mandatory. Communication equipment will be of the best quality and maintainedtothehigheststandards. Theworkareamustbekeptclearofdebrisandunnecessaryitems andequipment.Safetybootswithsufficientanklesupportmustbe worntopreventtwistedanklesriggerbootsmustnotbeworn. There is no requirement for personnel to work at height on this project.Ladders,hopupsetcmustnotbeused.
