Pakistans return to democracy

( Published in the Pakistan Tribune) Pakistan as a large number of Pakistani organizations were listed as terrorist organizations and Pakistan presented an important strategic position for US invasion into Afghanistan the strong hold Al Qaida the prime suspects of 911. Pakistans internal agitation for democracy, demands of 911 aftermaths and the escalating conflict with the neighboring India placed a mounting pressure on Gen. Musharraf. It was not the time for a change from military to democracy. Given Pakistans history, a freshly elected or appointed civilian government could not have controlled Pakistan in such a chaotic and desperate condition and provided US a formidable partnership for the war on terror. Little wonder the US which is so bent on installing democracy in the Muslim countries did not push for an immediate return to democratic rule in Pakistan. With fierce military campaign against Al Qaida in Afghan, it is understandable that many suspects found escapes routes into Pakistan. In the wake of 911 and the crack down on terrorist, Indian and Pakistan moved closer on more friendly

By DrHanif Koya With the growing internal dissatisfaction and what seems to be a heavy tilting towards the Al Qaida type of Islam, Pakistan is thirsting for a return to democracy. It is a wrong call. They will have to be clear in their head whether to have democracy or the Islamized Pakistan. Throughout its history, Pakistan has been hitting between pillar and post as far as democracy is concerned and has had more military rule than democratic government. It seems as if Pakistan is either not ready or not sure of democracy. During late dictator Gen. Zia UlHaqs regime, Pakistanis were rallying behind him for Islamization in Pakistan. And Zia did bring in sweeping changes to Pakistans Constitution to accommodate the idea but died a tragic death in the infamous plane crash before he could see its full implementation. The democratic governments that followed were allegedly plagued with corruption with Muslim cleric, as usual, pulling all kinds of strings adding to

Pakistans instability. While the more moderate and educated crowd seem to have been in favor of a democratic government, the Muslim cleric Mullahs- have been pushing for Islamic government which in large part meant the Saudi Arabias Wahabi type of Government based on Sharia Law perceived , presented and practiced as a very rigid Islamic rule. Gen. Pervez Musharraf justified his military take over on the grounds that Prime Minister Nawaz Sharif had instructed army officials to prevent his reentry into Pakistan when he flew back from an out-of country mission. Officials were, allegedly, instructed to keep him in the air until his aircraft ran out of fuel and met with a crash. Although the story or the truth of it has not been

accepted with full credence, Gen. Musharrafs allegations that there was widespread corruption seem to have found sound support. On taking over power Gen, Musharraf appealed to Pakistanis living abroad to return large sums of loans that were obtained for start up businesses but were taken out of country instead. There were encouraging reports as many Pakistanis did return the money back to Pakistan. This was a most credible mission of Gen. Musharraf. But he was still under scrutiny as people agitated for democracy and Islamic form of government being not sure which one did they want. In the middle of these struggles, the 911 attack changed the political scenes and perpetuated the need for a military

terms with exchange visits between Musharraf and BajPai which will go as credit to Musharraf. As the dusts are settling down and the US is preparing for 2008 elections, end of a military government in Pakistan may seem a very good proposition and Gen. Musharraf may be thinking of returning the country back to civilian government. He faces a great risk as well. Last months Red Mosque siege will be a main political noose round his neck and unless Gen. Musharraf seeks a political asylum in another country, any new civilian government will be quick to close up upon him and throw him behind bars. He has a lot at steak and he needs to play his cards well but for sure he cannot remain in power for ever. He has to retire and make provisions for his own safety and a safe return to democracy. One thing is clear no civilian government in Pakistan can control the Mullah-led agitations and ensure a peaceful and stable government. Past evidence is too strong to suggest otherwise. Perhaps there is a recycling in store for Pakistan -from pillar to post-between military and civilian rule.

The Capital City side will play in the Girmit tournament, that will feature top clubs from Australia and New Zealand, from February 21 to 24.Suva coach Gurjit Singh said the game against Tavua was a good opportunity for the team to set its platform for the tournament. Following losses in the Fiji Sun/GP Batteries NFL matches, Suva is desperate to get into winning form with Tavua which looks vulnerable at the moment. "But Tavua is a good side as well. They have been improving every week and it will still be a challenge for us," Singh said. "We are only playing away games so lack of support is a factor and also the Western heat

Fiji President praises Chinese contribution to Fiji

CONTINUE FROM PAGE-1 Chinese businessmen and farmers have provided the impetus to our nation's growth and have been a key in the development of our exports in the agricultural industry. He credited these farmers as the reason why Fiji has an abundance of vegetables supplied to markets such as ginger, dalo and marine products. The President was chief guest at a very colourful and entertaining New Years celebration starting with the energetic dragon dance and many other performances that showcased not only the Chinese culture but fusion performances to depict how the Chinese have integrated into the Fijian society. RatuEpeli paid tribute to the venue of the celebrations, Yet Sen, an institution that he says has always been the heart and soul of many activities by the Chinese community. Apart from providing a first class facility for the students of YatSen, the hall is widely used for sporting activities - international ones at that - and thus provide an additional development venue for the sporting associations of Fiji, he said. Chinese Association of Fiji president, Mrs Jenny Seeto, explained that the Spring Festival signified happiness, harmony and good wishes but was also significant for the farmers as they will start harvest later. The contribution by the farmers to our economy is well known. I wish to pay tribute to our hardworking farmers and families who toil the land all year, she said. The lively event saw business houses especially the five banks and other famous Chinese restaurants joining the association and the Chinese Embassy to come up with the necessary finances to mark the biggest cultural festival in the Chinese calendar in style. On a lighter note, RatuEpeli related to the audience that it was an interesting coincidence that this year marks the Lunar Year of the Snake especially as both the First Lady, AdiKoilaNaitikau and he were born on the Year of Snake.

13 killed, 119 injured as twin blasts rock Hyderabad

two powerful explosions ripped through crowded areas at Dilsukhnagar in the eastern part of the State capital on Thursday evening, killing 13 persons and injuring more than 119. The first blast occurred at 6.50 p.m. on the citys busiest road that links it with Vijayawada; as terrified people were scampering to safety, the second blast went off. Authorities say the explosions were caused by improvised explosive devices that could have been kept on bicycles or packed inside frames of bicycles. The twin blasts brought back painful memories of the August 25, 2007 IED attacks in Lumbini Park, in front of the State secretariat, and at Gokul Chat in Kothi that killed 44 people. Incidentally, one of Thursdays blasts took place near a crowded foot overthe Hyderabad-Vijaywada National Highway in Cyberabad police limits. DGP Reddy had said it was definitely the handiwork of a terrorist network and IEDs were used in the attack. The Union Home Secretary had said the two near-simultaneous and very powerful blasts indicate that it was a terror attack. The Dilsukhnagar area is thickly populated and traffic jams are routine in the evenings with office-goers and students rushing home. Large numbers of people wait at the numerous bus shelters, eateries and shops in the area. Meanwhile, police have established the identity of 12 of the 14 killed in the blasts. Two of the deceased were MBA students, a release from Cyberabad Police Commissioners office said.

Director General of Police V. Dinesh Reddy has said that improvised explosive devices (IEDs) with nitro compound were used in the explosions that killed 13 persons and left 83 injured. He did not hazard a guess whether RDX was used in the bombs but asserted that they were timed as the two powerful explosions took place within a gap of three minutes and were only hundred yards apart.Mr. Reddy, who returned from New Delhi only on Thursday after attending a meeting convened by the Central government to discuss the naxalite situation in various affected states, drove straight from the airport to the scene of the twin blasts at 7.10 p.m. Talking to media persons later, Mr. Reddy said the first blast took place at 6.58 p.m. near Konark theatre and the second three minutes later near Venkatadri theatre. The bombs were placed in rexine bags and hung to bicycles at both the places. The locations were selected strategically to inflict maximum damage as they were crowded areas.

Sarabjit Singh signs fresh appeal seeking clemency

Operation Blue Star was political, hasty decision : V K Singh

Former Army Chief Gen V K Singh today said Operation Blue Star, carried out in 1984 to flush out militants from the Golden Temple, was a "hasty political decision" and claimed the army was unwilling to carry it out. Singh, who was a major at the time of the operation, told reporters here that the decision to send the Army in the Golden Temple was a hasty one, since the Army never liked to lift gun against its own people. Without naming the then Chief of the Army (Gen A S Vaidya) he said, "The then Army chief had vehemently said 'no' to initiate Army action against people belonging to the nation, but he had to carry out the order of his political bosses." Singh had come here for a meeting prior to beginning his march under the banner of 'Janlok Tantra Morcha' on March 31 which would pass through Punjab and later enter in Haryana, Rajasthan and West UP. Several militants, armymen and civilians were also killed in the exchange of fire. On the present law and order situation prevailing in Jammu and Kashmir he said, "To involve army in the J-K is not wrong since there is a proxy war and people from other country were adding fuel to make the law and order situation worse." He said that everybody knew that Army fought Kargil war very tactfully and won it but people also know who was responsible in the political system for having allowed such a situation to develop in Kargil Sector. About allegations of corruption in the Army, he claimed the forces were never involved in such decisions which were taken at the political level. "The decision to buy ammunition and other infrastructure from foreign nations is done at the political level because such decisions are always finalised by the ministry of Defence or on the part the Government of the India," he said.

Hyderabad bomb blasts rock Parliament, opposition attacks govt for alleged lapses
NEW DELHI. The twin blasts in Hyderabad rocked both Houses of Parliament on Friday with opposition members attacking the government for alleged lapses in matters of internal security. As soon as the Lok Sabha met, Speaker Meira Kumar made an obituary reference to the victims of the blasts in which several persons were killed and a large number injured. "The House unequivocally condemns this barbaric and cowardly act of terrorism," Kumar said. Members stood in silence for a while as a mark of respect to the departed. Moments later the House plunged into chaos as BJP members raised slogans attacking the government for alleged lapses on matters of internal security. Home minister Sushilkumar Shinde, who rushed to Hyderabad this morning,

Indian death row prisoner Sarabjit Singh has signed a fresh appeal seeking clemency that is addressed to the people of Pakistan and President Asif Ali Zardari, his lawyer said today. "Sarabjit has signed an appeal addressed jointly to the people of Pakistan and President Zardari and it will be sent to him (Zardari) for consideration," Awais Sheikh, the counsel for the Indian national, said. Talking to PTI, Sheikh said he met Sarabjit in Kot Lakhpat Jail yesterday and presented the prisoner his book titled "Sarabjit Singh - A case of mistaken identity". Sarabjit was convicted for alleged involvement in a string of bomb attacks in Punjab province that killed 14 people in 1990.

He said that "such wrong decisions" effect not only the army but even people of the nation. Singh said, "At that time, in 1984, I don't know how political bosses put the situation before the Army and people of the nation, whereupon pressure was mounted on Army to attack the Golden Temple. To give orders to army to attack Golden Temple was highly unfortunate." Operation Blue Star was carried out at Golden Temple to flush out militants, led by Jarnail Singh Bhinderwalla who was also shot dead by the Army.

is expected to make a statement in the Lok Sabha at 2pm. TDP members were seen waving copies of Telugu newspapers carrying reports of the Hyderabad blasts. CPM members were protesting alleged atrocities on its activists during the two-day strike against the government's "anti-labour" policies. India must vote against Sri Lanka

Communist Party of India leader D. Raja on Wednesday termed the alleged cold-blooded killing of LTTE chief V. Prabakarans minor son further proof that the war in Sri Lanka was nothing but a structural genocide against the Tamil people. He demanded that India vote against Sri Lanka at the coming UNHRC session. He was addressing a press conference here along with the former Chief Justice of the Delhi High Court, Rajinder Sachar, and representatives of May 17 Movement, an organisation to fight for the cause of Sri Lankan Tamils.Mr. Raja said, Justice should be done to the Tamils of Sri Lanka and India cannot keep quiet. If we cannot rise to the occasion, we cannot claim to be a civilised nation with commendable ethics. India, he said, should demand an international investigation into the alleged human rights violations by Sri Lanka in the last phase of the civil war. The pictures of the 12-year-old boy murdered in cold blood, published in newspapers, are evidence of the human rights violations committed in Sri Lanka. This is not a question of Tamil people but a question of a human being. Concurring with the view that it was not a question of only Tamil people, Mr. Sachar said the matter needed to be taken up as top priority as it was a golden opportunity to expose Sri Lanka for all the human rights violations. It would be a tactical mistake by India if it does not support the resolution against Sri Lanka next month. India should not only vote against the Sri Lankan government but also convince other countries to follow suit.

Airbus purchase 'a done deal'

THE purchase of three brand new Airbus A330200 series aircraft is a done deal. This, according to Acting Prime Minister, Attorney General and Minister of Civil Aviation Aiyaz Sayed-Khaiyum. Speaking to The Fiji Times yesterday, the AG brushed aside speculation and said purchase of the aircraft had successfully been completed and Air Pacific was expecting delivery of the first aeroplane in the Fiji Airways livery next month. "The purchase has gone ahead as announced," he said while responding to queries yesterday. In an earlier interview, Mr Sayed-Khaiyum revealed that Prime Minister Commodore Voreqe Bainimarama was visiting the Airbus facility at Toulouse in France to witness the roll-out of the first Airbus. "Next week, the first of the A330s goes for its first flight. We hope to have the plane completed and ready for its trip to Fiji next month. The PM will also get an opportunity to see the construction of the second aircraft and also visit developers of the ATR aircraft at the same time," he said. He also revealed that the PM would be visiting French businesses that Air Pacific had a working relationship with. Air Pacific is expecting its first Airbus in March, followed by the second in May and final delivery in November this year.

Fiji alarmed over Taliban training claim

Fiji police have launched an urgent investigation into a report that two or three Fiji citizens are training with the Taliban in Pakistan. Agence France-Presse (AFP) reported that Pakistan remained a major destination for radicalised Muslims bent on a life of jihad, despite hundreds of US drone strikes, the death of Osama bin Laden and the fracturing of AlQaeda. The report said foreign fighter numbers were increasing with potentially 2000-3500 foreign fighters in the Afghanistan/Pakistan border areas from about 30 different countries. "A few months ago, we even welcomed some (two or three) people from Fiji for the first time," the Taliban member told AFP.

Fiji unions want to probe Air Pacific policies

he Fiji Trades Union Congress is calling for a full investigation into anti-worker policies at Air Pacific. This comes as the interim government farewells the chief executive, David Pflieger, in a move which the union group welcomes. It says Mr Pflieger was instrumental in the drafting and imposition of the Essential Industries Decree, which denied workers their fundamental rights and dramatically reduced their conditions of work. The FTUC says Mr Pflieger will go down in history as the most irresponsible and anti-worker chief executive Fiji has known. It says under his watch Air Pacific has been reduced to a low cost carrier and there are now serious concerns about its future. The FTUC also wants the employment of expatriate workers investigated and it calls for the airlines annual reports to be made public to ensure its continued viability.

Survivor : Take tsunami warnings seriously

A FIJIAN woman who survived the tsunami at Lata in the Solomon Islands has warned those in Fiji not to be complacent after witnessing first-hand the destructive force of the natural phenomenon. Speaking from her home in Nadera yesterday, Dr Ledua Waqaliti said if locals witnessed what she had, they would not be complacent when issued with tsunami warnings. "It was a very traumatic experience and I really hope it doesn't happen here," the University of the South Pacific lecturer said. "Sometimes people here can be a bit complacent with the tsunami warnings and be a little casual when we have to move to higher ground during tsunami warnings." "But after seeing what has happened in the Solomons I would really advise all people to take tsunami warnings very serito pray for those on Lata. "It was truly an experience that I will never forget and I still continue to pray for those on the island," she said. Dr Waqaliti said food and water were scarce on the island with many of those taking shelter up in the hills of Lata eating crackers because of the lack of food. Aftershocks have continued to hit just off Lata Island with a 6.3 magnitude earthquake jolting the region early yesterday centred 51 km southwest of Lata at a depth of 35km. It followed a 6.5-magnitude quake early on Sunday which was centred just 29 km southsouthwest of Lata at a depth of 18 km, and a 7.0 aftershock late on Friday night. Yesterday Temotu Province Premier Father Brown Bue confirmed that 594 homes have been destroyed and 3329 people have been displaced as a result of the tsunami and subsequent aftershocks.

$4 bribe lands man in jail for a year iTaukei Affairs :Village byA MAN who asked the court for forgiveness yesterday was warned against using his children as an excuse because his actions were clear that he did not care about anyone but himself. Joeli Vunisa was convicted with one count of bribery and one of drunk driving and jailed for one year. In court, he said his actions were completely out of character and begged the court to consider a lenient sentence. On November last year, Vunisa was driving a taxi when he was stopped by police officer Gyaneshwar Pillay. After Mr Pillay learned the accused was drunk, he (Vunisa) took out $4 from his wallet and offered it to the officer. Magistrate Chaitanya Lakshman said bribery was rife in Fiji. "This court is mindful that public interest demands that sentences on bribery must address the need for deterrence and to warn others," he said. He said those involved in this type of offence looked down on the police and saw the system as one which could be toyed with.Vunisa told the court he had three children who would be pursuing further edu-

Online services to improve investments

THE introduction of online technology is expected to improve services provided by Investment Fiji while removing impediments that hinder investments in the country. In a statement, Investment Fiji chairman Truman Bradley said a common frustration for investors was usually the lack of communication from agencies back to the investment when requirements had not been fulfilled or decisions were not possible. "This is understandable considering how busy each agency must be," he said at a workshop this week with Tier 1 and Tier 2 investment approving agencies. The workshop discussed strategies to improve facilitation and implementation of foreign investment projects in Fiji.

Ministry signs on OISCA assistance

A MEMORANDUM of understanding (MOU) has been signed between the Organisation for Industrial, Spiritual and Cultural Advancement, International Japan (OISCA) and the Ministry of Youth and Sports to boost the work undertaken by government. Signing the MOU on behalf of the Ministry of Youth and Sports was Fiji's Ambassador to Japan Isikeli Mataitoga and representing OISCA was the president for OISCA International, Dr Hoshiko Nakano. The MOU was entered into a spirit of mutual friendship and understanding to promote community development as an integral part of the socio-economic well-being of the people of Fiji. Under the MOU, the OISCA will organise for experts to provide technical and other educational opportunities. It also ensures that OISCA will engage experts to organise courses and training such as organic farming, farm management and community development skills to empower rural youths. The agreement signed is another five years of commitment by OISCA where they are ready to dispatch a maximum of five experts according to the need of the Ministry of Youth and Sports. OISCA will also provide opportunities for trainees from Fiji who will later be assessed to undertake leadership studies in Japan. According to the OISCA International website, OISCA-Fiji has been in the country for more than 20 years. During this time they have been involved in agro-forestry development, mangrove reforestation, coral reef restoration and the children's forest program.

Water cuts affect people

THE Water Authority of Fiji says water disruptions faced by residents of Qarawalu, Taveuni, were caused by mechanical problems to the generator that serviced the area. WAF spokesman officer Maika Nagalu said the affected areas included Qarawalu, Vuna and Ura. "Our production team in Labasa will be sending over a spare generator to Qarawalu to rectify the problem," he said. "It will take some time for our technicians to ensure installation after which the water supply is expected to be restored." He advised affected customers to save rain water and use it for other purposes like washing clothes, and ensure water was boiled before drinking.

VILLAGE bylaws are not legally binding at this stage, says the Ministry of iTaukei Affairs Board. Responding to the concerns that were raised over the fairness of village bylaws on iTaukei men and women in the north, iTaukei Affairs Board Provincial Services division manager, Timoci Namotu said village bylaws have not been legally gazetted and are not legally binding. Mr Namotu said since its proposal in 2009 there had been no decree or legislation gazetted to recognise the legality of such bylaws. "At this point the village bylaws have not been legalised and it is not a legal instrument," said Mr Namotu. "There have been bylaws that have been previously passed in villages by chiefs as a means of assuring peace and order in their respective villages but these were still under review and are still to be gazetted to make it a legal instrument," he said. Concerns were earlier raised by a women's group in the north regarding the unfairness of village bylaws that seem to concentrate on restricting

iTaukei women on a lot of issues while iTaukei men were free of these restrictions. Mr Namotu said village bylaws were not legally binding which meant the bylaws were null and void. "However we must realise that villages have their own set of rules that govern people that live within these settings and it is only wise and becoming that villagers conform to these rules to create an order within our iTaukei villages," Mr Namotu said. "The iTaukei Affairs Board is yet to receive complaints of villagers being penalised under these bylaws as they are ineffective and are not legally binding on the citizens of Fiji including villagers in iTaukei villages." "In the iTaukei village setting women are viewed and treasured as they are a reflection of any village so therefore village bylaws are often more concentrated on the welfare of iTaukei women." Mr Namotu said the bylaws were part of life in villages from time immemorial and were a form of common law for Fiji but that it still had to be encoded in the form of a legislation.

Poor road conditions raise company manager's ire

TaVeUni Pacific Transport manager, Prakash Sami has voiced his concerns at the deplorable road condition on the island saying little has been done to address it. Mr Sami said bus routes on the island were still running normally but it was at a risk to the safety of passengers who travelled on the south and north end of the island. "Bridges and the general road condition need to be repaired permanently as most works that are done are temporary and could be washed away during the next heavy downpour," Mr Sami said. "There has been no work on the gravelled roads and it is a risk to run our buses since we also transport students on a daily basis to their schools. "Many steep hills have very loose gravel and it is very dangerous to our buses and passengers who travel at the south and north tip of the island where the road conditions are really poor," he said.

New political set-up in Balochistan soon

Sources in the Presidency, where Balochistan Governor Zulfiqar Magsi met President Asif Ali Zardari on Thursday, said: A new political set-up is likely to be installed in the province soon and it has been conveyed to the president. They said first governors rule would be lifted and then a session of the provincial assembly would be called to elect a new chief minister as Nawab Aslam Raisani had already resigned. The sources said the new leader of the house would be decided by the PPP, PML-Q and JUI-F. They said the PMLQ would most probably get the chief ministers slot because the JUI-F had already decided to sit on opposition benches. My mother suffered burn wounds in the blast, said Mr Raza. He quoted doctors as saying that she might have to undergo a surgery. As per the agreement reached between the federal governments representatives and Shia organisations, the provincial government of Balochistan would bear the expenses of medical treatment of all the wounded victims, said Maulana Taqvi.

In a note of dissent on the 24th constitution amendment bill as a member of the Senate Standing Committee on Law and Justice, he said creation of a province would aggravate the national, ethnic and linguistic issues on the question of natural resources. It is correct that on the national or ethno-linguistic basis, certain regions may have a historically legitimate claim of being called a province, but I am of the firm view that this is not the opportune time. I concede that in these regions this will be a political slogan for the elections, but national decisions are based on firmer reasoning, the PPP leader said in the note attached to the committees report presented in the Senate on Thursday.

Afghanistan urged to hand over Maulvi Faqir

We hope that he would be handed over to Pakistan as soon as possible because he has the blood of many innocent Pakistanis on his hands, Foreign Office spokesman Moazzam Khan said at the weekly media briefing. About air fares, the minister said pilgrims from northern region (Punjab and KPK) would pay Rs97,500 and those from southern region (Sindh) Rs87,500. The higher exchange rate - the rupeedollar parity - is the main reason for increased fares this year, he said. Mr Shah, who was addressing a press conference along with Information Minister Qamar Zaman Kaira, said the number of pilgrims would be the same as last year and the policy of first come first served would be followed. Sindh bifurcated through LB Act 1979 : Faisal

KARACHI (Online): MQM MPA Faisal Sabzawari has strongly condemned withdrawal of Sind People's Local Ordinance (SPLO) as sheer enmity with masses and soil of Sindh. Talking to journalists outside the Sindh Assembly on Thursday, after the assembly approved, accepted withdrawal of SPLO and restoration of LB system 1979, Sabzawari termed the moment as sheer disgrace for Sind, as PPP had faltered in seizing an opportune moment for changing the destiny of Sindh, failing miserably. Warning those who ever wanted to rejoice over the issue, he said that it should be understood that the restored system divide Sindh into three parts, while PPP had still enforced the system merely for the sake of winning few votes, but would suffer the bitter reality in elections. Speaking on the occasion, MPA Syed Sardar Ahmad, lambasted the dictatorial endeavors of PPP, clarifying that SPLO empowered elected representatives, while the 1979 system was managed by public officials.

Lahor : India sees progress in ties with Pakistan in spite of recent hiccups on the Line of Control in Kashmir, President Pranab Mukherjee said on Thursday. In his address to the joint sitting of Parliament at the start of its budget session, he said: With Pakistan, we have made progress towards normalisation of relations, strengthening mechanism for bilateral trade and facilitating greater people-to-people contact. The president prefaced his remarks by saying that India continued to seek peace, stability, cooperation and economic development in the sub-continent. He also made it clear that as Afghanistan prepared for a political and security transition in 2014 and beyond, we will continue to help Afghanistan evolve peacefully and fight terrorism and extremism. On China, Mr. Mukherjee said his government intended to work with the new Chinese leadership to reinforce the positive direction of the bilateral relationship. BANGLADESH NEWS
DHAKA : Bangladesh has launched a crackdown on Internet sites for "hurting religious feelings" in the majority Muslim nation amid protests by Islamic groups against bloggers seen as antiIslamic, officials said on Thursday. Giasuddin Ahmed, vice chairman of the country's telecommunications regulator, told AFP at least two websites had been blocked. Authorities had also removed 10 blog posts for "spreading hatred, provoking social disorder and hurting religious feelings of the people". "We've taken the actions in line with the country's ICT (Information Communication Technology) Act," he told AFP. Authorities have also asked blog operators to "moderate" their posts to try to filter out anti-religious writings, another official said. Tensions have risen in the overwhelmingly conservative nation over the alleged antiIslamic blog posts by Ahmed Rajib Haider, who was hacked to death near his home in the capital Dhaka last week. In recent weeks Haider and fellow bloggers had launched huge protests demanding a ban on the largest Islamic party Jamaat-e-Islami, and the execu-

tion of its leaders for alleged war crimes in the 1971 liberation struggle. Police have yet to comment on a motive for Haider's killing. But his brother said Haider was targeted by Jamaat's student wing for his online activities. Fellow bloggers said a proJamaat website had issued a veiled threat against Haider. Jamaat has condemned the murder and denied any role. Since Haider's death, Bangladeshi social media has been flooded with his alleged blog posts and those by other bloggers mocking Islam, triggering protests by a number of Islamic groups and clerics. On Wednesday up to 5,000 Islamists rallied in the capital Dhaka demanding punishment -- some calling for execution -- of blasphemous anti-Islam bloggers, police said. There were also protests in other cities. The groups have also called for protests against the "atheist bloggers" in the country's nearly half a million mosques after weekly prayers on Friday. The government has warned of tough steps against those who incite social tension, and urged newspapers and blogs not to publish defamatory writings against the Prophet Mohammed.

42 dead in Bangladesh riots over war crimes verdict

At least 42 persons were killed as riots continued following the death sentence handed down to Jamaat-e-Islami leader Delwar Hossain Sayedee. Sayedee was convicted on Thursday of for mass killings, rape and atrocities committed during Bangladeshs 1971 independence war. The Jamaat leaders supporters clashed with the police, attacked government offices and uprooted railway tracks in parts of the country. Protesters also set fire to dozens of houses belonging to pro-government supporters. Police responded with bullets and tear gas. Police and witnesses said on Friday that 42 people, including six policemen, had been killed. The government said the security forces were put on high alert across the country as Jamaat and Sayedee, 73, was convicted on eight of the 20 charges against him. Prosecutor Syed Haider Ali said he was satisfied with the verdict. Justice has been done to those who lost their loved ones at the hands of Sayedee, he said. A teacher at an Islamic seminary school when he allegedly committed the crimes, Sayedee is the third defendant to be convicted of war crimes by the special tribunal set up in 2010. Jamaat, the largest Islamic party in Bangladesh, campaigned against Bangladeshs independence, but denies it was behind any atrocities. Jamaat is an ally of the countrys main opposition Bangladesh Nationalist Party led by ex-Preme Minister Khaleda Zia and was a partner in her government during 20012006.

Shibbaria canal in grabbers' grip

Shibbaria canal near Chaplee Bazar in Kalapara upazila under the district is getting narrowed as ruling party men have filled up land of the canal for construction of a market. Mostafizur Rahman Bhuiyan, organising secretary of Dalbuganj union unit of Awami League (AL), and his partner Hakim Ali started work for a market construction on Shibbaria canal at Chaplee Bazar over two weeks ago but the local administration is yet to take any action to stop the illegal act. Five people led by a local Jubo League leader are also filling up a nearby land to construct another market. Squeezing of the canal will make it difficult for trawlers to enter the water body, causing trouble for fishermen who use it as shelter during natural disasters like cyclones and tidal surges, said locals. During a visit the spot a few days ago, a group of journalists from Kalapara saw that work for construction of a 60-foot-long and 40-foot-wide market building on the canal bank beside the iron bridge at Chaplee Bazar was going on while a nearby place is being filled up with sand extracted by dredgers from the nearby river.

Sayedees supporters planned more protests on Friday. An additional 10,000 paramilitary border guards were deployed to boost security, the Home Ministry said. In a statement Friday, Jamaat asked its supporters to converge in the countrys mosques to offer a special mass prayer for those killed during the violence. Authorities fear that the mass prayer may turn into street protests.

Sylhet BCL president expelled

Sylhet district unit of Bangladesh Chhatra League (BCL) President Pankaj Purkayostha has been expelled from the organisation on various allegations. Rahat Tarafder, president of Sylhet city unit of the pro-Awami League student body, confirmed the action against Pankaj. On Wednesday, BCL Central Committee Office Secretary Sheikh Russell sent a letter to the BCL unit in this regard, he said. Rahat said the decision of expulsion came after an inquiry into the allegations against Pankaj. The allegations include opening fire on BCL activists who belong to his rival factions, extortion, tender looting, torching MC College and Sylhet Sarkari College dormitories and involvement in murder of BCL activist Udayendu Sinha Polash. Despite several attempts over cellphone, Pankaj could not be contacted as his cellphone was found switched off.

Verdict surprises some top jurists

Some eminent jurists have expressed surprise at the recent verdict against Jamaat-e Islami leader Abdul Quader Mollah in the crimes against humanity case. The International Crimes Tribunal-2 on Tuesday awarded Mollah life in prison in the case filed for the crimes against humanity he had committed during the Liberation War in 1971. Talking to The Daily Star yesterday, a number of jurists said the judges of the ICT-2 could have given capital punishment in this case, as five charges out of six brought against the convict were proved. The legal experts, however, were divided over an appeal by the government against this verdict. Advocate Shahdeen Malik said the International Crimes Tribunal-2 gave life term imprisonment to Mollah based on its best consideration, although the people had expected a death sentence. A judgement is delivered on the basis of law, evidence and fact but can never be a competitor for popularity such as songs or films and cannot be supposed to reflect public expectations, he observed. Malik also said awarding a sentence to any accused depends on the discretion of the judges, as there are no specific rules in the country's judicial system to this effect. Criminal law expert Anisul Huq said it should be examined whether the prosecution had any fault in placing the charges against the convict before the tribunal. The judges of the tribunal possibly gave life term instead of capital punishment because the charges brought against Mollah were not proved beyond doubt, he observed. He said the government could move an appeal before the Supreme Court against the portion of the verdict that acquitted the Jamaat leader of the charge of murders in Keraniganj. The counsel added the government could not pray to the apex court to enhance the conviction to death penalty in other charges of the case. Expressing surprise, Dr M Zahir said he was disappointed and dissatisfied with the verdict against Mollah like others in the country. Asked whether the judges of the ICT-2 could have awarded Mollah death penalty on the charges which were proved, the eminent jurist said there is nothing to do now in this regard.

Egypts Parliamentary polls from April 27

Egypts Parliamentary elections will be held in four rounds, with the first to start on April 27, according to a decree issued on Thursday night by President Mohamed Morsi. The first stage will be held for two days in five of the countrys 27 provinces, including Cairo. The fourth and final round will be held on June 19-20, with a possible run-off vote due on June 26-27. The decree said the maiden session of the new legislature, to be called the Council of Deputies, would be held on July 6. The elections will be held in phases to ensure they are fully supervised by the judges in line with the constitution, Bakinam al-Sharqawi, an aide to Mr. Morsi, told state television. Egypt has been without a lower house of the Parliament since a ruling by the Supreme Constitutional Court in June last year voided the chamber after deeming the electoral rules unconstitutional. The Shura Council, the upper house of the Parliament, temporarily holds legislative authority until the legislature is elected. The Council on Thursday approved a revised electoral law, three days after the Supreme Constitutional Court ruled that five articles in the law, drafted by the Islamist-led chamber, were unconstitutional. The revision bring the law into line with the courts remarks and raises to 546 the number of seats in the legislature in order to help ensure fair representation of electoral districts across the country, reported state media. The previous legislature was made up of 498 elected members. The new seats mostly go to greater Cairo and Alexandria. Opponents of the ruling Muslim Brotherhood had charged that the initial districting favoured rural areas, especially in poorer southern Egypt, which are dominated by Islamists.

23 million Chinese escape poverty in 2012

BEIJING. The number of people living below the poverty line in China was greatly reduced in 2012, as the country increased efforts to boost people's income, new data has showed. The National Bureau of Statistics announced on Friday that last year saw some 23.39 million rural dwellers edge above the poverty line, currently set at 2,300 yuan (about $365.83) in annual net income per capita. The decrease brought the total number of impoverished rural residents to 98.99 million by the end of 2012, the data showed.

31 killed in Damascus car blast

A car bomb exploded at a security checkpoint near the headquarters of the ruling Ba'ath party in the heart of the Syrian capital on Thursday, leaving smashed cars scattered across a main thoroughfare and killing at least 31 people, according to opposition activist and state media. The bomb attack came amid a string of attacks inside the capital. A blast shook another Damascus neighbourhood on Thursday and mortars rounds fell near the Syrian Army General Command, the third such attack in Damascus in as many days. For months, rebels have been trying to bring their fight to topple President Bashar Assad into the capital, but have managed little more than brief incursions and frequent skirmishes in outlying neighbourhoods. The latest bombings and the recent mortar attacks suggest they may be shifting to guerrilla tactics to destabilise the seat of Mr. Assads power. The most deadly attack struck a main street on the edge of the capitals central Mazraa neighbourhood, near the headquarters of Mr. Assads Ba'ath party and the Russian Embassy,

Bihars claim of rice record fake, says top China scientist

Chinas most renowned agricultural scientist has described as 120 per cent fake claims that farmers in Bihar harvested a world record 22.4 tonnes of rice from one hectare of land without using herbicides or genetically modified (GM) seeds last year. A national icon, Yuan Longping is known here as the father of hybrid rice for developing varieties that enabled China to transform its grain output. His rice varieties were subsequently introduced widely in the world, and marked a record yield of 19.4 tonnes a hectare. Confirmed by India According to reports from Bihar - confirmed subsequently by the Indian government - farmers in Nalanda district had bested that world record using a herbicide-free, GM-free and chemicalfree method called System of Rice Intensification (SRI) - a feat that some researchers have said could transform rice farming across the world. Dr. Yuan, however, has cast doubt on the claim. I introduced the [SRI] intensification method in China myself, he said. It could increase yields by 10 to 15 per cent in low-yield fields, but its not possible in fields that are already producing relatively high yields.

3 British men convicted for plotting bomb attack

Three young British Muslims were convicted on Thursday of plotting terrorist bombings that prosecutors said were intended to be bigger than the 2005 London transit attacks. A London jury found Irfan Naseer (31) and Irfan Khalid and Ashik Ali, both 27, guilty of being central figures in the plot to explode knapsack bombs in crowded areas, potentially deadlier than the July 7, 2005 explosions on subway trains and a bus which killed 52 commuters. Judge Richard Henriques told the men who had been arrested in September 2011 they would all face life in prison when sentences are imposed in April or May for plotting the attack in Birmingham, a city of roughly 1 million people located nearly 200 km northwest of London.

'Pakistan must resist US pressure regarding Iran pipeline'

Islamabad : Pakistan could and should resist US pressure regarding the Iran-Pakistan pipeline, said a leading daily on Friday. "Each time it appears that the Iran-Pakistan pipeline deal is edging closer towards final status, an old roadblock appears: the objections of the US," said an editorial in the Dawn. It said that with US sanctions against Iran being tightened further, Islambad's "attempt to import gas from Iran was inevitably going to be the source of some friction in Pakistan-US relations". If Pakistan does press ahead, it asked, "would businesses and individuals connected to the IP pipeline really be placed under US, and perhaps UN, sanctions?"

Beijing accuses Tokyo of lying about targeting

Japan is defaming the Chinese military by spreading groundless allegations about the so-called radar targeting by China of a Japanese gunboat, China's military spokesman said on Thursday. Geng Yansheng, spokesman for the Ministry of National Defense, said at a monthly news conference that Beijing, on the other hand, has "adequate" evidence of the Japanese military's closerange monitoring and surveillance of the Chinese navy.Tokyo has been seeking to dodge the blame for escalating tensions in the Diaoyu Islands row by making baseless accusations against Beijing, a move that will deepen the regional divide and betray Tokyo's pledge to improve Sino-Japanese ties, experts said.

Threading
It's the most common method of removing facial hair. The disadvantage is that the effect is temporary and the procedure has to be repeated periodically. It is useful for areas like the upper lip and the eyebrows. In fact, threading is done to shape the eyebrows. Frequent threading can cause skin irritations. On sensitive skins, there can be redness or a rash. Avoid threading on areas with eruptions, like pimples or acne. A zinc ointment or ice can be applied to soothe the skin.

HINDUISM
Holi - the festival of colors - is undoubtedly the most fun-filled and boisterous of Hindu festival. It's an occasion that brings in unadulterated joy and mirth, fun and play, music and dance, and, of course, lots of bright colors!
playing music and spraying colors with pichkaris (hand-pumps). A Mewar painting (circa 1755) shows the Maharana with his courtiers. While the ruler is bestowing gifts on some people, a merry dance is on, and in the center is a tank filled with colored water. A Bundi miniature shows a king seated on a tusker, and from a balcony above some damsels are showering gulal (colored powders) on him.

Happy Days Are Here Again!

With winter neatly tucked up in the attic, it's time to come out of our cocoons and enjoy this spring festival. Every year it is celebrated on the day after the full moon in early March and glorifies good harvest and fertility of the land. It is also time for spring harvest. The new crop refills the stores in every household and perhaps such abundance accounts for the riotous merriment during Holi. This also explains the other names of this celebration - 'Vasant Mahotsava' and 'Kama Mahotsava'.

The Story of Dhundhi

It was also on this day that an ogress called Dhundhi, who was troubling the children in the kingdom of Prthu was chased away by the shouts and pranks of village youngsters. Although this female monster had secured several boons that made her almost invincible, shouts, abuses and pranks of boys was a chink in the armor for Dhundi, owing to a curse from Lord Shiva.

"Don't Mind, It's Holi!"

During Holi, practices, which at other times could be offensive, are allowed. Squirting colored water on passers-by, dunking friends in mud pool amidst teasing and laughter, getting intoxicated on bhaang and reveling with companions is perfectly acceptable. In fact, on the days of Holi, you can get away with almost anything by saying, "Don't mind, it's Holi!" (Hindi = Bura na mano, Holi hai.)

brations - Holi is a boisterous occasion! Draped in white, people throng the streets in large numbers and smear each other with bright hued powders and squirt coloured water on one another through pichkaris (big syringe-like hand-pumps), irrespective of caste, color, race, sex, or social status; all these petty differences are temporarily relegated to the background and people give into an unalloyed colorful rebellion. There is exchange of greetings, the elders distribute sweets and money, and all join in frenzied dance to the rhythm of the drums. But if you wanna know how to celebrate the festival of colors to the fullest through the whole length of three days, here's a primer.

Holi of Hindu Festival

COLORS
Hiranyakashipu ordered his sister Holika to kill Prahlad and she, possessing the power to walk through fire unharmed, picked up the child and walked into a fire with him. Prahlad, however, chanted the names of God and was saved from the fire. Holika perished because she did not know that her powers were only effective if she entered the fire alone. This myth has a strong association with the festival of Holi, and even today there is a practice of hurling cow dung into the fire and shouting obscenities at it, as if at Holika. Krishna would complain to his mother Yashoda about why Radha was so fair and he so dark. Yashoda advised him to apply colour on Radha's face and see how her complexion would change. In the legends of Krishna as a youth he is depicted playing all sorts of pranks with the gopis or cowgirls. One prank was to throw colored powder all over them. So at Holi, images of Krishna and his consort Radha are often carried through the streets. Holi is celebrated with eclat in the villages around Mathura, the birth-place of Krishna.Holi as a festival seems to have started several centuries before Christ as can be inferred from its mentions in the religious works of Jaimini's PurvamimamsaSutras and Kathaka-Grhya-Sutra.

Holi-Day 1
The day of the full moon (Holi Purnima) is the first day of Holi. A platter ('thali') is arranged with colored powders, and colored water is placed in a small brass pot ('lota'). The eldest male member of the family begins the festivities by sprinkling colors on each member of the family, and the youngsters follow.

The Kamadeva Myth

It is often believed that it was on this day that Lord Shiva opened his third eye and incinerated Kamadeva, the god of love, to death. So, many people worship Kamadeva on Holi-day, with the simple offering of a mixture of mango blossoms and sandalwood paste.

The Festive License!

Women, especially, enjoy the freedom of relaxed rules and sometimes join in the merriment rather aggressively. There is also much vulgar behavior connected with phallic themes. It is a time when pollution is not important, a time for license and obscenity in place of the usual societal and caste restrictions. In a way, Holi is a means for the people to ventilate their 'latent heat' and experience strange physical relaxations.Like all Indian and Hindu festivals, Holi is inextricably linked to mythical tales. There are at least three legends that are directly associated with the festival of colors: the Holika-Hiranyakashipu-Prahlad episode, Lord Shiva's killing of Kamadeva, and the story of the ogress Dhundhi.

Holi-Day 2
On the second day of the festival called 'Puno', images of Holika are burnt in keeping with the legend of Prahlad and his devotion to lord Vishnu. In rural India, the evening is celebrated by lighting huge bonfires as part of the community celebration when people gather near the fire to fill the air with folk songs and dances. Mothers often carry their babies five times in a clockwise direction around the fire, so that her children are blessed by Agni, the god of fire.

Shri Chaitanya MahaPrabhu

Holi Purnima is also celebrated as the birthday of Shri Chaitanya Mahaprabhu (A.D. 1486-1533), mostly in Bengal, and also in the coastal city of Puri, Orissa, and the holy cities of Mathura and Vrindavan, in the state of Uttar Pradesh.

Holi in Temple Sculptures

Holi is one of the oldest among Hindu festivals, there is no doubt. Various references are found in the sculptures on walls of old temples. A 16th century panel sculpted in a temple at Hampi, capital of Vijayanagar, shows a joyous scene depicting Holi where a prince and his princess are standing amidst maids waiting with syringes to drench the royal couple in colored water.

Making the Colors of Holi

The colors of Holi, called 'gulal', in the medieval times were made at home, from the flowers of the 'tesu' or 'palash' tree, also called 'the flame of the forest'. These flowers, bright red or deep orange in color, were collected from the forest and spread out on mats, to dry in the sun, and then ground to fine dust. The powder when mixed with water made a beautiful saffron-red dye. This pigment and also 'aabir', made from natural colored talc, which were extensively used as Holi colors, are good for the skin, unlike the chemical colors of our days. Colorful days, solemn rituals, joyous cele-

Holi-Day 3
The most boisterous and the final day of the festival is called 'Parva', when children, youth, men and women visit each other's homes and colored powders called 'aabir' and 'gulal' are thrown into the air and smeared on each other's faces and bodies. 'Pichkaris' and water balloons are filled with colors and spurted onto people - while young people pay their respects to elders by sprinkling some colors on their feet, some powder is also smeared on the faces of the deities, especially Krishna and Radha.

The Holika-Prahlad Episode

The evolution of the term Holi makes an interesting study in itself. Legend has it that it derives its name from Holika, the sister of the mythical megalomaniac king Hiranyakashipu who commanded everyone to worship him. But his little son Prahlad refused to do so. Instead he became a devotee of Vishnu, the Hindu God.

Holi in Medieval Paintings

A 16th century Ahmednagar painting is on the theme of Vasanta Ragini - spring song or music. It shows a royal couple sitting on a grand swing, while maidens are

Maha Shivratri : The Night of Shiva

Maha Shivratri, the night of the worship of Lord Shiva, occurs on the 14th night of the new moon during the dark half of the month of Phalguna. It falls on a moonless February night, when Hindus offer special prayer to the lord of destruction. Shivratri (Sanskrit 'ratri' = night) is the night when he is said to have performed the Tandava Nritya or the dance of primordial creation, preservation and destruction. The festival is observed for one day and one night only.

Origin of Shivratri:
According to the Puranas, during the great mythical churning of the ocean called Samudra Manthan, a pot of poison emerged from the ocean. The gods and the demons were terrified as it could destroy the entire world. When they ran to Shiva for help, he in order to protect the world, drank the deadly poison but held it in his throat instead of swallowing it. This turned his throat blue, and since then he came to be known as 'Nilkantha', the blue-throated one. Shivratri celebrates this event by which Shiva saved the world. Shivratri is considered

especially auspicious for women. Married women pray for the well being of their husbands and sons, while unmarried women pray for an ideal husband like Shiva, who is the spouse of Kali, Parvati and Durga. But generally it is believed that anyone who utters the name of Shiva during Shivratri with pure devotion is freed from all sins. He or she reaches the abode of Shiva and is liberated from the cycle of birth and death.

'kalash' or urns, are kept on the 'swargaloka' plank symbolizing the 11 manifestations of the 'Rudra' or destructive Shiva. These are decorated with the leaves of 'bilva' or 'bael' (Aegle marmelos) and mango atop a coconut representing the head of Shiva. The uncut shank of the coconut symbolizes his tangled hair and the three spots on the fruit Shiva's three eyes.

ship it throughout the night. It is bathed every three hours with the 5 sacred offerings of a cow, called the 'panchagavya' - milk, sour milk, urine, butter and dung. Then the 5 foods of immortality - milk, clarified butter, curd, honey and sugar are placed before the lingam. Datura fruit and flower, though poisonous, are believed to be sacred to Shiva and thus offered to him.

"Om Namah Shivaya!":

All through the day the devotees keep severe fast, chant the sacred Panchakshara mantra "Om Namah Shivaya", make offerings of flowers and incense to the Lord amidst ringing of temple bells. They maintain long vigils during the night, keeping awake to listen to stories, hymns and songs. The fast is broken only the next morning, after the nightlong worship. In Kashmir, the festival is held for 15 days. The 13th day is observed as a day of fast followed by a family feast.

Bathing the Phallus: Shiva Rituals:

Pope bids adieu, vows obedience to successor

Vatican City : Pope Benedict XVI today vowed "unconditional obedience" to his successor on his historic final day as leader of the world's 1.2 billion Catholics, when he will become the first pontiff to resign since the Middle Ages. "Among you, there is also the future pope to whom I promise my unconditional obedience and reverence," the pope said as he bade farewell to cardinals in the Vatican's ornate Clementine Hall. "Let the Lord reveal the one he has chosen," said the 85year-old pope, wearing an ermine-lined red stole over his white cassock. "We have experienced, with faith, beautiful moments of radiant light together, as well as times with a few clouds in the sky," Benedict said, reprising a theme from his adieu to over 1.5 lakh pilgrims in St Peter's Square yesterday. The cardinals with their black cassocks and red sashes then took turns bidding farewell to the pontiff, kissing his gold papal signet ring according to time-honoured tradition. Many doffed their birettas in a sign of deference. Just hours remained before Benedict will make history as only the second pope to resign of his own free will in the Church's 2,000-year history. The German pope stunned the globe when he announced on February 11 his surprise decision to step down, saying he no longer had the "strength of mind and body" to carry on in a fastchanging world. "I took this step in full awareness of its gravity and novelty but with profound serenity," the pope said yesterday. The theologian pope -a shy academic who struggled with Vatican infighting and a raft of toxic sex abuse scandals -- said his eight-year pontificate had seen "sunny days" and "stormy waters", but he added: "I never felt alone".

John Kerry meets Ranjan Mathai; reaffirms importance of ties with India
Newly appointed U.S. Secretary of State John Kerry on Friday met visiting Foreign Secretary Ranjan Mathai and stressed that there would be no change in India-U.S. relationship, which he is looking forward to take a step forward during his stint at the Foggy Bottom. During his brief meeting with Mr. Mathai, Mr. Kerry said that he is looking forward to not only his visit to India for the Strategic Dialogue this summer, but also an earlier one-o-one meeting with his Indian counterpart Salman Khurshid. Officials of the two countries would now work on the dates of a possible early Washington visit of Mr. Khurshid. India is believed to have proposed June 17, as the date for Strategic Dialogue for which Mr. Kerry would be travelling to New Delhi. None of the dates have been al signature JK, which stands for John Kerry. Mr. Kerry also expressed condolences over the Hyderabad bomb blasts that killed 14 people and injured more than 80 others. He wanted to know from the Foreign Secretary about any additional information he had about the terrorist attack and offered Americas assistance if any required. According to sources familiar with the meeting, Mr. Kerry reaffirmed the importance he attaches to relationship with India and noted that he is looking forward to further strengthening the bilateral ties. He was conscious of the need that there would be no change in relationship (with him being the Secretary of State). He stressed that, sources said, adding that the Secretary of State seemed keen to engage with India.

Iran demands end to coercive diplomacy

As the countdown for nuclear talks hosted by Kazakhstan begins, Iran has counselled the global powers to abandon their strategy of combining pressure and dialogue, and replace it with a policy of genuine engagement, based on mutual respect. Speaking in New York at the Asia Society on Wednesday, Irans permanent representative to the U.N., Mohammad Khazaee urged the West to discard the two-track policy of pressure and engagement with Tehran. Iran is holding talks on February 26 with the five permanent members of the Security Council and Germany at a time when it has been shackled by several layers of suffocating sanctions. But Mr. Khazaee warned plainly that additional pressures would persuade Iran to walk away from dialogue.

Police brutality video shocks S. Africa

South Africas police watchdog agency is investigating the death of a man who had been tied to the back of a police van and dragged while a bystander filmed. Moses Dlamini of the Independent Police Investigative Directorate said on Thursday on eNCA, a South African news channel, that he is shocked by the police conduct and that a murder probe is underway. The cause of death was not immediately clear. The Daily Sun, a South African newspaper, published video footage in which uniformed police subdue the man. They tie him to the back of a police vehicle in front of a crowd. The event was apparently filmed on a mobile phone. South African media say the man was a taxi driver who had been approached by police east of Johannesburg.

Fake doctorates : Russia to crack down on academic fraud

The Russian government is mounting a crackdown on academic fraud after a ministerial probe uncovered extensive plagiarisms and numerous violations of doctoral requirements at Moscows prestigious State Pedagogical University. Twenty-four out of 25 Ph. D. theses checked by a special government commission at the University turned out to have extensive plagiarisms and numerous violations of doctoral requirements. Unscrupulous researchers had copied up to 90 per cent of their dissertations from other sources. The commission was formed after a public outcry by journalists and bloggers over plagiarised dissertations by some public officials and parliamentarians. Last Friday, 11 people accused of plagiarising their dissertations were stripped of their degrees. Deputy Education and Science Minister Igor Fedyukin said his ministry will take a close look at other universities that award suspiciously many academic degrees.

China claims most cyber-attacks on its military websites have US origin

Beijing : Two Chinese military websites were subject to about 144,000 hacking attacks a month last year, almost two-thirds of which came from the US, China's defence ministry has said. Earlier this month a US computer security company said a Chinese military unit was probably behind a series of hacking attacks mostly targeting America, triggering a war of words between Washington and Beijing. China denied the allegations and said it was the victim. Beijing has now provided some details for the first time of the alleged attacks from the US. "The defence ministry and China military online websites have faced a serious threat from hacking attacks since they were established, and the number of hacks has risen steadily in recent years," said a ministry spokesman, Geng Yansheng, on Thursday. "According to the IP addresses, the websites were, in 2012, hacked on average from overseas 144,000 times a month, of which attacks from the US accounted for 62.9%." The comments were made at a monthly news conference, which foreign reporters are not allowed to attend, and posted on the ministry's website. Geng said he had noted reports that the US planned to expand its cyberwarfare capability but that they were unhelpful to increasing international cooperation towards fighting hacking. "We hope that the US side can explain and clarify this," he added. The Unit 61398 building. Photograph: Peter Parks/AFP/Getty Images The US security company, Mandiant, identified the Shanghai-based Unit 61398 of the Chinese army as the most likely culprits behind the hacking targeting America. Mandiant said it believed the unit had carried out "sustained" attacks on a wide range of industries.

Second laptop stolen from Israeli nuclear chief

TEL AVIV : To have one laptop stolen might be considered a misfortune, but to have two stolen could look like carelessness, especially when youre the head of Israels nuclear programme. News of the theft from Shaul Horevs family home in Beit Yitzhak was kept from the Israeli public by a military censor and a gag order requested by the police, partially lifted on Tuesday with a confirmation from Mr. Horevs office. His wallet, a communication device and various documents were also reported to have been taken. As head of Israels Atomic Energy Commission (AEC), Mr. Horev is in charge of nuclear policy and answers directly to the Prime Minister. The AECs statement said there was no sensitive material on the computer. It is the second time a laptop has been stolen from Mr. Horev since he took over at the AEC. A blogger pointed out the irony that Israel had claimed to have obtained secrets about Irans nuclear programme from a stolen laptop which it used as evidence of Irans ambitions for nuclear weapons - claims now widely believed to be untrue.

Forty-eight dead, 150 injured in Karachi's Shia area bomb attack

KARACHI: At least 48 people, including women and children, were killed and 140 injured when two powerful blasts ripped through a Shia dominated area of the southern Pakistani port city of Karachi, the latest in a string of attacks targeting the minority sect. The first blast occurred outside an imambargah (Shia prayer hall) in Abbas Town at about 7pm as people were leaving after prayers. The second explosion went off within 10 minutes, local residents said. Rescue officials said 48 people were killed in the blasts which caused extensive damage to residential buildings and destroyed several shops in the area. Sindh province Health Secretary Suresh Kumar put the toll at 45. No group claimed responsibility for the attack. Jinnah Hospital alone received 20 bodies and several seriously injured persons. Officials at Patel Hospital said they had received eight bodies and four more people succumbed to injuries in hospital. The toll is expected to increase as some of those injured are critical. "The blasts have caused a crater four feet deep near the main entrance," Senior Superintendent of Police Mazhar Maswani said. An emergency was declared at hospitals across Karachi and doctors performed emergency surgeries to save victims. Several young children were among the seriously injured, officials said. Police officials said the first blast was caused by explosives hidden in a car that was parked near the entrance of Abbas Town.

UP cop killing: Akhilesh Yadav seeks CBI inquiry after Raja Bhaiya's resignation
LUCKNOW: Uttar Pradesh chief minister Akhilesh Yadav on Monday announced to refer CBI probe into the Kunda violence case in which a deputy superintendent of police (DYSP) Zia-ul-Haq was killed. He made announcement after meeting victim's family in Deoria district. He also said that all those named in FIR will be arrested. After chief minister's assurance, Haq's family agreed to bury the body. His widow had earlier announced that no burial will take place till chief minister comes and sees the wounds on DySP's body. She had threatened to commit suicide if a CBI probe was not ordered into the case. Yadav's announcement triggered speculations about arrest of Raghuraj Pratap Singh alias Raja Bhaiya who has been named in the FIR along with four others. He has been accused of conspiracy to murder the DySP. Earlier, Raja Bhaiya had resigned from the post of food and civil supplies minister in Akhilesh Yadav's cabinet. On Sunday night, two key accused in the case including Guddu singh, a close aide of Raja Bhaiya, were arrested. The government has also suspended three police personnel who deserted the DySP when he was attacked in Balipur village in Kunda on Saturday night. Akhilesh Yadav was confronted by an angry crowd when he reached Haq's village to meet his family. The mob shouted slogans against the chief minister and his government. Minister of minority affairs Azam Khan escorted chief minister amid reports that some clerics were trying to communalise the issue as the officer was a Muslim. However, while replying to media queries on Raja Bhaiya's arrest, SP general secretary and Akhilesh's uncle Ram Gopal Yadav, who is also party's key strategist, said that now when the state government has decided to refer the case to the CBI, it is upto the agency to arrest Raja Bhaiya or not.

The 31-year-old American's 3-6, 6-3, 7-5 victory over Petra Kvitova in the quarterfinals put her back on top of the world after an interval of 2 1/2 years during which she sometimes thought she might never play again. Williams had been 14 down in the final set of an outstanding match against the Czech, and her relieved smile, heaven-ward gesture and tears in her moment of triumph gave lie to her earlier statement that

FIFA urges government support against match-fixing

FIFAs head of security warned Wednesday that the fight against match-fixing will ultimately flounder without the full support of governments across the world. Ralf Mutschke hopes a Singaporean businessman accused of heading a crime syndicate that made millions by betting on rigged Italian games will be brought to face the courts with the help of local government authorities. Speaking at a conference in Malaysia co-hosted by Interpol and the Asian Football Confederation, Mutschke said referees and players are being banned for life for corruption but the masterminds walk free because of legislative weaknesses.

The margins of victory became smaller as the series progressed, and in the final match, Zimbabwe even gave West Indies a scare in a modest chase. Darren Bravo, however, was around to guide the hosts to a 3-0 sweep after his mix-up with Kieron Pollard had caused a wobble in the middle of the innings. Unlike in the second ODI, the askingrate was never going to be an issue with Zimbabwe having managed just 211, but the rest of the West Indies top six gave away starts. However, Darren Bravo, having taken his time to settle in, coolly kept collecting runs through the off side till victory was achieved in the 47th over. Zimbabwe had their second batting failure in three matches and their seamers lacked penetration again. The only positive for them was the performance of their young legspinners, Natsai Mushangwe and debutant Tino Mutombodzi. The duo kept West Indies' progress in check after the seamers had failed to break through. Both Mushangwe and Mutombodzi were eager to flight the ball. They also got it to dip, drift and turn, and displayed admirable control for 22-year old legspinners. Ramnaresh Sarwan and Kieran Powell had eased themselves to a 46-run opening stand against the steady fare of Kyle Jarvis and Chris Mpofu but were tested by the introduction of leg spin from both ends. Mutombodzi struck with his third delivery in international cricket, getting one to drift into Sarwan for the batsman to push it back for a return catch. Powell used the sweep effectively against the spinners and also played a few pleasing drives through the off side, only to

throw it away for the third time in three innings, lofting Mutombodzi to long-on while on 42. Darren Bravo was cautious against the legspinners, but cut rare wide deliveries from both for fours. Both Mushangwe and Mutombodzi had already bowled seven overs each at the halfway mark, and Brendan Taylor had to bring on his part-time bowlers.

Prior, Swann stretch Good for India if Dhoni Test No. 100 for England's lead bats at No. 6: Dravid Harbhajan Singh
England's top order produced another uncertain display in Queenstown leaving some of the batsmen short of time ahead of the Test series to follow a poor morning with the ball which allowed the New Zealand XI to score at six-an-over. Nick Compton and Kevin Pietersen could not make substantial contributions for the second time in the match. It was left to Matt Prior and later, an aggressive Graeme Swann in a 60-run partnership with Ian Bell, to ensure that England did not stumble completely in their attempt to set a matchwinning lead following Tom Latham's aggressive pre-lunch declaration. By the close of play, England had a strong advantage of 333 to set up an interesting final day. Former India skipper Rahul Dravid on Wednesday suggested that Mahendra Singh Dhoni should consistently bat at number six in Tests as it can potentially change the complexion of the side in abroad series. Dhoni batted at number six in the first Test against Australia and went on to score a game-changing knock of 224 in the first innings. It was after two years that Dhoni played at number six as the last time Indian skipper played at this position was in February 2010 against South Africa in Nagpur. Dravid said Dhonis decision to bat a little up the order was right and he should stick with it.He has moved up the order a little bit, which has given him a chance to play such an innings, batting at number seven is difficult. Harbhajan Singh sliced through line-ups in his pomp. Now, he stares at a landmark in his comeback Test. The 32-yearold Harbhajan will play his 100th Test when the India-Australia contest begins at the M.A. Chidambaram Stadium here on Friday. It has been a long journey. And there have been ups and downs. This will be a big moment for me here, he said on Thursday. The off-spinner, who has 408 wickets in 99 Tests at 32.27, has been an influential bowler in the longest format. Indeed, he has 25 five-wicket innings and five 10-wicket match hauls. Interestingly, Harbhajan began his career against Mark Taylors Australia in the Bangalore Test of 1998.

the No 1 position no longer mattered. "I am so sensitive nowadays - I am always crying, but I never thought I would be here again you know," said Williams in a reference to the pulmonary embolism from which she suffered in 2011, threatening her life as well as her career. "I have been through so much and I never thought I would be here," she repeated.
