Summary. This is a change to JFHQIN-IGR Reg Suggested Improvements. Users of this


10-4, 1 October 2007. It establishes the IGR regulation are invited to send comments or
Emergency Management Certification (EMC) and suggested improvements to JFHQIN-IGR-ARP,
adds it to promotions. It does not require IGR Indianapolis, IN 46204

CHAPTER 16

EMERGENCY MANAGEMENT CERTIFICATION (EMC)

16-1. PURPOSE. To set standards for certifying Indiana Guard Reserve personnel in
Emergency Management.

16-2. OBJECTIVE: To insure that personnel are Emergency Management certified to be


able to assist and be active in emergency operations throughout Indiana during floods,
snows and Homeland Defense exercises and providing a valuable asset to the State of
Indiana and the Indiana National Guard.

16-3. Commanders are to continue the EMC training for all members of your unit who
have not completed the course and all new members. It is my plan that all IGR members,
be at least EMC certified to provide a valuable asset to the Indiana Army National Guard
and the Indiana Homeland Defense.

16-4. Since 2006 Indiana Guard Reserve Emergency Management certified personnel
have been active in emergency operations throughout Indiana during floods, snows and
two Homeland Defense exercises (Ardent Sentry and Pandemic Flu).

16-5. Effective 1 October 2008, EMC certification will be added as a requirement for
promotion.

16-6. Basic Emergency Management Certification. Personnel completing the following


requirements will be issued an IGR Basic EMC certificate. This will be required for
promotion to CPL (E4) through SSG (E6), CWO1 (W1) through CWO2 (W2) and 2LT
(01) through CPT (03).

a. FEMA courses.
IS100 – Introduction to Incident Command System
IS200 – Basic Incident Command System
IS275 – Emergency Operations Center
IS292 – Disaster Basics
IS700 – National Incident Management System (NIMS)
IS800 – National Response Plan (NRP)
b. Complete a one-day assignment with a federal, state or local Emergency
Operations Center (EOC) or other emergency management agency (IDHS exercise
will suffice).

c. Write a detail basic narrative of your assignment with an EOC or other emergency
management agency. Cover the following points in the basic narrative:
(1). The title of your Basic Narrative
(2). Agencies names and addresses where you completed your assignment.
(3). Contact name and tile of agency Point of Contact (POCs).
(4). Rank, name and contact information, including email, of your military
Company supervisor who approved this assignment.
(5). How long did the assignment take?
(6). Explain what you actually did and accomplished (detail description).
(7). How will the training and experiences of this assignment assist you in any
future emergency management activation with your unit.
(8). How will you use the MEMS/EMC qualification in your military career?
(9). What steps will you take to complete the Senior and Master MEMS/EMC
qualifications?
(10). How will you let others know about the MEMS/EMC program?
(11). What kind of suggestions and recommendations do you have for us to
improve our programs?
(12). Attach copies of all your class notes and any course curricula from the
training.
(13). Attach copies of any After Action Reports (AARs) you completed, orders
you received and other relevant paperwork.

d. Send all (after you have completed a thru c above) to WO1 Tilton for review.
Upon approval an IGR Emergency Management Certification certificate will be
issued.

16-7. Senior Emergency Management Certification. Personnel completing the following


requirements will be issued an IGR Senior MEMS certification certificate. This will be
required for promotion to SFC (E7) through CSM (E-9), CW03 (W3) through CW04
(W4) and MAJ (04) through COL (06).

16-8. Military Emergency Management Specialist (MEMS) Badge. Personnel will only
be issued a certificate for completion of the IGR Emergency Management Certificattion.
For those wishing to wear a MEMS badge they must complete all SGAUS requirements
and join their organization.

16-9. The Master MEMS Course is encouraged but optional.

16-10. MEMS Flash. The MEMS Flash denotes actual emergency management
activation and mobilization in response to a state or local disaster or man made
emergency. To apply for the MEMS Flash, applicant must contact the Academy State
Director and submit the appropriate documentation that records the emergency
management activation. Documents include:

a. Copies of competent military orders


b. After Action Reports
c. Other military papers, documenting such service
d. Newspaper and magazine articles/stories
e. Detailed narrative documenting his/her involvement in the activation and
highlighting how the MEMS qualification helped him/her in the activation
process
f. Two (2) formal letters from military and/or governmental authorities attesting
to the fact that the applicant actually served in an emergency management
activation and mobilization.
g. Must have earned at a minimum the Basis MEMS Qualification badge.

Information Management

OFFICE SYMBOLS

17.4. Purpose. This chapter establishes Office Symbols of staff divisions and staff
sections within Headquarters, Indiana Guard Reserve. These office symbols should
be utilized for official military correspondence only.

17.4. Applicability. This chapter is applicable to all elements of the Indiana Guard
Reserve (IGR).

17.4. Mobilization Status. During mobilization or state emergency, this chapter may be
rescinded.

17.4. Assignment of Office Symbols. The following staff divisions, staff sections, and
officers are assigned office symbols as indicated:

17-5. Office symbols will be used on all official correspondence that originates in, or is
endorsed by, and of the above agencies. Symbols will be used by IGR units and other
organizations sending correspondence to the above activities so as to simplify
identification. Correspondence prepared by another office for the Commanding General's
signature, normally, will include the office symbol of the originating office.

17-6. Commanders of brigade and other major level commands are authorized to designate
office symbols for subordinate elements upon approval by the IGR Chief of Staff.
