Gilbert C. Teodoro Jr., also took his oath as the newest PN BoA member. His membership is expected to add to the strategic thinking that the PN BoA is currently doing. Likewise, the FOIC, PN congratulated Hon. Leticia Ramos Shahani, PN BoA Vice Chairperson, for the approval of the transfer of her reservist status from the Philippine Air Force to the PN. The meeting served as an avenue for the FOIC, PN to present to the board members the current strategic thrusts and priorities that the PN will take under his leadership. PNGF 2013 jumpstarts with BSP success story

The Philippine Navy kicked off the fifth installment of its Governance Forum Series last 26 February 2013, with Atty. Juan D. De Zuiga, Deputy Governor and General Counsel of the Bangko Sentral ng Pilipinas (BSP), as guest speaker on the topic Excellence in Execution: The BSP Way. Presenting the accomplishments and recognitions given to BSP, Atty. De Zuiga emphasized that [they] do not have to be the biggest central bank [or] the biggest economy to gain award, respect and recognition. Instead, he attributed BSPs excellent performance to three factors: 1) its people, 2) their

aspiration of a good leadership, and 3) efficient procurement. BSP puts premium to its human resource management. It understands that for the people to deliver effectively, they must be competent, motivated, culture-fit and serviceoriented. Atty. De Zuiga stressed the importance of the person being fit to the culture of the organization as anchored on its core values. As early as recruitment, BSP ensures that the person has the right values so that he/she wont be a baggage once he/ she enters the organization. the Defense System of Management (DSOM). During the meeting, the FOIC, PN sought the assistance and advice of the PN BoA regarding the following: personnel development; doctrine and training development centering on the latest technology; maritime strategic assessment and direction setting; logistics management systems improvement, centering on systemized and sustainable programs; and adequate financial management through multi-year financing. The PN BoA reaffirmed their commitment to the FOIC, PN and assured him that they will guide and assist the organization in the pursuit of the above items and the other initiatives in the PN Sail Plan. In order to facilitate a more focused engagement between the Board and the Navy, the PN BoA decided to reorganize the current structure of its committees so that each of them will be able to respond to and focus on each of the strategic items that the FOIC, PN seeks to undertake. encouraging the personnel to put the values in practice. As a result, BSP records one of the lowest personnel attrition rate in the country. More than the financial security, its personnel stay because of their faith in the vision and mission of BSP, the effective management style, work-life balance, and the teamwork within the organization, among others. The second factor is cultivating a culture wherein everyone exercises good leadership, regardless of the position in the organization. According to Atty. De Zuiga, a good leader 1) is aware of his limitations and of the fact that he is also a subordinate at times, 2) has good decision-making skills, 3) is a visionary, 4) is a strategic thinker, and 5) has

In this stage, priority initiatives for the AFP Governance Scorecard and its owners were identified. To block the entry of corruption in BSP, it exercises the following: 1) no gifts, no contact policies, 2) transparency, 3) objectivity, 4) compliance with rules, and 5) lifestyle checks. In conclusion, Atty. De Zuiga stated that execution would depend on the human resource of the organization their ethical and intellectual fitness, and their own individual visions and missions to accomplish their life purpose, to fulfill their professional aspirations, and to be of true service to their fellowmen and to the nation. The Initiation stage is the first of the four-stage Performance Governance System (PGS) Pathway that requires development of a strategy and translating it into a set of measurable targets for learning and growth, operational efficiency, financial viability and social impact on the stakeholders. PN takes part in AFP Roadmap development


The Philippine Navy (PN) took part in the development of the Armed Forces of the Philippines (AFP) Transformation Roadmap which focuses on Building Capacity and Advancing Jointness by 2016. Through the Center for Naval Leadership and Excellence (CNLE), the PN participated as a member of the Technical Working Group for the AFP Transformation Roadmap. In 2011 and 2012, CAPT Opiniano M Jayme Jr, Director, CNLE, attended the Transformation Roadmap Conference and the PreWorks Compliance, which involved the formulation of the AFP Vision and the Governance Scorecard (BSC) components namely the objectives, initiatives, targets, and measures. Recently, PN participated during AFP Roadmap clean-up session held last 07 and 12 February 2013. The
