RRRA ELECTIONS OFFICE [ELXN140320130012, DVSM 2000A] Receipt of Complaint REQUESTED BY: John Mesman, Campaign Manager for A New RRRA ACTION: RULING. SUMMARY: Mr. Mesman alleged that team United had an unregistered volunteer campaigning for them. After investigating the CEO has concurred with Mr. Mesmans statement. RULING: The CEO issues team United a violation, since it is their first it is classified as a warning under the electoral code. EFFECTIVE: March 14th, 2013 at 11:17 AM EST. [ELXN140320130008, DVSM 2000B] Receipt of Harassment Complaint REQUESTED BY: * Complainants of Harassment complaints are not named. ACTION: RULING. SUMMARY: The CEO was contacted by a student who formally requested a complaint after he/she was harassed on Facebook by team A New RRRA. Team A New RRRA executive members Sidney Otoboeze and Daniel Shalinsky both tagged the complainant in campaign photos. The complainant requested that both individuals not tag him further and untagged him/herself from the photos. However, even after requesting they stop tagging the individual, both executive members tagged this individual in even more photos. RULING: There was no harassment until the complainant asked the executive members to stop. At that point however they should have stopped and not continued to tag this individual on Facebook. Being tagged in a photo, could be construed into a sign of support. Clearly this individual did not wish to support A New RRRA and did not wish to be construed as doing so. That is that individuals right. Team A New RRRA infringed on that right. Since the CEO has already struck down the rebate for A New RRRA, he instead issues a fine of fifty (50) dollars payable to the Rideau River Residence Association, and which is due Friday March 15th, 2013 at 5 PM EST. SUMMARY: Mr. Mesman alleged that Mr. Frey conducted himself poorly in the tunnels and that there was an altercation. Mr. Frey alleged that Mr. Mesmans volunteers ganged up on him and made him feel uncomfortable. The CEO dispatched the DEO after Mr. Mesman visited the office to file a complaint. The DEO spoke with Volunteers from both A New RRRA and United. The conclusion of the elections office is that both teams are equally at

fault. Mr. Mesman alleged that Mr. Frey swore but his own volunteers contradicted that account of events. RULING: The CEO issues no violation to either team. EFFECTIVE: March 14th, 2013 at 11:29 AM EST. [ELXN140320130008, DVSM 2000G] Receipt of Harassment Complaint REQUESTED BY: * Complainants of Harassment complaints are not named. ACTION: RULING. SUMMARY: The CEO was contacted by a student who formally requested a complaint after he/she was harassed via text by presidential candidate Sidney Otoboeze. The complainant submitted screen captures of the text messages as evidence. The CEO has set the bar as the following: was the conversation intended to change voting behaviour through intimidation? The answer in this case is a definitive yes. The presidential candidate for A New RRRA clearly intended to change voting behaviour. As to whether or not there was a threat, Sidney Otoboeze confirmed that fact in the conversation itself, quote: LOL Threat? Thats a fact. Time will tell. RULING: Since the CEO has already struck down the rebate for A New RRRA, he instead issues a fine of onehundred (100) dollars payable to the Rideau River Residence Association, and which is due Friday March 15th, 2013 at 5 PM EST; additionally team A New RRRA is awarded a harassment violation.
