Hockey Calls For Review Of All Welfare Payments

Federal Opposition treasury spokesman Joe Hockey says a future Coalition government would review the whole range of welfare payments. Mr Hockey is in London for talks with his British counterpart and discussions on the IMF's plan for Australia to contribute to a new bailout fund. He has also delivered a speech to policymakers on the theme of "the end of the age of entitlement". In the speech, he said Western governments had built up a welfare support system they can now no longer afford. And he says the fiscally responsible course of action is to scale back those payments. "We are all living longer and the longer we rely on government handouts, the greater the burden for taxpayers and particularly those that follow," he told Lateline. Mr Hockey would not single out which entitlements should be cut. But he says a future Coalition government would review the whole range of entitlements to strengthen the budget position. "We need to be vigilant. We need to compare ourselves with our Asian neighbours where the entitlements programs of the state are far less than they are in Australia," he said. "Western nations are in financial trouble and they're in financial trouble because like a bad parent, over the years they have always said to voters, 'You can have what you want,' and sooner or later it comes to an end when the burden of debt starts to cripple their economies.

"If we talk about the Asian century ... then the Asian countries are our competition, our children's competition. "Hong Kong is our direct competition, as is Singapore, as is Korea in different ways, Vietnam, Indonesia." Mr Hockey told policymakers "all government-funded pensions and other such payments must be means tested so that people who do not need them do not get them." But he said introducing a means test to private health insurance rebate was entirely different from pensions. "If you reduce or remove the private health insurance rebate, you are simply pushing more people onto the public hospital system, which means they have an entitlement to universal health care, which means that the entitlement system grows," he said. "So sometimes governments actually have to spend money to reduce the overall cost to taxpayers of a universal entitlement."

Example 1) The Federal Government goes to the Australian Reserve Bank and ask permission to Loan $500 Billion over 10 Years, Repaying $50 Billion Per year until the Loan is paid off. A) The Federal Government shows the Reserve Bank they have $1 Trillion Dollars in Assets B) The Federal Government shows the Reserve Bank the Budget of how much they are collecting in Revenues and Taxes and can afford to repay the Loan of $500 Billion over 10 years back C) The Reserve Bank allows the Federal Government to Borrow the $500 Billion and sends an order to Treasury to print up $500 Billion and hand it over to the Federal Government, which they do. D) The Federal Government is then cashed up to spend that $500 Billion Dollars on Infrastructure Programs, Roads, Schools, Hospitals, Government Buildings, Universities and Special Projects and then repay $50 Billion Dollars back to the Australian Federal Reserve Bank every year.

Example 2) The State Government of Victoria goes to the Federal Reserve Bank of Australia and ask to borrow $50 Billion over 10 years. 1) The Victorian Government then shows the Federal Reserve Bank their Balance Sheet of Assets with $100 Billion worth of Assets.

2) The Victorian Government then shows the Federal Reserve Bank their budget forecast of Taxes and Revenues collected and they can afford to repay the $50 Billion over 10 years. 3) The Federal Reserve Bank sends an order over to The Federal Treasury to print up $50 Billion Dollars and hand it over to the Victorian Government. 4) The Victorian Government is then cashed up to spend the $50 Billion on Infrastructure Roads, Schools, Hospitals, Government Buildings and Special Community Programs. And Local Councils & Shire Councils follow the same as above. So lets just look for a minute at the above and take Federal & State Governments working by the as quoted system.
