Issue: BIR sets Php 830 Billion for 2010

Situation: Fiscal authorities have instructed the Bureau of Internal Revenue the foremost tax collection arm of the government to raise at least Php 830 Billion this year, it was learned yesterday. The new game plan included the intensified tax evasion drive, simplified process in the audit of financial statement of the countrys 1,000 Top Corporate Taxpayers, enhancement of taxpayer service and enforcement campaigns, close monitoring of recently enacted tax eroding laws and investment incentive programs. Tan-Torres said they will be hiring additional 6,000 Lawyers and Accountants, boosting the BIR workforce to some 16,000. He said the bulk of these new recruits will be fielded in legal and prosecution divisions to strengthen the Run-After-Tax-Evaders (RATE) Program. Meanwhile, Tan-Torres said the agency has exceeded its collection December by more Php 1.5 Billion raising a total of Php 61.5 Billion. It was only the second time that the Bureau of Internal Revenue exceeded its monthly collection target for 2009, and came during the first month of Tan-Torres designations as head of the Bureau. But despite the hefty collection surplus last month, the Bureau of Internal Revenue failed to hit its 2009 collection target by a Big Margin. Initial collection figures showed that the BIR raised only Php 743.4 Billion, short by about Php 54.5 Billion of the target of Php 798 Billion.

Reaction: Tax is the life blood of the nation, Bureau of Internal Revenue slogan. Every persons or corporations are obliged to pay taxes to the government. It is used to build up or improvement of the entire community, like financing the social protection of the poor Filipino families is one of the programs of President Gloria Macapagal-Arroyo to lessen the Poverty in the Philippines. The BIR must conduct a special assessment or tax mapping to those top 1,000 corporations existing in our country. Like our local Bureau of Internal Revenue, conducted Tax Mapping to those large income industries in our locality, like Southpole Trading, Bongao Shopping Plaza and others. Actually, many individuals try to hide their property or declare a lower income in order to pay a lower tax. Some rich individuals move out from cities where taxes are high to the provinces where taxes are much lower, they are tax evaders. Last two years ago the BIR offered No Audit Program in filling the Income Tax Return, in other words whatever amount reported to the Bureau of Internal Revenue is the tax withheld for such taxpayer. May be this 2010 onward there is an Audit Program in filing Income Tax Return, the Bureau of Internal Revenue will compute of a certain amount of individual or corporation the taxes withheld by them, in order to meet the target figure of Php 830 Billion. May be also the additional 6,000 Lawyers and accountant distributed nationwide to run after tax evaders. Issue: Five (5) Million Poor Families to get Free Health Insurance

Situation:

Nearly 5 Million Filipino families belonging to the poorest 25% of the population can look forward to adequate social protection in case of medical emergencies as the Arroyo Administration has allotted Php 3.5 Billion this year for a program that provides free health insurance services for the poor, the National Anti-poverty Commission (NAPC) announced recently.

The National government and its local government partners plan to subsidize health insurance worth of Php 1,200.00 each for a targeted 4.8 Million poor families under the sponsored program of the Philippine health Insurance Corporation (Philhealth).

Reaction:

Many poor Filipino families enjoyed of this program, especially in our Province. When I was in my previous employer, the Holy Family Hospital was a Philhealth Accredited under the supervision of Dr. Aldrin Q. Ibbo, M.D., almost 40% of our patients are under sponsored program which is Greater Medical Access (GMA). They are exempted of producing proof of dependency such as Birth certificate as long as their names are in the list of Family Data Survey Form conducted by the Local Social Welfare Development Office (SWDO). The other forms required such as Philhealth CE-1 was certified by their respective barangay Chairman.

The beneficiaries of the Philhealth sponsored program enjoy the same benefit enjoyed by all regular Philhealth members. Thats why, President Gloria Macapagal Arroyo keeps on providing development in various projects and policies to lessen the poverty in the Philippinhes, but instead to lead a better health, safety and well being of indigent filipinos.
