General Changes and Focus

Removed all references to material uses unless the use affected the material spec. Changed all QPL references to Qualified Brand Name products, (QPL xx). Did not always change to active voice. This spec often directed to the supplier, not the contractor. Reorganize and simplify. Refd AASHTO, ASTM.

1001 Portland Cement and Cememtitious Materials

Was Hydraulic Cement. Added fly ash, ground granulated blast furnace slag, silica fume from Misc. New Blended Hydraulic Cement includes cement that is already combined with fly ash or slag at the refinery. Max of 30% fly ash for IP Cement. Added spec for mortar cement.

1001 Portland Cement and Cememtitious Materials

Use Qualified Brand Name portland cement, (QPL 7), and comply with AASHTO M 85. Alkali content calculated as sodium oxide equivalent shall not exceed 0.60 percent by weight (mass).

(We are allowing the process additions as allowed by AASHTO.)

Fly Ash
Alkali content calculated in accordance with DOTD TR 531 shall not exceed 2.5 percent by weight (mass). Fly ash with alkali content greater than 1.5 percent may only be used with innocuous (nonreactive) aggregates.

Section 1002 Asphalt Cement, Emulsions, and Additives

Eliminated silicon, PG 70-22m Alternate not used. Added crumb rubber, PG 82-22rm. Document tank cleaning.
Waste Tire Rubber must be pre-qualifed

by the Materials Laboratory. The maximum size of rubber particles shall be 30 mesh crumb (90-100 percent passing the No. 30 sieve)(600 m). No cryogenic crumb rubber is allowed.

Due to changes in Part 500, Asphalt


Eliminated CRS-2, CMS-2, CSS-1, SS-1, MC 250, SS-1P, SS-1L. Added NTSS-1HM (Trackless Tack), CSS-1hP, PET.

RPCC used for Interstate projects shall be

stored in dedicated stockpiles used solely for one specific project.

RPCC for non-Interstate projects shall be

stored in working stockpiles that are separate, identifiable, and have a minimum quantity of 5000 CY.

The Materials Engineer may adjust rating based on skid results. Gravel 75% double-faced crushed is tested.
