The SF Chronicle discussed the subject in November 2008: Drivers could pay $3 to enter, leave or pass through parts of San Francisco during morning and evening commutes under a proposal designed to push motorists out of their cars. The San Francisco County Transportation Authority, which has been studying the idea of imposing congestion-based tolls on city streets for nearly two years, released some of the details of its study Tuesday at a meeting of its board. . . . The board won't consider recommending a congestion toll plan until February. The congestion toll, if implemented, would be the first in the nation. Similar tolls, also known as cordon tolls, have been used in London and Stockholm, where they're credited with reducing traffic congestion, air pollution and miles driven. They also have raised tens of millions annually for public transportation improvements. While many of the details are still being studied, Zabe Bent, principal planner for the authority, said a $3 toll was chosen because it would probably influence how many people choose to drive versus walking, biking or taking transit. "There's going to be a long process of determining the toll," said Jose Luis Moscovich, executive director of the authority. "There are many variables, including social variables. The amount we arrive at may be very different." The $3 toll would be collected on weekdays between 6 and 9 a.m. and 4 and 7 p.m. - meaning the average car

At Tuesdays Boosters meeting, well be discussing the Citys proposed congestion charge designed to reduce traffic and improve transit downtown. Zabe Bent of the Citys Transportation Authority will be here to clarify the multiple proposals one of which draws the boundary of the congestion zone right down 18th Street. Will you have to pay an extra $6 just to get out of Dogpatch, or go to class at CCA, or shop at Good Life and get back home? Lets get the facts, and give the City our opinions.

We've learned the hard way that when it comes to city planning and environmental issues, no one looks out for us like we can. That's why we need the Boosters, and why the Boosters needs active members and leaders. I bring this up because its time for Executive Committee nominations for the coming year. We may have a couple of folks leaving the Committee, and we are always looking for new active members to join the Booster leadership. Candidates for Executive Committee positions must be announced by the end of the March 31 Booster meeting. If you have been a Booster for more than a year, and you are interested in becoming a member of the Executive Committee, please contact me or Dick Millet our contact information is right next to this article. Thanks for helping us continue to make the Hill a better place to live!

In the past year, the Executive Committee of the Boosters has stepped up to make the Boosters more visible in the neighborhood, and to make the neighborhood more visible in the City. There's much more to come in the future, as the membership of the Boosters grows, and as the City looks to its southeast neighborhoods to solve more and more of its problems.
