SCOPE:
1.1 1.2 This Instruction establishes company policy for providing protective footwear to employees. This Instruction also covers the assignment of responsibilities to ensure that employees are provided with and use suitable protective footwear; the methods of obtaining protective footwear; minimum requirements for protective footwear; special types of protective footwear; and the method of submitting complaints regarding protective footwear. For purposes of this Instruction, protective footwear is classified into two categories: safety shoes and special protective footwear. Safety shoes are available through the Local Delivery Order and Receipt (LDOR) system or through the retail market (refer to paras 5.2 & 5.3). Special protective footwear may be ordered through SAMS or direct charge if required items are not available in SAMS.

COMPANY POLICY:
3.1 The company will provide appropriate protective footwear to employees in jobs where there is risk of injury from such hazards as falling or rolling objects, moving machines, electricity, fire, and foot hazardous materials. The company will provide quantities of protective footwear to employees based on work requirements.

RESPONSIBILITIES:
Division heads have the following responsibilities regarding protective footwear for employees under their jurisdiction: 4.1 Identify areas and/or jobs that require protective footwear and the type of protective footwear required. Area Loss Prevention offices are available to advise in this regard. Determine new and replacement quantities of protective footwear to be supplied based on job needs within the following guidelines: 4.2.1 An employee may have one or two pairs of protective footwear in his possession depending on job requirements. For example, two pairs of shoes may be needed if an employee is required to wear safety shoes most of the time he is on the job in order to allow one pair to air for a day while the other is being worn. Protective footwear may be replaced when worn-out or when no longer able to perform its intended function. Under normal usage, two pairs of shoes should last one year or longer. There may be exceptions for extreme conditions.

Administer the issuance of protective footwear to each employee required to work in an area where protective footwear is needed. Authorize safety shoe subsidies to employees under their jurisdiction who purchase safety shoes in the retail market, in accordance with paragraph 5.3. Ensure that employees wear required protective footwear where needed.

Intranet Site. These boots can be ordered using the Materials Issue System (MIS). Refer to M.I. 01.3. 5.2 Local Delivery Order and Receipt (LDOR) System Safety shoes available through the LDOR system are listed in the Loss Prevention Intranet Site. Procedures in MIS M.I. 01.4, should be used to obtain these safety shoes. 5.3 Company subsidized safety shoes 5.3.1 If preferred, employees may purchase safety shoes in the retail market either in-Kingdom or at locations worldwide, and be paid a subsidy that will not exceed the lesser of the actual cost or SR155 for each pair purchased. To qualify for this subsidy, employees must obtain written prior permission from their division head to purchase safety shoes. The division head shall ensure that the shoes to be purchased are suitable for the intended work environment in accordance with this GI. A list of acceptable safety shoes and a list of known safety shoe retailers in Saudi Arabia is shown in the Loss Prevention Intranet Site. Purchase of safety shoes by employees is not restricted to these retailers or models. However, safety shoes not listed in the approved safety shoe list shall be in conformance with the minimum protection specifications stated in paragraph 6. For shoes not listed in the approved safety shoe list, questions pertaining to the acceptability of various models can be referred to the area Loss Prevention offices along with the manufacturing details of any models proposed. If the area Loss Prevention office does not have sufficient information on a particular model, and the requester cannot provide sufficient information on a shoe model, Loss Prevention will advise the proponent division head that the proposed model is not acceptable. To obtain the subsidy (lesser of actual cost or SR155), employees shall submit form SA60, Payment Authorization, in the amount of SR155 or less, together with a receipt from the retailer showing the cost, the make, and model number of the safety shoe supplied (Existing Company and department signatures for approving form SA-60 apply). For tracking purposes, this form SA-60 shall specify that SR155 or less is to be credited to the employee's paycheck. The division head shall confirm that an employee applying for the subsidy possesses the approved safety shoes that were purchased.

Direct Charge Purchase: 5.4.1 Protective footwear may be purchased through direct charge purchase requisitions (DCPRs) in the following situations: 5.4.1.1 5.4.1.2 SAMS or LDOR footwear is unavailable (for example in very large or small sizes) or medically unsuitable. Special types of protective footwear are required which are not available in SAMS. (Refer to paragraph 7.)

DCPRs for safety shoes require a Loss Prevention endorsement signature (see MI 01.7). A written justification shall accompany any DCPR for safety footwear brought to Loss Prevention for Special Review endorsement signature prior to issue of the requisition to Purchasing. This justification shall include: 5.4.2.1 Supporting documentation of unavailability and/or medical unsuitability, as appropriate. 5.4.2.1.1 For cases where LDOR footwear is medically unsuitable, a written and signed justification letter from a Saudi Aramco physician (or physician at a designated medical facility) is required. Doctors must clearly state that currently available SAMS/LDOR footwear is medically unsuitable, state the specific reasons why, and clearly describe the type of protective footwear required in their letter. For example the statement, "provide light safety shoes" is insufficient justification, since it does not indicate medical unsuitability of SAMS shoes, state an acceptable weight, or give any other descriptive information on the desired type of shoe.

Loss Prevention area offices shall review DCPRs for protective footwear to ensure that the footwear being ordered is in conformance with the minimum protection specifications stated in paragraph 6 and that the footwear is suitable for its intended use. If shoes are acceptable, the Loss Prevention division heads shall endorse DCPRs, and add a statement indicating the shoes meet manufacturing and protective requirements suitable for the intended use. If rejected, the DCPR shall be returned to the proponent without endorsement. Proponent department approval on DCPRs for protective footwear is required according to the Automated Approval Authority (AAA) system stated level for Direct Charge Expense Requisitions

"Track shoe" type safety shoes and materials such as nylon, polyester and canvas in the uppers of safety shoes are only permitted for use by employees in light duty (i.e. primarily indoors) occupations who nonetheless need protection against falling objects. Certain hospital workers may be an example. 6.3 Heel configuration A definite heel rather than a flat tread shall be provided on protective footwear used in climbing ladders because flat treads have a tendency to slip off the ladder rung. 6.4 Toe boxes Toe boxes of protective footwear shall meet the highest compression and impact ratings from either the American (United States of America) or European standards, which are as follows: AMERICAN NATIONAL STANDARD ANSI Z41-1991
NOTE: The protection provided by the toe boxes manufactured to the above American and European standards is essentially the same. That is, ANSI I75 C75 is equivalent to EN12568, 200 joules. The compression and impact ratings differ because of differences in the testing methods. 6.5 Requirements for In-Kingdom Manufacture of Safety Shoes

Manufacturers or vendors in Saudi Arabia providing safety shoes to the Company through LDOR agreements shall follow Safety Shoes Specification 21-SAMSS-003. Deviations shall be approved by the Loss Prevention Department.
