House approves school safety bill by wide margin

Legislation that would allow CLEET-certified school personnel to act as special reserve school resource officers has been approved by the Oklahoma House of Representatives. These volunteers from the schools would have a special, sworn, law enforcement status and would serve as armed security in their local schools and at school events. House Bill 1062, developed by state Reps. Mark McCullough, Sean Roberts and Josh Cockroft (R-Tecumseh) passed the House by a 68-23 vote and advances to the state Senate. The bill was also developed with the input of countless parents, educators and law enforcement officials. "This legislation creates an option some schools may use to address safety concerns; it is not a mandate," said McCullough, R-Sapulpa. "Schools without some form of security system in place leave themselves vulnerable to attacks and, as lawmakers, our job is to provide them with tools to keep their students safe." "There is nothing more important than protecting our children," said Roberts, R-

Hominy. "For districts that are unable to provide every school a resource officer, this gives them an option to provide security." McCullough also praised the work of the Commission on School Security. "I think they did an excellent job of corning up with some good recommendations to address school safety," McCullough said. "Specifically the effort to address mental health concerns and create the Oklahoma School Security Institute." House Bill 1062 provides complete local control for participation in the program. The school boards would make the decision on whether or not to participate and who the volunteers would be. The certification would require a minimum of 120 hours of training to be specially developed by the Council for Law Enforcement Education and Training. It has the benefit of using the existing structure of the local law enforcement reserve system, uses a pool of readily available volunteers and provides immunity for participating school boards, school personnel and law enforcement entities. McCullough is also seeking funding for school districts who would like to participate in the program.

In a move aimed at stopping a scam that commonly targets seniors, AARP and the U.S. Postal Inspection Service are teaming up to combat foreign lottery fraud, according to AARP State President Marjorie Lyons. Foreign lottery scams are typically marked by a few hallmarks including stacks of mail inviting the recipient to play an offshore lottery, calls from mysterious phone numbers claiming the recipient has "won the Jamaican lottery" are common threads. The catch is that in both instances, the "winners are required to pay the "foreign taxes" up front and in cash. "The moral of this story is simple," Lyons said. "If it sounds to good to be true, it probably is. We don't want anyone, especially our seniors, falling prey to this all-too-common practice." According to the Federal Trade Commission, prize scams alone could be costing older Americans as much as $1 billion a year. "The FTC estimates more than 90 percent of all lottery scams go unreported because the victims are too ashamed to file a complaint," Lyons said. "Our efforts here are two-fold: we want to bring awareness to this issue, but we also want to encourage individuals who think they have been duped by one of these scams to come forward. Reporting this crime to the proper authorities just might save someone else

from becoming a victim." The Federal Trade Commission reports lottery scams from Jamaica have grown significantly in recent years, and in 2011 nearly 80 percent of the complaints affiliated with Jamaica involved someone over the age of 50. A fraud survey by the FTC showed that while older citizens were less likely to be victims of fraud overall, they were disproportionately the targets of prize scams. As part of the campaign, post offices nationwide will deliver directmail pieces explaining how the lottery scams work. The odds are good that the most vulnerable seniors will notice the effort - after all, the educational postcards were designed to look like the fraudulent lottery mailers. "The US Postal Inspection Service is excited to be teaming with AARP to spread the word about foreign lottery frauds. Consumers are empowered through education, making the criminal's job harder," stated Chief Postal Inspector Guy Cottrell. "Through this partnership, we are providing the tools to older Americans and their caregivers to better protect themselves against these crimes and losing their hard earned savings." House approves bill to streamline school testing

Under a bill approved unanimously by the Oklahoma House of Representatives, students could graduate from high school without taking certain end-of-instruction exams if they score high enough on tests such as the ACT or SAT. House Bill 1035, by state Rep. Dennis Casey, would exempt students from certain end-of-instruction exams depending upon their scores on alternate tests. The State Board of Education would establish the scores on alternate tests, which would include the ACT, ACT PLAN, SAT, PSAT, Advanced Placement WorkKeys job skills assessment, International Baccalaure-

ate and College Level Examination Program. Students would have to score the greater of one point or 10 percent above the cut score established by the State Board of Education as proficient for the subject area in which those exams are approved alternate exams. "I requested a study in 2012 in which it became very clear that there were duplicative tests currently being used to assess student performance," said Casey, R-Morrison. "It was clear that eliminating duplication and allowing schools to focus more on their primary mission - education - was the right thing to do." House Bill 1035 was approved by a 94-0 vote and now advances to the state Senate.
