UPLB tightens security measures

The reported deaths of three students within a span of 5 months led to the implementation of heightened security measures within the vicinity of UPLB campus. Last October 2011, Given Grace Cebanico, a third year BS Computer Science student of UPLB, was found dead along IPB Road in Brgy. Putho Tuntungin, Los Baos. About 5 months later, the body of a 14 year-old Los Baos National High School (LBNHS) student, Rochelle Geronda, was also found; with

reports indicating that she was raped. Shortly a week later, Ray Bernard Pearanda, 19 year-old BS Agriculture student, died after being stabbed during a hold-up incident along F.O. Santos St. These killings strike at the very heart of the peaceful, orderly and safe community that UPLB has been, and must be again. We will not rest until justice is done and the perpetrators are punished, said Presidential Spokesperson Edwin Lacierda, along with a vow to give justice to the victims.

Indignation rallies were also held and a dialogue between the University Student Council (USC) and LB Mayor Anthony Genuino took place to call for improved security within the municipality of Los Baos. Additional lamp posts, roaming automobiles, and security outposts are now seen within the vicinity of UPLB campus, with the implemented curfew from 10pm to 4am. All these aims to provide better security and lessen the further occurrence of crimes. [P]

New EIC appointed:

Billante bested other three
Mark Ian Billante, BA Communication Arts 11, is this terms editor in chief (EIC) of the UPLB Perspective, after receiving his appointment from the Office of the Chancellor (OC), as per Administrative Order No. 085 Series of 2012 dated March 30, 2012. The EIC examination, conducted at the College of Development Communication Integrated Laboratory last March 17, was also taken by Mariel Valdez, BS Biology 09, Princes Bulaclac, BS Mathematics 10, and Avril Erin Duag, BS Economics 11. At 17, Billante is the youngest EIC as per latest records. The ad hoc committee, formed by the OC to govern a smokescreen for increase in the base tuition fee in the university. Protests were held against this change in the process and there has been a call to Scrap STFAP during the enrollment period. One of the slogans propagated on the Internet was, In UP, one is considered rich until proven poor. On June 4, 2012, the UPD University Student Council released a statement that posited their stand about this issue. They alleged that this is only a step towards raising the base tuition fee students have to pay for the UP education. Aside from Diliman, this change has not been implemented in other UP campuses. However, being a part of the UP system, it is being feared by the students that the same policy will be also implemented in UPLB as well as in other UP units. The examination of the applicants, according to the provisions of the Rules and Regulations Governing the Publication of the UPLB Perspective, is divided into four parts: editorial writing (40 percent), news writing (30 percent), front page layout designing (15 percent), and interview (15 percent). Serving the Students Billante envisioned a more student-centered and actionoriented Perspective. There is still that need to fight for what we deserve and actively participate in every students concern a legacy that has been going on for 39 years already, he emphasized. Despite the inadequacy of funds and facilities, Billante promised to bring the UPLB Perspective back to the students and to serve well to their interest. As the UPLB Perspective releases the first issue of its 39th volume, we bring you a glimpse of what has happened in our university through news round-ups and assessments of UPLB officials past terms. May this serve as a guide on the path we are going to take in the future and a primer to the new Iskolars ng Bayan, the Batch 2012, as they now become part of UPLBs history.

Despite many protests from its constituents, the University of the Philippines has implemented changes in its matriculation system that effectively raised the tuition fee by P500 per unit this academic year in UP Diliman. In accordance to the revised application process of the STFAP (Socialized Tuition and Financial Assistance Program), should a student fail to submit necessary documents to ascertain his/ her family income, he/she will be classified under Bracket A, or so-called millionaires bracket. This is a classification previously given to students whose annual family income is P1M and above. Previously, students were assumed to be and were classified under Bracket B even before they apply for STFAP and were obliged to pay P1000 per unit.

The UP Diliman administration has tried to implement this change last year, but their efforts were thwarted by protests from various student groups, and the implementation was deferred for a year. However, half of the total number of freshmen in 2011 (900 out of an estimated 1,750) was already placed under Bracket A. The UP administration maintains that this revision is for the better implementation of STFAP and is not an increase in the base tuition fee. UP President Alfredo Pascual stated that the amount students will pay for their tuition will still be the same, depending on what bracket they are classified under. Also, they assert that there has been no change in the default bracketing because there is no such thing as a default bracket. Various student groups have labeled this revision as

OC proclaims USC Chair

Ynik Ante, a 4th year BS Development Communication student, was formally proclaimed as the UPLB University Student Council (USC) Chairperson and took oath last June 25 before UPLB Chancellor Rex Victor Cruz after a 4-month delay. Ante, the standard bearer of Samahan ng Kabataan para sa Bayan (SAKBAYAN) garnered a total of 1,479 votes and won by 36 votes over Marion Joyce Divino of Buklod-UPLB during the USC-CSC Automated Elections last Feb 22-24. The election was facilitated by the Central Electoral Board (CEB) which consists of college secretaries, College Student Council (CSC) chairpersons, Student Organizations and Activities Division (SOAD) head Mark Lester Chico, and former Office of Student Affairs (OSA) director Vivian Gonzales. Antes legitimacy as chairperson-elect was previously questioned by the CEB because according to them, she was not able to pay her tuition on Feb 29, a provision placed by CEB even during her filing of candidacy. Ante was enrolled in the second semester through a promissory note submitted to the Office of the Chancellor. This was later cleared by Ante who said that she paid her tuition on that day after accumulating a sum of P11,000 from the solicitation of her supporters. The Office of the University Registrar (OUR) also affirmed that Ante was indeed registered on that day. However, on the letter submitted to Chancellor Cruz by then OSA director and CEB chair Vivian Gonzales last March 1, it was Divino who won as the USC Chair. This was met with protests by some USC councilors and supporters. A statement by then Student Regent (SR) Krissy Conti and incoming SR Cleve Arguelles stated, Late payment of tuition should not be used to undermine the position of any student committed to

be involved so fully in UPs academic and extra-curricular offerings. They also added that proclaiming a runner up is baseless since nullifying the votes already cast for her means nullifying the votes entirely. A disqualification case against Ante should not also be made against her after winning the elections since she was allowed to go into a ballot in the first place. In an interview with the Perspective, Chancellor Cruz said that the 4-month delay was mainly because it was intensively studied upon by legal authorities. Talagang pinag-aralan yan. UPLB asserts for LGBT rights and basic needs

The voice of the LGBT (lesbian, gay, bisexual, transgender) was once again heard during the second Pride March held at UPLB last July 19, 2012. It was led by UPLB Babaylan and ProGay Philippines, and participated by various student organizations and supporters. The pride march started with a short program at 3pm in the Humanities Bldg steps of UPLB. Participants then marched around the campus grounds. It focused not only on their call for gender equality but also for a genuine social reform on the problems affecting Filipinos including the budget cuts and other education, health, and security issues. We have no concept of an LGBT community, said Corina Ann Maranan, one of the organizers of the event, because LGBTs are in every sector and every class of the Filipino community. Therefore, we face the same issues and problems. The pride march also served as an admonition against the Aquino administration which, for two years, has consistently disregarded its responsibility to the LGBTs in the country. And, according to UPLB Babaylan, Aquino had trashed pro-LGBT recommendations that were submitted to the Universal Periodic Review of the United

Nations Human Rights Council in May, including the passage of the Antidiscrimination Law that was filed in Congress by Bayan Munas Rep. Teddy Casio , They added that aside from failing to give adequate information to basic social services, Pres. Aquino increased the burden of the people by raising fees for education and health services -- a problem that is also directly felt by the LGBT. An issue that was also raised is the unwarranted harassment and gay attacks that happened in Queeriosity and Fahrenheit Cafe in Manila, where gay clients were arrested. Clearly, it was just plain harassment. Also, this is not an isolated case. It wasnt the first time this happened, Maranan stated. Aquinos administration has repeatedly opted to refuse addressing hate crimes against gays, as these human rights violations are increasing alarmingly. In terms of health services, the LGBTs are also directly affected by the privatization of many hospitals and the steady increase of the price of health services; which results to an increase of health cases like HIVAIDS. The event ended with a candlelighting event at the Carabao Park of the university. [P]

(CFNR), Dr. Rex Victor Cruz, was proclaimed as the new UPLB Chancellor by the UP Board of Regents last Sept 29, 2011.

Dr. Cruz is the 8th chancellor of the university following Dr. Luis Rey Velasco. Cruz, the first chancellor to come from CFNR, assumed office November 1 of the previous year . His term will last until Oct. 31, 2014. During his campaign, Dr. Cruz stated that his vision of One University, One Goal, One Destiny for UPLB, will be guided accordingly by his five point thematic agenda which include 1) Governance for Growth and Unity; 2) Innovation and Transdisciplinary Programs for Excellence, Collaboration and Integration; 3) Resource Generation for Productivity and Sustainability; 4) Enhancing Support Systems for Empowerment and Inspiration, and; 5) Extending the Reach of UPLB for Visibility, Partnership and Nation-Building. The formal turn-over and oathtaking ceremony was held on Nov 25, 2011 at the UPLB Main Library Grounds. Among the

During his opening remarks, Pascual congratulated Cruz for having been elected as the new chancellor. Velasco also delivered his farewell speech during the event, and thanked his staff and his constituents for the privilege of being a chancellor of the university for six years. In his acceptance speech, Cruz said, With profound gratitude in the trust and confidence as well as all the support you have given me, I humbly accept the position and all the duties and responsibilities that come with being UPLB Chancellor. After the ceremony, President Pascual and Chancellor Cruz led the other officials in a tree-planting activity along the Promenade walk at Silangan Road. [P]

Cleve Kevin Robert Arguelles is now the UP Student Regent (SR) for A.Y. 2012-2013 after a recent SR selection and General Assembly of Student Councils (GASC) conducted May 22-23 at the Electrical Engineering (EE) Auditorium, UPLB. Arguelles, BA Political Science 08 from University of the Philippines Manila (UPM), was selected among two other candidates, Marjohara Tucay of UPD and Ma. Elena Love Carlos of UPLB. The SR Selection was headed by then SR Maria Kristina Conti. The SR is the only student representative in the UP Board of Regents (BOR), the highest policy-making body in the entire UP system. It is composed of 11 members of executive and legal offices, UP sectors, and distinguished alumni. An open nomination was held from April 10-23 and the nominees were subjected under three deliberations from outgoing university and college student councils, in accordance to the Codified Rules for Student Regent Selection approved April 1, 2012. Velasco said that every semester, an athletic fee is collected from all the students as to support university-wide sports programs that will benefit the most students. He said that since the university is not participating in a year-round sports tournament, the maintenance of the varsity teams may not be a good option. The Department of Human Kinetics Chair, Prof. Naomi Enriquez, insisted that the varsity sports program in the university is a values education program which enables the students to demonstrate gallantry, sportsmanship and scholarship. Having undergone to several dialogues, the varsity teams with the help of the student body had succeeded in the appeal for the proposal. Furthermore, officiating organizations of certain university-wide sports tournament were benefited because the request for the use of sports facilities and buildings was much easier to process now. Velasco delegated the Community Service Brigade (CSB) to help the UP Police Force (UPF) ensure campus safety. Though they have the authority to command security-related policies, students reported nuisance as these CSBs harshly command them, which elicits fear in them. Reminiscing the past year as well, different crimes that happened near the campus vicinity were reported to the national media. The UPLB community including even the whole Los Baos population were alarmed and doubted their security. The Los Baos police force including UPLBs had guaranteed the citizens of a much safer living environment. Six years of Velascos term caused much turmoil. From the decreased education budget to the increased tuition fee; and higher absorption capacity to lowered quality of education, the university administration might have done its best though there are decisions and actions that earned criticisms and condemnations. It is now in the hands of UPLB Chancellor Rex Victor Cruz to innovate and improve the condition of the university and uphold student, faculty and academic freedom. [P]

Gusaling tumatangkilik sa mga pangangailangan ng mga mag-aaral, ngunit mas kilala sa blockbuster nitong mga pila sa mga aplikante ng Socialized Tuition and Financial Assistance Program (STFAP) at Student Loan Board (SLB) Program. Nasa ikalawang palapag nito ang tanggapan ng Student Organizations and Activities Division (SOAD), Student Financial Assistance Division (SFAD), Student Housing Division (SHD), Counselling and Testing Division (CTD), Student Disciplinary Tribunal (SDT), International Students Section (ISS), Textbook Exchange and Rental Center (TERC), at syempre, ang Office of Student Affairs (OSA). Sa basement naman naroon ang tinatawag na recreational hall na may lugar para sa mga panatiko ng bowling, billiards, at table tennis, kasama ng iba pang stalls. Sa labas naman ng gusali ay ang SU Amphitheater, kung saan dating ginanap ang AlmOSAlan para sa freshmen at ang Miting de Avance para makilala ang mga kandidato tuwing eleksyon ng student councils. Nakabungad dito ang isang fountain na no comment.

Isanasigurosamga pinakamagandang gusali sa UPLB dahil sa mall-like design nito na matatagpuan sa kahabaan ng Pili Drive. Hindi lang mga engineering students ang naha-haggardan sa pagpunta dito dahil kahit mga klase GE subjects at PE 1 ay dito narin ginaganap (hint: LLCP).

Maliban sa UPF, mayroon ding Community Service Brigade na nagbabantay sa karamihan sa mga gusali sa campus. Nang lumaon ay nabawasan ang bilang ng UPF dahil blue guards at surveillance cameras ang humalili sa kanila.

Tahanan ng mga engineer wannabes. Ang CEAT ay nasa ilalim ng CA noong 1912 at naging ganap na kolehiyo noong 1983. SOUTHEAST ASIAN REGIONAL CENTER FOR GRADUATE STUDY AND RESEARCH IN AGRICULTURE (SEARCA)
Binuo ng Southeast Asian Ministers of Education Organization (SEAMEO) noong 1966 para pagkalooban ang mga karatig na bansa ng mataas na kalidad ng graduate study sa larangan ng agrikultura.

Ang Main Library, maliban sa pook ang paligid nito ng mga group meetings, general assembly (GA) ng ilang org, at ng lovers na di naman singlala ng mga nasa Fertility Tree, ay ang pinakamalaking silid-aklatan sa UPLB. Ito ang dating SEARCA Building bago pa maging isang library. Itinuturing itong pinakamalaking agricultural library sa buong Asya na may mga muntik-nang-mapanatiling libro mula pa noong 1910.Unfortunately, hindi pa rin nakasasapat sa mga pangangailangan ng ating mga mag-aaral (hal: Eng 2 at Spcm 1). However, malakas ang libreng Wi-Fi dito (kailangan may account ka na makukuha sa (ITC)) para maka-access sa malaking online library sa loob at labas ng UPLB, uhm Facebook (secret lang to ha). Nga pala, mahigpit ang mga bantay dito kung wala kang suot na ID, as in dapat suot. Sa basement makikita ang Computer Services and Multimedia Collections Section para sa libreng gamit ng computer at ilang stored media, at ang University Special Collections Section para sa room-use na kopya ng mga thesis, special problem (SP), at manuscript. Sa first floor naman naroon ang malawak na hanay ng mga libro at journal. Sa second floor naman ang iba pang mga hindi pinapansing babasahin: serials, acquisitions, Filipiniana, atbp. Pero dahil muli sa LLCP, ginaganap na rin dito ang mga General Education (GE) at bottleneck courses na walang kinalaman sa Biology. (Well, partly, OK lang din naman, just to be nice, magpagamit tayo ng facilities ng ibang institute). Sa likod nito ay may greenhouse, habang sa kanan nito ay ang Molecular Biology and Biotechnology (MBB). Noong 2007, pinatanggal ang mga tambayan ng mga acad orgs sa BioSci dahil ayon sa Los Banos Fire Department, ang BioSci ay walang fire exit plan, kaya naman tambayan eviction ang naging tugon ng Institute of Biological Sciences (IBS) admin. Makikita pa rin ang ilan sa mga orgs at ang kanilang tambayan na kung hindi banig ay nagkukumpul-kumpol na lang sila sa isang tabi. Ang mahigit 5,000 ektarya ng lupain ng UPLB ang kinalalagyan ng upper campus, o mas kilala sa tawag na Forestry. Narito, malamang sa malamang, ang College of Forestry and Natural Resources (CFNR), kilala sa Asya bilang dalubhasa sa forestry, natural resources, environmental studies, at climate studies. Hubad na ang pinakashocking experience ng bawat incoming freshman pag napag-uusapan ang UHS, o mas kilala sa tawag na Infirmary, dahil dito ginagawa ang medical check-up bilang requirement ng mga freshie na admitted ng UPLB. Pribilehiyo ng mga UP students ang magpacheck-up ng libre dito, lalot mas legit ang medical certificate (para ma-excuse sa klase kung lumiban) na ibinibigay ng Infirmary kumpara sa maaring makuha sa labas.

Ipinangalan ang state-of-the-art nating gymnasium (kaso pag umuulan, may mga timba sa basketball court) sa founder ng UP College of Agriculture, si Edwin B. Copeland. Dito na ginaganap ang karamihan sa mga PE classes simula nang ilipat ang tanggapan ng DHK dito. Ito na rin ang bagong tahanan ng ating mga varsity team na minsang nanganib ang pagka-legit dahil hindi daw sila napapakinabangan ng unibersidad. Sa mga may planong sumali sa ating varsity teams, dont worry, nabaliwala na ang mungkahing alisin ang pinagmamalaki nating mga varsity team.

CARILLON TOWER Saksi ang gusaling ito sa matamis na pag-iibigan ng mga lovers sa ilalim ng Fertility Tree. Makikita sa Track and Field Oval and Parade Grounds (Oval for short), ang Rizal Centenary Carillon na mas kilala ngayon as Carillon Tower ay isang music tower na dinisenyo rin ni Leandro Locsin, tulad ng SU Building. Isa ito sa tanging dalawang carillon sa bansa, na binubuo ng 37 na ibat ibang laki ng kampana (na sadly, hindi na natin naririnig ngayon). Tinutugtog noon ang mga sumusunod na awitin: Push on UP, UP Naming Mahal, at Jesus, Joy of Mans Desiring.

OBLATION Ang Oblation, o si Oble, ang kilalang simbolo ng UP, mapasaang campus sa UP system. Ang hubad na katawan ni Fernando Poe Sr. (na naging kontrobersyal dahil hindi raw siya ang tunay na modelo nito) ang naging batayan ni National Artist Guillermo Tolentino. Sampung taon pagkatapos naging legit ang UPLB bilang isang autonomous unit ng UP system, saka lang tayo nagkaroon ng sarili nating Oble na nireplika ni Napoleon Abueva (estudyante ni Tolentino). Nakabatay ang mga sagisag ni Oble sa ikalawang saknong ng Mi Ultimo Adios ni Rizal. Sinisimbolo ni Oble ang academic freedom na ipinagmamalaki natin sa ibang mga unibersidad sa bansa. Wala itong saplot dahil nakatindig ito sa katotohanang walang bahid ng pagbabalat-kayo, at ang akto nitong nakadipa ay ang hindi sakim na pag-aalay ng sarili sa bayan. Ang dahon ng igos (fig leaf) na nakatakip sa, uhm, hehe, ay sumismbolo sa fertility, at ang halamang kataka-taka sa paanan nito ay sumisimbolo sa pag-unlad. Kung may mga kung anu-anong anik-anik na nakasabit kay Oble, dala naman ito ng mga isyu concerning our beloved university (hal: butterfly wings nitong nakaraang Pride March). Pinakakilalang mito tungkol kay Oble ay kung magpa-picture ka raw dito, hindi ka raw gagraduate on time. Boom. MARIANG DALAM-BANGA PROMENADE PARK Syempre, ang estatwa ni Mariang Makiling na may dalang banga. FEB FAIR Mga banda, pabonggahang booth ng mga orgs, pakulong event tuwing gabi ilan lang ito sa mga pinakainaabangan tuwing February Fair (Feb Fair) na ginaganap, malamang, tuwing Pebrero. Pero hindi lingid sa kaalaman ng karamihan na ang pinagsimulan ng Feb Fair ay hindi lang para maghappy-happy ang lahat kundi isang seryosong bagay na dal ang Martial law noong Setyembre 1972. Nagsimula ang Feb Fair bilang Protest Fair, na nagsilbing lugar para pagbuklurin ang buong UPLB para sa isang demokratikong kampus. Nagsilbi rin itong pagkakataon para imulat ang mga sektor sa Timog Katagalugan sa pagsulong ng karapatan bawat isa. Nang nabuo ang UPLB Student Council noong 1978, pinagpasyahang ilipat ang pagdiriwang mula Setyembre tungong Pebrero, para mapaghandaan ito sa mas mahabang panahon. Sa kasalukuyan, nagsisilbi ang Feb Fair bilang isang venue para pag-ibayuhin ang mapanuring pag-iisip sa kalagayan ng ating lipunan, hindi lang ng bawat Iskolar kundi ng bawat Pilipinong makikibahagi dito. Pinapakita ito sa pamamagitan ng mga concert, bazaar, pagtatanghal, debate, at kung anu-ano pa kung saan maaring makibahagi ang bawat estudyante. Ito ay pinapangunahan ng USC kasama ng malawak na hanay ng mga soro, frat, at orgs sa loob at labas ng UPLB.

Ang dami! At hindi ko alam kung paano ako makikibagay sa kanila. Pero sa ilang klaseng meron ako, may isang pumukaw ng atensyon ko. Hindi dahil gusto ko yung pinag-aaralan, o malamig sa kwarto, o magaling yung prof. Kung tutuusin, napakainit sa kwartong ito, makaluma ang mga kagamitan, at nakakaantok at nakakagutom ang oras ng klase. Pero ito ang pinakagusto ko sa lahat. Atat na atat akong pumasok dito. Ganito nga ba talaga ang gawain ng mga kabataan ngayon? Ito nga ba talaga ang kwento ng totoong buhay? Sa pagpasok ng housemates at pagharap sa mga sinasabing hamon ni Kuya, nakita Pwedeng oo. Ibat iba ang katangian, kasarian, katayuan sa buhay, pinanggalingang pamilya, interes at kalakasan ng mga estudyante na nasa iisang yugto ng kanilang buhay, ang senior year. Ipinakita ng Senior Year, isang Philippine independent film ni Jerrold Tarog, ang buhay ng sampung estudyante sa isang pribadong katolikong paaralan sa ni Ma. Regina Onnagan Manila, at kung paano nila nalampasan ang huling taon nila sa hayskul. The Aquino administration pledged to lend US$1 Billion to the International Monetary Fund (IMF) last June 22 for bailouts of transnational and multinational banks and institutions affected by the economic depression in US and some European countries. The country was taken aback by the sudden news about the administration lending funds from the states dollar reserves to the international community. Due to the high remittance of Overseas Filipino Workers (OFW), the countrys dollar reserves increased and strengthened. The IMF seeks help from countries with strong dollar reserves to contribute to the Financial Transaction Plan (FTP) which aims to ensure global stability. Amidst the recurrent issues of lack of funds to support basic social services, this move earned several outcries from different sectors in the community. The funds could have been allocated to subsidize housing, health, welfare and education. We cannot deny the fact that a number of people are living below the poverty line. Lending money to the IMF may say that we have a healthy economy but economic stability is not merely seen as the ability of the state to assist other countries with their own economic crisis, while its citizens are suffering from poverty and hunger. By the end of 2011, the countrys outstanding national debt had reached Php4.5 trillion and we continue borrowing money from domestic and foreign sources to carry out these debts. Burdened with a large national debt, this $1B would have gone far if allotted to national debt servicing. Conversely, the said $1B contribution somehow serves as a part of the countrys international commitment since it had been receiving financial assistance from IMF as well. Being a part of a global community of nations, we are compelled to help ensure economic and financial stability across the globe. But it would also be of great accomplishment, however, if we are able to stabilize our own economy first, and later offer assistance to other countries. It would be absurd and illogical to extend help to save anothers economy because here we are, struggling on our own waters. And of course, assistance is not limited to financial aids only. Totting up these claims, we are to trace back how the administration came up with such decision which will just leave us wandering because there arent proper consultations. The people are wondering if the fund couldnt be converted to poverty alleviations to subsidize the marginalized or as government budget for debt servicing. The administration also hasnt explained what the terms and conditions for this $1B loan were and who in particular, decided the figure. Every upheaval can be rooted from a neglected important point: transparency of consultation. There would be lesser or even no commotion if the people were properly oriented about the action and the administration had explained clearly why the sudden decision was made. [P]

Ang masama dito, hindi natin sineseryoso ang mga maliliit na pangakong binibigkas natin dahil ang tingin nga natin sa mga ito ay maliit lamang. Dito maipapasok ang isang personal na paniniwala ko na practice makes permanence. Mahirap ituwid ang mga maling gawing kinasanayan na nating gawin . Dahil nasanay tayo sa hindi pagtupad ng maliliit nating pangako, nadadamay na rin ang malaking pangako na marapat nating tuparin. Hindi lang basta salita ang pangako. Ito ay may kaukulang tungkulin at tiwala na gagampanan mo sa lahat ng iyong makakaya, maliit man ito o malaki. Isa ito sa mga katangiang naghihiwalay sa atin sa ibang nilalang ng Diyos: binigyan tayo ng isipan at konsensiya upang gumawa at gumampan ng mga pangako natin. When the bubble bursts

Its 2:17 in the morning and Ive only got 3 more hours left to sleep. While everyone in the house is already dreaming, here I am, staring at the blank page with a blinking cursor in front of me. Closing my eyes and dozing off peacefully in my bed would be at the top of my list right now; but I know that I just cant. I still have an unfinished project to do and on top of that, I havent even started reviewing for my 8 AM exam. I wish I never had that teacher who always gives a lot of projects. Actually, we were given a week of preparation for this but I let myself spend time on various nonsensical things. I thought this project would be too easy for me. I thought we would be given consideration and the deadline would be extended. I wish Ive never gone to that class in the first place. Ironically, the slot on that subject was the one I had really paid close attention to during the registration period. I thought Id get along well in that class, it being one of my favorite subjects way back when I was in high school. I thought the teacher wouldnt discuss much. The clock is still ticking. The cursor is still blinking. Still, I havent started anything. What if I just pretend that I have no idea with the project? What if I just be absent on the day of the exam and make an alibi later on? *** Ive always been fascinated with the idea of a bubble. I like that moment when it would turn into a big sphere and thats when I would point my finger into it to make it burst. I can put all my inhibitions inside a bubble and when Im tired of it, I can just make it vanish into thin air in no time.Just like a bubble, I can be as magnificent as I can be but when I come to the time that I have exceeded my limits and do something wrong, I can just go invisible from those scrutinizing eyes of people. That would be the greatest escape for me. Maybe thats what I wanted my life to be. I always find an escape to every situation and leave every problem behind. I dont care if people will get mad at me for as long as Im safe and carefree. But then again, a bubble no matter how small or big or magnificent it is dont really last long. *** 3:46 AM. I managed to scramble upon a few paragraphs but Im still not even halfway done with my research project. I turned the computer off and looked for my reviewer. I read notes until my head was loaded with information that made theories on conservation sound foreign to me. After a few pages, I put my reviewer away and went straight to bed. Thats when I became aware of what Ive done. I enjoyed too much and paid no attention. Ive formed a lot of misconceptions and false assumptions. I let myself drown on the luxury of time. Now, time itself is the one that puts a lot of pressure on me. Time that can never be brought back no matter what I do and how hard I try. Ive already created a bubble so big just like the problems that I made. But, one things for sure: Im not going to be that bubble I will be the hand that will make it burst and let all the problems rain on me. Enough with the procrastination. Enough with false pretenses. Enough with the escapist attitude. I created these problems myself and now is the time to face the consequences. So what if I get a failing grade on the project and flunk the exam? What matters most is that I took a step and confronted it. 7:58 AM. And the bubble will burst anytime soon. [P]

In the face of unrelenting challenges, we dare not only to write, but to inform; not just speak, but inspire action; not just work, but give service to the people. On its 39th year, we bring back an unconcealed and undaunted Perspective. Studying in UP is a privilege to most students but to some, it is a struggle. With the 300 percent hike brought by the Tuition and Other Fee Increase (ToFI) and insufficient budget allocation for the education sector particularly in state colleges and universities (SUCs), students eventually, and unknowingly, depend their future on the money that they possess. However, there are programs like Student Loan Board (SLB) and Socialized Tuition and Financial Assistance Program (STFAP) to help with the expenses, but only if the students have the will to process lots of documents and endure the long queue. After getting registered, students face yet another challenge learning their general education (GE) subjects in a large-class setup. Studying in UP is a privilege; a privilege that we get to experience the harsh realities of life. Perhaps a person is lucky if s/he was born to a comfortable family, able to get whatever they want on their own convenience.

But to members of the masses (which comprise the majority of the population), they are lucky if they can survive a day with the help of their minimum wages amid the commodity price increase and for the members of the agricultural sector, if they are still able to harvest and make use of their land without the intervention of some greedy capitalists. Studying in UP is a privilege; that we still strive to excel despite the challenges. Given all these things, are we to just sit and watch within the confines of our comfort zones? In this light, it is Perspectives role to take the forefront in providing students the information they need and to be the voice of the UPLB studentry a legacy that never ceased to exist for nearly four decades now. A Perspective that is fearless and unrestrained, with a goal to only cater the interests of the students and the people. A Perspective which stands firm on the belief that student journalism is not a mere act of skill improvement, but an avenue for freedom of expression and basic rights assertion. Undeniably, studying in UP is a privilege; that we all have the chance to do something to change the current situation we are in, with the hopes of being emancipated from the oppressing ideals society itself impose upon us. [P]
