Following Bills Were Stopped by Conservative Republican Leadership in 2013


HB 1556 - The Oklahoma Unmanned Aerial Surveillance Act (drone bill) This bill required law officers, absent an emergency, to obtain a warrant first before using drones for surveillance purposes and prohibited the state/private entities from outfitting drones with weapons House Action: Although this bill passed out of the Aerospace and Energy Committee, the House Calendar Committee refused to advance the bill because Gov. Fallin told leadership to postpone the bill until next year.
HB 1557 - The Geo-location Information Protection Act

This bill would have required a w arrant for law enforcement access to cellphone data except in emergency situations.

HB 1559 Prohibiting the use of RFID (tracking tags) in the OK DL and ID cards House Action: This same bill passed the House and Senate in 2010, but was vetoed by then-Gov. Brad Henry, a Democrat. Since then, this bill cannot get a hearing in the House or Senate. This legislation is part of the states opposition to the federal REAL ID Act, which OK legally opposed.

HB 1907 - Creating the Common Core Task Force The purpose of the Task Force was to study the issues (the COSTS) involved in adopting, implementing and aligning the state subject matter curriculum with the K-12 Common Core State Standards (CCCS) developed by the Common Core State Standards Initiative.

SB 219 Providing that the Oklahoma Health Information Exchange Trust (the OHIET) will cease to be effective

House Action: Although this bill passed 6-0 out of the Rules Committee, the Governor, working through the Speakers office, killed this bill.

NOTE: CCCS is the move toward federalizing state school curriculum, the adoption of privacy killing data-gathering technologies, and the implementation of online curricula un-auditable by parents. Despite the nationwide effort to kill the CCCS, OK is advancing this contentious program.

The OHIET is busy implementing the IT infrastructure in OK that makes Obama Care work. It is the other exchange.

These bills pushing back against the Obama Administrations federal gun grab were not heard: SB 548 Creating the 2nd Amendment Preservation Act This bill would have invalidated any federal acts, laws, orders, rules, regulations, bans, or registration requirements regarding firearms (that) constitute an infringement on the individual right, (and) are not authorized by the Constitution of the United States and violate its true meaning and intent SB 401 This legislation would have allowed for a person who has not been convicted of a violent felony crime and who is lawfully able to own or possess a firearm under the Oklahoma Constitution is considered to be individually licensed and verified by the State of Oklahoma within the meaning of the provisions regarding individual licensure and verification pursuant to federal Gun-Free School Zones Act. Senate Action: Both bills were originally assigned to the Rules committee, but were later moved to Public Safety, w here Chairman Sen. Barrington (R), along with floor leader Sen. Schultz (R), blocked both bills and prevented a hearing.

Senate Action: This bill failed in the Health and Human Services Committees by a vote of 4-4. Although this committee has a Republican majority, two Republicans (Griffin, Coates) joined two progressive Democrats in voting against this anti-Obama Care bill, preventing its advancement.
