1. Purpose To give instruction to Maritime Registrar (MR) in the support activities necessary for the operation of SLISR. To give the necessary support to Regional Registrar (RR) and Registration Officer (Reg. Off.) to prepare the proper certificates and documentation. 2. Scope The following procedure applies to the RR/ Reg.Off nominated by MR to perform registration for Sierra Leone Flag. All officers should be fully aware about the procedures to be followed for all registration activity. 3. Registration of Bareboat Charters Out Process 3.1 Charter Out from SLISR 3.1.1 - Like normal registration COR, SSL, must be issued. CSR if more 500 GRT, MSMC will not apply if vessel will charter out 3.1.2 Application to be filled out specifying Bareboat Charter Out to be sent by letter/fax/email to MR by the Owner, Owners Agent or RR MR/RR to provide acceptance of quote to Owner, Owners Agent. 3.1.3 When the acceptance of quote SL-ACCEPT.QUOTE is approved, RR should send acceptance of quote to MR. 3.1.4 - RR/MR shall review the documents according to - SL CHECKLIST PROV REG and give the Registration Officer authorization to proceed or issue the Provisional Registration Certificate for BBC - SL-PROVBBC, Provisional SSL Certificate- SLPROVSSL In case vessel already charter out the Provisional MSMC Certificate- SL-PROVMSMC will not be required to issue. SL-PROV CSR ATT LETT - Provisional CSR attestation letter only if

applicable. RR/RO/MR should write (BBCOUT) by the authorization number. RR/MR shall issue the relevant Invoice to the RO -Registration Officer or client. 3.1.5 MR will check the Bareboat Agreement to see what flag ship is going to be BBC IN and MR will issue the Letter of Consent FORM LETTCONS-BBOUT and dispatch the original to the Owner, Owners Age nt or RR. 3.1.6 All required documents as per Documentation item 4 to be sent to MR. 3.1.7 - MR to make entries in the Registry for merchant ships and other Information required to be recorded therein, as per Merchant Shipping Act 2003. 3.1.8 - MR will save all the require documents received in the vessel data base folder and enter name of ship in web site. Bareboat IN or OUT can change status to Normal registration at any time then an adjustment of fees could be granted and will follow the below procedure depending on status of ship. For validity of the certificates first registration of the ship will take in consideration otherwise owner can choose to do a new registration but call sign MMSI and Sl official number will remain the same. 3.2 Ship only Provisional Registration under SLISR 3.2.1 See procedure: SL-01 PROV.REG PROVISIONAL REGISTRATION 3.3 Ship already Permanent Registered under SLISR 3.3.1 - See procedure: SL-02 PERM.REG PERMANENT REGISTRATION 4. Documentation for BAREBOAT CHARTER OUT 4.1 - Copy of all documents requested for normal registration. See SL-01 PROV REG, item 6. 4.2 Copy of the Bareboat Charter agreement, duly notarized by a notary public 4.3 - Bill of sale (not necessary) 4.4 Statutories Certificates are not required when vessel is chartering under another flag. 4.5 COEs are not required when vessel is chartering under another flag. . 4.6 Non Encumbrance, if the owner required.

5. Registration of Bareboat Charters In Process (according to the charter agreement but no more than 02 years) 5.1 Provisional Registration 5.1.1 -See procedure: SL-01 PROV.REG PROVISIONAL REGISTRATION. Instead of issuing a normal provisional certificate SL-PROVBBC Provisional registration certificate for BCC is to be issued and RR/RO/MR should be write BBCIN by the authorization number 5.2 - Permanent Registration 5.2.1 MR to review all required documents using SL- CHECKLIST PERM and once payment is received (or confirmation from RR that they have received payment, MR issue the applicable Certificates. Hologram is affixed in each certificate. 5.2.2 The validity of the Permanent Certificate of Registry for BCCSL- PERM REG BBC IN, the Permane nt SSL- SL- PERM SSL, and MSMC Permanent certificate- SL- PERM MSMC, and if applicable SLCSR. Validity of permanent certificate should be up to 02 years but can not exceed the validity of BBC Agreement. RR/RO/MR should write BBCIN by the authorization number 5.2.3 - MR to make entries in the Registry for merchant ships vessels and other information required to be recorded therein, as per Merchant Shipping Act of 2003 5.2.4 - MR will save all the documents in the vessel data base folder and add name of the ship in Sl web site. 5.2.5 - When the BBC Agreement finish and if the owner does not request Renew of Registration, Registration of ship is automatically deleted. MR should update in SL web page deleting name of the ship, allowing the ships name to be available and will advise Fairplay about deletion of the ship under SL Flag. 6) Documentation for BAREBOAT CHARTER IN 6.1 Original Letter of Consent from 1st Flag. 6.2 - Copy of the Bareboat Charter agreement, duly notarized by a notary public. 6.3 - Copy of all documents requested for normal registration. See SL-01 PROV REG, item 6 . 6.4 - Bill of sale not necessary 6.5 - Previous CSR if applicable For permanent : Coes and valid statutory certificate will be needed it.
