S E E W W W . I H - R A . C O M / E V E N T S F O R P R O G R A M M E
IH&RA, 51 rue Jean-Jacques Rousseau, 75001 Paris
ach year, the IH&RA Congress welcomes hospitality leaders from around the
E world to study industry trends and developments. As we gather in 2003 to
celebrate IH&RA's 40th Congress, and as we look back at all the successful
Congresses of the past, it is remarkable to note one constant and recurring theme
- change. “The only constant in life is change,” so it is said.

This rings especially true as the worldwide hospitality industry has faced a series
of new and difficult challenges in recent years. As crises have erupted around the
globe, hotel and restaurants have had to rethink traditional models of management,
operation and communication in order to thrive in these uncertain times. But, even
more important than adapting to crises is the ability to anticipate and prevent them or, at the very least,
favourably influence their outcome. What are the new and emerging risks? Can we be proactive in
preventing them? How can the hospitality industry not only recover, but succeed in tapping new markets
in a world marked by constant and rapid evolution?

The IH&RA 40th Annual Congress will once again bring together international hospitality industry
practitioners, consultants, and academics to study the enigma of “Managing Through Rapidly Changing
Times.” And, in what better location than in the shadow of the sphinx and in the birthplace of civilization?
We are pleased to welcome you to Cairo, one of the world’s most dynamic metropolises, where a 2,000
year old past meets the present, at the centre of all routes leading to, and from, the three continents of Asia,
Africa and Europe.

Join us there!

Eric E. Pfeffer,
IH&RA President

Dear IH&RA Members,

It gives me great pleasure to extend a warm welcome to all guests, visitors and
participants on the occasion of the IH&RA 40th Annual Congress to be held in
Cairo, 5 - 9 December 2003.

I am quite confident that all participants will enjoy Egypt’s unique and rich tourism
assets. Egypt is a peace-making nation that condemns all terrorist, fanatic and
extremist acts all around the world.

Egyptians are peaceful, friendly and enjoy a diversity of cultures and religions. They are always welcoming
to their guests. Furthermore, Egypt is a safe and secure country enjoying political and social stability with
not a single incident since November 1997. Extremist groups declared publicly that these acts of violence
were wrong and will be forever abandoned. During the last five years, more than 25 million tourists have
visited Egypt and their holidays were simply described as marvellous.

Distinguished readers, let me assure you that through commitment and devotion of the entire Egyptian
tourism industry, your expectations will not only be met, they will in fact be surpassed.

Finally, I look forward to welcoming you all to Egypt, wishing you a wonderful, thrilling stay in our country
and a successful IH&RA conference.

Dr. Mamdouh El-Beltagui,

Minister of Tourism
